Une écolière l’a échappé belle

Une écolière de L’Ange-Gardien a eu beaucoup de chance de ne s’en tirer qu’avec des blessures mineures hier matin, lorsqu’une dépanneuse l’a évité de quelques centimètres pour percuter l’autobus dans lequel elle s’apprêtait à monter.

L’autobus scolaire était immobilisé, avec ses feux d’arrêt en marche, au coin du chemin Lewis et de la route 315, vers 7h30, lorsque le camion est arrivé dans le sens contraire.

« Le conducteur n’a pas pu s’arrêter, et a changé de direction pour percuter l’autobus dans un face à face et ainsi éviter la petite fille », a résumé le porte-parole de la police de la Municipalité régionale de comté des Collines, Martin Fournel.

Les dommages matériels aux deux véhicules sont limités. La jeune fille et une autre passagère ont été transportées à l’hôpital.

Une quinzaine d’élèves prenaient place à bord de l’autobus, qui se dirigeait vers la Buckingham Elementary School, l’école Philemon-Wright et le Centre de formation pour adultes, dans le secteur Hull.

Start-time shifts ‘not acceptable,’ trustees told

Ottawa public board trustees have approved a plan that has Barrhaven elementary parents seething.

The plan that will harmonize bus transportation with the Catholic board will affect the lives of many families as they struggle with changes to school start times by as much as 30 minutes.

Harmonizing buses will tier and combine bus routes between the school boards, a change estimated to generate savings of $206,000 a year for each board. The efficiencies can only be generated if both boards agree to making the changes. The Catholic board already voted in favour of it last spring.

For four of Barrhaven public elementary schools — Mary Honeywell, Farley Mowat, Berrigan and Adrienne Clarkson — that would mean starting school at 8:30 a. m, as much as 30 minutes later. Classes at the f ifth school, Barrhaven Public, would start at 9: 10 a. m., 30 minutes later.

Tuesday night, representatives from one public elementary school told trustees the proposal allows the Catholic board to dictate start times and busing policies.

The Catholic board has excluded some schools from the proposal, Ken Medland and Rustin Hollywood, school council chair and vice-chair at Adrienne Clarkson Elementary School, said in a submission.

“It will cost us, the public school parents, the most in terms of child-care expenses and loss of work-family balance,” they said. “This is simply not acceptable to most public board parents.”

But many trustees noted that the decision wasn’t a “them versus us” debate. Trustee Pam FitzGerald noted there are greater savings than $ 206,000 because the board is paying

a $200,000-plus penalty from the province because it hasn’t harmonized transportation with the Catholic board.

There are inequities between the way the Catholic and the public boards are funded for transportation. But holding off on a decision won’t solve the problem, said trustee Lynn Scott.

U of Ottawa president Allan Rock told members of Ottawa council Tuesday that students need a universal transit pass to help them travel to classes, co-op placements and jobs.

"Transportation has become more than just a means of getting to and from classes," Rock said, telling council Ottawa would join a "national trend" of cities implementing a so-called U-Pass.

"This is not about conferring a special advantage to the students at the University of Ottawa," Rock said.

Several student groups are lining up at the microphone to support the U-Pass.

Kimalee Phillip, president of the Carleton University Graduate Students' Association, said the U-Pass is fiscally and environmentally sustainable.

Both universities would have student referenda to decide whether to add a $145 U-Pass to their school fees. If approved, every student would be assessed the fee and have access to a U-Pass.

The city estimates it would cost the $3 million to subsidize a U-Pass program. The audit, budget and finance committee is recommending to defer the program in 2010.

OTTAWA — Canada’s public health agency earmarked more than $345 million for the fight against H1N1 between April and the end of November — including $41 million for communications alone.

The figures were released this week as the World Health Organization defended itself against accusations it has overplayed the dangers of the pandemic.

“This investment reflects the seriousness of the situation and our commitment to showing leadership,” health agency spokeswoman Nadia Mostafa said in an e-mail.

As of Nov. 25, the agency had spent or committed $246 million to the H1N1 vaccine, about 60% of the cost. Provincial governments footed the remaining 40% of the bill.

Health agency spending also included $22.3 million for surveillance and lab costs; $17.1 million for antiviral drugs to aid those who had contracted the disease; $11.2 million on “enhanced emergency response”; $6.3 million for “rapid research”; and $1.3 million for what it called “strategic response.”

Of the $41 million for communications, $15 million was awarded via contract to Cossette Media of Montreal, according to a report in Quebec newspaper La Presse, which obtained the information using the access to information law.

During the fall, the public health agency blitzed newspapers and airwaves with vaccine advertising, fearing people might not get their shot. By Christmas, the agency estimated, 40% or more of Canadians had been immunized.

The cost figures were provided the same week the World Health Organization stoutly rejected accusations it had been influenced to declare a pandemic state of emergency by pharmaceutical companies.

Appearing at a hearing before the Council of Europe, a WHO expert said the international agency did not act inappropriately and said the accusations “trivialize the deaths of over 14,000 people.”

The public health agency is not the only Canadian government body to spend heavily on the H1N1 outbreak. The provincial share of the vaccine totalled around $157 million, for example.

OTTAWA — The Muslim Canadian Congress is calling on the Conservative government to follow France’s proposal to consider a ban on the burka.

“It’s a control thing, identifying with Muslim brotherhood,” senior vice-president Salma Siddiqui said. “Basically it is a subservient tool.”

She said “political correctness” is preventing politicians from tackling the sensitive subject. Her group plans to lobby politicians from all parties in May.

But Liberal MP Marlene Jennings said Canada’s charter rights protect religious freedom, and the Supreme Court has consistently ruled not to impose any limits.

“Canadian women have the right, if they want, to wear a burka,” she said. “As a woman, clearly it makes me a little uncomfortable. But then there are other practices that are perfectly legal and acceptable that make people uncomfortable.”

Jennings said the government should do more to raise awareness about gender equality in Canada, but ultimately it must remain an individual choice on how to behave in one’s personal life.

The controversy comes after France issued a report proposing a partial ban on the burka and niqab. The report says the wearing of a full veil represents “everything France rejects” as a symbol of enslavement of women and extremist fundamentalism.

Nathalie Des Rosiers, general counsel for the Canadian Civil Liberties Association, said Canada must send strong messages about equality of women but reject calls to follow France’s lead.

“It goes without saying they should not be subjected to pressures from their communities, but neither from their government,” she said. “It’s not the place of the government to dictate how women should dress.”
