Safety Harmonisation – why?

• It leads to improved safety – more certainty, simpler,

nationally consistent

• It can be about interoperability

• It can apply across an organisation from signalling to

customer information

• It can lower costs

• It should not hold back innovation

Co-regulation is alive and well – safety vision, safety strategy,

risk model, definition of co-regulation

Strong and appropriate level of collaboration between

regulators and investigators and industry – ONRSR survey

illustrated this

Full national ONRSR will provide further opportunities for

efficiencies and a reduced regulatory burden

How can we get to 10?

• Industry working more cohesively – common standards,

codes of practice, guidelines etc (as per national rail vision)

• Industry engaging/stepping up the safety culture

• Recognising the expertise of industry

• Consistent, appropriate and targeted regulation

• Investigations with lessons adopted

• Appropriate relationships between industry and

regulators/investigators

• Appropriate level of regulation/investigation
