Access to renewable electricity in rural areas in the Mekong countries Co-financed by the French Agency for Energy Management and Environment ADEME and the European Commission, the aim of RESIREA is to develop sustainable Decentralised Rural Electrification (DRE) programmes through the use of renewable energy sources in three provinces of the Mekong countries. The goal of the European and Asian partners grouped together by RESIREA is to define sustainable ready to implement programmes with a high visibility, so that they can be submitted to potential investors and private operators. RESIREA consiste à réaliser des études de faisabilité technique, sociale, financière et commerciale

pour cibler les zones les plus favorables. Il créera un contexte attractif pour l’implication d’investisseurs

et d’opérateurs en vue de la mise en œuvre de programmes d'électrification durables.

Selon cette démarche de planification, RESIREA a la volonté :

> d’associer les autorités de chaque pays et la population locale à chacune des étapes de la planification

pour élaborer les programmes adaptés au contexte de chaque province, en harmonie avec les priorités

de développement ;

> de faciliter les transferts de compétences en matière de technologies renouvelables et de planification

de l’ERD vers les décideurs nationaux et provinciaux ;

> de contribuer au développement social et économique des populations rurales ciblées.

Le premier objectif de RESIREA est de satisfaireles besoins en électricité des populations ciblées.L’accès à l’électricité pour les foyers permetd’améliorer les conditions de vie, le confort ainsique l’accès à l’information et aux médias. Dans lesécoles et les centres de santé, l’accès à l’électricitépermet d’améliorer les conditions de soins etd’hygiène, l’alphabétisation et l’éducation desenfants et des adultes. L’éclairage, le soir, apportede la souplesse dans l’organisation du temps detravail et de la vie diurne/nocturne des foyers.En termes de développement local, l’accèsà l’électricité stimule l’émergence et le dé-veloppement d’activités économiques telles quel’artisanat, le commerce, le tourisme. Cela permetégalement de mécaniser le travail et d’augmenterla productivité : transformation de fruits et légumes,production, irrigation, moulins…L’électricité constitue, à ce titre, un levier dedéveloppement, favorisant la création et la crois-sance d’activités productrices et génératrices derichesses.

LES RÉSULTATS ATTENDUS

Transfert de compétencesRESIREA comprend, à chaque étape du programme, un voletde formation et de sensibilisation des acteurs locaux. L’objectifest de participer au développement des capacités de maîtrised’ouvrage des partenaires locaux et des autorités provinciales,en termes de :> méthodologie et planification des programmes ERD;> prise de conscience par les opérateurs et la populationdes possibilités d’électrification hors réseau, offertes par desénergies renouvelables et de leurs impacts socio-économiques; > formation aux technologies des énergies renouvelables ;> création de bases de données pour chaque province,utilisables par les acteurs locaux.

Les programmes élaborés auront recours à des solutions renouvelables variées.Kits individuels ou centrales photovoltaïques, microcentrales hydrauliques ou àbiomasse seront les options étudiées par RESIREA.

Lutte contre la pauvreté

Les potentiels solaire, biomasseet photovoltaïque seront valorisés par RESIREA.

> Kompong Thom (Cambodge)Zone de lacs de forêts et de rizières. Principaleactivité : la pêche. Le tourisme prend son essor.88 % de la population vit en milieu rural. Le tauxd’électrification ne dépasse pas 5 %. 85 % desfoyers ont recours à des batteries. Bonensoleillement, fort potentiel de valorisation de labiomasse.> Oudomxay (Laos)10 % des foyers ruraux ont accès à l’électricitéalors que la moyenne du pays s’élève à 47 %.Conditions favorables à des projets de micro-hydraulique. Excellent potentiel solaire. Richebiomasse.> Dak Nong (Vietnam)Excellent potentiel énergétique renouvelable.Élevage, sylviculture, coton, café, hévéa, noix decajou, poivre favorisent l’exploitation de la biomasse.Conditions favorables à des projets de micro-hydraulique. Fort ensoleillement.

Fin 2009, lors d’un séminaire international, les projetsd’électrification de villages de ces trois provinces d’Asie du Sud-Est seront présentés à des bailleurs de fonds et à des investisseursen vue de leur finalisation pour leur mise en œuvre.Investir dans l’énergie renouvelable au Mékong c’est :> participer à la lutte contre la pauvreté,> favoriser la création d’emplois et le développement économique,> améliorer les conditions de vie en zones rurales,> créer de la richesse tout en protégeant l’environnement.

permet d’appréhender à long terme la

faisabilité d’un programme d’ERD concernant

10 à 100 villages pour :

> développer le secteur des énergies

renouvelables dans les pays en développement

et en faciliter la mise en œuvre par des

opérateurs privés et des investisseurs ;

> identifier les zones les plus favorables selon

des critères techniques, économiques,

financiers, politiques, institutionnels,

géographiques ou sociaux ;

> cibler, au sein de ces zones, les villages

répondant aux critères requis pour la mise en

place de programmes à la fois pérennes et

autonomes financièrement et techniquement ;

> déterminer les options techniques,

financières et organisationnelles adaptées

à chaque village ;

> soumettre à des bailleurs de fonds et des

RESIREA consists in carrying out technical, social, financial and commercial feasibility studies, targeting

the most favourable zones. It shall thus create an attractive context for involving investors and operators

with a view to implementing sustainable electrification programmes.

According to this planning approach, RESIREA’s purpose is to:

> associate the authorities of each country as well as the local populations in each of the planning stages

to establish programmes that are adapted to the context of each province and in harmony with

development priorities;

> facilitate the transfers of skills and competences in terms of renewable technologies and DRE planning

to national and provincial decision-makers;

> contribute to the social and economic development of the targeted rural populations.

Fight against povertyRESIREA’s number one objective is to meetthe electricity needs of the targeted po-pulations. The access to electricity for thehouseholds permits improving living conditions,comfort and access to information and the media.In schools and health centres, access to electricitymakes it possible to improve health care andhygienic conditions, help in eliminating illiteracyand in the education of children and adults.Lighting in the evening brings flexibility toorganising work time and the daytime/night-timelife of the households.In terms of local development, the access toelectricity stimulates the emergence anddevelopment of economic activities like craftindustries, trade and tourism. It also permitsthe mechanisation of work and an increase inproductivity: transformation of fruits and vege-tables, production, irrigation, mills, etc.As such, electricity represents a lever for deve-lopment, favouring the creation and growth ofproductive activities that generate wealth.

EXPECTED RESULTS

Transfer of skills and competences At each stage of the programme, RESIREA includes a sectionfor training and awareness campaigns for local actors. Thegoal is to participate in developing the capacities of the localpartners and provincial authorities, in terms of:> methodology and planning of DRE programmes;> awareness and realisation by both the operators and thepopulation of the possibilities of off-grid electrification offeredby renewable energies and their socio-economic impacts; > training in renewable energy technologies;> creation of databases for each province that can be usedby local actors.

The developed programmes shall make use of varied renewable potentials. Solar home systems or photovoltaic generators, hydro power or biomass micro-plants shall be studied in RESIREA.
