II n ’a pas été fourni de sta tistiques. Comme la Ville libre de D antz ig a été séparée de l ’E m pire allem and e t q u ’il en est résulté des m odifications de frontières e t des changements dans le régime douanier, il a été impossible, d ’après le rapport, d ’exercer une surveillante sur l’exporta tion et l ’im porta tion des articles énum érés dans le questionnaire . On ignore à combien s’élèvent les q u an tités de drogues, p rovenan t d ’Allemagne, qui t rav e rsen t D antzig à destination de la Pologne, de la Russie e t des E ta ts lim itrophes, m ais il ne saurait ê tre question d ’importa­tion illégale p a r la poste.

L a Ville libre de D antzig a notifié son adhésion à la Convention in terna tionale de l ’opium, et un p ro je t de loi, destiné à m ettre en v igueur les dispositions de cette convention, est à V lude. A ussitô t que la loi sur le trafic de l ’opium et des p répara tions con tenan t de l 'op ium aura été prom ulguée, il sera possible de donner des renseignem ents exacts en réponse au x questions posées, puisque la loi prévoit obligatoirem ent la notification des im porta tions e t des exportations e t de la v en te locale des p répara tions de cette nature .

É TA T S-U N IS D ’AMÉH IQUE.

La réponse reçue 11e fourn it que peu de renseignem ents sur la s itua tion au x Etats-Unis, en ce qui concerne le trafic de l ’opium, su r to u t pour la raison que les quan tités de drogues fabriquées e t les noms des fabriques ne sont pas indiqués. Il est d i t dans ce tte réponse que 570 personnes son t portées su r le registre, conform ém ent a u x lois sur les recettes intérieures (In te rn a i R evenue Laws), comme im porta teurs, fabricants, p roducteurs ou p rép a ra teu rs de drogues narcotiques e t p répara tions soumises à l ’im p ô t; il est déclaré, en outre, que le «nom et l ’adresse de ces personnes sont connus et inscrits sur le registre, mais quelques-unes d ’entre elles ne produisen t que des qu an tités négligeables de stupéfian ts e t de préparations, de telle sorte q u ’il e s t difficile d ’indiquer exac tem en t quelles sont celles des personnes, ap p a r ten a n t à cette catégorie e t portées sur le registre, qui peuven t être considérées comme a y a n t une fabrique dans le sens prévu p a r le questionnaire ». C’est pourquoi on n ’a pas donné les noms des fabriques les plus im portan tes , telles que Powers W eigh tm an et R osengarten ou Merck.

Il est égalem ent indiqué dans la réponse q u ’aucune m esure de contrôle 11e s'applique au chanvre indien et que ce tte substance 11’a fa it l ’ob jet d ’aucune é tude officielle au point de vue s ta tis tiq u e ou scientifique. Il ivest pas donné de renseignem ents ou de s ta tis tiques sur la situation dans les Colonies, Possessions ou Territoires à bail ; cependant, des indications su r les méthodes adoptées en vue de la suppression effective du trafic de l ’opium dans les Iles Philippines auraient été précieuses.

M ALTE.

Le poin t su ivan t, dans le recueil des décrets en v igueur sur le contrôle de l’opium médicinal, de la m orphine, de la cocaïne, etc., m érite d ’être signalé. Les conditions à rem plir p a r les impor­ta tions y son t définies; il est dit, en outre, que : « Les dem andes d ’im porta tion formulées par les dites personnes doivent con ten ir une déclaration écrite, ind iquan t la q u an tité importée, ainsi que l’usage qui a été fait de to u te im porta tion an té rieure ». L ’im porta tion de l’opium prépare es t in terd ite .

Le contrôle des exporta tions 11’a été é tabli que le prem ier aoû t 1921, mais rien ne perm et de penser q u ’il ex istait un commerce d ’exporta tion au p a rav an t, si ce n ’est dans des cas très excep­tionnels.

Les s ta tis tiques fournies m on tren t que les q u an tités im portées dans l ’île de Malte sont p ra tiq u e m e n t négligeables.

Les quantités d ’opium b ru t , im portées de l ’Inde en 1920 e t destinées aux fumeurs d’opium, s’élevaient à 1830 kg., et la qu an tité d ’opium préparé obtenu avec cet opium b ru t était d ’environ 1500 kg.

Le nombre des fum eurs d ’opium en 1920,-après la promulgation du décret Nu 9 de 1913, était d ’environ 600, e t la consom m ation mensuelle d ’opium préparé é ta it d ’environ 30 kg.’

En octobre 1921, le G ouverneur nom m a une Commission chargée d ’obtenir des renseigne­ments sur le nom bre des fum eurs d ’opium dans la Colonie ; à la suite des travaux de cette Commission, le nom bre de fum eurs portés sur le registre et soumis ultérieurement à une visite fut réduit à 100 environ.

Ii est ensuite déclaré dans le rap p o rt q u e : < dans aucun cas, la Commission n ’a jugé néces­saire de fournir une nouvelle q u an tité d ’opium pour une période supérieure à trois mois, et, à la fin de février 1922, il sera abso lum ent in te rd i t de fum er l’opium .

Le système de la réduction graduelle des doses d ’opium fournies aux consommateurs, en vue d’aboutir finalem ent à la suppression effective, c’est-à-dire totale de l'usage de l’opium à fumer, a donc été considéré comme applicable dans l’île Maurice, où, en 1916, d ’après les relevés établis, les im porta tions a tte igna ien t ju sq u ’à 5691 kg. et où il n ’v ava it aucune réexportation.

N IG E R IA . (Colonie du Niger.)

Les renseignem ents reçus ne son t pas complets, car il n 'a pas été reçu ju squ ’ici de réponse à la question re la tive au x im porta tions d ’opium préparé.

La culture du p av o t somnifère est in terd ite et, depuis le mois d ’aoû t 1921, l’opium importé (brut ou préparé) ne peu t être réexporté que dans d ’autres Dominions, Colonies ou P rotectorats britanniques, e t ce tte réex p o rta tio n n ’est autorisée que sur présentation d ’un certificat d ’impor­tation .

Le point le plus in té re ssan t signalé dans cette réponse est le suivant :

Les personnes qui désiren t im porter de la morphine, de la cocaïne, etc., doivent donner la gai ntie que ces drogues son t exclusivem ent destinées à des usages légitimes, scientifiques et médicaux, e t q u ’elles ne seront pas réexportées ; elles doivent obtenir, à cet effet, un certificat du directeur du Service médical e t sanitaire .

11 n’a pas été consta té d ’emploi abusif d ’opium ou de drogues sur le territoire de la Colonie du Niger.

Le m o n tan t des im porta tions est si peu élevé q u ’il peu t être considéré comme négligeable.

N O U V E L L E ZÉLAN DE.

Dans le résumé précédent, les q u an tité s données pour le to tal des im portations en Nouvelle Zélande d ’opium m édicinal e t de ses préparations, pendant les années 1919 et 1920, étaient respectivement de 1041 e t 1074 kg.

Le G ouvernem ent de la Nouvelle Zélande a a ttiré l’atten tion sur le fa it que, si l’on indiquait seulement le poids de la q u an tité n e tte de morphine, ces chiffres se trouveraien t ramenés respec­tivement à 12 e t 12 1 /2 kg. Il y a donc lieu de substituer ces derniers chiffres à ceux publiés dans le résumé précédent. On p eu t rem arquer, cependant, que cette proportion de morphine semble très réduite.

Pour les Colonies b r i tann iques d ’im portance secondaire qui n’on t rien d’intéressant à signaler, il n ’a pas été é tab li de résumé, puisque les réponses elles-mêmes ont été communiquées aux membres de la Commission.

No statistics are given. T h e separation of the F ree City of Danzig from the German Empire, and the alterations in frontiers an d custom s conditions involved, are said to have made it im ­possible to exercise supervision over th e export and im port of the articles mentioned in the ques­tionnaire. I t is n o t know n w h a t q u an tities are exported through Danzig from Germany to Po ­land, Russia an d th e b o rde r S ta tes , b u t i t is claimed th a t there is no illegal im port through the post,

The Free City of D anzig has notified its adherence to the In ternational Opium Agreement, and a bill is in p repara tion to execute i ts provisions. W hen the proposed law dealing with traffic in opium and p repara tions conta in ing opium is in force, i t will be possible to give exact answers to the questions asked in th e questionnaire , since the law provides for a compulsory notifica­tion of the im p o rt and export trad e and of the supply of preparations from*opium.

MALTA.

The following po in t in a sh o rt digest of ordinances in force for the control of medicinal opium, morphine, cocaine, etc., seems w orth noting. A fter defining who m ay import, the report states th a t “ applications for im porta tion b y the said persons m ust contain a w ritten statem ent indicating the q u a n t i ty im ported and the w ay in which any previously im ported q u an tity has been employed.” T he im p o rt of p repared opium is prohibited.

The control of ex p o rt w as only established on August 1st, 1921, b u t there was no indica- ion th a t any export took place before t h a t d a te except in very exceptional cases.

The statistics supplied show th a t im ports in to M alta are practically negligible.

Malta includes u nder question V II I , “A ny o ther substances referred to in Article 14 of the Convention ’’ : chlorodyne.

M A U R IT IU S.

The q u an tity of raw opium im ported from India in 1920 to be consumed by opium smokers was 1,330 kilos, and th e app rox im ate q u a n ti ty of prepared opium obtained from this raw opium was ab o u t 1,500 kilos.

The num ber of op ium sm okers in 1920 af te r the promulgation of Ordinance No. 9 of 1913 was about 600, and th e m o n th ly consum ption was abou t 30 kilos of prepared opium.

In October 1921 when a com m ittee was appoin ted by the Governor and requested to ascer­tain the num ber of opium sm okers in th e Colony, the num ber of opium smokers registered and subsequently seen and exam ined was reduced to abou t 100.

The report goes on to say t h a t in “ no case did it appear necessary to the Committee th a t further opium need be given for a longer period th an three months, and by the end of F eb ru a ry 1922 the smoking of opium will be abso lu te ly prohibited ” .

Gradual cu rta ilm en t of supplies cu lm inating in to ta l suppression of opium smoking has therefore been considered possible in M auritius, where, in 1916, records show th a t the import amounted to 5,691 kilos and t h a t th e re w ere no re-exports.

N E W ZEA LA N D .

In th e form er "summary th e to ta l im ports in to New Zealand during the years 1919 and 1920 of m edicinal opium and p repara tions were given as being 1,041 and 1,074 kilog. respectively.

T he G overnm ent of New Zealand has draw n a tten tio n to the fac t th a t , expressed in terms of th e w eight of m orphine conten t, th e figures should be 12 and 12 7» kilog. respectively. These figures should therefore be su b s titu ted for those published in the firs t sum m ary. They seem, however, to provide for a very low m orphine content.

In th e case of sm all B ritish Colonies where no th ing of special in te res t is reported , no sum­m ary has been m ade, since th e replies them selves have been circulated to th e m em bers of th e Committee.

N IG E R IA .

The inform ation is n o t complete. No reply has y e t been received on th e question of imports of prepared opium.

T he cu ltivation of th e opium poppy is prohibited , and since A ugust 1921 no permission has been g ran ted to re -export im ported opium (raw o r prepared) excep t to ano ther British dom inion, colony or p ro tec to ra te , and th en only upon production of an im p o rt certificate.

The m ost im p o rtan t in form ation in the reply is to th e effect t h a t persons wishing to import m orphine, cocaine, etc., m u s t guaran tee th a t such drugs are required exclusively for legitimate, scientific and medical purposes an d th a t th ey will n o t be re-exported. T hey m u st ob ta in a certi­ficate to t h a t effect from th e D irector of Medical and San itary Service.

No abuses in connection w ith e ither opium or drugs appear to ex ist in Nigeria.

OCEAN ISLAND ,

SOLOMON ISLANDS.

T he im ports , which only am o u n t to a few pounds, have been exclusively for leg itim ate purposes.

T here is no ou ts tand ing feature to th e legislation in force in these islands for the con­tro l of opium and drugs. T he legislation in force has ap p aren tly proved adequate and no abuses of th e drugs seem to exist.
