Juin 2020 devait marquer le 20e anniversaire de la création et le départ du 19e Trophée Bailli de Suffren pour lequel 26 yachts se préparaient. La pandémie mondiale tel un cyclone dévastateur en a décidé autrement.

Les marins savent faire le dos rond et nous attendons tous 2021 avec impatience pour retrouver le plaisir de partager ces moments de bonheurs que sont nos diners, batailles navales, partages et couleurs d’horizon et nuits d’étoiles au large sur la méditerranée tous sur les pas de Pierre-André de Suffren et surtout avec « l’Es-prit du Bailli ».

20 ans, c’est l’âge que Pierre André de Suffren avait lors de son premier séjour à Malte et ses premiers pas de chevalier dans l’ordre de Saint Jean de Jérusalem. Il séjournait à l’auberge de Provence à Il-Birgu Vittoriosa dans le canton des trois citées de Cotonnera. Il-Birgu Vittoriosa est depuis jumelée avec Saint-Tro-pez grâce à l’aventure de notre trophée et nous nous y retrouve-rons pour quelques surprises à l’arrivée à Malte en Juillet 2021.

Nous vous donnons rendez-vous à Saint-Tropez le 26 Juin 2021 ou sera donné le départ du 20e Trophée vers les Iles de Malte, où Bonifacio en Corse, Trapani en Sicile, Mgarr à Gozo seront nos étapes avant de finir au cœur de Malte accueillis au Royal Malta Yacht Club et Yachting Malta.

June 2020 was to mark the 20th anniversary of the creation and the start of the 19th Bailli de Suffren Trophy which 26 yachts were preparing. The global pandemic like a devastating cyclone decided otherwise.

Sailors knows to lay low and wait until the storm is over and we are all looking forward 2021 to rediscover the pleasure of sharing these moments of happiness that are our dinners, naval battles, sharing, colors of the horizon and nights of stars off the Mediterranean all on in the footsteps of Pierre-André de Suffren and with the “Bailli’s Spirit”.

20 years old is the age Pierre André de Suffren was when he first visited Malta and took his first steps as a knight in the order of Saint John of Jerusalem. He was staying at Auberge de Provence in Il-Birgu Vittoriosa in the canton of the three cities of Coton-nera. Il-Birgu Vittoriosa has since been twinned with Saint-Tropez thanks to the adventure of our trophy and we will meet there for some surprises when we arrive in Malta in July 2021.

We wait you in Saint-Tropez on June 26, 2021 where the start of the 20th Trophy will be given for the Islands of Malta. Bonifacio in Corsica, Trapani in Sicily, Mgarr in Gozo will be our stops before ending in the heart of Malta hosted at the Royal Malta Yacht Club and Yachting Malta.

Part of the Maltese archipelago, and covering a land area of just 67 square kilometers, Gozo demonstrates authenticity and consi-derable diversity for its size. Getting to Gozo is easy. A 45 minute drive from the Malta Inter-national Airport leads you to the Ċirkewwa ferry terminal. Here you can board a ferry which operates every half an hour. The 25 minute crossing offers a great opportunity to savour the breathta-king views of the island of Comino and the charming Mġarr Har-bour, which welcomes you to Gozo. At the harbour, you’ll see an interesting contrast of traditional Maltese fishing boats bobbing peacefully and luxurious yachts at the marina located at the nor-thern part. Once on the island, Gozo will not disappoint as it provides its visi-tors with plenty of things to do and see, both to the active type of person and also for that type who simply wants to relax.

Gozo’s mild Mediterranean climate makes it an ideal playground for outdoor activities all-year round. Gozo has some of the most stunning diving locations in the Mediterranean, including the Blue Hole and several wrecks scuttled along the coastline. Rock clim-bing is also generating considerable interest. Despite not having any mountains, the island’s rock formations, especially along its coastline, provide a real challenge for enthusiasts of this sport. Other popular outdoor activities are hiking, trekking, cycling, quad-biking, and kayaking. Accommodation on Gozo is as unique as the island itself. There’s a fantastic choice of places to stay from five and four star hotels and spas to restored traditional farmhouses with tonnes of character and glorious views of the Mediterranean Sea. Alternatively, you can experience Gozo’s charm with a touch of style by staying in one of the island’s growing number of boutique hotels. The typical Mediterranean gastronomy, abounding with Gozitan flavours, is available from the high-quality restaurants which can also be found in the typical village core. There you can savour a Gozitan meal under the shadow of the Baroque Churches which adorn nearly all the village squares in each of the island’s 14 loca-lities. If you love the seaside, then you can enjoy a nice lunch, a glass of wine, or your favourite aperitif at one of the many bars and restaurants operating, quite literally, by the sea. History, mythology and religion are intertwined on this island where Ulysses is said to have been held captive for 7 years by the nymph Calypso and where one can also find the prehistoric temples of Ġgantija, a UNESCO world heritage site. In Victoria, the island’s main town, you’ll find the Cittadella, an ancient for-tified city and a major landmark. For lovers of cultural activities, then you’ll find a brimming calendar of events happening throu-ghout the year. Gozo means joy, and a visit to this relaxed little sister island of Malta should bring exactly that.

2. RÈGLEMENTS

L’épreuve est régie par les textes en vigueur suivants :

• Les Règles telles que définies dans les Règles de Course à la Voile en vigueur, y compris les prescriptions de la FFV,

• Les règles de la jauge CIM pour les voiliers d’Époque et Classiques, et des « Classique racers IOR »

• Les règles de la jauge IRC pour les voiliers récents et esprit de tradition.

• Le présent avis de course, • Les Instructions de Course remises à l’inscription à Saint-Tropez

avant le départ,• La Règlementation Spéciale Offshore catégorie 3 avec radeau

de survie,• La « réglementation spéciale pour le Trophée du Bailli de

Suffren ». Dans tous les cas, la langue française prévaudra dans l’interpré-tation des textes en cas de différend.

3. PARCOURS

Le parcours est du type A « haute mer » selon les règles CIM, navi-gation « au large » selon les normes de l’Union Européenne.La longueur du parcours est de 590 nautiques environ avec quatre escales.

4. L’ESPRIT DE LA COURSE

Cette course-croisière se veut être une « course de gentlemen ».La compétition doit rester amicale entre des bateaux d’exception. Si la victoire est jolie, l’essentiel est néanmoins le plaisir de navi-guer ensemble, de faire escale et la fête dans des sites privilégiés en Méditerranée, et ce, dans le respect du « Fair Sailing » (ISAF), de « l’Esprit Corinthien » (IYCP), de la « Charte de la Belle Classe » (YCM), de l’environnement (« Ecogestes »), de la « Citoyenneté de la Mer » (SNSM), des règles de sécurité (FFV, CIM, TBS) de l’Éti-quette navale (YCF) et du « Décalogue du Gentleman Sailor » (TBS).

This regatta is meant to be a “gentlemen’s race”. The competition must remain friendly between these exceptional boats. If “the victory is pretty”, the essential is nevertheless the pleasure of sailing together, stopping over and celebrating in privileged sites in the Mediterranean, and this, in the respect of the “Fair Sailing” (World Sailing), “ Corinthian Spirit (IYCP), the “Charte de la Belle Classe” (YCM), the environment (“Eco-gestes), the” Citizenship of the Sea “(SNSM), safety rules (FFV, CIM, TBS), The Naval Etiquette (YCF) and the “Gentleman Sailor Decalogue” (TBS).

La course est ouverte aux bateaux habitables de plus de 11 mètres (Lt) pour les bateaux jaugés CIM Lwl pour la jauge IRC, notés sur le certificat de jauge.Le nombre d’inscrit est limité à 30 bateaux.Les bateaux jaugés IRC et les voiliers d’autres classes candidates pourront être admis en fonction des places disponibles laissées par les bateaux de tradition.

7. ADMISSIBILITÉ ET INSCRIP TIONS

Les inscriptions devront parvenir avant le Vendredi 28 mai 2021 à la SNST, accompagnées :

• Du formulaire original de « Demande d’admission » avec déclaration signée d’acceptation et de respect des règles de l’épreuve,

• De la liste de l’équipage, complétée éventuellement sur place avant le départ,

• Du certificat de jauge CIM ou IRC (copie) en cours de validité, • De l’attestation de l’assurance du bateau couvrant les

compétitions à la voile, • D’une ou plusieurs photos du bateau et éventuellement des

copies de son palmarès, • Du tableau de la réglementation spéciale pour le Trophée du

Bailli de Suffren rempli et signé par le chef de bord,• Des frais de dossier (non soumis à la TVA)

Les frais d’enregistrement sont :• De 11 à 15 mètres 125 Euros du mètre,• De 15 à 20 mètres 150 Euros du mètre,• De 20 à 30 mètres 175 Euros du mètre,• Au-delà de 30 mètres 185 Euros du mètre.

La longueur considérée est celle du LT pour bateaux jaugés CIM et LH pour les IRC.

Pour les bateaux qui s’inscriront avant le 31 décembre 2020 (frais d’enregistrement payés) une remise de 15% sur les frais d’inscription sera appliquée.Les frais de dossier seront majorés de 30% à partir du 1er mai 2021. En cas de désistement avant le 28 mai 2021, les frais d’inscrip-tion seront remboursés moins 200 Euros de frais de dossier, après cette date ils ne seront pas remboursés.

Registrations must be send to SNST latest by Friday May 28th

2021, accompanied by:• The "Registration" form with signed declaration of acceptance

and compliance with the rules,• the crew list, possibly completed before departure,• the current CIM or IRC (copy) certificate,• the insurance of the boat covering sailing competitions,• One or more photos of the boat and possibly copies of his

palmares,• the special rules for the Bailli de Suffren Trophy safety form

filled and signed by the skipper,

8. FEES (not subject to VAT)

• From 11 to 15 meters 125 Euros per meter,• From 15 to 20 meters 150 Euros per meter,• From 20 to 30 meters 175 Euros per meter,• Beyond 30 meters 185 Euros per meter.The length considered is that of the LT for CIM and LH for IRCs.

For boats that register (fees paid) before December 31th, 2020 a 15% discount on the registration fee will be applied.The fees will be increased by 30% from May 1st, 2021.In the event of withdrawal before May 28, 2021, the registration fee will be refunded less 200 Euros for application fees, after this date they will not be refunded.

vérifier qu’il respecte le « Tableau de la réglementation spéciale » pour le Trophée du Bailli de Suffren.Des contrôles à bord des bateaux pourront être effectués avant le départ de Saint-Tropez, aux escales et à l’arrivée, à la demande du Comité de Course, du Jury ou de la Direction de Course.

9. ÉQUIPAGE

Le nombre minimum de personnes à bord devra être, pour tous les bateaux, égal au minimum à : 4 (bateaux de 11 à 14 m), 5 (14 à 18 m), 6 (18 à 22 m), 8 (+22m).Le capitaine devra s’assurer sous sa seule responsabilité que son équipage a la compétence technique, l’état de santé, la prépara-tion physique, l’équipement et l’expérience sportive nécessaires pour participer à une course au large de plusieurs jours avec navigation de nuit, et possède bien pour chacun un passeport ou une carte d’identité en cours de validité pour l’Union Européenne.Il est conseillé qu’au moins le chef de bord et un équipier soient titulaire du stage de survie World Sailing ou détenir une qualifi-cation équivalente.

10. CLASSEMENTS ET PRIX

10.1 Le système de points à minima de l’annexe A des RCV s’appli-quera

Le classement se fera pour chaque classe en temps compensé « temps sur temps »

10.2 - Des prix seront distribués comme suit :

• Le « Sabre d’Honneur de l’Amiral Satan » réservé aux Voiliers de Tradition.

• Le « Sabre du Jedi » est réservé pour les voiliers jaugés IRC.• Le « Chronomètre de Marine » récompensant le bateau ayant

le meilleur temps compensé par addition des temps compensés sur toutes les étapes courues.

• Prix pour chacune des classes représentées : yachts « d’Époque », « Classiques », « IMA », « bateaux jaugés IRC » et autre(s) classe(s) invitée(s)

• Prix de la Ville de Bonifacio,• Prix de la Ville de Trapani,• Prix de la Ville de Saint-Tropez,• Prix de l’Ile de Gozo,• Prix de l’AFYT.Le Yacht-Club de France remettra une « Tape de Bouche ».

11. PUBLICITÉ

Un Pavillon de la régate ainsi que des pavillons partenaires pour-ront être remis par le comité d’organisation à chaque concurrent. Il(s) devront être hissé sur l’étai à chaque escale conformément à la régulation 20.4 de l’ISAF.En participant au Trophée Bailli de Suffren, un concurrent accorde automatiquement et sans compensation d’aucune sorte, au Mare-nostrum Racing Club, aux clubs associés à l’organisation, aux pres-tataires et aux partenaires de l’épreuve, le droit permanent de pro-duire, d’utiliser et de montrer, à leur discrétion, dans toutes diffusions relatives à l’épreuve, toutes images de lui-même ou de son bateau, réalisées pendant la période de la compétition nommée « Trophée Bailli de Suffren » à laquelle participe le concurrent.

12. PLACES AUX PORTS

Les bateaux régulièrement inscrits bénéficieront dans la limite des disponibilités d’une place gratuite exclusivement durant leur séjour dans les ports visités, notamment à Saint-Tropez du jeudi

9. CREW

The minimum number of persons on board shall be, for all boats, equal to at least: 4 crew (boats of 11 to 14 m), 5 crew (14 to 18 m), 6 crew (18 to 22 m), 8 crew (22m+).The captain shall be responsible for ensuring that his crew has the technical skills, the state of health, the physical preparation, the equipment and the sporting experience required to participate in a multi-day offshore race with night navigation, and each has a valid passport or a valid identity card for the European Union.

10. CLASSIFICATIONS AND TROPHIES

10.1 - The minimum points system of Appendix A of the RRS will apply.

The ranking will be done for each class in compensated time «time on time»

10.2 - Prizes will be distributed as follows:

• “Admiral Satan’s Honorary Saber“ reserved for Classic Yachts.• The “Jedi Saber reserved for IRC.• The “Marine Chronometer” rewarding the boat with the best

compensated time by addition of compensated time for all the legs.

• Prizes for each of the classes represented: “vintage”, “Classic”, “IMA”, “IRC” and other invited class (es)

• Prize of the City of Saint-Tropez,• Prize of the city of Bonifacio• Prize of TRAPANI• Prize of Ministery of GOZO• Prize of Yachting Malta• AFYT prize,

11. ADVERTISING

A partner and/or event flags may be handed over by the orga-nizing committee to each competitor. It shall be hoisted on the forestay at each stop in accordance with World Sailing rule 20.4.In participating at the Trophée Bailli de Suffren, a competitor auto-matically grants to the Marenostrum Racing Club, Organizing Authorities, service providers and the Sponsors of the event, the right in perpetuity, to make, use and show, from time to time and at their discretion, any motion pictures and live, taped or filmed televi-sion and other reproductions of Yacht and crew during the period the competition in which the competitor participates in and all material related to the said « Trophée Bailli de Suffren» without compensation.

12. MOORINGS

Regularly registered boats will benefit from the availability of a free mooring exclusively during their stay in the ports visited, including Saint-Tropez from Thursday, June 24 at noon to Saturday, June 26 noon, in Bonifacio, Trapani, Malta until monday, July 12 midday.In Saint-Tropez: possibility of docking before the regatta at 50% of the price on direct booking with www.port-de-saint-tropez.com The allocated place must be respected. Mooring, safety on board, behavior on shore and respect for the environment are the sole responsibility of the captain of each boat.

13. DISCLAIMER OF LIABILIT Y

Competitors participate in the regatta entirely at their own risk. See RRS Rule 4, Decision to Sail. The organizing authority will not accept any liability for material damage, injury or death within the regatta before, during and after the event.

14. INSURANCE

All French or foreign competitors must have third-party liability insurance in sailing competitions for all personal injury and pro-perty damage.For French competitors, the valid FFVoile license is a certificate of insurance.Minors must have parental authorization to board and to leave the national territoryForeign competitors, not holding a FFVoile license, must pro-vide an original certificate from their insurer in French or English, the amount of which must be expressed in euros, dollars or UK pounds. A French sailing license (FFVoile) may also be issued on the spot before departure to any competitor, provided with a valid medical certificate.

15. FOLLOW-UP OF COMPETITORS

Each boat will carry a tracker allowing a follow-up of the compet-itors by the Race Direction, the Race Committee, the Jury, the Net surfers and the public.16. SECURITYIn order to allow communication between the boats and the organi-zers, a fixed power 25W VHF with a top mast antenna is mandatory.Boats must be equipped with an AIS transponder.

13. DÉCHARGE DE RESPONSABILITÉ

Les concurrents participent à la régate entièrement à leurs propres risques. Voir la règle 4 des RCV, Décision de courir. L’autorité organisatrice n’acceptera aucune responsabilité en cas de dom-mage matériel, de blessure ou de décès, dans le cadre de la régate avant, durant et après l’épreuve.

14. ASSURANCE

Tous les concurrents français ou étrangers doivent posséder une garantie de responsabilité civile à l’égard des tiers lors de compé-titions à la voile pour tous dommages corporels et matériels. Pour les concurrents français, la licence FFVoile valide, obligatoire, tient lieu d’attestation d’assurance.Les mineurs devront avoir une autorisation parentale à embarquer et à sortir du territoire nationalLes concurrents étrangers, non titulaires d’une licence FFVoile, devront fournir une attestation originale de leur assureur en fran-çais ou anglais, dont le montant de la garantie devra être exprimé en euros, dollars ou livres sterling UK. Une licence de voile fran-çaise (FFVoile) peut être également délivrée sur place avant le départ à tout concurrent, muni d’un certificat médical valide.

15. SUIVI DES CONCURRENTS

Chaque bateau se verra attribuer une balise permettant un suivi des concurrents par la Direction de course, le Comité de course, le Jury, les internautes et le public.

16. SÉCURITÉ

Afin de permettre une communication entre les bateaux et les organisateurs, une VHF fixe puissance 25W avec une antenne en haut du mât est obligatoire.Les bateaux doivent être équipés d’un transpondeur AIS.
