ADMISSION

Ladmission des candidats se ait sur examen des dossiers par un Comitde slection, sous la responsabilit du Secrtaire gnral de lInstitut.

Conditions

Peuvent tre admis les candidats qui :

- matrisent le ranais ou langlais, les deux langues ocielles de lasession. De bonnes connaissances de lautre langue sont galementncessaires an de pouvoir suivre lintgralit de lenseignement et des

dbats.- au minimum sont titulaires dun diplme universitaire

sanctionnant quatre annes dtudes (matrise, master 1 ouquivalent).

- titre exceptionnel, justient par une attestation duneexprience approondie dans la pratique des droits de lhomme,acquise dans une agence gouvernementale, dans une organisationintergouvernementale ou non gouvernementale ou qui peuvent aire

preuve dune exprience comparable.Il est obligatoire de joindre toutes les pices exiges et de remplirtoutes les rubriques du ormulaire de demande dadmission anque le dossier de candidature soit pris en considration.

Pour des raisons dorganisation et pour prserver la qualit de lenseignement,le nombre de participants chaque session est x en tenant compte desbesoins prioritaires en ormation des difrents pays et rgions du monde(notamment des pays en dveloppement). Les candidats seront inorms

par courrier du rsultat de leur demande de participation la session.

Aide nancire

A titre exceptionnel, une aide nancire peut tre obtenue an de couvrircertains rais de participation la session.

Un comit dattribution des bourses examine les demandes. Le curriculumvitae, une lettre de motivation, les recommandations ainsi que la situation

nancire des candidats sont pris en considration. La priorit est donneaux candidats venant des pays en dveloppement. Le rsultat de la demandedaide nancire sera noti aux candidats par crit.

lhomme destine en particulier aux :

ORGANISATION

Inormations gnrales

Les participants sont tenus de respecter les rgles ondamentales quisappliquent dans toute institution acadmique.

Les participants doivent suivre assidment les cours et les conrencesdispenss pendant toute la session et respecter les horaires indiqus danslemploi du temps.

Toute initiative ou activit en dehors du programme denseignement de la

session ne peut engager la responsabilit de lInstitut.Un Directeur des tudes est charg du bon droulement de la session et de lacommunication entre les participants et lInstitut.

Langues

Langues ofcielles de la session : ranais et anglais.Cours introductis : en ranais, anglais, espagnol et russe.Cours thmatiques : en ranais ou en anglais.Cours ondamentaux : en ranais, anglais, espagnol et russe.

Cours spciaux : en ranais et en anglais.

Il ny a pas dinterprtation simultane.

Certicat de lInstitut international des droits de lhomme

Une preuve crite de contrle, permettant de vrier les connaissancesacquises pendant la session, a lieu la n de la session.

Elle comprend 20 questions choix multiple. Les questions sontlabores par les proesseurs des cours. Ces questions sont libellesen ranais et en anglais, les participants ont la possibilit dutiliser undictionnaire bilingue.

Les auditeurs qui auront russi ce test se verront dlivrer le certicat delInstitut international des droits de lhomme.

Les auditeurs qui auront chou ce test se verront dlivrer une attestationde prsence.


Toute personne bnciant dune aide nancire a lobligation de suivrelintgralit de lenseignement durant les trois semaines. Laide nancire

accorde par lInstitut nest pas cumulable avec un subventionnementobtenu par ailleurs quelle quen soit lorigine.

Aucune aide nancire supplmentaire ne pourra tre obtenueaprs la dcision du comit.

Le dossier complet daide nancire accompagn duncurriculum vitae incluant une lettre de motivation et une lettrede recommandation doit parvenir lInstitut AVANT LE 15 AVRIL2012.

En raison du nombre limit de bourses pouvant tre accordes par lInstitut,il est vivement conseill aux participants de prendre contact avec lesagences gouvernementales et intergouvernementales, les organisationsinternationales, les institutions acadmiques, les diverses ondations ouorganismes et les donateurs susceptibles de leur ournir une aide nancire.

DIPLME DE LINSTITUTINTERNATIONALDES DROITS DE LHOMME

Rglement pour lobtention du diplme

ARTICLE 1

Le diplme de lInstitut international des droits de lhomme est ouvert auxparticipants la session annuelle denseignement de lInstitut possdantdj des connaissances approondies en droit international et en droit

compar des droits de lhomme.Les examens du diplme sont accessibles uniquement aux parti-cipants qui possdent un diplme post-gradu ou de niveau qui-valent (LL.M, Master). Il est totalement distinct du certicat de partici-pation la session destin vrier les connaissances gnrales acquisespendant la session.

ARTICLE 2

Peuvent tre admis se prsenter aux preuves en vue de lobtention duDiplme, les participants remplissant la condition vise larticle 1 quipeuvent en outre dmontrer par des travaux scientiques ou par uneexprience proessionnelle, une comptence spciale en matire de droits delhomme. Ladmission participer aux preuves du diplme est prononcepar la commission comptente de lInstitut.

Tout candidat sollicitant linscription lexamen du diplme doit soumettreun dossier contenant : le ormulaire dinscription au diplme ( solliciterauprs du secrtariat), un curriculum vitae, les copies de lensemble desdiplmes universitaires, une liste de publications et/ou une justicationdes expriences proessionnelles et autres rrences utiles.

ARTICLE 3

Seuls les candidats qui ont t retenus par la commission comptente delInstitut seront habilits se prsenter aux preuves du diplme.

ARTICLE 4

Les preuves dexamen se tiennent Strasbourg aux dates indiques dans

lemploi du temps, en ranais ou en anglais, au choix du candidat.

ARTICLE 5

Lexamen comprend :

1 Une preuve de sous-admissibilit :

A savoir un exercice crit dune dure de cinq heures. Les candidats auront lechoix entre deux sujets portant sur le droit international et le droit compar

des droits de lhomme.Pour tre sous-admissibles, les candidats devront obtenir la note minimumde 12/20 (Les candidats ayant obtenu la note de 10/20 a lpreuve crite dudiplme se verront attribuer doce le certicat de lInstitut Internationaldes Droits de lHomme).

2 Une preuve dadmissibilit :

A savoir, un exercice pratique portant sur l tude dun casus relati lun ou/et lautre des systmes universels ou rgionaux de protection des droits delhomme. (Comit des droits de lhomme des Nations Unies, Cour intera-mricaine des droits de lhomme, Cour europenne des droits de lhomme,Commission aricaine des droits de lhomme et des peuples).

Chaque candidat devra soutenir une plaidoirie 24 heures aprs avoir tir ausort son sujet.

Pour tre admissibles, les candidats devront obtenir la note minimum de12/20.

3 Une preuve dadmission :

A savoir, la prsentation sous orme dexpos-discussion dun sujet tir ausort (prparation de 2 heures sans documentation) portant sur la protectioninternationale des droits de lhomme.

Pour tre admis les candidats devront obtenir la note minimum de 12/20.

ARTICLE 6

Le jury de lpreuve de sous-admissibilit est constitu au minimum de

quatre membres. Le jury de lpreuve dadmissibilit comprend au mini-mum deux personnes. Le jury de lpreuve dadmission nale se compose auminimum de trois membres.

ARTICLE 7

1- Le jury dadmission peut, dans des cas exceptionnels, accorder la men-tion CUM LAUDE.

2- Lorsque le candidat manque de peu la moyenne exige, le jury peut lui

donner la possibilit dobtenir le Diplme en prparant un mmoire sur unsujet agr par le jury et suivant les termes et conditions dcids par celuici.

Ce mmoire doit tre adress lInstitut, au plus tard le 31 mars delanne suivante. La dlivrance du diplme est subordonne lapprciationdu mmoire par un jury.

ARTICLE 8

Les dcisions des jurys ne sont pas susceptibles de recours.Session 2011 - Sujets proposs aux candidats lpreuve crite :

- La notion de subsidiarit et le droit international des droits de

lhomme.

- Le contrle du respect des droits conomiques, sociaux et culturels.

CENTRE INTERNATIONAL POURLENSEIGNEMENT DES DROITS

DE LHOMME DANS LESUNIVERSITES (CiedhU)

Programme

Dans le cadre de la session denseignement, le Centre internationalpour lenseignement des Droits de lHomme dans lesUniversits (CiedhU) propose aux proesseurs duniversit, aux

assistants et aux chercheurs, des sminaires de ormation an deleur permettre de dvelopper lenseignement et la recherchespcialiss sur les droits de lhomme dans leur activit acadmique.Les sminaires du CiedhU rpartis sur 20 heures de ormation portent sur lesmthodes denseignement des droits de lhomme.

Le programme du CiedhU implique linscription et la participationobligatoire aux conrences et cours de la session annuelledenseignement ainsi quaux sminaires spcialiss organiss

pendant la mme priode.

Admission

Les participants sont rpartis en deux groupes linguistiques, ranais etanglais. Lenvoi dune demande dinscription au CiedhU ne garantit pasvotre admission. Chaque dossier est soumis un comit de slection.

The International Institute o Human Rights organizes a specializedannual study session in human rights in Strasbourg during the month oJuly directed in particular to :

Advanced students in law, political science, human and social sciences,

Proessors and researchers,

Members o the legal proessions and any other proession related tohuman rights,

National and international civil ser vants,

Members o non-governmental organizations.

Its purpose is to provide advanced courses in international andcomparative human rights law taught by specialists rom around theglobe.

The 43rd study session is organized with the support o :

ADMISSION

AdmissionAdmission o candidates is decided ater careul review o their les by aSelection Committee headed by the Secretary General o the Institute.

Conditions

Eligible candidates must meet the ol lowing requirements :

- mastery o French or English, the sessions two ocial languages, as

well as an adequate working knowledge in the other language toollow the courses and debates.

- at least, holders o a our year university diploma (Master orequivalent)

- exceptionally, attest to a solid experience in the eld o humanrights acquired in governmental agencies, in inter or non governmentalorganizations or possess comparable experience.

All the required papers must be joined to the completed applica-

tion or admission orm.

For organizational reasons and in order to preserve the quality o teaching,the number o participants admitted to each session is limited. Needs andpriorities in orming candidates originating rom diferent countries andregions o the world (especially developing countries) are taken into consi-deration. Candidates will be inormed in writing o their admission.

Financial Assistance

In exceptional cases, nancial assistance can be obtained in order to coversome o the costs to participate in the session.

A scholarship committee examines all requests. The candidates curriculumvitae, letter o motivation and recommendation, and nancial situation aretaken into consideration. Priority is given to candidates rom developingcountries. The results o nancial assistance requests will be given in writing.

ORGANIZATION

General InormationParticipants must respect the undamental rules which apply to anyacademic institution.

Participants are expected to attend all courses and lectures regularlythroughout the Study Session and respect the times indicated in theprogramme.

The Institute declines all responsibility or any initiative or activity which is

not part o the sessions teaching programme.A Director o Studies is responsible or the smooth unctioning o the sessionand or establishing a communication link between the participants and theInstitute.

Languages

Sessions ofcial languages : French and English.Introductory courses : in French, English, Spanish and Russian.

Thematic courses : in either French or English.Fundamental courses: in French, English, Spanish and Russian.

Special courses: in either French or English.

No simultaneous translation is provided.

Certicate o participation

A written examination is given upon completion to evaluate knowledge

acquired during the session. This exam consists o 20 multiple choicequestions.

Questions are provided by all proessors who lecture during thesession. These questions are presented in English and in French. A oreignlanguage dictionary may be used during the exam.

The participants who pass this examination receive the Certicate o theInternational Institute o Human Rights.

The participants who ail this examination receive a Certicate o attendance.

All persons beneting rom nancial assistance are required to participatein the ull three weeks o the Session. Financial assistance granted by theInstitute cannot be cumulated with grants awarded rom other sourceswhatever they may be.

No additional nancial assistance will be given ollowing thecommittees decision.

A completed application or admission orm, a curriculum vitaeincluding a letter o motivation and recommendation must arriveat the Institute BEFORE 15 APRIL 2012.

Stay

Accommodation

Housing is proposed by the French university system (CROUS) in a universityresidence. No wireless Internet access.

A single room rom 5 to 29 July 2012 inclusive costs 310 euros(including administrative ees). I you desire to reserve a room, the eesmust be paid in ull to the Institute when you register in Strasbourg.This ee is non-reundable. Any additional night(s) must be paid by theparticipant directly to the university residence (CROUS). The Institutecannot be responsible or housing problems. This responsibility lies with

the university residence.Participants are ree to make alternative housing arrangements.

Meals

The meal price in the university restaurant approximately costs 8 euros(subject to change). The reduced prices or accommodation and meals arepossible thanks to the contribution o the French university system.

Health / Accident

Every participant is required to have his own health/accident insurancecoverage.The Institute cannot, in any case, be held responsible or medical expensesincurred during a participants stay in Strasbourg.

DIPLOMA OF THE INTERNATIONALINSTITUTE OF HUMAN RIGHTS

Regulations governing the award o the diploma

ARTICLE 1

The Diploma o the International Institute o Human Rights is open toparticipants o the Institutes annual teaching session who already haveextensive knowledge o International and Comparative Human Rights Law.

The Diploma exam is open only to those already possessing a pos-tgraduate degree or equivalent (Masters or higher). The InstitutesDiploma is distinct rom the sessions Participation Certicate which is desi-gned to test general knowledge acquired during the Session.

ARTICLE 2

Participants meeting the requirements outlined in Article 1 and whodemonstrate a special competence in the area o human rights through

their scientic works or proessional experience may be registered to par-ticipate in the Diploma exam. Permission to sit or the diploma exams isgranted by the Inst itutes competent commission.

ARTICLE 3

Only candidates who have been selected by the Institutes competentcommission will be allowed to sit or the Diploma examinations.

ARTICLE 4

Examinations take place in Strasbourg on the dates indicated on the sessionsschedule, in French or English, as chosen by the candidate.

ARTICLE 5

The examination consists o:

1 A test o pre-admissibility :

Consisting o a 5 hour written exam. Candidates will be given a choice between

two subjects pertaining to international and comparative human rights law.A minimum grade o 12/20 is required in order to participate in the test oadmissibility (Candidates having earned the grade o 10/20 on the writtenexam will automatically receive the Certicate o the International Instituteo Human Rights).

2 A test o admissibility :

Consisting o a practical exercise pertaining to a casus relative to one or/andthe other o the universal or regional systems o human rights protection(the United Nations Human Rights Committee , the Inter American Court oHuman Rights, the European Court o Human Rights, the Arican Commis-sion o Human and Peoples Rights).

Each candidate must prepare an argumentation and deend it orally 24hours ater drawing his subject.

A minimum grade o 12/20 is required in order to participate in the nal

oral exam.

3 A nal oral exam :

Consisting o a presentation in the orm o an expos/discussion (2 hours opreparation without any documentation) on a subject per taining to interna-tional human rights protection. Candidates must have a minimum grade o12/20 to be admitted to the nal exam.

ARTICLE 6

The Jury or the pre-admissibility is composed o a minimum o ourmembers. The Jury or the admissibility exam is composed o a minimumo two members. The Jury or the nal admissions exam is composed o aminimum o three members.

ARTICLE 7

1- The admissions Jury may, in exceptional cases, award the mentionCUM LAUDE

2- Should the candidate be on the borderline o the average required, the

Jury may grant him the possibility to receive the Diploma by preparinga memoir on a subject chosen by the Jury and ollowing the terms andconditions set by the Jury. This memoir must be addressed to the Instituteat the latest by March 31 o the ollowing year. The Diploma will be delive-red subject to the Jurys appreciation o the memoir.

ARTICLE 8

The Jurys decisions are not subject to appeal.

In 2011, the two subjects proposed to the candidates or the writtenexam were :

- Concept o subsidiarity and the international human rights law.

- The control o the respect o the economic, social and cultural rights.

INTERNATIONAL CENTER FORUNIVERSITY HUMAN RIGHTS

TEACHING (CiedhU)

Programme

Within the ramework o the Study Session, the International Centeror University Human Rights Teaching (CiedhU) ofers university pro-essors, assistants and researchers, ormative seminars in French or Englishto enable them to develop specialized human rights teaching and

research in their academic activity.The CiedhU seminars consist o approximately 20 hours o t raining in humanrights teaching methods.

The CiedhU programme requires registration and compulsory parti-cipation in the Study Sessions lectures and courses in addition toparticipation in a series o specialized seminars organized parallelto the session.

Admission

Participants are divided into 2 language groups,French and English.

Submitting an application or registration to CiedhU does not guaranteea candidates admission. A selection committee evaluates each le oradmission.

The registration ees or the CiedhU programme costs 150 euros.
