A Youth Guarantee Council Recommendation of 22 April 2013. Member States
commit:
ensure that all young people up to 25 receive a good-quality offer of
employment, continued education, an apprenticeship or a traineeship
within four months of becoming unemployed or leaving formal education.
EU support to national YG schemes
Policy support• Mutual Learning and exchange of good practices• 18 local pilot projects financed by the EP• Awareness raising pilot in 4 MS• European Alliance for Apprenticeships, e.g. ad hoc trainings
on apprenticeships in 10 MS• Network of European Public Employment Services• Upcoming: ILO support apprenticeships/YG evaluation
Financial support
• ESF + YEI, but national funding also crucial
Pilot outreach and awareness raising activities on the YG
• Young people not always aware of existing opportunities and schemes (2014 Eurobarometer on YG)
• Need to enhance outreach to NEETs (CSRs 2014 for LV, PT and RO)
• FI, LV, PT and RO responded to call for interest from EC
• Objective: invite young NEETs to register with YG providers and enhance impact of YG schemes

Involving employers and labour market institutions in the design and delivery of programmes
Supporting staff exchanges and including practical experience in courses can help attune curricula to current and emerging labour market needs and foster employability and entrepreneurship.

and regional development
Encourage partnership and cooperation with business as a core activity of higher education institutions, through:-reward structures-incentives for multidisciplinary and cross-organisational cooperation,- and the reduction of regulatory and administrative barriers to partnerships between institutions and other public and private actors.
