Burkina FASO / Chine Taiwan : Le projet riz pluvial au cœur des 20 ans de coopération

Ainsi, nous le rappellera le ministre Mahama Zoungrana, « le projet riz pluvial est donc l’un de cet engagement

de votre peuple auprès du peuple burkinabè ». Il précisera à la suite que le projet est à sa troisième phase pour

durer 3 ans et qu’il a débuté en janvier 2014. Profitant de cette brèche du ministre burkinabè, l’ambassadeur

taiwanais, au titre des résultats engrangés par le projet, n’est pas resté sans réagir. Il affirme à cet effet que «

cette coopération agricole a acquis des résultats tangibles tels que la forte augmentation de la production

nationale de riz due aux aménagements de Bagré par irrigation gravitationnelle et à ceux du projet riz pluvial. »

Dans le même ordre d’idée, le ministre burkinabè a laissé entendre qu’au total, près de 19 000 ha de bas-fonds

ont été aménagés dans les treize régions du Burkina. Ce sont des producteurs estimés à environ 100 000 qui

en ont été bénéficiaires, avec un apport dans la production nationale d’environ 19,6% en 2013.

Jarra lawmaker deeply concerned over Quelea birds i nvasion

A lawmaker in Jarra, Lower River Region (LRR), has become the latest to express concern over the recent

birds' invasion of 600 hectares of rice fields in the region.

The invasion that was first reported by the Daily Observer has been drawing the attention of stakeholders

involved in agricultural production, food security and disaster issues.

Rice selection exercise conducted in Sapu


The Regional Agricultural Directorate in collaboration with the National Agricultural Research Institute (NARI) on

Friday conducted a one day participatory varietal selection exercise of irrigated lowland rice varieties at the

Sapu experiment al farm, in Lower Fulladu West, CRR south. This exercise involved about 40 farmers who had

the chance to select rice varieties of their choice.

Apostle Dr Jackson eyes rice production in Gambia


After viewing a documentary, entitled "All Is Rice", which chronicles the 10 year record of some of the diplomatic

and development interventions of 1Blood International in W. Africa, namely Ivory Coast, Sierra Leone and

Liberia, this columnist met with the International Chief Executive, Apostle Dr. Kenneth D. Jackson Sr., who was

adopted as a Father by the people of Kombo North, at a ceremony held last year in Busumbala.


CIDA coordinator on fact-finding mission in Gambia


The overall coordinator of the Canadian International Development Agency (CIDA) Africa Rice, based in Porto-

Novo Benin, Dr Jean Moreria, is on a fact-finding mission in The Gambia. The purpose of his visit is to assess

how NARI is faring with the project. CIDA project is operating in eight West African countries, including the

Gambia; and it seeks to enhance agriculture in those eight countries. In line with the mission, CIDA's

coordinator last Friday made a power point presentation to the officers of NARI researchers at its Brikama

office. In the same vein, the coordinator along with the minister of Agriculture, Solomon Owens launched the

first Rice thresher machine built in the Gambia. NARI is the receiving agent of the project, which is going to

implement the activities.


WCR rice growers' prexy on this year's harvest


The President of the West Coast Region Rice Growers Association, Mr Ebrima S. Beyai, has indicated that

though there was a bumper harvest of upland rice in the Region, they could have ensured food self-sufficiency

in rice if the rice growers in the region were in control of the water they need for cultivation. Mr. Beyai made this

assertion in an interview with this reporter at Jarra Soma. He was throwing light on his association's

preparedness to ensure food self-sufficiency in rice, their experience in the last cropping season and their

challenges.


Hippo threat in CRR persists parks and wildlife dir ector assures a sustainable solution before the end of

year


Reports emanating from Niani Sukuta village in the Central River Region have indicated that the threat being

posed by the hippopotamuses to rice fields and communities is persisting with an increase in the nightly visits to

homesteads by these river dwelling huge creatures. The residents of the village have expressed their fear

regarding the danger being posed by the animals not only to the rice crops in the fields but the inhabitants as

well as their livestock.

Rice farmers count losses as imports flood market

The price of local pure pishori rice has gone down by 50 per cent following the influx, Governor Joseph Ndathi

said, adding that efforts to boost farming through mechanisation and irrigation might prove futile if farmers

continue being exposed to imperfect markets.

Start young: Ghana tries to develop a taste for dom estic rice, starting with schools

The Chief Executive of Ghana’s Kwaebibirim District, Emmanuel Osae, is encouraging rice producers in the

region to sell their grains directly to local schools under the School Feeding Programme. The area is making a

big push to improve consumption of domestic rice. The region is also working to improve rice

production. Several private milling companies have purchased de-stoning machines, and this has encouraged

rice producers to promote their brands locally.

We have not evaded taxes - Ghana-Cote d'Ivoire rice importers cry out


Members of the Ghana-Cote D'Ivoire Rice Importers and Sellers have denied the assertions by Finatrade, a rice

importing firm in Ghana, that they do not pay taxes and duties to the government.

The Director in charge of Corporate Affairs of Finatrade, Mr. John Awuni, was reported on TV3 News on

January 6, this year, as having said that members of the Ghana-Cote D'Ivoire Rice Importers have been

evading taxes and duties, leading to the government losing over $40million dollars annually.


Ghana relaxes ban on rice imports via borders


The Ghana government has relaxed the ban on rice imports through the country’s borders to help rice importers

fulfill their purchase orders made prior to November 1, 2013, when the ban was implemented to ensure that

importers didn’t evade taxes and other tariffs on rice imports.

Office riz Ségou : objectif, la maitrise totale de l’eau

L’Office Riz Ségou (ORS) a tenu la 22è session ordinaire de son conseil d’administration le 23 janvier sous la

présidence de Seydou Coulibaly, conseiller technique au ministère du Développement rural, coordinateur de

l’Initiative Riz et ex DGA de l’ORS. En ouvrant les travaux, il a souligné que la politique du développement

agricole se traduisait par le renouveau du secteur agricole à travers la création d’Agropoles de développement

rural et périurbain (ADRU). Aussi, a-t-il salué les résultats de la campagne 2013-2014 malgré la crise. En effet,

l’ORS a produit 113.041 tonnes toutes céréales confondues (78,10 % de la prévision) dont 64.000 tonnes de riz

réalisant ainsi un excédent céréalier de 21.210 tonnes dont 17.548 tonnes de riz.

Elaboration et validation du contrat plan 2014-2018 de l’Office du Niger évalué à 483 milliards F CFA

Les membres du comité de suivi du contrat plan Etat-Office du Niger (ON) et producteurs se sont retrouvés à

Ségou pour faire l’évaluation du contrat plan 2008-2012 et élaborer un nouveau contrat plan qui s’étalera sur la

période 2014-2018. La réalisation de ce nouveau contrat plan va mobiliser 483 milliards de francs CFA. Durant

cette période, l’Office du Niger compte produire 1 122 000 tonnes de riz paddy et augmenter la production des

fruits et légumes.

Planification de la production semencière au Mali : Les besoins en mil, riz, sorgho et maïs pour les 5

ans à venir définis

Le programme semencier d’Afrique de l’ouest /West africa seed programme (PSOA/WASP) et ses partenaires

comme le CRA, l’UEMOA, CILSS, CORAF, CEDEAO et USAID ont organisé, le 30 et 31 décembre 2013, à

l’hôtel Salam, un atelier de planification de la production semencière au Mali. Les travaux ont permis de jeter les

bases d’une planification des besoins de notre pays en semences de pré-base et de base des cultures vivrières

comme le mil, sorgho, riz et maïs pour les cinq prochaines années. Ils ont aussi permis d’identifier le rôle de

chaque acteur de la chaîne.

Le Nigeria élabore un riz “à rendement élevé résist ant à la sécheresse”

Dangote Group is set to invest $300 million (N50 billion) in rice production to help the country attain its target of

The President of the Group, Aliko Dangote at the World Economic Forum (WEF), Davos Switzerland, said his

Group's planned investment in the agriculture sector will create additional 180,000 jobs in the economy.

Malaysia, Ogun Govt plan massive rice, cassava cult ivation


The Ogun Government on Saturday said that the Malaysian Government would soon commence the massive

cultivation of rice and cassava in the state.

The Commissioner for Agriculture, Mrs Ronke Sokefun, made this known when she spoke to newsmen in

Abeokuta on Saturday.


Absence of witnesses stalls trial of Chinese charge d with forgery of rice brand in Nigeria


The absence of two prosecution witnesses at a Federal High Court in Lagos, Wednesday, stalled the trial of a

Chinese, Hong Dong Shen.

Mr. Shen is charged with the forgery of Mama Gold Rice brand.

The accused is standing trial on a four-count charge bordering on forgery, fraud, unlawful possession and

stealing.


2015 rice importation ban - Disregard us report, FG urged


Stakeholders in the agricultural sector have urged Nigerians and the Federal Government to disregard

comments from the United States Department of Agriculture (USDA) suggesting that Nigeria will not attain self-

sufficiency in rice by 2015.

Describing the declaration as selfish, the President of the National Association of Nigerian Traders (NANTS),

Ken Ukaoha, called on the federal government to move on with its scheme targeted at redeeming the nation

from dependence on imported rice to feed Nigerians.

Edo earmarked to increase rice production


Thousands of rice farmers in Edo State are poised to benefit from government initiatives to assist farmers

during the dry season.

Wellington Omorgbon, Director of the Federal Ministry of Agriculture and Rural Development, said that the

initiative was to ensure the nation's self-sufficiency in food, especially rice, at all times.

Speaking in Benin City, he said the 5 000 farmers were selected from Edo North and Edo Central.

Ban on rice importation - Dealers appeal for deadli ne extention


Rice dealers on Tuesday in Asaba appealed to the Federal Government to extend the deadline for the proposed

ban on the importation of rice from 2015 to 2019.

The dealers, who made the appeal while speaking with the News Agency of Nigeria (NAN) in Asaba, said the

extension would give rice farmers ample time to prepare themselves to begin large-scale rice production.

Sokefun - We're leveraging on Federal Government's imminent ban on rice importation


Agriculture is the bedrock of any economic development. It provides the more sustainable economic growth

nations so much desire. In Nigeria, agriculture, hitherto the mainstay of the economy has been replaced with oil,

which currently accounts for about 90 per cent of the nation's revenue. However, the federal government has

instituted reforms in the agriculture sector and is working assiduously to ensure that it regains its lost glory. At

the state level, realising the importance of agriculture, some governments have taken up the gauntlet to pursue

far-reaching reforms and programmes in the sector. They have actually taken their destinies in their own hands.

One of such states is Ogun, which has made agriculture a major part of Governor Ibikunle Amosun-led

administration's agenda. In fact, the state's programme on agriculture tagged: "Agricultural Production Leading

to Industrialisation," is the third of the five cardinal programmes of the administration.


Ban on rice'll increase local production - - Stakeh olders


For local rice production to increase in the country, stakeholders have called for the ban of imported rice as they

express displeasure over the N365 billion spent every year on rice importation into the country's markets.

An official of the Lagos State ministry of Agriculture, Mr. Tunde Giwa, spoke the minds of the stakeholders at

the unveiling of the value chains business manual packaged by the Commercial Agriculture Development

Project in Lagos recently.

The North-Eastern Nigerian State of Taraba is on the verge of handing over 30,000 hectares of land to

Dominion Farms. The Memorandum of Understanding of the public-private partnership was signed in February

2012. The mega-project is expected to reduce Nigerian rice imports by 15%. But what is been described as the

prelude to Nigeria's rice revolution could result in livelihood losses for about 45,000 inhabitants who will have to

vacate their lands. This intervention also raises concerns about the depletion of an important grazing area:

Mutum Biyu Gassol Local Government Area of Taraba State, where the land being given to Dominion is

located, is said to metamorphose into a "Lagos of Cows" during the Harmattan season. local rice farm in

Gassol.


Nigeria cannot stop rice Importation yet - Farmer


Alhaji Mohammed Bello Bakyasuwa is a major rice farmer in Zamfara State. He said the rice production

capacity of Nigerian farmers is too low to produce the rice that can substitute the imported variety into the

country.

Nigerian government to provide incentives to 10,000 dry season rice farmers in Bauchi

The Federal Government on Monday said it would provide incentives to 10,000 dry season rice farmers in

Bauchi State as part of effort to ensure food security in the country.

The Director, Federal Ministry of Agriculture in the state, Mohammed Yusuf, said in Bauchi that the initiative

would be provided under the Growth Enhancement Support, GES, scheme.

Plus de 81 milliards nécessaires pour l'autosuffisa nce en riz


Le Programme de relance et d'accélération de la cadence de l'agriculture au Sénégal (PRACAS) fixe à plus de

81 milliards les besoins en financement pour l'atteinte de l'objectif de 900 000 tonnes de riz d'ici quatre ans.

De cette somme, la vallée du fleuve Sénégal aura besoin de 46,6 milliards, indique le document proposé

vendredi au cours d'un atelier de validation de la stratégie de mise en œuvre de la première année du

PRACAS, un nouveau programme qui intègre le Programme national d'autosuffisance en riz (PNAR).

Mwea rice farmers get new combine harvester

Rice farmers in the Mwea Irrigation Scheme in Kirinyaga county have adapted a mechanised harvesting to

reduce cost and post harvesting wastage.

The farmers are now using combine harvesting machine bought by Mwea Multipurpose Co-operative Society

from China.

Consommation - Hausse du prix du panier des denrées de base


Alors que la semaine dernière le prix du lait a augmenté de Rs 6, cette semaine c'est au tour du riz basmati. En

effet, les sachets de 5 kilos devraient subir une hausse de 13 %. Selon des importateurs, cela serait dû au fait

que ce type de riz est très demandé en ce moment au niveau international.


Ruée vers le basmati importé par la STC


Presque sept tonnes de basmati, soit 1 372 sachets de cinq kilos, vendus en une journée. La vente du basmati

1121 et du basmati Pusa, à prix cassé, a rencontré un franc succès hier, vendredi 10 janvier. La STC, qui

importe ces deux types de riz, compte rééditer cette opération lundi.

Grand farming plan in motion


President Jakaya Kikwete said in Dar es Salaam when opening the two-day Agribusiness East Africa

conference that under Southern Agriculture Growth Corridor of Tanzania, the focus is on improvement of

productivity of smallholder farmers.

Citing an example of Kilombero Plantation Limited, which has been allocated 10,000 hectares of land where

British and American largescale commercial rice producers are working with smallholder paddy rice farmers,

President Kikwete said the model has worked so well such that some African countries are borrowing a leaf

from it.


Training programme seeks to boost rice production


The Ministry of Agriculture, Food Security and Cooperatives is holding ten-day training on supervision of rice

farming and storage, starting.

According to the Deputy Director of Agricultural Mechanisation, Engineer Mark Lyimo, the training involves 14

extension officers, 84 farmers from 14 different irrigation schemes from regional committees of Mbeya,

Morogoro, Tanga, Arusha, Iringa, Kilimanjaro, Manyara and Ruvuma.


Rice prices to remain stable


Traders say food prices, especially of rice are expected to fall further following bumper harvest in southern

highland regions including Mbeya last year.

Economists have predicted deeper drop of the country's inflation rate on the back of favourable prices of rice

and other food crops. Rice is a staple food in many parts of the country, particularly coastal areas.

avoir saisi, par correspondance datée du 22 janvier 2014, le ministre camerounais de la Santé, André Mama

Fouda (photo), afin que celui-ci «revienne sur sa décision illégale, instaurant le paiement d’une taxe de

vérification sanitaire à l’importation de 250 FCfa par tonne de riz, appliquée par ses collaborateurs au Port

Autonome de Douala, depuis le 15 janvier dernier».

Les riziculteurs à l’école


Il est question de leur faire appréhender les techniques de production semencière du riz pluvial.

Le riz est l'un des aliments les plus consommé au Cameroun. Et malgré un potentiel de production bien

important, les importations de cette denrée sont en constante augmentation. Les experts estiment à 6% par an,

le taux d'importation du riz de ces dix dernières années. Ce qui cause assurément un manque à gagner pour

l'économie camerounaise. Au ministère de la Recherche scientifique et de l'Innovation, on veut inverser la

tendance en mettant un accent particulier sur la production locale

Prices of rice have reduced by Rwf100 in markets and retail shops across the City of Kigali, a mini-survey

conducted by Business Times indicates.

A kilogramme of imported rice is now Rwf900 in Kimironko, Kicukiro and Remera markets compared to from

Rwf1,000 last week. That of locally-produced rice goes for Rwf650 compared to Rwf700.

Kalimbeza rice project busy with harvesting


Workers at the Kalimbeza rice project are currently busy harvesting two rice varieties which survived last year's

heavy flooding in the Zambezi Region, which also left many villagers displaced.

Speaking to New Era this week, Patrick Kompeli, the agricultural research technician in the Ministry of

Agriculture, Water and Forestry said they are harvesting Irga and Angola short rice varieties, which will be ready

for the market around March and April.

The Northern Region has got a lot of potential for rice growing going by the number of swamps and dambos as

well as the rainfall pattern that prevails in the region.

The region has more than 10,000 mainly small-scale rice farmers who grow rice in swamps, and most farmers

produce between five to 10 by 50 Kilogramme bags of rice.

Trials on the Indian flood-resistant hybrid rice variety 'Swarna-Sub1' show that the variety can produce 45%

higher yield even when it was submerged underwater for 14 to 17 days, compared to ‘Swarna’, a rice variety

commonly cultivated in eastern India, according to sources.

The Stigma placed on GMO foods a misplaced notion


In August, at the International Rice Research Institute in the Philippines, a group of activists vandalized test

fields of so-called "golden rice," which has been genetically engineered to contain beta-carotene, a precursor of

vitamin A.

Some of the perpetrators were even supported by the Swedish government's International Development

Cooperation Agency via its funding of the radical Filipino group MASIPAG.
