INTERNATIONALES AU ROI DU MAROC,

MOHAMED VI, EN SOUTIEN À ALI

Sa Majesté Mohamed VI:

Tandis que le Maroc appelle à l’ouverture, à la démocratisation et au respect des droits humains comme

instruments pour faire face à l’avenir, nous avons reçu la nouvelle que le journaliste Ali Lmrabet a commencé

depuis plus de trois semaines, une grève de la faim devant le Palais des Nations-Unies à Genève.

Nous voulons donc vous exprimer notre profonde préoccupation concernant la situation de ce journaliste qui a

reçu des prix internationaux et qui se voit maintenant privé de son identité nationale au moment même où

s’achèvent ses 10 ans d’interdiction de pratique professionnelle au Maroc. De plus, cela coïncide avec son

annonce publique de reprendre son activité professionnelle dans son pays.

La liberté d’expression et la critique sont des instruments fondamentaux pour la consolidation d’un État

démocratique et actif contre l’obscurantisme et l’intolérance. Toute tentative d’entraver la libertéd’expression est

dégradante pour l’image du Maroc et pour sa crédibilité d’engagement dans la voie d’un État de Droit.

Comme nous soutenons pleinement tout effort de transformation qui s’ébauche au Maroc, dans différents

niveaux du monde politique et de la société civile, nous nous adressons à vous pour manifester notre vive

inquiétude quant à la situation actuelle du journaliste Ali Lmrabet dont la vie est en danger.

Il va de soi que nous sollicitons votre réflexion pour que vous donniez vos instructions àl’administration de votre

pays et à son corps diplomatique en Suisse notamment pour le renouvellement de tous les documents de

citoyen marocain à Ali Lmrabet.

Sans certificat de résidence, passeport et autres documents relatifs à la fonction de journaliste, Ali Lmrabet

deviendrait ainsi le premier marocain à être privé de ses droits civiques et politiques.

Ce n’est pas à vous, Majesté, que nous apprendrons que la privation de ces droits est contraire à toutes les

libertés, dont celles fondamentales, de la liberté d’expression et dans le cas d’Ali, celle d’exercer librement sa

profession de journaliste reconnue et saluée à l’échelle internationale. La seule chose que nous vous

demandons, Majesté en votre qualité de Chef d’État, est l’application stricte des dispositions de la Constitution

marocaine eu égard au droit de chaque citoyen et en la circonstance à celui d’Alid’exercer pleinement et

librement sa profession de journaliste et de directeur de ses publications au Maroc.

Your Majesty Mohammed VI,

At a time when Morocco is advocating openness, democratisation and full respect for human rights as

instruments for confronting the future, we receive the news of the hunger strike begun by the journalist Ali

Lmrabet. For this reason, we wish to pass on to you our deep concern for the situation of this journalist, who has

received dozens of international awards and who is deprived of his national identity documents coinciding with

the end of a 10-year ban on exercising the profession of journalist in Morocco and also with his announcement

that he wishes to return to professional activity.

Freedom of expression and criticism are fundamental elements for the consolidation of a democratic state that

is active against regression and intolerance. Any attempt to restrict freedom of expression degrades the image

of Morocco and the credibility of its commitment to the rule of law.

Precisely because, from here, we wish to lend our full support to any effort to transform Morocco developed at

different levels of the political world and civil society in the country, we are writing to you to express our serious

concern at the current situation of Ali Lmrabet, whose life is in danger.

For all these reasons, we would ask you to reflect on this to give instructions to the administration in your

country, and its diplomatic staff in Switzerland in particular, to renew all Ali Lmrabet’s Moroccan citizenship

documents.

Without a residence certificate, passport and other documents related to journalistic work, Ali Lmrabet would

become the first Moroccan deprived of his civil and political rights.

We do not need to give you, Your Majesty, lessons in the fact that the deprivation of these rights is contrary to

all liberties, including fundamental freedoms, freedom of expression and, in the case of Ali, the internationally

recognised and acclaimed right to freely exercise the profession of journalist. The only thing we would ask you,

Your Majesty, in your capacity as Head of State, is to strictly apply the provisions of the Moroccan Constitution,

giving the right to all citizens to fully and freely exercise their profession, in this case as journalist and editor of

publications in Morocco.
