1. Introduction:

The Post Graduate Entrance Test - 2012 is being conducted for the purpose of determiningthe eligibility for admission of students to PG Degree and Diploma courses in Medicalsubjects and PG Degree and Diploma courses in Dental subjects in Government colleges andGovernment seats in Private Medical and Dental Colleges and Deemed Universities withinthe State of Karnataka, in respect of Government seats for the academic year 2012-13.

The seats available in the different colleges in the State of Karnataka have been divided intoState Government seats and Management seats.

The Post Graduate Entrance Test is being conducted in accordance with the “Ordinances

governing conduct of Entrance Test for Admission to Post-Graduate Degree and Diploma(Medical and Dental) courses, 2002” which have been framed under the RGUHS Act, 1994and subsequent amendments and Government Orders. Therefore, the details andinstructions contained in this Brochure are subject to the said Ordinances. 

2. Eligibility:

Candidates who fulfill the following criteria shall be eligible to appear for the Entrance Test,

namely:-

(a)  He/She is a citizen of India.

(b)  He/She must have studied and passed the courses leading to the award of MBBS/BDSDegrees in colleges recognized by Medical Council of India/Dental Council of India andGovernment of India established by law and located in Karnataka State; or

(c)  Candidate must be of Karnataka origin who has studied MBBS/BDS degrees in colleges

outside Karnataka recognized by Medical Council of India/Dental Council of India andGovernment of India and affiliated to any University established by law in India.Explanation:- “Candidates of Karnataka origin” means who or his/her parents (father or

mother) has been a resident of Karnataka State for a period of not less than ten years,and who produces a certificates from the Concerned Tahasildar to that effect in theprescribed form (Appendix VII). 

(d)  He/She has completed or is completing compulsory rotatory internship on or before 30th

April of the year in which application for entrance test is called for subject to completionof internship course.

(e)  A candidate, who is already holding a Post-Graduate degree in any speciality, shall notbe eligible to appear for test for admission to any Post Graduate Degree/Diploma

courses.

(f)  Must be less than 45 years of age as on the date of admission to Postgraduate course.

Provided that the requirements mentioned under rule 2 (c) shall not be applicable in

the case of:-

(i)  The children of serving or retired employees of All India Services, Karnataka cadre of the

State Government who had served or are serving outside the State during the period thecandidate had been studying from the first standard till the commencement of the first

year of the course leading to the degree in the qualifying examination, to the extent of the period of such service outside the state.

(ii) Children of Central Government employees and employees of Central or StateGovernment undertaking or Joint Sector working continuously in Karnataka for at least

three years as on the 30th April of that year.(iii) Children of Central Government employees and employees of Central or State

Government undertakings or Joint Sector undertaking working as on the 30th April of that year outside the state where such employee had:-

(i)  declared to the respective Government Organization a place in Karnataka as his hometown, and

(ii)  studied for not less than five years between the First Standard and SSLC or equivalent

examination in any educational institution in Karnataka run or recognized by the StateGovernment.

(iv) The children of Members of Parliament elected from the Karnataka to the extent of theperiod of being a Member of Parliament during the period of the child’s study in New

Delhi from the First Standard to the qualifying examination during his tenure as Memberof Parliament.

(v) The children of serving Defence Personnel or Ex-servicemen whose address at the timeof joining the Defence Service is in Karnataka.

Note:Children for the purpose of the rule means natural born son or daughter and not adopted

son Or daughter and not grandson or grand daughter

The candidates claiming any of the exemption specified above shall produce such certificateas specified by the committee for claiming such exemption

3. Registration Fee:

The candidates are required to pay the prescribed fee through Demand Draft in favour of 

‘Registrar, RGUHS, Bangalore’.

Note: Refund of registration fee is impermissible for any reasons.

4. Application Form:

(a) Guidelines to fill the online Application form:

Note: Since the Applicant should upload their photographs in online application entry,the applicant should scan their passport size photograph (Snapped after 01.09.2011with Name & Date on the photograph) in .jpg format and make available for uploading

with the following specifications.

Width = 1.3 inches, Height = 1.6 inches, Resolution = 200 X 200 dpi and the file size

should be less than 100kb.

PGET Examination Center: Entrance Test will be conducted only in BANGALORE city 

Subject: Select either Medical or Dental from the drop down list

Name of Candidate: Fill the name in BLOCK LETTERS, as per MBBS/BDS degree certificate 

Mother’s Name: Mother’s name in full should be filled

Father’s Name: Father’s Name should correspond to the form and spelling in the 10th 

Standard Marks Card

Spouse’s/Husband’s Name: If married Spouse’s /Husband’s name in full should be filled  

Date of Birth: The Date of Birth should correspond to the entry in the 10th standard Marks Card.

Ex: If the date of Birth is 15th January 1965 it should be filled in the format 15/01/1965 only. 

Sex: Select form the drop down list Female /Male

Place of Birth: Select district in which you were born from the drop down list. If thedistrict is not listed, select ‘Other’ from the drop down list and then enter the district namein the field provided

Nationality: Select from the drop down list Indian / Other

College: Select college in which you have studied MBBS/BDS from the drop down list. If the

college is not listed, select ‘Others’ from the drop down list and then enter the college namein the field provided

After filling the online application form press Submit button, if you are sure that all the data

entered by you is correct. An Application Number will get generated. Please record it for your

future usage. Take the printout of the filled-in application and paste the recent passport sizephotograph in the space provided. The print out of the filled-in application duly signed by the

candidate be sent to university along with the required documents within the stipulated time.

b) How to submit: 

I) IN PERSON:

Printout of Application form filled online, along with attested copies of all required certificatesand two extra photos, may be submitted for registration, in person, at RGUHS, 4th ‘T’ Block,

Jayanagar, Bangalore – 560 041, and the Hall Ticket for the Entrance Test shall be down loadedfrom the University website.

II) IN ABSENTIA:

Any person authorized by the candidate duly signed by him (Appendix – IX), can submit the

printout of application form filled in all respects along with attested copies of all requiredcertificates and two extra photos. The Hall Ticket for the Entrance Test shall be down loadedfrom the University website.

III) BY POST:

Print out of application filled online, along with attested copies of all required certificates andtwo extra photos may be sent by post for registration to “The Member secretary, PGETCell, Rajiv Gandhi University of Health Sciences, Karnataka. 4th ‘T’ Block, Jayanagar,Bangalore – 560 041”. Candidates should super scribe on the cover as “Application for

PGET 2012”. The Hall Ticket for the Entrance Test shall be down loaded from the Universitywebsite.

The candidates have to download the Hall Ticket for the Entrance Testfrom the RGUHS website from 20.01.2012 using with the Applicationnumber and Demand Draft (DD) number.

c) Certificates to be enclosed (Mandatory):

The attested copies of the following certificates are to be attached along with the applicationform. The Checklist given in Appendix – X should be used to tick the certificates attached andthe checklist be sent along with the application.

1. S.S.L.C. Marks Card (for date of birth proof and parent’s name)

2. MBBS/BDS Marks Card of all Phases/Years3. Compulsory Rotatory Internship completion certificate or certificate indicating the probable

date of completion, issued by the Principal of the College. (Appendix – IX)4. Attempts Certificate issued by the Principal

5. Degree Certificate (Convocation Certificate) issued by the University 6. Medical / Dental Council Registration Certificate7. If claimed under Reservation Category, Category & Income Certificate (Recently issued) for

SC, ST, Category-I, IIA, IIB, IIIA , IIIB issued by Tahasildhar  of Karnataka  only 

(Applicable only to Karnataka candidates)

8. If claimed under Domicile status documentary proof in support of the candidate being aresident of Karnataka or his/her parents [Father/Mother) for a period not less than 10 years 

issued by the competent authority i.e, Tahasildhar.9. Disability Certificate if claimed under Physically Handicapped quota issued by the competent

authority.

d) Instructions to candidates:-

Candidates shall be present at the centre 30 minutes before the commencement of the test

Only the candidates who possess the Hall Ticket shall be allowed to sit for the Entrance Test.In case of loss of Hall Ticket the candidates should contact the Chief Superintendent of thecentre two hour earlier for assistance

No Candidate shall copy from the paper of any other candidate or permit his / her own

papers to be copied or attempt to give or seek any illegal assistanceNo candidate will be admitted to the examination hall after the commencement of the

Entrance Test

No candidate will be allowed to leave the examination hall before the end of the first thirtyminutes. Candidates leaving the hall prior to the end of the Entrance Test, will have to handover the question paper and OMR sheet to the room invigilator and collect the same at the endof the test

No candidate should leave the room without handing over his / her OMR sheetCandidate should sign the attendance sheet as per the instructions of the invigilator

Silence must be observed in the examination hall. Any candidate guilty of disorderly orimproper conduct will be liable for expulsion from the examination hall and will be debarredfrom the Entrance test by the Chief Superintendent of the centre

Candidates are not permitted to carry any Electronic gadgets like Pager, Cell Phone,Bluetooth etc., into the examination hall

Even a minute, inadvertent touch or drop of ink on other oval makes the answer invalid.Think before ink 

Candidates defacing the OMR sheet or erasing the marked oval by eraser/blade/any sharp

object are liable for disqualification. Usage of white ink is prohibited 

Do not write/mark anything on the question paper booklet except Register NumberThe candidate’s copy of OMR Answer Sheet is required to be preserved for verification in

various conditions in future failing which the result of candidate is liable for disqualification.

5. Reservation in favour of certain categories:

Orders issued by Government of Karnataka from time to time for reservation in seats forconstitutionally permissible classes of Karnataka candidates such as SC and ST and

Category I, IIA, IIB, IIIA and IIIB and Physically Handicapped are applicable.In the In-service quota, there will be distribution of seats among SC, ST and GeneralMerit categories only. Therefore, in-service candidates are eligible to apply under

SC, ST, Category - I and General Merit categories only.Failure to produce income and category certificates issued by Tahasildhar will result in forfeiture of his/

her claim for reservation and he/she will be considered as a candidate belonging to General Category only.

(SC/ST/OBC categories are applicable to Karnataka candidates only). 

The Physical Disabled candidates may apply through PH Quota and availability of the seats

will depend on the reservation of seats in the seat matrix to be issued from Government of Karnataka 

The minimum percentage of marks for eligibility for admission to Post Graduate Medicalcourses shall be 45% for persons with locomotory disability.

The selection procedure for persons with disability is as under for PG Medical Course

3% seats of the annual sanctioned intake capacity shall be filled up by candidateswith locomotory disability of lower limbs between 50% to 70%.

Provided that in case of any seat in 3% quota remains unfilled on account of unavailability of candidates with locomotory disability of lower limbs between 50% to

70% then any such unfilled seat in this 3% quota shall be filled up by persons withlocomotory disability of lower limbs between 40% to 50% - before they are included

in the annual sanctioned seats for General Category candidates.Candidates with Physical Disability ranging above 40% should produce a Medical Certificate

issued by Chairman, State Disability Board or any equivalent authority of State of Karnataka inthe field of concerned disability along with the application form for the entrance test. Candidates

suffering from hearing disability should compulsorily obtain and produce a BSER (Brain StemEvoked Response) Audiometry Report from NIMHANS/Manipal Hospital/Government Speech and

Hearing Institute, Lingarajapuram, Bangalore. At the time of counseling, the candidatesrequired to appear for verification before a Committee comprising of the Registrar, RGUHS,

Bangalore, as Chairman and three specialists from the department of Orthopaedics,Ophthalmology and ENT. The Medical Board shall examine the candidate and certify regardingthe percentage of disability and the decision of the Medical Board will be final. For the purpose

of this proviso, persons with the disability shall have the same meaning assigned to it in the ‘Persons with Disabilities (Equal Opportunities, Protection of Rights and Participation) Act 1995

(Central Act 1/1995). The candidates with disability less than 40% will not be eligible forclaiming a seat under Physically Disabled Category. The candidates selecting seat under PH

quota are ineligible to select a seat in the first round of counseling.

NOTE:

The Physically Disabled candidates who fail to appear before the committee on theday fixed for verification will not be eligible for selection of a seat under PhysicallyDisabled quota.

“The Seats under Physically disabled quota will be allotted to eligible physicallydisabled candidates on inter-se-merit basis considering marks obtained in theentrance examination, based on the seats notified by the Government of Karnataka”. 

6. Conduct of Entrance Test:

Date of Entrance Test: 29.01.2012

Time: 10.00 AM to 1.00 PM

Place: BANGALORE only

a) Syllabus:

The Syllabus content will, ordinarily, be equal to the syllabus prescribed for MBBS / BDSunder MCI/DCI Regulations of RGUHS Ordinances. The distribution of marks, subject-wise,for the Entrance Test is given in Appendix-V.

b) Duration, Nature of Question Paper and Answer Sheet:

i) The Entrance Test will be conducted in Englishii) There will be one Question Paper (booklet) of three hours duration consisting of 200

Multiple Choice Questions. There will be eight versions of the question paper booklet and

therefore Serial Number of question differs from version to version

iii) Questions will be multiple choice types, each having one best response out of fouralternatives

iv) Answer sheet is of “Optical Mark Reader” (OMR) type with carbonless copy. OMR sheet isrequired to be marked as per instructions on it, using a black or blue Ball point Pen.Copy of the OMR sheet is allowed to be taken by the candidate. Specimen copy of theOMR Answer Sheet is in Appendix-VI. Evaluation is by Optical scanning of OMR Sheet.

v) Each question carries one mark. Correct answer will be awarded -one mark. No Negativevaluation.

c) Notification of answers and self assessment:

i) Key Answers of test questions will be notified on the website (http://www.rguhs.ac.in /

www.rguhspget2012.com) of the University as per the Calendar of Events.

ii) Since the candidates will have the copy of OMR sheet, self assessment is possible bycomparing with the key answers notified on the website.

d) Challenging of Key answers:

The candidate may challenge maximum of 05 notified keys/answers. The candidate willingto challenge the keys should remit a prescribed fee of Rs.1000/- per each question through

Demand Draft  in favour of “Registrar, RGUHS, Bangalore” preferably in person. Noauthorized representatives are entertained. Proforma for challenging the keys available on

the RGUHS website after entrance test may be used for this purpose. Anonymous orpseudo-anonymous representations and those received after the last date or without theprescribed fee will be rejected.

All challenges will be scrutinized by subject experts, whose decision in the matter shallbe final.  A sum of Rs.500/- will be refunded per question, only to candidates whosechallenge succeeds.

e) Retotalling:

The candidates may apply for re-totaling and verification of marks. The candidate willing to

apply for re-totaling should remit a prescribed fee of Rs.2,000/- through Demand Draft in

favour of “Registrar, RGUHS, Bangalore” preferably in person. No authorized representativesare entertained. Proforma for Retotaling available on the RGUHS website after entrance testmay be used for this purpose. Anonymous or pseudo-anonymous representations and those

received after the last date or without the prescribed fee, are liable to be rejected.

All OMR Sheets will be scrutinized by the Committee and its decision in the mattershall be the final. Fee will not be refunded whatever the case may be. 

f) Computation of result criteria:

i. >=50% in PGET for “GM” and >=40% in PGET for “SC, ST & OBC” 

ii. >= 45% in PGET for PH candidates with locomotory disability of lower limbs between40% to 70% (for Medical) 

iii. Marks Secured in PGET (1st Order) – Descendingiv. If candidates have secured same marks in PGET then go to Total No. of Attemptstaken in UG (2nd Order) – Ascending

v. If candidates have secured same marks in PGET & same Total No. of attempts takenin UG then go to % of total marks secured in UG (3rd Order) – Descending

vi. If candidates have secured same marks in PGET, same Total No. of attempts takenin UG & same % of total marks in UG then go to % of final year marks secured in UG(4th Order) – Descending

g) Determination of Merit:

Merit lists are in both Medical and Dental faculties are prepared on the basis of marks

obtained in Entrance Test. The minimum percentage of marks for eligibility for attending

counseling is as follows:

General candidates: 50% for General Merit candidates and 40% for candidates belongingto SC, ST and OBC categories

In-service candidates: 50% for General Merit candidates and 40% for candidates

belonging to SC / ST and Category - I Categories.

The minimum percentage of marks for eligibility for admission to Post Graduate Medicalcourses shall be 45% for persons with locomotory disability.

7. Spot selection of Seats:  The seat matrix, the calendar of events and all other

details of spot selection process will be notified by Government of Karnataka throughGovernment Order/Gazette also published in RGUHS website. No individual intimation willbe sent to the candidates. The candidate should personally appear for the seatselection.

8. Availability of seats in different courses and colleges:  Details of the

precise number of seats in different courses and colleges, their classification and category

wise reservation will be announced as soon as the University receives the communicationfrom the Government. 

9. General:

i) The candidates shall appear for the Entrance Test at their own costii) Each candidate is given a Register Number consisting of two alphabets followed by five

numbers. The first alphabet will be M or D. (i.e., M for Medical and D for Dental). The

five numerical numbers will be the actual Register Number of the candidate.

iii) Request for change of category after the submission of application will not beentertained

iv) All the marks cards and certificates submitted along with the application are subjectedto verification at the initial stage for Registration and issue of Hall Tickets for theEntrance Test. Detailed verification will be made before the candidate is allowed for

seat selection. It is the responsibility of the candidate to furnish all original markscards and certificates for verification at that time. Failure to produce the originals forany reason, will result in forfeiture of his /her claim for selection of seat.

v) The candidate shall keep the Hall-Ticket till the completion of all rounds of counseling

(Duly signed by the Invigilator during the test and the Candidate)

10. Government of Karnataka in-service candidates

The in-service doctors have to fulfill the following conditions stipulated under Rule 10 of Karnataka conduct of Entrance Test for admission to Post-Graduate Medical and DentalDegree and Diploma Courses Rules 2006. It is mandatory for the in-service candidates toappear for the entrance test. The applications should be verified and forwarded by the

concerned Heads of Departments i.e. Director of Medical Education/Director of Health andFamily Welfare Services/Director, ESI/Heads of Autonomous Institutions/Heads of Boardsand Corporations. The Head of the Departments should forward the applications of only suchcandidates who fulfill all the criteria mentioned in the application form. Advance copies from

candidates will not be entertained.

1.  No in-service candidate shall be eligible for admission under these rules:-

a.  Unless he/she has put in not less than Three years of regular service in theconcerned department as on 31st March of year of admission. (As amended inGovernment Notification No. HFW 593 MPS 2010, Dated 18.01.2011 & 

07.04.2011)

b.  Unless he/she has satisfactorily completed the prescribed period of probation.

2. 

No in-service candidate shall be eligible for admission to Post Graduate Degree andDiploma courses in any subject other than the Speciality in which he is working.

3.  An in-service candidate who is already holding a Post Graduate Degree in any Specialityshall not be eligible for admission to any other Post Graduate Degree or Diploma.

4.  An in-service candidate who is already holding a Post Graduate Diploma in any Speciality

through government deputation shall be eligible for admission to Post Graduate Degreecourse in the same specialty and shall not be eligible for any other Post-Graduate Degree

or Diploma courses.

5.  An in-service candidate who is studying in any Post-Graduate Degree or Diploma courseshall not be eligible for admission under these rules.

(1)  No candidate who is above forty eight years as on the last date fixed forreceipt of application shall be eligible for admission.

(2)  In addition to the above, in-service doctors should furnish the informationsought in the application form and heads of the departments should verify and forward

the applications to the “The Member secretary, PGET Cell, Rajiv Gandhi Universityof Health Sciences, Karnataka. 4th ‘T’ Block, Jayanagar, Bangalore – 560 041”.

(3)  Incomplete and incorrect applications are liable for rejection. No changes will

be entertained after the submission of application.

(4)  Advance copies from in-service candidates will not be entertained.

(5)  The Government In-service candidates should produce a declaration as givenbelow along with the application form i.e., I solemnly and sincerely affirm that the

information furnished by me in this form are true and correct.

(6)  The in-service candidates working under the Directorate of Health and FamilyWelfare Services shall not be eligible for Post-graduation or Diploma courses in the

disciplines which are not required in the hospitals or institutions coming under thepurview of the Director of Health and Family Welfare Services. (As amended in

Government Notification No. HFW 593 MPS 2010, Dated 18.01.2011 & 07.04.2011)

Biometrics Verification:

Candidates intending to take the Post Graduate Entrance Test – 2012 shall be requiredto undergo Biometric verification. (i) during the test (ii) during centralized counseling forseat selection (iii) at the college level, during the admission process.

To ensure fairness to the merited students and to eliminate fraudulent attempts, itplanned to use Biometrics (Fingerprinting) at various stages of the process and this

would be done at the discretion of PGET Committee.

Any mismatch at any stage will automatically result in disqualification of the candidateand he/she will not be permitted to participate in any further process of seat selection

and admission to PG course. Further, impostors are liable for criminal prosecution.

Forfeiture of seats selected during counseling:

(a)  Every candidate including in-service candidate shall pay a sum of Rs.1,00,000/-(Rupees One Lakh Only) for Degree and Rs.50,000/- (Rupees Fifty Thousand only)for Diploma to the Government in case he/she takes allotment orders duringcounseling and fails to join the course. (As amended in Government Notification

No. HFW 593 MPS 2010, Dated 18.01.2011 & 07.04.2011)

(b) 

All the selected candidates except in-service candidates at the time of admissionshall furnish a bond on a stamped paper of Rs.100/- binding himself to pay a sum

Rs.5,00,000/- (Rupees Five Lakhs only) in case of Degree and Rs.2,50,000/- 

(Rupees Two Lakh Fifty Thousand only) in case of Diploma along with thestipendary amount received by him/her in the event of leaving the course before itscompletion. (As amended in Government Notification No. HFW 593 MPS 2010,

Dated 18.01.2011 & 07.04.2011)(c)  All the selected in-service candidates at the time of admission shall furnish a bond in

the form specified by the committee on stamp paper of value of Rs.100/- bindinghimself to pay a sum of Rs.5,00,000/- (Rupees Five Lakhs only) for Degree and

Rs.2,50,000/- (Rupees Two Lakh Fifty Thousand only) for Diploma courses aspenalty in the event of his/her leaving the course before its completion and also

debarred for three years from appearing entrance test. All the selected in-servicecandidates at the time of admission shall furnish a bond to the effect that they will be

rendering service in the Government for a minimum period of Ten years or till theattainment of superannuation, whichever is earlier. (As amended in Government

Notification No. HFW 593 MPS 2010, Dated 18.01.2011 & 07.04.2011)(d)  In addition to the prescribed fine, every candidate shall pay the remaining period

course fee on his own to the Government/ Private colleges in the event he/sheleaving the course before its completion

(e)  Candidates selecting Government Colleges & Government seats in Private colleges(under concession fee) for Post Graduate courses shall furnish an undertaking that

he/she will serve the Government for a minimum period of 3 years after completionof the course, if Government desires.

(f)  Candidates who avail 100% tuition fee reimbursement from the Government shall

furnish an undertaking that he/she will serve the Government for a minimum periodof 5 years, if Government desires.

(g)  A penalty of Rs. 5,00,000/- for degree and Rs. 3,00,000/- for diploma shall be levied

incase the candidates fail to serve the Government after completion of the course asper the undertaking 

Malpractice:

Any candidate indulging in mal-practice in any sort will be viewed seriously and punishedand also is liable for criminal proceedings.
