Scope of the regulation

• This Regulation shall apply to FBO at all stages of the food chain, where their activities concern the provision of food information to consumers.

It shall apply to all :

• foods intended for the final consumer, including foods delivered by mass caterers, and

• foods intended for supply to mass caterers.

Verantwoordelijkheden voor iedere operator

Iedere exploitant zorgt er voor dat :

•voldaan wordt aan de specifieke voorschriften van toepassing op zijn bedrijvigheid

•hij de naleving van die voorschriften controleert

•de informatie over niet – voorverpakte levensmiddelen, bestemd voor eindconsument of grootcateraar wordt doorgegeven aan de exploitant die het levensmiddel ontvangt

•de verplichte vermeldingen worden aangebracht op voorverpakking, etiket of handelsdocumenten, in de gevallen dat de voorverpakte levensmiddelen bestemd zijn voor :

• eindconsument (verhandeld voor verkoop aan deze)

• grootcateraars (verdere be-/verwerking, verdeling, versnijding)

Where appropriate, a statement indicating that the salt content is exclusively due to the presence of naturally occurring sodium may appear in close proximity to the nutrition declaration.

(a) mono-unsaturates;(b) polyunsaturates;(c) polyols;(d) starch;(e) fibre;(f) vitamins or minerals present in significant

Principe général

Art. 21

• No change in the list of 14 substances or products causing allergies or intolerances (Annex II).

• “Allergens” indicated in the list of ingredients with a clear reference to the name of the substance or product as listed in Annex II.

• In the absence of a list of ingredients, the indication of the declaration of “allergens” shall comprise the word "contains" followed by the name of the substance as listed in Annex II.

• The declaration of “allergens” shall not be required in in cases where the name of the food clearly refers to the substance.


• The name of the substance as listed in Annex II shall be emphasised through a typeset that clearly distinguishes it from the rest of the list of ingredients, for example by means of the FONT, style or background colour.

Date de (première) congélation

• Concerne les viandes congelées, les préparations de viandes congelées et les produits non transformés de la pêche congelés.

• Indiqué par les termes “Produit congelé le …” suivi de :

la date elle-même en clair et dans l’ordre (Jour, Mois, Année) ou

une référence à l’endroit où la date est indiquée sur l’étiquetage.

Dénomination de la denrée: mentions particulières

• Dans le cas des denrées alimentaires qui ont été congelées avant la vente et sont vendues décongelées, la dénomination de la denrée est accompagnée de la mention «décongelé».

• Cette exigence ne s’applique pas aux substances suivantes:- ingrédients présents dans le produit fini;

- denrées alimentaires pour lesquelles la congélation est une étape technique nécessaire du processus de production;

- denrées alimentaires pour lesquelles la décongélation n’a pas d’effets qui nuisent à la sécurité ou la qualité de l’aliment

• Les denrées dans lesquelles un composant ou un ingrédient que les consommateurs s’attendent à voir normalement utilisé ou à trouver naturellement présent a été remplacé par un composant ou un ingrédient différent,

indication précise du composant ou de l’ingrédient utilisé pour la substitution partielle ou totale à proximité immédiate du nom du produit. (+ liste d’ingrédients)

Les produits à base de viande, les préparations de viande et les produits de la pêche

• qui peuvent donner l’impression d’être faits d’une pièce entière de viande ou de poisson

• mais qui consistent en différents morceaux liés ensemble par divers ingrédients, y compris des additifs ou des enzymes alimentaires ou d’autres procédés portent les indications suivantes:

Ces mentions accompagnent la dénomination de la denrée. Annexe VI



• Dans le cas des produits à base de viande,et des préparations de viande qui prennent l’apparence d’un morceau, d’un rôti, d’une tranche, d’une portion ou d’une carcasse de viande,

la dénomination de la denrée doit comporter l’indication de la présence d’eau ajoutée si celle-ci représente davantage que 5% du produit fini.

• Les mêmes dispositions s’appliquent dans le cas des produits de la pêche et des préparations de ces produits qui prennent l’apparence d’un morceau, d’un rôti, d’une tranche, d’une portion d’un filet ou d’un autre produit entier de la pêche.

• Dans le cas des produits à base de viande, des préparations de viande et des produits de la pêche qui contiennent des protéines ajoutées, en tant que telles, y compris des protéines hydrolysées, provenant d’une autre espèce animale,

la dénomination de la denrée doit comporter l’indication de la présence de ces protéines et de leur origine

• Si un boyau de saucisse ou de saucisson n’est pas comestible, cela doit être indiqué.

• Applies from 13 December 2014

• Foods placed on the market or labelled prior to 13 December 2014 which do not comply with the requirements may be marketed until the stocks of the foods are exhausted.

• Foods placed on the market or labelled prior to 13 December 2016 which do not comply with the requirements laid down in point l of art 9 (1) may be marketed until the stocks of the foods are exhausted.

• Between 13/12/2014 and 13/12/2016 where the nutrition declaration is provided on a voluntary or mandatory basis, it shall comply with art 30-35.

• Foods labelled in accordance with art 30-35 of the regulation may be placed on the market before 31/12/2014 Art. 54 and 55
