Europa Nostra represents some 250 non-governmental organisations, 150 asso-ciate organisations and 1500 individual members from more than 50 countries who are fully committed to safeguarding Europe’s cultural heritage and landscapes.Together, we provide a powerful network for dialogue and debate; we celebrate thebest heritage achievements; we campaign against threats to precious but vulnerableheritage buildings, sites and landscapes, and we lobby for sustainable policies andhigh quality standards with regard to heritage.

In 2009, Europa Nostra was also pleased to become the main partner of "The Best in Heritage", the annual event taking place in Dubrovnik

assemble and act as members of all kinds of associations and, sooneror later, these associations turn to us and decide to join forcesthrough… Europa Nostra!

Europa Nostra, as so many other institutions created thanks to thegood will of courageous and engaged men and women, has itsstrengths and its weaknesses. Speaking first of the latter, let me mention a chronic shortage of funds which hinders our organisation’sfurther and necessary growth. Let me also mention some divisionswhich, today, fortunately belong to the past. As far as its strengths are concerned, I wish to highlight Europa Nostra’s main asset: thecapacity to bring together men and women from all over Europe whoshare a common passion, even if the path which has brought themhere differs from one person to the other. These men and women, of all generations, have organised themselves and their network isbecoming influential and resolute.

The voice of Cultural Heritage in Europe was in the past barely audible,as were those of beautiful historic buildings which have been broughtdown by ruthless bulldozers, manipulated by the harsh law of busi-ness… Today, this melodious voice is becoming “une petite musique”which is charming and even enchanting. Once this music will be wellorchestrated – and this is precisely the responsibility of Europa Nostra– its sound will be strong and powerful and it will be heard, understoodand listened to. At that point, Europe’s Cultural Heritage – comprisingall its tangible and intangible elements – will be taken duly intoaccount and valued as a factor for the sustainable development of theeconomy, the integration of society and the blossoming of mankind.Then heritage will become truly respected and will start to fully fulfilits role in Europe in the 21st century.

MessageToday’s cultural heritage is the outcome of two opposing forces: theforces of creation and the forces of destruction. Each period of humanhistory brings its own share of creation and destruction… On the global scene, Europe distinguishes itself through great intensity: theprodigious intensity of cultural creations which spans across the continent, and across centuries and even millennia. Intensity, alas,also of destructions which are not only caused by natural cataclysmsbut also by violent human behaviour during wars and/or revolutions,but also in times of peace and prosperity, through greed, blindness, indifference and/or negligence: vandalism can indeed take on formswhich are perfectly legal and institutional, as soon as the protectiveforces for our heritage start failing to properly fulfil their role.

Our era is also victim of such contradictions: all over Europe, actors,lovers and “guardian angels” of our Heritage labour to revitalise and to make full use of it as a remarkable vector for development and integration: witness the Laureates of our European Heritage Awardsscheme, this year again jointly rewarded by the European Union andEuropa Nostra, for remarkable projects in the field of Cultural Heritagewhich perfectly illustrate such endeavours.

We must however be aware of forces which are hostile to Heritage arevery much alive and kicking. Covered too often by self-proclaimedvirtues, they manage to break all resistance. As a consequence, significant elements of Europe’s cultural heritage are today far too oftenreplaced by newly-constructed buildings which are purely functional,lacking soul or aesthetics, and which have first and foremost a utilitarian nature, and have been mainly motivated by… profitability!

If such forces prevail, Europe will have lost its soul, its memory, itsbeauty, in short, all that which constitutes its true richness…

This is why outraged citizens from across our continent rise up andobstinately oppose such destructive forces. These initiatives, rooted incivil society, abound all around us wherever there is heritage to be pro-tected. People take action for the sake of our identity, our collectivememory, our glorious and/or prestigious past, or for the sake of preserving a remarkable testimony of architecture and art... Citizens

Le Patrimoine existant est la résultante de forces contraires : les forcesde la création et celles de la destruction. Toutes les époques de l’his-toire humaine apportent leurs lots de création(s) et de destruction(s)...L’Europe, dans le monde, se distingue par l’intensité : intensité prodigieuse de la création culturelle aux quatre coins du continenteuropéen au cours des siècles, et même des millénaires. Intensité hélas,également, des destructions qui ne sont pas seulement dues aux cataclysmes naturels, mais aux violences humaines, au cours des guerres et/ou des révolutions, mais également pendant les périodes de paix et de prospérité, pour cause de cupidité, d’aveuglement, d’indifférence et/ou de négligence : le vandalisme peut prendre desformes parfaitement légales et institutionnelles, dès lors que les forcesde protection n’exercent plus correctement leur rôle.

Notre époque est en proie à ces contradictions : dans l’ensemble del’Europe les acteurs, les amoureux et les « anges gardiens » duPatrimoine s’affairent pour le revitaliser et en faire un formidable vecteur du développement et de l’intégration : les prix européensdécernés de façon conjointe par l’Union européenne et Europa Nostraaux acteurs remarqués du Patrimoine en témoignent cette année encore.

Mais des forces hostiles au Patrimoine s’agitent encore fortement et, separant bien souvent de vertus par trop autoproclamées pour être tout àfait honnêtes (le « chantage » à l’emploi par exemple), font sauter tousles verrous pour que là où il y avait un élément significatif du patrimoineculturel européen on retrouve désormais tel édifice de pure fonction-nalité, sans âme et sans esthétique, utilitariste avant tout, et surtoutmotivé par... la rentabilité !

Si ces forces l’emportent l’Europe aura perdu son âme, sa mémoire, sabeauté, bref ce qui en fait sa vraie richesse…

C’est pourquoi s’opposent à ces forces, avec opiniâtreté, des citoyens etdes citoyennes, aux quatre coins de notre continent, qui s’indignent ets’insurgent contre de telles entreprises de destruction. Ces initiativesfoisonnent en tous lieux, partout où il y a du patrimoine à protéger : aunom de notre identité, de notre mémoire collective, d’un passé glorieuxet/ou prestigieux, d’un témoignage remarquable d’architecture et

d’histoire... Ces citoyens s’assemblent et s’activent au travers d’associations et, tôt ou tard, ces associations se regroupent pour former… Europa Nostra !

Europa Nostra, comme beaucoup d’institutions nées de la bonne volon-té des femmes et des hommes de courage et d’engagement, a ses forceset ses fragilités : au chapitre de ses fragilités une faiblesse financièrechronique, qui freine sa nécessaire croissance. Des divisions aussi,aujourd’hui heureusement surmontées. Au chapitre de ses forces je signalerai ses principaux atouts : rassembler sur l’ensemble du continent des hommes et des femmes, mus par une passion commune,même si les parcours pour y parvenir sont fort divers. Ces hommes et cesfemmes, toutes générations confondues, aujourd’hui s’organisent etdeviennent un réseau influent et déterminé.

La voix du Patrimoine culturel de l’Europe était hier peu audible, à l’image de ces bâtiments historiques prodigieux mis par terre en catimini par des pelleteuses impitoyables, instrumentalisées par larude loi des affaires… Cette voix mélodieuse devient aujourd’hui unepetite musique qui séduit et même enchante et, dès lors qu’elle serabien orchestrée - et là est la responsabilité d’Europa Nostra – sera forte,puissante, entendue, comprise et écoutée. Alors le Patrimoine culturelde l’Europe, dans sa globalité, tangible et intangible, sera enfin pris en compte pour la valeur qu’il représente vraiment, un facteur du développement économique, de l’intégration sociale et de l’épanouis-sement humain. Alors il sera vraiment respecté et pourra jouer pleinement son rôle dans l’Europe du XXIème siècle.

IntroductionThe year 2009 was marked by Europa Nostra’s renewal made manifestthrough the changes at the helm of our federation. Following the governance reform approved by the General Assembly in Taormina lastJune, the Europa Nostra Council unanimously appointed our new leadership: Denis de Kergorlay as our Executive President, John Sell asExecutive Vice-President, and Roelf Rogaar continuing as Treasurer.Nine additional Board members were appointed as well.

As the body responsible for the running of our organisation – in accor-dance with the broad policy lines defined by the Council and with thesupport of the International Secretariat - the Board met three times inthe second semester of 2009 to define an ambitious action plan for thecoming period and to start working on a renewed strategy and brandingof Europa Nostra as “the Voice of Cultural Heritage in Europe”. As a priority, we will work to fully deploy the potential of Europa Nostra’smain resource, namely its own large network of members, both orga-nisations and individuals. We will seek to further engage our membersas active and regular contributors to Europa Nostra’s key activities.The momentum created in 2009 serves today as an excellent base tobuild upon in 2010 and beyond.

Today, culture and cultural heritage have become a legitimate elementof the European policy debate and agenda. “The European Union shallrespect its rich cultural and linguistic diversity, and shall ensure thatEurope’s cultural heritage is safeguarded and enhanced” stipulatesarticle 3.3. of the European Union’s Lisbon Treaty which entered intoforce on 1 December 2009. We must now engage European public opinionand ensure that our proposals and concerns become understood andaccepted by European decision makers in the many sectors where culturalheritage is affected.

In this context, in Taormina the Council adopted a framework document“Cultural Heritage Matters for Europe” which defines the road-map forour lobbying activities with regard to the European Institutions. In2009, we took active part in a series of European policy fora (e.g. theEuropean Cultural Forum and the Civil Society Platform on Access toCulture) or public consultations (e.g. on the European Heritage Label

and on the role of Heritage & History in the context of the EUEnlargement) (see pages 10-13). In order to make Europa Nostra’s voicestronger and better heard in Brussels, the new Board took steps to ful-fil our long-held desire to create a liaison office in Brussels, whichhappily came to fruition with its opening on 1 March 2010. Already aseries of meetings have taken place in our Brussels office, includingone with our Country Representations and another with European net-works or organisations active in the wider field of cultural heritage.

The European Heritage Awards Ceremony in the breathtaking settingof Taormina’s Teatro Antico in Sicily in June with laureates and guestsfrom all over Europe, will long be remembered. In 2009, the EuropeanYear of Creativity and Innovation, those exemplary award-winningachievements gave us convincing proof of the remarkable creativityand innovation which abounds in the entire heritage sector. Ourbecoming the main partner for “The Best in Heritage” event, organisedannually in September in the World Heritage City of Dubrovnik(Croatia) has added an opportunity for the Award winners to sharetheir best practices with other award-winning achievements from thewider European museum and heritage field.

While celebrating “the best of heritage achievements”, however, we mustnot lose sight of the daily threats Europe’s cultural heritage continuesto face, as pointed out in our Executive President’s Message.Throughout 2009, we raised our voice, expressing support and solidaritywith our members in all parts of Europe: from Greece to Norway, fromBaku to Stockholm, from l’Aquila to Rosia Montana, from Prague toAllianoi in Turkey. These Heritage in Peril campaigns are still ongoingand pressure must therefore continue in 2010. As reinforcement, weinvited our Scientific Council with its remarkable expertise, to becomemore closely involved in our activities with regard to endangered her-itage and thus to lend additional credibility to our campaigns.

We also gladly endorsed the “Dublin Declaration on Climate Change”prepared by our new partner and associate member, The InternationalNational Trusts Organisation (INTO), and submitted to world leaders atthe COP15 UN Climate Change Conference last December. By joining

L’année 2009 fut marquée par un renouveau au sein d’Europa Nostrasous l’impulsion du changement à la direction de notre fédération. A lasuite de la réforme de la gouvernance qui a été approuvée parl’Assemblée générale en juin dernier à Taormine, le Conseil d’EuropaNostra a désigné à l’unanimité notre nouveau leadership: Denis deKergorlay comme Président exécutif, John Sell comme Vice-présidentexécutif et Roelf Rogaar reconduit comme Trésorier, ainsi que neuf autresmembres du Comité exécutif.

En sa qualité d’organe responsable de la gestion d’Europa Nostra – agissanten harmonie avec les grandes lignes formulées par le Conseil et avec lesoutien du Secrétariat international – le Comité exécutif s’est réunitrois fois au cours du second semestre de 2009. Il a défini un plan d’action ambitieux et il s’est mis à élaborer une stratégie renouvelée etun véritable branding d’Europa Nostra comme « La Voix du Patrimoineculturel en Europe ». Parmi nos priorités, le nouveau Comité exécutifsouhaite déployer pleinement le potentiel de la principale ressourcedont Europa Nostra est dotée, à savoir son vaste réseau de membres,qu’il s’agisse d’organisations membres ou de membres individuels.Nous voulons les impliquer davantage et les encourager à contribuerplus activement aux activités d’Europa Nostra. Le regain de dynamismeainsi créé nous sert aujourd’hui d’excellente base pour bâtir une plusforte organisation en 2010 et au-delà.

La culture et le patrimoine culturel ont aujourd’hui acquis leur placelégitime au sein du débat et de l’agenda européens. “L’Union euro-péenne respecte la richesse de sa diversité culturelle et linguistique, etveille à la sauvegarde et au développement du patrimoine cultureleuropéen », telle est la préconisation du nouvel article 3.3 du Traité deLisbonne, lequel est entré en vigueur le 1er décembre 2009. Nousdevons maintenant toucher l’opinion publique à l’échelle européenneet veiller à ce que nos propositions et nos préoccupations soient biencomprises et acceptées par les décideurs politiques européens et celadans les différents secteurs qui ont un impact sur le patrimoine .

Dans ce contexte, à Taormine, le Conseil a adopté le document cadre “LePatrimoine culturel compte pour l’Europe” lequel donne l’orientation

pour nos activités de lobbying auprès des Institutions européennes. En2009, nous avons aussi participé activement à une série de forums(p.ex. le Forum culturel européen, la Plateforme de la société civile surl’accès à la culture ) et de consultations publiques (p.ex. sur le Label dupatrimoine européen ou sur la place du patrimoine et de l’histoire dansle contexte de l’élargissement de l’UE) qui ont été organisés par l’UE(voir pages 10-13). Pour renforcer la voix d’Europa Nostra et mieux lafaire entendre à Bruxelles, le nouveau Comité exécutif a concrétisé unprojet essentiel : l’ouverture de notre bureau de liaison à Bruxelles dèsle 1er mars 2010. Une série de réunions y a déjà eu lieu, dont une réunionde consultation avec nos délégations nationales et une autre avec lesréseaux et les organisations européennes impliqués dans le domaine dupatrimoine culturel.

La cérémonie européenne de remise des Prix dans le cadre magique duTeatro Antico de Taormine réunissant les lauréats et les invités venantde toute l’Europe, restera pour longtemps gravée dans notre mémoire.En 2009, l’Année européenne de la créativité et de l’innovation, cesréalisations exemplaires ont rappelé que l’univers du patrimoine n’estvraiment pas en reste de créativité et d’innovation ! En septembre dernier,nous sommes aussi devenus le partenaire principal de la manifestationThe Best in Heritage, organisée chaque septembre à Dubrovnik, Ville dupatrimoine mondial. Ce rendez-vous annuel offre à nos lauréats unebelle occasion pour partager leur savoir-faire avec d’autres acteurs dusecteur des musées et du patrimoine en Europe et même au-delà.

Alors que nous célébrons “la crème de la crème” des réalisations exemplaires relatives au patrimoine, nous ne devons toutefois pas per-dre de vue les menaces qui pèsent quotidiennement sur le patrimoineculturel de l’Europe, comme le rappelle le message de notre Présidentexécutif. Au cours de 2009, nous avons dès lors exprimé notre soutienà l’action menée par nos organisations membres à travers l’Europe: dela Grèce en Norvège, de Baku à Stockholm, de l’Aquila à Rosia Montana, dePrague à Allianoi en Turquie. Ces campagnes en faveur du Patrimoineen péril sont de longue haleine et nous devons donc maintenir la pression tout autant en 2010. Pour renforcer l’impact et augmenter lacrédibilité de cette action prioritaire, nous souhaitons y associerdavantage notre Conseil scientifique avec son éminente expertise.

Nous avons également apporté notre soutien à la “Déclaration deDublin sur le changement climatique” préparée par notre nouveau partenaire The International National Trusts Organisation (INTO). Cettecontribution de la société civile fut transmise aux dirigeants politiquesréunis à Copenhague en décembre dernier. En conjuguant nos effortsavec ceux d’un réseau mondial tel que INTO, nous voulons partagernotre profonde conviction que le Patrimoine est devenu une préoccupa-tion planétaire et qu’il fait face aux menaces qui sont elles-aussi planétaires. Ceci exige une mobilisation et une action coordonnées enfaveur du patrimoine culturel et naturel sur tous les continents.

2009 – Accélérer le Mouvement

our forces with the world-wide INTO network, we demonstrated ourfirm belief that heritage is a global concern, with global threats whichcalls for mobilisation and coordinated action in favour of cultural andnatural heritage from all continents.

The success and impact of all the above key activities relies to a largeextent on an effective communication strategy. In 2009, we proudlylaunched our new website which has become our prime communicationchannel towards our members and also to a wider interested public.With the help of our new Staff member in charge of web communication,we also started to participate in Web 2.0 social networking (e.g.Twitter, Facebook), opening new horizons and allowing us to reach outto a much larger and a younger audience.

Much has already been achieved through the professionalism and dedication of our Staff and through the expertise, commitment andgenerosity of our many volunteers. But our renewed ambition anddynamism necessarily require larger financial resources. As explainedin more detail in our Treasurer’s Report, in 2009 we consolidated ourcooperation with The Association of Charity Lotteries in the EuropeanUnion (ACLEU) and the Dutch-based private foundation SNS-Reaal. InJanuary 2009, a highly successful fundraising dinner took place at theSpanish Residence in The Hague. The dinner was presided by HRH theInfanta Doña Pilar de Borbón, President of Europa Nostra, and wasorganised with the most valuable support of HE Mr Juan Prat y Coll,the Spanish Ambassador to the Netherlands, and his wife Léontine.Encouraged by this success, we will seek to organise similar events in2010 and beyond. We also continued to approach new potential partners and sponsors who adhere to the goals of our organisation.Among them, let us mention in particular in the Dutch-based privatefoundation Prins Bernhard Cultuurfonds, and Les Hénokiens, theAssociation of Family and Bicentenary Companies which, we arepleased, decided to support our Awards Scheme in 2010.

Today, due consultation with civil society organisations has become anindispensable element of good governance at all levels of policy anddecision making. The principles and values of participatory democracyare embodied in the Lisbon Treaty and are highlighted in the Councilof Europe’s Faro Framework Convention on the Value of CultureHeritage for Society which will hopefully come into force in 2010. It isnow up to us to make full use of our extensive European network composed of engaged and competent people to live up to this historicchallenge!

Le succès et l’impact de ces activités dépendent en grande partie d’unestratégie efficace de communication. En juin 2009, nous avons ainsiété fiers d’introduire notre nouveau site internet, lequel est devenunotre principal axe de communication avec nos membres ainsi qu’avecle grand public. Notre nouveau membre du Staff responsable pour la“communication en ligne”, nous ouvre de nouveaux horizons au tra-vers du « networking social » créé par le Web 2.0 (p.ex. Twitter,Facebook), ce qui nous donne accès à un public plus large et plus jeune.

Nous avons ainsi pu faire de nouveaux progrès grâce au professionnalismeet au dévouement de notre staff et grâce à l’expertise, l’engagement etla générosité de nos nombreux bénévoles. Mais notre ambition et notredynamisme restent tributaires de notre capacité à augmenter nos ressources financières. Comme le montre le rapport de notre Trésorier,en 2009 nous avons pu consolider notre coopération avec l’Associationdes loteries caritatives dans l’Union européenne (ACLEU) et avec la fondation néerlandaise SNS-Reaal. En janvier 2009 nous avons aussiorganisé un dîner de collecte de fonds à la Résidence de l’Ambassadeurd’Espagne à la Haye. Ce dîner qui a été présidée par S.A.R. l’InfanteDoña Pilar de Borbón, Présidente d’Europa Nostra, a été organisé grâceau soutien précieux de S.E. M. Juan Prat y Coll, Ambassadeur d’Espagneaux Pays-Bas, et son épouse Léontine. Encouragés par cette réussiteinitiale, nous envisageons des initiatives similaires en 2010 et au-delà.Nous continuons aussi à approcher de nouveaux partenaires et sponsors éventuels qui souscrivent aux idéaux de notre organisation.Parmi eux, citons en particulier la fondation néerlandaise PrinsBernhard Cultuurfonds ainsi que « Les Hénokiens », l’Association desentreprises familiales et bicentenaires qui, nous en sommes ravis, adécidé de devenir le partenaire de notre programme de Prix en 2010.

Aujourd’hui, la consultation avec la société civile est devenue un élément indispensable de bonne gouvernance à tout niveau décisionnel.Les principes et les valeurs de la démocratie participative ont étédûment incorporés dans le Traité de Lisbonne et ont été mis en exerguedans la Convention-cadre du Conseil de l’Europe (dite Convention deFaro) sur la valeur du Patrimoine pour la société qui, en principe, entrera en vigueur en 2010. A nous, avec notre vaste réseau européende personnes engagées et compétentes, de nous montrer à la hauteurde ce défi historique !

Europa Nostra wishes to pay special tribute to HRH the Infanta DoñaPilar de Borbón who stepped down as our President last June at theAnnual Congress in Taormina. Though she has spent only two yearsat the helm of our organisation, thanks to her leadership, wisdomand elegance, Doña Pilar left us with an important legacy. It is underher able Presidency that Europa Nostra completed the necessaryreform of its governance and thus became better prepared to meetthe many challenges ahead of us. We are therefore very grateful toDoña Pilar for the charm and firm hand with which she helpedEuropa Nostra to maintain its sense of purpose and direction duringthis entire reform process.

Europa Nostra also wishes to express its deep gratitude to the departing Executive President, Dr Andrea H. Schuler, whose term ofoffice ended at our 2009 Congress in Taormina. His dedication andcommitment to further developing Europa Nostra’s various pillars ofactivities was highly appreciated and allowed the current leadershipto build upon Europa Nostra’s past achievements. In Taormina, theGeneral Assembly therefore unanimously decided to appoint DrAndrea H. Schuler as Honorary President of Europa Nostra.

While seeking to further deepen and widen our lobby activities, in2009 we gave special attention to the following topics:

� VAT rates for renovation, repairs and maintenance of historicmonuments

Europa Nostra lobbied before the 10 March 2009 meeting of theEconomic and Financial Affairs Council (ECOFIN) of the EuropeanUnion, urging the EU Finance Ministers to reach an agreement onthe European Commission proposal with regard to reduced VAT rates.Europa Nostra advocates the need to introduce on a permanent basisreduced VAT rates for labour intensive services related to the reno-vation and maintenance of places of worship, cultural heritage andhistoric monuments, convinced that it could make a significant con-tribution to the quality of our historic environment and the creationof new jobs. ECOFIN decided to extend the current directive whichallows reduced VAT rates for the repair of private homes, until end 2010.

� European Conference on Civil Society Organisations active in the Field of Heritage

On 23-24 March 2009, “Heritage Care through Active Citizenship”, the European Conference on Civil SocietyOrganisations active in the Field of Heritage took place in Mechelen(BE). This conference was organised by three Belgian heritage NGOs(Heemkunde Vlaanderen vzw, VCM-Contactforum voor Erfgoedvereni-gingen vzw and FARO, Vlaams steunpunt voor cultureel erfgoed vzw) inpartnership with a number of international/European organisations,including Europa Nostra. The conference gathered participants fromall over Europe representing the diversity of European civil societyfor heritage at local, regional, national and European levels, activein the broad field of heritage (both tangible and intangible) toexchange best practices of heritage care through active citizenship,and to demonstrate the important role played by heritage NGOs inbuilding a “Europe for Citizens”.

� Europa Nostra Position Paper on Cultural Heritage in EuropeOn 3 June 2009, the Europa Nostra Council adopted an importantnew Policy Paper, "Why Cultural Heritage Matters for Europe". This

On 4 June 2009, the participants of theEuropa Nostra Forum on “SafeguardingEurope’s Historic Small Towns and Villages and their SurroundingLandscapes” organised with Italia Nostra at the occasion of theAnnual Congress 2009 in Taormina (IT), adopted an important declaration “Saving Europe’s Memory and Identity”, addressing localand European concerns for the towns, villages and rural landscapesthreatened by depopulation and neglect, ill considered developmentand damaging excesses of tourism. Special attention was called forL’Aquila and surrounding villages, badly damaged in the devastatingearthquake of April 2009 (see page 16).

Le lobbying constitue le pilier central de l’action menée par EuropaNostra sur le plan européen en vue d’assurer une adéquate prise encompte des intérêts du patrimoine culturel, et ce à tous les niveauxde la prise de décisions et du financement en Europe.

Influencer les politiques européennes

Tout en cherchant à approfondir et à étendre nos activités de lobbying,nous avons en 2009 prêté une attention particulière aux questionssuivantes :

� Taux de TVA pour la restauration, les réparations et l’entretiendes lieux de culte, du patrimoine culturel et des monumentshistoriques

Europa Nostra a fait du lobbying en amont de la réunion du Conseil pourles Affaires Économiques et Financières (ECOFIN) de l’Union européen-ne du 10 mars 2009, exhortant les ministres des Finances de l’Unioneuropéenne à aboutir à un accord sur la proposition de la Commissioneuropéenne concernant la réduction des taux de TVA. Europa Nostrapréconise l’introduction, sur une base permanente, de taux réduits deTVA pour les services à forte intensité de main-d’œuvre, étant convain-cue que cela pourrait contribuer de façon importante à la qualité denotre environnement historique et à la création de nouveaux emplois.ECOFIN a décidé de prolonger la directive actuelle qui permet des tauxréduits pour les réparations de maisons privées, jusqu’à fin 2010.

� Position paper d’Europa Nostra sur le patrimoine culturel en Europe

Le 3 juin 2009, le Conseil d’Europa Nostra a adopté un nouveau documentde politique générale de grande portée : « Pourquoi le patrimoine culturelest-il important pour l’Europe ? ». Ce document, mis au point par leEuropean Policy Working Group (EPWG), le groupe de travail d’EuropaNostra sur la politique européenne, exhorte l’Union européenne àprendre pleinement en considération la composante du patrimoine culturel lors de la mise en œuvre du Programme Culture courant jusqu’en 2013, et lors de la formulation des futurs programmes de politique générale et de financement dans le contexte des diversdomaines d’actions de l’Union européenne.

� Sauver les petites villes et villages historiques d’Europe et leurs paysagesenvironnants

Le 4 juin 2009, les participants au Forumd’Europa Nostra sur « La sauvegarde des peti-tes villes et des villages historiques de l’Europe et de leur paysagesenvironnants », organisé avec Italia Nostra à l’occasion du Congrèsannuel 2009 à Taormine (Italie), ont adopté une importante déclara-tion « Sauvons la mémoire et l’identité de l’Europe » traitant des préoccupations aux niveaux local et européen en ce qui concerne lesvilles, villages et paysages ruraux menacés par la dépopulation et l’abandon, les lotissements irréfléchis et les excès nuisibles du tourisme.Une attention toute particulière a été portée à l’Aquila et aux villagesenvironnants, très endommagés par le tremblement de terre dévastateurd’avril 2009 (voir page 15).

� Conférence européenne sur les organi-sations de la société civile actives dansle domaine du patrimoine

Les 23 et 24 mars 2009, la conférence européenne « Prendre soin dupatrimoine par une citoyenneté active » sur les organisations de la sociétécivile actives dans le domaine du patrimoine a eu lieu à Malines (Belgique).Cette conférence a été organisée par trois ONG belges oeuvrant pour lepatrimoine (Heemkunde Vlaanderen vzw, VCM-Contact-forum voor Erfgoed-verenigingen vzw and FARO, Vlaams steunpunt voor cultureel erfgoed vzw),en partenariat avec plusieurs organisations internationales/ européennes,dont Europa Nostra. La conférence a rassemblé des participants de toutel’Europe, donnant une belle image de la diversité de la société civile euro-péenne mobilisée au service du patrimoine au sens large (à la fois tangibleet intangible), aux niveaux local, régional, national et européen afin d’échangerdes bonnes pratiques quant au soin à apporter au patrimoine par le biaisd’une citoyenneté active et pour démontrer le rôle important que jouent lesONG du patrimoine dans la construction d’une « Europe pour les citoyens ».

� Le label du patrimoine européen et la société civile

Europa Nostra a participé au processus de consultationen ligne sur le Label du Patrimoine européen, organisépar la Commission européenne au premier semestre2009. Europa Nostra a également contribué très activement à la réunionde consultation publique avec les ONG parties prenantes qui a eu lieule 10 juin 2009 à Bruxelles.

� L’International National TrustsOrganisation (INTO) et la déc-laration de Dublin

Le 15 septembre 2009, au cours duCongrès de l’International National Trusts Organisation à Dublin,Europa Nostra et INTO ont signé un Mémorandum de Compréhension,marquant un important pas en avant dans la formation d’une alliance

� Heritage and EnlargementOn 21 October 2009, Europa Nostra was invited to take part in thefirst meeting of the Strategy Working Group on Cultural Heritage &History organised by the DG Enlargement of the EuropeanCommission in Brussels. This Working Group is part of the“Instrument for Pre-Accession Assistance (IPA) Multi-beneficiaryProgramming 2011-2013”, whose purpose is to give assistance to EUcandidate countries, mostly in South-East Europe. Europa Nostrainsisted on the importance of capacity building of civil societyorganisations actively involved in safeguarding heritage andstressed that cultural heritage can and should become a powerfultool for reconciliation and bridge building in the entire region.

� In 2009, Europa Nostra was also represented at a series ofEuropean meetings of relevance to cultural heritage, amongwhich the:

International National Trusts Organisation Congress in Dublin,Europa Nostra and INTO signed a Memorandum of Understanding,marking a significant step forward in forging a stronger alliancebetween the two heritage organisations active in Europe and acrossthe Globe with a similar vision for the improved conservation of ourheritage. Europa Nostra fully endorsed the “Dublin Declaration onClimate Change” adopted by INTO at this Conference and later presentedat the COP15 UN Climate Change Conference in Copenhagen (7-16December 2009), calling on world leaders to put in place solid measures to protect our planet and the world’s cultural heritage fromglobal warming and changing weather patterns (see page 14).

� Le Forum européen de la cultureLa Commission européenne a organisé à Bruxelles du 28 au 30 septembre2009 le Forum européen de la culture, commençant par la conférenceCulture in Motion (culture en mouvement) le premier jour, suivie dedeux jours d’ateliers et de débats. Europa Nostra a animé l’atelier surle patrimoine culturel, présentant un certain nombre de projets sur le patrimoine ayant bénéficié de financements de la Commission européenne par le biais de son Programme Culture et soulignant ainsil’importante contribution faite par le patrimoine culturel à la mise enœuvre de l’Agenda européen pour la culture.

� Patrimoine et élargissementLe 21 octobre 2009, Europa Nostra a été invitée à participer à la pre-mière réunion du groupe de travail stratégique sur le patrimoine cul-turel et l’histoire, organisé par la DG Élargissement de la Commissioneuropéenne à Bruxelles. Ce groupe de travail fait partie de « l’Instrument d’Aide à la Préadhésion (IAP) », programme multi-bénéficiaire triennal (2011-2013), dont le but est d’aider lespays candidats à l’Union européenne, essentiellement en Europe du

Europa Nostra campaigns side by side with our member organisationsand strategic partners to oppose threats to cultural heritage all overEurope. Saving endangered historic monuments and sites is whatlies at the heart of our mission and what engages public interest inour cause and motivates their involvement in our actions.

Europa Nostra has joined its partners in international campaigns tosupport important cultural heritage issues, such as:� Fully endorsing the International National Trusts Organisation

(INTO) Dublin Declaration on Climate Change (see page 12); � Joining The Churches Conservation Trust in establishing the

Historic Places of Worship at Risk project (see page 12).

In 2009 Europa Nostra intervened, campaigned and assisted onbehalf of, and in support of its members, on a number of Heritage inPeril cases:

� Azerbaijan: Baku Europa Nostra’s Council decided to closely monitor the rapidly dete-riorating condition of the historic center of Baku, and to supportlocal heritage groups in their struggle against the wilful destructionof an increasing number of heritage buildings and sites.

� Czech Republic: PragueEuropa Nostra helped local activists make sure that their concernsabout work underway to construct the Blanka Tunnel complex, aring-road highway under the historic walls of Prague, were put onthe agenda of the World Heritage Committee meeting (22-30 June2009). This extra scrutiny helped uncover and stop plans to illegallytear down one of the Baroque fortification bastions, and to replace itwith a replica after the tunnel work was completed.

Europa Nostra fait campagne aux côtés de ses organisations mem-bres et partenaires stratégiques pour faire front aux menaces quipèsent sur le patrimoine culturel dans toute l’Europe. Sauver lesmonuments et sites historiques du patrimoine en péril est au cœurde notre mission, ce qui éveille l’intérêt du public pour notre causeet motive son engagement dans nos actions.

Europa Nostra s’est associée à des partenaires dans des campagnesinternationales ayant trait à des questions importantes relatives aupatrimoine culturel. Elle s’est ainsi engagée à :

� Approuver sans réserve la Déclaration de Dublin sur le change-ment climatique de l’International National Trusts Organisation(INTO) (voir page 11);

� Rejoindre le Churches Conservation Trust (fondation de sauvegar-de des églises) pour établir le projet Historic Places of Worship atRisk (Lieux de culte historiques en péril) (voir page 13).

En 2009, Europa Nostra, au nom et avec le soutien de ses membres,est intervenue en faveur de nombreux cas de patrimoine en péril, afait campagne pour eux et leur est venue en aide. Un florilège :

� Azerbaïdjan: Bakou Le Conseil d’Europa Nostra a décidé de suivre de très près la situation,qui se détériore rapidement, du centre historique de Bakou et devenir en aide aux groupes locaux du patrimoine dans leur lutte contrela destruction délibérée d’un nombre croissant de bâtiments et desites du patrimoine.

� République tchèque : PragueEuropa Nostra a aidé les activistes locaux à veiller à ce que leurs préoccupations concernant les travaux de construction en cours ducomplexe du tunnel Blanka, autoroute périphérique passant sous les murs historiques de Prague, soient mises à l’ordre du jour de la

réunion du Comité du patrimoine mondial (22-30 juin 2009). Cet examen minutieux a en outre aidé à dévoiler et à stopper les plansvisant à détruire illégalement l’un des bastions de la fortificationbaroque et à le remplacer par une copie, une fois le travail du tunnelachevé.

� Grèce : le plan d’utilisation des terres touristiques du ministère de l’Environnement

Le plan d’utilisation des terres touristiques du gouvernement grec aété rejeté par un vote (4 février 2009) lors de la réunion consultativedu « Planning du Conseil national d’utilisation des terres », ravivantainsi l’espoir que le plan, qui aurait donné le feu vert à une sur-exploitation sans précédent des îles et des terres côtières grecques,soit annulé de façon permanente. Ceci constitue un succès remarquable pour le « Programme pour une mer Egée durable »d’Elliniki Etairia, mis en œuvre après l’ajournement une premièrefois, fin mai 2007, du plan d’utilisation des terres touristiques.

� Italie : L’Aquila et la région des Abruzzes L’adoption, lors du Forum Europa Nostra, de la déclaration « Sauvonsla mémoire et l’identité de l’Europe », sur le thème de la « Préservation des petites villes et des villages historiques d’Europe,et de leurs paysages environnants » (voir page 11) a poussé à accorderune attention particulière à la préservation des centres historiquesde l’Aquila et des villages environnants, gravement endommagés lorsdu tremblement de terre dévastateur d’avril 2009.

� Norvège : le Fjord HardangerEuropa Nostra Norvège a écrit au ministre norvégien du Pétrole et del’Énergie (10 décembre 2009) pour exprimer sa préoccupationconcernant les plans de construction de 400 km de lignes à hautetension de 420 kV dans les fjords situés à l’ouest de la Norvège. Undélai a été demandé afin de faire appel de la construction des lignesà haute tension à voltage élevé le long du Fjord Hardanger.

� Greece: the Ministry of the Environment’s tourism land useplan

The Greek Government’s tourism land use plan was defeated in a vote(4 February 2009) in the advisory “National Council of Land UsePlanning”, reviving the hope that the plan, which would allow for anunprecedented overdevelopment of Greek islands and coastal lands,will be permanently withdrawn. This marks a considerable successfor Elliniki Etairia’s Sustainable Aegean Programme (SAP), put inaction after the tourism land use plan was first tabled at the end ofMay 2007.

� Italy: L’Aquila and surrounding Abruzzo Region The declaration “Saving Europe’s Memory and Identity” adopted atthe Europa Nostra Forum on “Safeguarding Europe’s Historic SmallTowns and Villages and their Surrounding Landscapes” (see page 10,called for special attention to be given to the conservation of the his-toric centres of L’Aquila and surrounding villages which were badlydamaged in the devastating earthquake of April 2009.

� Norway: Hardanger FjordEuropa Nostra Norway wrote to the Norwegian Ministry of Oil andEnergy (10 December 2009) expressing concern about plans to con-struct 400km of 420 kV power lines in the fjords of Western Norway.They requested specifically for a delay in handling the appeal forconstruction of the high voltage power line along the HardangerFjord.

� Romania: Rosia Montana, TransylvaniaDespite the positive 2007 Court ruling in favour of protecting theunique archaeological remains of the Roman and pre-Roman minegalleries and the entire Carnic massif of Rosia Montana, this impor-tant cultural landscape site is still under grave threat of beingdestroyed and turned into an open-pit gold mine, bringing with itgrave environmental risks from cyanide emissions and run-off. The

local heritage community with the support of EN are taking action toprotect Rosia Montana and to forcibly argue that developing the areafor cultural tourism would bring better sustainable long term eco-nomic and social benefits.

� Sweden: Stockholm Europa Nostra supported EN Sweden’s campaign to halt plans toextend Stockholm's City Library – an iconic masterpiece by architectGunnar Asplund. Europa Nostra decided to endorse the campaign ata European level to help safeguard this important European archi-tectural monument. The City of Stockholm has since decided to stopthe disputed plan and pursue alternate solutions for expanding theirlibrary.

� Turkey: AllianoiEuropa Nostra continued its long-standing campaign, in support tomany local, national and international NGO groups, to prevent theflooding of this ancient Roman thermal site. The Turkish StateCouncil annulled the decision made by the High Committee for theProtection of Cultural and Natural Heritage (27 November 2006) thatwould have allowed the Directorate of State Hydraulic Works to sub-merge or move historic remains, including Allianoi and Hasankeyf.

� Other casesMany other cases of endangered buildings and sites were brought toEuropa Nostra’s attention by its members and contacts from all overEurope, reflecting the large variety of threats facing Europe’s cultur-al heritage: from threatened Art Nouveau buildings in Armenia,Georgia and the Caucuses, to the cultural landscape along the riverDuero and the medieval city of Soria in Numantia in Spain; from theelegant Hotel Lambert on l’Isle Saint-Louis in Paris, to derelict mod-ernist architecture in Moscow; from rural wooden churches inRomania, to those torn down in Germany and Central Europe toextract the brown coal they are built upon.

En effet, il court le danger d’être détruit ettransformé en mine d’or à ciel ouvert, ce qui provoquerait de gravesrisques pour l’environnement en raison des émissions de cyanure etdes infiltrations. La communauté du patrimoine local, soutenue parEuropa Nostra, a pris des mesures visant à protéger Rosia Montana etplaide énergiquement en faveur d’une reconversion de la régiondans le tourisme culturel, laquelle entraînerait, à long terme, demeilleurs avantages économiques et sociaux.

� Suède : Stockholm Europa Nostra a soutenu la campagne d’Europa Nostra Suède afin demettre un terme aux plans visant à agrandir la bibliothèque municipalede Stockholm – chef d’œuvre emblématique signé par l’architecteGunnar Asplund. Europa Nostra a décidé d’appuyer la campagne au niveau européen pour contribuer à sauvegarder cet important monument architectural européen. Networking is one of the most essential activities of Europa Nostra,bringing together members and enabling them to get to know eachother, as well as to discuss, debate and inspire each other and planeffective actions to further protect Europe’s cultural heritage.

� Europa Nostra Annual Congress2-7 June 2009, Taormina, Italy

Europa Nostra held its 2009 Annual Congress in the Sicilian District ofTaormina Etna. Europa Nostra highly appreciates the support and thewelcoming hospitality displayed by its hosts and co-organisers, ItaliaNostra and Distretto Taormina Etna, ensuring the great success of theCongress. In particular, we are grateful for the invaluable support of our Vice-President Federico Guasti, and our Council MemberRosanna Bettinelli, then Vice-President of Italia Nostra. The heritagecommunity in Sicily welcomed more than 300 heritage professionalsand supports to this well-known scenic town for our Congress, whothereby expressed their solidarity in Sicily’s struggle to safeguard itsvulnerable historic towns and cultural landscapes.

Europa Nostra adopted the revised Europa Nostra Statute andOperating Rules during the General Assembly and new ExecutiveOfficers and Board, as well as a renewed Europa Nostra Council wereappointed. Denis de Kergorlay (France) was elected new ExecutivePresident, replacing retiring Dr Andrea H. Schuler (Switzerland) whowas appointed Honorary President of Europa Nostra. The new positionof Executive Vice-President was filled by John Sell. On this occasion,we also bid farewell to our President, HRH the Infanta Doña de Pilar deBorbón, who stepped down because of personal reasons.

Endangered heritage was the main concern of the new Council in itsfirst meeting after the adoption of the revised Statute. A new Heritagein Peril Steering Committee was appointed which will act as a supportto the International Secretariat.

One of the highlights of the Annual Congress was the EuropeanHeritage Awards Ceremony, held in Taormina’s Teatro Antico on 5 June2009 with a smoking Mount Etna providing a dramatic backdrop, and the city’s Plectrum Orchestra providing atmospheric musicalinterludes (see page 22).

During the General Assembly, Europa Nostra’s departing Presidentlaunched our new Website, designed to become a key source of informa-tion and interchange for Europe’s cultural heritage sector (see page 26).

After the Congress, participants enjoyed two day excursions toSiracusa and Ortigia, and to the dramatic Mount Etna. Visits to localvillages, with their heart-warming welcomes, cultural performancesand delicious meals, also added to the general hospitality.

� Europa Nostra Forum on Small Historic Towns and Villages4 June 2009, Taormina, Italy

The Europa Nostra Forum “Saving Europe’s Small Historic Towns andVillages and their Surrounding Landscapes” addressed local concernsof depopulations and neglect, ill considered development and damaging excesses of tourism. Italian experts and international guestspeakers provided a Europe-wide picture of the protection needed forthe more rural aspects of our cultural heritage (see page 10).

� Annual Colloquium of the Scientific Council9–14 October 2009, Rhodes, Greece

The theme of Europa Nostra’s Scientific Council 45th AnnualColloquium was “Management of the Monumental Environment and itsLandmarks”. Executive President, Denis de Kergorlay, joined them inthe fortified medieval city of Rhodes to discuss Europa Nostra’s futureaction for safeguarding the heritage of Europe’s historic militaryarchitecture and engineering. They also discussed the best ways formaking better use of the expertise of the Scientific Council in theimplementation of various EN activities.

� Congrès annuel Europa Nostra2-7 juin 2009, Taormine, Italie

Europa Nostra a organisé son Congrès annuel 2009 dans le district siciliende Taormina-Etna. Europa Nostra remercie ses hôtes et coorganisateurs,Italia Nostra et le Distretto Taormina-Etna, pour l’accueil chaleureuxdont ils ont fait preuve et pour avoir veillé au succès indéniable duCongrès. Europa Nostra souhaite particulièrement exprimer sa recon-naissance à son Vice-président Federico Guasti et à la membre duConseil Rosanna Bettinelli, alors Vice-présidente d’Italia Nostra, pourleur soutien inestimable. A l’occasion de ce Congrès, la communautédu patrimoine de Sicile a accueilli plus de 300 professionnels et sympathisants du patrimoine dans la célèbre ville pittoresque de Taormine, exprimant leur solidarité dans la lutte de l’île pour sauvegarder ses villes historiques et ses paysages culturels vulnérables.

Au cours de l’Assemblée générale, Europa Nostra a adopté une révisionde ses Statuts et un Règlement Intérieur, de nouveaux membres duComité exécutif ont été nommés et le Conseil a été renouvelé. Denis deKergorlay (France) a été élu nouveau Président exécutif, succédant àAndrea H. Schuler (Suisse), nommé Président Honoraire d’EuropaNostra. La nouvelle fonction de Vice-président exécutif a été attribuéeà John Sell (Royaume-Uni). A cette occasion, Europa Nostra a également fait ses adieux à sa Présidente, S.A.R. l’Infante Doña Pilarde Borbón qui s’est retirée pour raisons personnelles.

Le patrimoine en danger a constitué la préoccupation principale du Conseil lors de sa première réunion après l’adoption des statutsrévisés. Un nouveau Comité directeur pour le Patrimoine en Péril a éténommé pour seconder le Secrétariat international.

Le point culminant du Congrès Annuel a été la cérémonie de remise desPrix du Patrimoine européen, qui s’est déroulée au Teatro Antico deTaormine le 5 juin 2009, avec en toile de fond, la vision spectaculairede la fumée s’échappant de l’Etna sur des interludes musicaux par l’orchestre de la ville Plectrum (voir page 23).

Au cours de l’Assemblée générale, la Présidente d’Europa Nostra alancé le nouveau site internet, conçu pour devenir une sourceincontournable d’informations et d’échanges dans le domaine dupatrimoine culturel européen (voir page 27).

A l’issue du Congrès, les participants ont pris part à deux excursions àSyracuse et Ortigia, ainsi que sur le spectaculaire Mont Etna. Des visitesde villages à l’accueil incroyablement chaleureux, des spectacles culturels et des succulents repas se sont encore rajoutés à l’hospitalitégénérale.

� Interacting with Members and Partners throughout EuropeIn 2009, Europa Nostra:� 21 January 2009, The Hague (NL): hosted a Piano Concert by

Enrique Peréz de Guzmán, in the historic Kloosterkerk on theLange Voorhout, offering a chance for almost 400 of the culturalheritage community in The Hague and The Netherlands, represen-tatives of the diplomatic community, as well as interested membersof the public committed to the heritage cause, to network. Beforethe concert, Europa Nostra’s President HRH the Infanta Doña Pilarde Borbón gave a short speech in which she urged all present tobecome the Ambassadors of our mission and to further disseminateour message of the importance of safeguarding Europe’s culturalheritage, for present and future generations;

� 26-27 March 2009, Brussels (BE): held the first meeting of itsIndustrial and Engineering Heritage Working Group (IEHTF) to contribute to the better coordination of the many efforts undertaken at international and national level to do with the safe-guarding of this important type of heritage;

� 27 June 2009, Yvedons-les-Bains (CH): made a presentation on theoccasion of the General Assembly of Patrimoine Suisse/SchweitzerHeitmatschutz, the leading Swiss heritage NGO, on Europa Nostra’smission and activities to around 100 heritage activists from all over Switzerland, and discussed ways in which Swiss heritageorganisations can become more actively involved in the widerEuropean heritage movement;

� 31 August – 1 September 2009, Freiberg, Saxony (DE): Industrial andEngineering Heritage Taskforce (IEHTF) met with The InternationalCommittee for the Conservation of the Industrial Heritage (TICCIH);

� 24-26 September 2009, Dubrovnik (HR): during the Best in Heritageevent, met with representatives of “SEE Heritage”, the network ofheritage organisations from South East Europe;

� 7-8 October 2009, Athens (GR): opened the travelling exhibition ofGreek laureates of Europa Nostra Awards from the scheme’s initia-tion in 1978, until 2009. Executive President Denis de Kergorlayand Vice-President Costa Carras spoke to many Europa Nostra and Elliniki Etairia members who attended the opening of thisexhibition. A reception was also held at the French Embassy.

Every year we work together with the European Union to celebratethe best achievements in cultural heritage. Our Awards are a toolto promote the Power of Example and an inspiration to everyoneactive in the field.

The 2009 European Heritage Awards Ceremony took place on 5 June2009 in the breathtaking setting of Taormina’s Teatro Antico (IT).Short video clips introduced the 28 Laureates of the 2009 EuropeanUnion Prize for Cultural Heritage / Europa Nostra Awards, explainingthe unique and important contribution of each winning heritageachievement. The Awards certificates were presented by EuropaNostra’s then President, HRH the Infanta Doña Pilar de Borbón, MrBernd Biervert, then Member of the Cabinet of Ján Figel’, at the timeMember of the European Commission responsible for Education,Training, Culture and Youth, and by the relevant Heritage Awards JuryChairman. The top 7 Grand Prix winners were only disclosed during theCeremony itself, adding suspense to the event. Ján Figel’, unable toattend the ceremony in person, stressed in his video message theimportance of conserving and revitalising Europe’s cultural heritageassets. The awards were selected from a total of 138 eligible applicantsfrom 23 eligible countries.

G r a n d P r i x W i n n e r s Category 1 – Conservation:� The Kesälahti Church Bell Tower for the strict methodology and

skilful craftsmanship undertaken to save this unique piece ofEuropean wooden heritage (FI);

� Mátra Museum in Gyöngyös for the harmonious coexistence of acareful historical restoration with the incorporation of contempo-rary architecture (HU);

Chaque année, nous coopérons avec l’Union européenne pour rendre hommage aux plus grandes réussites du patrimoine culturel. Nos Prix sont à la fois un outil visant à promouvoir le Pouvoir de l’Exemple et une source d’inspiration pour toutes les personnes actives dans le secteur.

La cérémonie européenne de remise des Prix du patrimoine culturela eu lieu le 5 juin 2009 2009 dans le cadre somptueux du TeatroAntico de Taormine (IT). Les 28 lauréats du Prix du patrimoine cultu-rel de l’Union européenne/Concours Europa Nostra 2009 ont été présentés par de courts clips vidéos, expliquant la contributionunique et essentielle que chaque gagnant a apporté au patrimoine.

Les Prix ont été remis par la Présidente sortante d’Europa Nostra,S.A.R. l’Infante Doña Pilar de Borbón, M. Bernd Biervert, membre ducabinet de Ján Figel’, ancien Commissaire européen en charge de l’Éducation, de la Culture et de la Jeunesse, et par le Président duJury des Prix du Patrimoine concerné. Les lauréats des 7 Grands Prixont été dévoilés lors de la cérémonie elle-même, ce qui a intensifié lesuspense. Ján Figel’, empêché d’assister à l’événement en personne,a souligné, dans un message vidéo, l’importance de préserver et derevitaliser les atouts du patrimoine culturel de l’Europe. Les lauréatsont été sélectionnés parmi un total de 138 candidats issus de 23 payséligibles.

� Local Award CeremoniesLocal Award Ceremonies were organised by each laureate to honourthe many people involved in planning, funding and carrying out thewinning heritage projects and initiatives, and to gain the attention oflocal media. Attended where possible by a representative of EuropaNostra and of the respective European Commission’s National Bureausor Delegations, these local ceremonies were excellent occasions forfurther spreading the Power of Example of our Awards Scheme.

� The Best in Heritage: Sharing best practices andideas

Europa Nostra’s deepened partnership with The Best inHeritage allowed the opportunity for six Laureates from2008 to present their projects to the 135 heritage andmuseum professionals from 27 countries who gathered in Dubrovnik,Croatia (24-26 September 2009). These Laureates became members ofthe “Best in Heritage/Europa Nostra Excellence Club”.

Within a rapidly changing Europe, we need to put the cause of cultural heritage high on everyone’s agenda. In launching our newwebsite in 2009, we took digital leaps in reaching out to our member-ship, other heritage stakeholders, the wider public and to policy and decision-makers at European, national, regional and local levels.

� Europa Nostra’s new Website was launched on 3 June 2009 at ourAnnual Congress in Taormina (IT), reflecting our new image andambitions as the Voice of Cultural Heritage in Europe. To take partin global and European online conversations on cultural heritageand to spread our message among younger generations, our web-site is connected to the new wave of Internet social media.YouTube and Twitter are generating us new followers and mediainterest. Our Google Google account allows us to pin-point thelocations of our Award winners and our Heritage in Peril campaignson maps embedded in our web-pages on these subjects. Theseopportunities were the subject of the “DISH2009 - DigitalStrategies for Heritage” conference (10 December 2009) organisedby the European Commission, where we took part in a pan-European study on mapping and evaluating existing platforms(websites) within the cultural sector.

� We continued to generate considerable media coverage for theyearly celebration of Europe’s top heritage achievements throughour EU Prize for Cultural Heritage / Europa Nostra Awards. TheLocal Awards Ceremonies especially offered attractive news storiesand photo opportunities. Our campaigns for the protection ofEurope’s heritage in peril also attracted media attention (see selec-tion on page 29 of logos of media which covered EN activities).

Raising Public Awareness

� Our online Guide to ColourfulEurope was launched jointly byEuropa Nostra and our corporatesupporter (in kind) AkzoNobel (25September 2009) to draw attention to Europe’s colourful but fragilehistoric buildings, heritage sites and traditions. Viewers can par-ticipate in an interactive forum and become a “fan” on Facebook.

� Europa Nostra further implemented its renewed image and over-all branding by consistently applying our new style to our publica-tions and stationary. Issuing the next European Cultural HeritageReview was postponed until mid-2010, when it will be launchedwith a new concept, look and target audience.

� We published our:� European Union Prize for Cultural Heritage / Europa Nostra

� At our prominent stand at the Salon Internationaldu Patrimoine culturel, we hosted presentations onendangered religious heritage in Romania, Italy, theUK and across Europe. We were honoured by a visit bythe French Minister of Culture Frédéric Mitterrand, and StateSecretary Hervé Novelli, and we contributed to events organised bythe associations of European Heritage Journalists and of FrenchHeritage Architects. As well, we organised a well attended discus-sion on the controversial plan to place a wind farm within view ofthe World Heritage Site of Mont Saint Michel. Paris, France, 4-8 November 2009

� We were again present at the bi-annual EXPONATECheritage fair, together with Europa NostraDeutschland, our German Member Organisations,and The Best in Heritage (see also page 12). Cologne, Germany, 17-20 November 2009

� We organised – especially for our individual members – attractiveHeritage Tours to Andalucía, Brittany, Florence & Sienna andTunesia. Some impact of the economic crisis was felt and our tourto Greenland had to be cancelled due to an insufficient number ofparticipants. The ongoing success of our tours is a welcomefundraising tool for the Hans de Koster Fund, which helps ourmembers and partners from Central and Eastern Europe, take partin Europa Nostra’s activities.

� Le nouveau site d’Europa Nostra, lancé le 3 juin 2009 à l’occasionde notre Congrès annuel de Taormine (IT), reflète notre nouvelleimage et nos ambitions en tant que Voix du patrimoine culturel en Europe. Europa Nostra wishes to pay tribute to 5 individualswho sadly passed away during 2009. For decades theyplayed crucial roles in the development of our organi-sation and continued to function as wise-men/womanfor years afterwards.

Life-Member of Europa Nostra, Senior Vice-Presidentof EN Austria and Board member of the InternationalesStadteforum Graz (ISG). He was an active member ofCouncil from 1999-2002 and an efficient organiser ofthe 1995 Annual Congress in Vienna.

President of the International Castles Institute (IBI)during the period preceding its merger with EuropaNostra in 1991, and subsequently Honorary LifeMember of the merged organisation. With his farsightedvision, and together with Sir Christopher Audland andthe late Hans de Koster, he laid the basis for the successof the combined and strong organisation for EuropeanHeritage, Europa Nostra has become today.

Former Secretary General of Europa Nostra and subse-quently Honorary Life Member. He played a particular-ly important role during the 1980s in ensuring thatEuropa Nostra continued to function after the death ofits then President, Lord Duncan Sandys. Together withthe late Hans de Koster, as the new President, heworked tirelessly to give new life to Europa Nostra andwas one of the architects of the merger betweenEuropa Nostra and the International Castles Institutein 1991.

He became Vice-President of Europa Nostra after themerger between Europa Nostra and the InternationalCastles Institute. He was one of the leading figures ofthe Italian heritage movement and an importantambassador of Europa Nostra in Italy and in the Venetoregion, in particular.

She was an active and dedicated member of the EuropaNostra Council throughout 1990s. After having suc-cessfully created and developed the Magazine of the“Association royale des demeures historiques de Belgique”in the period 1969-1988, Mrs Bouvy worked tirelessly,together with Olivier de Trazegnies, on the develop-ment of the Europa Nostra Review in the 1990s.

Following the adoption by the General Assembly on 3 June 2009 of the revisedStatute of Europa Nostra, from now on the Council is composed of up to 60 mem-bers. A maximum of 48 members of the Council are nominated by MemberOrganisations while a maximum of 12 members of the Council are nominated byIndividual Members. All members of the Council are appointed by the GeneralAssembly. The Council no longer has either Ex-officio or Co-opted members. TheCouncil formulates the general policy lines and advises and supervises the execu-tion of policy and finances by the Board.

A la suite de l’adoption des Statuts révisés par l’Assemblée générale du 3 juin 2009,le Conseil peut à présent être composé d’un maximum de 60 membres. In accordance with the revised Statute, the Management Committee has beenreplaced by the Board which was appointed by the Council. The Board is compo-sed of the Executive President, the Executive Vice-President, the Treasurer, andup to nine additional members. Within the over-arching policy set by the Council,the Board oversees the strategic direction and actions of Europa Nostra.

Conformément aux Statuts révisés, le Comité de gestion a été remplacé par le Comitéexécutif dont les membres sont désignés par le Conseil. The Publications Committee, and the two Working Groups on Central and EasternEurope, and on Landscape issues, ceased to exist in their previous forms. The acti-vities related to the above areas will continue to be carried out through variousexisting or to be created governing or advisory bodies.

A growing number of Country Representations have been, or are in the processof being established to represent and promote the interests of Europa Nostra intheir country. They seek to ensure the best possible two-way communicationbetween members in their country and Europa Nostra’s main decision-makingbodies and the International Secretariat in The Hague. Country representationsprovide valuable support to the various aspects of Europa Nostra’s work (Policymatters, Heritage in Peril, Heritage Awards) and they contribute to an increasedvisibility of Europa Nostra through effective membership drives, successfulfundraising efforts, and by organising local Europa Nostra events (lectures,debates, local award ceremonies, visits). A number of Country Representationshave provided invaluable support in helping organise Europa Nostra AnnualCongresses taking place in their country.

Un nombre croissant de délégations nationales d’Europa Nostra sont constituéesou sont en cours de constitution pour représenter et promouvoir les intérêtsd’Europa Nostra dans leur pays respectif. Elles cherchent à assurer la meilleurecommunication possible entre les membres nationaux et les principaux organesdécisionnels d’Europa Nostra et son Secrétariat international à La Haye. Les délégations nationales apportent un soutien précieux sur tous les aspects destravaux d’Europa Nostra (affaires politiques, Patrimoine en péril, Prix du patri-moine) et contribuent à la visibilité accrue d’Europa Nostra par le recrutement de membres, par la recherche de fonds et l’organisation d’événements locaux d’Europa Nostra (conférences, débats, cérémonies locales de remise de prix, visites). Certaines délégations nationales ont également apporté une aide inestimable pour organiser un Congrès annuel d’Europa Nostra dans leur pays.

Finances

went up substantially, reflecting investments made in 2008 to mod-ernise the office and our IT infrastructure. Reflecting our expandingoffice space, a renewed 5 year lease brought an increase in office rent.Other Office Expenses were also up, reflecting higher activity levelsand new projects. We paid higher consultancy fees for communicationadvice and support, and for laying the groundwork for our Heritage inPeril programme.

The total funds of Europa Nostra rose from € 474.085 in 2008 to € 486.961 in 2009. The Hans de Koster Fund increased by € 2.054, theAwards Fund by € 4.219 and the Youth Fund by € 4.604.

2009 was a remarkable year for Europa Nostra in terms of change,renewal and transition, as we took on the mantel of ‘the Voice ofCultural Heritage in Europe’. This move in the right direction requiresmore financial resources and a broader and sustainable funding base.Successful fundraising efforts made in this and past years will be con-tinued and increased in 2010 and beyond, to match our future needsand ambitions, and to answer the formidable challenges which lieahead.

The abbreviated financial statements on the following pages havebeen derived from the complete financial statements, as audited byKPMG. A signed Auditor’s Report is included in the complete financialstatements, which are available upon request from the Europa NostraInternational Secretariat.

The financial year 2009 closed with a surplus of € 12.876, compared toone of € 2.884 in 2008. Rising expenditure could be matched byincreased income.

We are very grateful to our Members, who made an important contri-bution to this positive result by being prepared to pay raised member-ship fees. Many made additional donations, others opted for LifeMembership. Contributions from our Sponsors rose, as did those of oursupporting Foundations and other non-member organisations.

We are most grateful to the Spanish Ambassador to the Netherlands,His Excellency Mr Juan Prat y Coll, and his wife Léontine, who hostedand sponsored a very successful fundraising dinner at their elegant,historic Residence on the Lange Voorhout in The Hague. In honour ofour then President, HRH The Infanta Doña Pilar de Borbón, the eventraised a substantial sum for our organisation, and was an ideal occa-sion to present Europa Nostra and its goals to a select group of peoplewho enjoyed this exceptional evening.

The European Heritage Awards Ceremony in Taormina, Sicily, our mostvisible public event, was a great success and attracted a lot of publici-ty. Each year, more of our budget is spent on professionalising this ceremony, requiring additional funding. To benefit from the higherEuropean Commission annual grant of € 200.000 to run the Awardsscheme, we need more structural financial support for our 40% match-ing funding. We are very grateful to a great Maecenas who helped toclose the funding gap in 2009.

The annual figures do not reflect the indispensable support-in-kind ofsome of our Corporate Sponsors, nor the invaluable input (and output)of all our Volunteers throughout Europe. They do so without compen-sation, most often and where possible paying for their own expenses,while giving a lot of their time, knowledge and energy to support thegoals of Europa Nostra.

General Expenditure rose in 2009 as a result of widened activities ofthe organisation as a whole, and of the staff in particular: in 2009Europa Nostra employed 7.8 FTEs versus 7.2 in 2008. Depreciation costs

L’année fiscale 2009 s’est clôturée avec un excédent de € 12.876 (con-tre un excédent de 2.884 EUR en 2008). L’augmentation des dépensesa pu être équilibrée grâce à l’augmentation des revenus.

Nous remercions sincèrement nos membres qui ont grandementcontribué à ce résultat positif en payant des contributions plus impor-tantes. Beaucoup ont fait des donations supplémentaires et d’autresont opté pour la formule de membre à vie. Les contributions en prove-nance de nos sponsors ont également augmenté ainsi que celles desfondations et des autres organisations qui nous soutiennent.

Nous remercions tout particulièrement l’Ambassadeur d’Espagne auxPays-Bas, Son Excellence M. Juan Prat y Coll, ainsi que son épouseLéontine, qui ont accueilli et parrainé avec succès un dîner de bienfai-sance dans leur élégante et historique Résidence sur la LangeVoorhout à La Haye. Organisé en l’honneur de notre Présidente de l’époque, S.A.R. l’Infante Doña Pilar de Borbón, cet événement a per-mis de récolter une somme substantielle pour notre organisation et aété une excellente occasion de présenter Europa Nostra et ses objectifsaux participants du dîner, enchantés de cette soirée exceptionnelle.

La cérémonie de remise des prix du patrimoine européen à Taormine(Sicile), notre événement public le plus visible, a connu un grand suc-cès et a fait l’objet de beaucoup de publicité. Chaque année, nous aug-mentons le budget de cette cérémonie et y investissons plus demoyens afin de la professionnaliser de plus en plus. Pour tirer profit del’augmentation de l’allocation annuelle de € 200.000 de la Commissioneuropéenne pour gérer le programme des Prix, nous avons besoin deplus de soutien financier structurel pour équilibrer les 40 % restant àfinancer. Nous sommes extrêmement reconnaissants vis-à-vis d’uneexceptionnelle mécène qui nous a aidés à combler le déficit en 2009.

Les chiffres annuels ne reflètent pas les dons en nature, indispensa-bles, de certains de nos sponsors ni la contribution inestimable detous nos bénévoles à travers l’Europe. Tous le font sans rétributionfinancière, supportant le plus souvent possible, leurs propres dépenses,tout en donnant beaucoup de leur temps, de leurs connaissances et deleur énergie pour soutenir les objectifs d’Europa Nostra.

Les dépenses générales ont augmenté en 2009 suite à l’accroissementdes activités de l’organisation en général et du personnel en particu-lier : en 2009, Europa Nostra a employé 7.8 personnes à plein tempscontre 7.2 en 2008. Les frais d’amortissement ont sensiblement aug-menté, reflétant les investissements faits en 2008 afin de moderniserles bureaux et notre réseau informatique. Suite à l’extension de notrebureau, le renouvellement de notre bail locatif pour 5 ans a entraînéune augmentation du loyer. D’autres dépenses concernant les bureauxont également augmenté, traduisant des niveaux d’activité supérieurset des nouveaux projets. Les frais de consultation en communication,conseil et assistance ont également augmenté, ainsi les frais relatifsaux travaux préparatoires de notre programme de Patrimoine en péril.

Les ressources globales d’Europa Nostra sont passées de € 474.085 en2008 à € 486.961 en 2009. Le Fonds Hans de Koster a augmenté de € 2.054 , le Fonds pour les prix de € 4.219 et le Fonds pour la jeunessede € 4.604 .

2009 a été une année remarquable pour Europa Nostra en termes dechangement, renouveau et transition alors que nous avons véritable-ment endossé le rôle de « La Voix du patrimoine culturel en Europe ».Ce changement dans la bonne direction requiert des ressources finan-cières additionnelles et une base de financement plus large et plusdurable. Nos efforts de recherches de fonds réussis cette année et lesannées précédentes vont continuer voire augmenter en 2010 et au-delà, afin d’accorder nos besoins et nos ambitions et de répondre auxdéfis formidables qui s’ouvrent devant nous.

From May 2009 to June 2010 Dr Orhan Silier, member

of Europa Nostra's new Board, and his highly commit-

ted team in Istanbul have invested remarkable efforts

to prepare an ambitious and innovative programme

for the Annual Congress 2010 in Istanbul, working

hand in hand with the Board and the International

Secretariat in The Hague. This Congress - with its

numerous activities to reach out and engage the

Turkish heritage community and the interested local

public with actions and debates currently happening

in other parts of Europe - will serve as Europa Nostra's

contribution to the celebration of Istanbul as a

European Capital of Culture 2010. A series of prepara-

tory meetings and discussions have taken place in

Istanbul and a number of new Turkish members (orga-

nisations and individuals) were recruited, all leading

to the eventual establishment of an active and effec-

tive country representation of Europa Nostra in

Turkey. | De mai 2009 au juin 2010, Dr Orhan Silier,

membre du nouveau Comité exécutif d'Europa Nostra,

ensemble avec son équipe extrêmement motivée et

dévouée à Istanbul travaillant main dans la main avec

le Comité exécutif et le Secrétariat international à La

Haye, ont investi des efforts importants pour préparer

un programme ambitieux et innovatif pour le Congrès

annuel 2010 à Istanbul. Par le biais de ce Congrès –

avec ses différents éléments qui cherchent à atteindre

et à mobiliser la communauté turque activement enga-

gée en faveur de la sauvegarde du patrimoine - Europa

Nostra entend contribuer à la célébration d'Istanbul en

tant que Capitale européenne de la culture en 2010.

Une série de réunions et de débats préparatoires ont eu

lieu à Istanbul et un nombre de nouveaux membres

turcs (organisations et individus) ont été recrutés,

dans l'optique de la mise en place d'une délégation

nationale d'Europa Nostra en Turquie qui soit active et

efficace.
