Walk-signal push buttons and 'Ped-Head' crossing lights will be the same for crossing the busway as they exist currently for crossing Chandler Boulevard at all of the above mentioned intersections.

Measurements of the existing noise conditions were taken at a sufficient number of all sensitive receptor locations to yield representative values across the length of the corridor. As listed in Tables 4-44 and 4-45 of the Final EISIEIR, a total of 33 long-term (24-hour) and 15 short-term measurements were performed at various locations in order to accurately characterize the ambient noise conditions along the project alignment. Potential impacts were then identified for all noise-sensitive receptors, including schools within the appropriate screening distance. Noise impacts to nearby schools are not anticipated under the Full BRT Alternative. However, implementation of the BRT with the LankershirnIOxnard On- Street Alignment could result in moderate noise impacts at two schools. Mitigation measures have been recommended to minimize these impacts. The mitigation measures are discussed in Section 4-9.4.3 of the Final E~SIEIR.

The proposed barrier referenced in the comment may amplify noise levels on the opposite side of the alignment. However, noise levels from BRT operations, with or without this slight amplification, will not affect the West Valley Occupational Center as it is located beyond the 500 foot screening distance provided in the FTA Guidance Manual.

The park-and-ride facility to be located at Victory and Sepulveda Boulevards will be designed to allow for efficient ingress and egress of traffic. The park-and-ride will include three entrancelexits to alleviate traffic from backing up onto Victory Boulevard or Sepulveda Boulevard during heavy morning or evening use and one will be conveniently located just east of the 1-405 freeway on- and off-ramps at Haskell Avenue. A significant portion of the anticipated traffic for this park-and-ride would be from the 1-405 freeway. This would result in the majority of the traffic flow moving to and from the freeway and the park-and-ride lot.

The existing park-and-ridelkiss-and-ride located at Lankershim and Chandler Boulevards would also be used by BRT commuters. No new impacts are anticipated as a result of use of the existing Metro Red Line park-and-ride for the BRT project.

The intersections that are analyzed as part of the traffic impact study were designated in coordination with the City of Los Angeles Department of Transportation and represent a reasonable impact area for analyzing impacts associated with station access traffic. The base traffic volumes used for this analysis were collected on typical school days and included school traffic, where near a school. Therefore, any potential impacts to school traffic routes are identified in the analysis and appropriate mitigation measures are developed and proposed in the document. Analysis conducted as part of this EIR did not indicate that spillover parking will be a major issue, due to a relatively smaller demand for park and ride. The provided parking supply exceeds demand by more than 10 percent corridor wide. Also as an added precaution, a monitoring program will be provided for residential neighborhoods (including areas in the vicinity of schools) near the transit stations to lessen andlor eliminate potential negative parking impacts that may occur in the future.

Comment E6-13

The cornmenter's interest in being informed of future environmental documents related to the vicinity of the North Hollywood station is noted. MTA staff are aware of this interest. It would be advisable for the Los Angeles Unified School District to maintain contact with MTA over time to reiterate this interest in order to be sure that MTA has on file current contact information and mailing addresses.

The traffic analysis identified locations where significant traffic impacts could be expected. At these locations, specific mitigation measures have been proposed to reduce impacts to acceptable levels. At Colfax AvenueIChandler Boulevard, significant traffic impacts are not expected as a result of the project and therefore mitigation measures are not necessary. However, the BRT crossing with Colfax Avenue would be designed with the appropriate signing and striping to mitigate any localized operational problems. This would include 15-foot-wide crosswalks.

The traffic studies and modeling performed for the BRT utilized standard methodology based on existing intersection volumes and consultation with LADOT to identify problem areas or intersections with specific traffic issues. School traffic, during both the AM and PM peak hours, is factored into the modeling. Traffic impacts on schools located along or near the BRT have been considered and factored into the traffic model.

Coordination with the District will be undertaken regarding the school bus stop noted in the comment. The relocation of individual bus stops will be addressed as the project proceeds into the designlbuild phase, in consultation with the Los Angeles Unified School District.

Existing school bus stops along the LankershimlOxnard On-Street Alignment should not be adversely affected; however, MTA will coordinate with the Los Angeles Unified School District to ensure there is no adverse effect.

LAUSD will be contacted for such locations in proximity to schools.

Potential bus stops implemented by MTA along Oxnard Street and Lankershim Boulevard to serve the East-West Corridor BRT would be intended primarily to facilitate boarding and alighting passengers using that service.
