Morning tears est une organisation international à but non-lucrative, apolitique et non-religieuse, fondée en 1999, dont la mission principale est d’apporter son aide aux enfants qui souffrent de profonds traumatismes émotionnels.

Morning tears est enregistrée Belgique, au Danemark, en France, en Italie, en Espagne, aux Pays-Bas ainsi qu’aux États-Unis et travaille depuis 2001 en étroite collaboration avec le gouverne-ment chinois.

En 2009 morning tears a reçu le International Friendship Award remis par les autorités chinoises, et en avril 2010 le prestigieux China Charity Award 2010, pour son travail de protec-tion et de soutien aux enfants chinois au cours de la dernière décennie.

Au cours des dix dernières années, morning tears a contribué au développement de normes légis-latives en faveur de la protection et la prise en charge des enfants dont les parents sont: • Emprisonnés • Lesenfantsvictimesd’abusoudenégligence • Lesenfantsnon-déclarésàlanaissanceetquin’ontdoncaucunsdroits • Lesenfantsdesrues

Morning tears ne fournit pas seulement les soins de première nécessité tels que la nourriture, les vêtements, l’instruction et un logement chaleureux et accueillant; mais apporte aussi un soutien médicaletpsychologiqueafinquelesenfantspuissents’intégreràlasociétéaussinormalementque possible. Actuellement, morning tears administre un village d’enfants à Zhengzhou dans la pro-vince du Henan, et apporte son soutien à des centres à Xi’an et San Yuan ainsi qu’à plusieurs projets deréunificationfamiliale.Morningtearsarecoursàdesnormesdequalitésupérieureconcernantla prise en charge et la protection des enfants et s’efforce de convaincre les autres organisations et les institutions à suivre son exemple.

Une des activités principales de morning tears consiste à proposer des formations et ses conseils à des organisations, institutions gouvernementales ou des particuliers sur la manière d’aider les enfants traumatisés ou vulnérables.

Une autre activité importante repose sur le travail législatif de morning tears. Morning tears s’est engagé auprès du gouvernement chinois à la mise en place de procédures d’accueil, de placements, d’échanges d’informations et de responsabilité concernant les enfants lorsque leurs parents vont en prison.

Xiao Sheng was 5 years old when his world collapsed. Growing up it was normal for him to wit-ness the emotional and physical abuse his mother suffered at the hands of his father. One day she took a big knife from the kitchen, approached her husband from behind and stabbed him to death.XiaoShengsawhisfatherlyinginapoolofbloodonthefloorofthetinyfarmhousehisfamily shared in rural Shaanxi Province. Xiao Sheng thought what his mother had done must be right. Cruel maybe, but necessary in order to survive - that is at least what his mother told him. But soon after, the authorities came and took his mother away. Xiao Sheng cried a lot, when he visitedhismotherinprisonbeforeshewassentencedtodeathbyfiringsquad.XiaoShengdidnot understand why they were punishing his mother nor why they were punishing him by taking hismotherawayafterhehadjustlosthisfather.XiaoShengnevercouldfindanswerstothesequestions.With his father dead and his mother on death row, nobody was there for Xiao Sheng. The people in his village said he was the child of a criminal, and by association a criminal himself, so he would bring the village misfortune. The only relative Xiao Sheng had left was his paternal grand-father who refused to take care of the child of the woman who killed his son.«When he came here, he hardly spoke a word,» said Koen Sevenants. «His body was shivering and he behaved quite aggressively towards the other kids.» Hailing from Belgium, Sevenants’ large stature and ginger beard make him easy to spot on a yellow bench in Zhengzhou. Although a big man, Sevenants gives off a youthful aura looking much like a big kid himself. Three children run up and jump on him, hug him and laugh. «As time went by Xiao Sheng opened slowly. He began to laugh sometimes and played with the other kids.» For Sevenants, Xiao Sheng’s story is one among many, though this does not make it any less important for him.

Holding back the tears

In 1999, Sevenants, now 39, began working for an organization that takes care of children like Xiao Sheng. The organization was founded two years before by three Chinese judges, who de-cided to do something for the children of the people they had sentenced. After the organization ran out of money, Sevenants decided to keep the project alive by raising funds himself. The name of the organization is called Morning Tears, and refers to the fact that people in dire situations, such as children like Xiao Sheng, do cry from the moment they wake up.The organization depends on donations and the goodwill of the authorities. «In the beginning theofficialswerequitesceptical,»saidSigneKühl,aDanishwomanwhovolunteersfortheShan-ghai Bureau of Morning Tears. Soon there will be a project set up in Shanghai for the children of convicted criminals. Others exist already in Zhengzhou, Xi’an and Chengdu. This non-governmen-tal organization also works internationally and there are similar projects in Russia, Spain and Belgium. «The relations with Chinese authorities have developed very well, especially after they realized we had no political ambitions at all. It is not our mission to criticise the death penalty.»

In Western countries these children would be put into foster care. However, in China no such social network exists. Their relatives can’t or won’t take them, since they are too poor. Also, these children suffer from the social stigma of being the offspring of criminals. As they are technically not orphans, they can’t enter an orphanage. Often their only alternative is to live on the street. «Many kids are especially aggressive, because they have learnt from living on the street that the stronger you are, the more likely you are to surivive. After living with us for a while they change this attitude,» said Sevenants.

Saving the children

WhiletheofficeinShanghaiacceptsvolunteerstohelpraisedonations,thoseworkinginthepro-vinces are paid professionals from both China and abroad. In Zhengzhou, the capital of Henan Pro-vince, 30 children eat, sleep, play and live together in accommodations set up by this project. The areaisasbigasasoccerfieldandthreehousesarebuiltonitwithtwomoreintheplanningstages.For every six children there are two social workers tending to their needs and counseling through their ordeals. These social workers also accompany them when they visit their parents in prison. More than 600 children have been helped by the foundation. Most of the cases are similar to Xiao Sheng’s - after years of abuse their mothers had had enough. The only out they saw was murder. Most of the husbands were stabbed to death or poisoned. The lucky ones are sentenced to 16 years in prison if the judge is compassionate to their ordeal while the unlucky ones face the death penalty.Xiao Liu’s mother poisoned her father. She told her 6-year old daughter to give the bowl with poiso-ned rice to her father. When Liu asked why, her mother answered, «Because he beats us, he deserves it.» Liu gave her father the bowl, which ended up killing him. The murder was soon revealed. Shortly afterthepolicecameandarrestedLiu’smother.Shewassentencedto16years.AtfirstLiu’saunttook care of her, but Liu was not allowed to attend school as nobody wanted to be associated with the daughter of a murderer. When the police told her aunt about Morning Tears, she was sent there andmethernewfamily.Atfirstshebehavedlikeanyothergirlherage,butwhenshegotoldershebegan to change. She felt that she was the one who was responsible for her father’s death. When she turned 13, she refused to visit her mother in prison. «Slowly she has come to realize, what her mother has done to her,» Sevenants said. «But at the same time she has forgotten what drove her mother to poison her father.»

Working through the grief

Morning Tears supports the children during the grieving process. «A normal grieving process has fourstages,»Sevenantssaid.«Thefirststageisshock;youareoverwhelmedbythesituation.Thesecond stage is anger and you want revenge for what has happened. In the third stage there is des-peration and depression, and in the last stage acceptance.» Many of the children never really have accepted what has happened. They are not able to face the reality and have to be guided through this process very carefully.A 6-year old girl points to Sevenants’ belly and says «Duzi! Duzi!» He says something to her in Chinese and the girl runs away laughing only to come back a moment later and point to his belly again. «They smile and you think they must be very happy,» Sevenants said. «In fact, they are very good at hiding their trauma.»Ming Yang was 8 years old, when her mother went to prison. She and her siblings went to live with their paternal grandfather. According to neighbours, he sold the younger children to childless couples,butkeptMingYangwithhim.Atfirst,hetreatedherwell,butafterawhilehestartedbea-ting and abusing her. «He wanted to punish the girl, because her mother killed his son,» said Ming’s social worker. When the mother heard about it, she begged the police to take her to Morning Tears.

Onthefirstday,Mingdidnotspeakasingleword,ontheseconddayshelaughedcontinuously.«A typical sign of trauma,» the social worker said. Now she is older. She studies obsessively at school, and has gone from an average to an excellent student. Her only focus in life now is her studies. «Even this can be a form of escapism,» Ming’s social worker said.

Fighting trauma

Almost all of the kids, who come to Morning Tears are heavily traumatized. Some of them have nightmares, wet their beds and can only sleep with the lights on. Others refuse to play, since they feel unsafe in any environment. «Though with many of them you won’t notice anything abnor-mal,» Koen Sevenants said. «Children seem happy, even if they are suffering from trauma. You have to look very carefully to see, that there is something not right. Many of them accept only on the surface what has happened to them. They tell you with a smile that their parents are dead now.»Though the wounds of what has happened to them lingers internally. The problems these child-ren have often only become obvious when they enter puberty. Some of the young adults struggle with depression, alcoholism or turn to crime. Their prognosis is not always good. «A lot of them have big problems when they reach adulthood,» Sevenants said.It is alsoverydifficult,when theparents are finally released fromprison.Both childrenandparents have built up illusions about this day but hardly know each other anymore. «The kids are so excited about this day; they have built it up so much in their minds. But when they see their parents again they become disillusioned.»Moving forwardIn April this year Morning Tears won the «China Charity Award» - the highest recognition the central government awards NGOs. Also it is the police who more often than not propose to mo-thers that their children would be better off being supported by Morning Tears. A contract is signed between the parents, the authorities, and Morning Tears which states that the child in question can stay with the organization.Xiao Sheng improved much over the years he spent at Morning Tears. He began to laugh again and did not beat the other children anymore. He displayed leadership skills and told the other children what was allowed in the camp and what was not. He enjoyed playing music too. When his mother’s execution grew nearer he was aware of the situation. Every time he went to prison to visit her, the pleasure of seeing her was much greater than the fear that she would be dead soon.Onthemorningoftheday,XiaoSheng’smotherwastofacethefiringsquad,Sevenants,XiaoSheng and a social worker sat in a room and lit a candle. They told him, «At the end of the day, when the candle has burnt down, your mother will be dead.» They talked and played the whole day, and shared both laughter and tears. Xiao Sheng accepted his situation as best he could, but he was not able to accept everything. «He talked a lot about revenge,» Sevenants said sadly. «He wantedtofindsomeonewhowasguilty.»At14heleftMorningTears,althoughmostchildrenstay for two more years, as no one could prevent him from leaving. Eventually Sevenants heard from a friend of Xiao Sheng that he had died when a mine exploded in Shaanxi Province. He was only 15 years old.

――中华慈善奖获奖单位代表谢小卫站长受到孔玉芳副省长的亲切接见

4月23日下午，省委第一会议室内欢声笑语、掌声不断，省委常委、宣传部部长、副省长孔玉芳正在接见我省“中华慈善奖”获奖单位代表与获奖个人。谢小卫站长代表晨露国际郑州爱童园与其他两位获奖代表一起受到孔玉芳副省长的亲切接见。 中华慈善奖是我国慈善领域的最高奖项，用于表彰在赈灾、扶老、助残、救孤、济困、助学、助医以及支持文化艺术、环境保护等公益慈善领域作出突出贡献的个人、机构及项目，以引领和推动中国慈善事业的发展。2009年度我国“中华慈善奖”共表彰了50个机构和项目与个人。晨露国际郑州爱童园摘得最具影响力的慈善项目桂冠。 在会见中，谢小卫站长向孔玉芳副省长作了简要汇报，介绍了我站在困境儿童救助保护领域所做出的工作和成绩，与联合国儿基会、晨露国际的国际合作项目情况，以及晨露国际郑州爱童园建设情况等，得到了孔玉芳副省长的充分肯定。 孔玉芳代表省委、省政府对我省“中华慈善奖”获得者表示热烈祝贺，对全省慈善机构和组织以及民政工作者表示衷心感谢。她说，慈善事业是改善民生、促进社会和谐的崇高事业，是衡量社会文明水平的重要标尺。近年来，在省委、省政府的正确领导下，我省慈善事业取得了显著成绩。经济社会的发展和社会文明程度的提高，为我省慈善事业今后的发展提供了广阔空间。她希望全省各级慈善机构和广大民政工作者以科学发展观为指导，充分发挥自身优势，把这项有利于维护社会公平、推进精神文明建设、促进社会和谐的崇高事业不断提高到新的水平。要注重慈善工作的制度化、规范化建设，创新募捐形式，切实负起责任，管好用好善款，做到求实求效，确保慈善工作取得实际效果，产生良好社会效益。全省各级党委、政府要进一步关心支持慈善事业的发展，积极推广经验，形成浓厚氛围，不断激发全民的慈善热情。 省委宣传部刘少宇副部长、省民政厅杨云厅长、省慈善总会杨德恭会长、市慈善总会武国瑞会长、市民政局王万民副局长等参加了接见活动。

——郑州市救助管理站合作项目“晨露国际郑州爱童园”荣获“中华慈善奖” 4月9日下午，北京，晴空万里、微风轻抚，满城一片春色。中央电视台演播大厅里，音乐激扬、灯光璀灿，现场座无虚席。舞台上，由主持人敬一丹和鲁健主持的“2009年中华慈善奖”颁奖典礼正在进行。当著名演员濮存昕磁性的声音宣读完“最具影响力慈善项目”获奖单位时，全场再次爆发出激烈而持久的掌声。随着舒缓而嘹亮的小号声，作为“晨露国际郑州爱童园”的获奖代表，郑州市民政局党委书记、局长李建民与其他19位获奖代表一起，手捧鲜花健步走上舞台。当他从颁奖嘉宾民政部社会福利和慈善事业促进司王振耀司长手中接过奖杯后，李建民局长面带着灿烂的笑容、激动地举起鲜花向全场致意。这一刻，是郑州民政人的骄傲。 “中华慈善奖”作为中国慈善领域的最高奖项，由民政部主办，主要是表彰在助学、助医、赈灾、济困、扶老、助残、救孤、环保以及支持文化艺术等领域做出突出贡献的个人、机构和项目。“中华慈善奖”温暖了成千上万的社会公众，事迹远播四面八方，尤其在和谐社会建设中发挥了十分重要的作用。 4月8日，民政部在北京召开2009年度“中华慈善奖”报告会。民政部副部长窦玉沛、中华慈善总会会长范宝俊，以及民政部社会福利和慈善事业促进司的领导、获奖代表和有关慈善组织与专家共300人参加了报告会。 “晨露国际郑州爱童园”是国内首家由政府部门介入及监管的无人照料的、家庭困难服刑人员未成年子女提供救助服务的专门机构，致力成为国内关于无人照料的服刑人员未成年子女救助保护工作领域的示范项目。目前，园内生活着24名儿童，他们享受着父母般的关爱与呵护，拥有着幸福的童年。 颁奖典礼前，中共中央政治局委员、国务院副总理回良玉在中南海亲切会见了2009年度“中华慈善奖”获奖代表，向各位代表表示热烈祝贺和由衷的敬意。 回良玉副总理对慈善行为给予了高度评价。他说，我国慈善文化源远流长，慈善精神薪火相传，慈善行为生生不息。党和政府高度重视慈善事业，把发展慈善事业作为促进社会公平正义，增进社会和谐的重要举措。他指出，发展慈善事业是社会主义物质文明和精神文明建设的重要内容，参与慈善活动是公民和社会组织参与社会建设的重要方式。发展慈善事业，有利于完善社会再分配机制，调节利益关系，促进社会公平；有利于创造团结互助、平等友爱、共同进步的社会氛围，促进社会融合，增进社会和谐；有利于公民参与社会建设，履行社会责任，推动社会文明进步。 回良玉副总理说，要大力弘扬“人人可慈善”的理念，形成“慈善光荣、奉献可敬”的社会氛围，动员更多的人、更多的社会资源参与到慈善事业中来。 谢小卫站长、爱童园寇薇园长陪同李建民局长出席了颁奖典礼。 2009年度，共有17名个人、15家企业、20个项目和1家机构获得“中华慈善奖”。
