En 2005, suite au regroupement des activités de développement et de recherche en termes d’additifs et de carburants spéciaux avec celles du Port Pétrolier de Givors, est créée la société Total Additifs & Carburants Spéciaux, qui a aujourd’hui pour vocation la fabrication et la commercialisation d’additifs et decarburants spéciaux.

Historiquement fondé en 1938, le site pétrolier de Givors desservait la région Rhône-Alpes en hydrocarbures.

Depuis 2005, le site n’a cessé de se moderniser afin de permettre àTotal Additifs & Carburants Spéciaux de perfectionner son savoir-faire.20

Total Additifs & Carburants Spéciaux was founded in 2005 following the merger of the activities focusing on the development and commercialization of additives and special fuels with thoseof the Oil Port of Givors. The Givors’ plant is now the home of Total Additifs & CarburantsSpéciaux, and is dedicated to the production and marketing of additives and special fuels.Historically, the Oil Port of Givors was built in 1938 to serve the Rhone-Alps region with fuels. Since 2005, the site has been constantly modernised in order for Total Additifs & CarburantsSpéciaux to meet its stringent goals for product quality and technical efficiency.

THE ACTIVITIES OF TOTAL ADDITIVES AND SPECIAL FUELSThe refineries of the Total Group benefit from the latest developmentsto process different crude oils and obtain fuels with constant quality.Once produced, the fuel stream often needs to be “doped” with someadditives in order to bring certain characteristics up to the requiredspecification or to go even beyond the expected standards and providethe end-users with additional benefits.

INVESTING IN GIVORSThe Fuel Production Unit (UPC) was inaugurated on December, 3rd 2009.Thanks to this brand new equipment, several fuels can be simultaneously produced, all with a very high degree of precision. This unique fuel production unit ensures the competitive advantage of Total Additifs & Carburants Spéciaux and is a key tool in satisfying customer’s expectations to the letter. The result: stable jobs for the region. Another positive consequence of thisinvestment of over 10 million was increased environmental protection with particular care being given to minimize waste streams an to recover all volatile organic compounds.

LES ACTIVITÉS DE TOTAL ADDITIFS & CARBURANTS SPÉCIAUX

Le 3 décembre 2009 a été inaugurée l’Unité de Production de Carburants(UPC) qui est destinée à la fabrication simultanée de plusieurs carburants spéciaux, le tout piloté informatiquement par des technologies permettant un contrôle très précis. Cette UPC haut de gamme assure un avantage compétitif certain à Total Additifs & Carburants Spéciaux qui est ainsi capable de répondre

avec plus de justesse aux attentesde ses clients. Bilan : des emplois stables pourla région. Autre conséquence positive de cet investissement de plus de10 millions d’euros : une protection accrue de l’environnement avec un soin particulier apporté, dès la conception de cette unité, à la maîtrise des fluides et la récupération intégrale des composés organiques volatils.

Les raffineries du groupe Total bénéficient des dernièresavancées pour traiter lesdifférents pétroles bruts et obtenir des carburants de qualité constante et conformes aux spécifications. Cependant, pour être mis en vente, les carburants doivent être bien souvent

« additivés » c’est-à-direaméliorés grâce à l’ajout de produits aux caractéristiques variées, allant de la simpleamélioration d’une propriété physico-chimique (comme la tenue à froid), à la lutte active contre la corrosion de la mécanique moteur.

Additives are highly technicalconcentrates: 1 kg of product can be used to dope about 2,700 lof gasoline, i.e. 60 full tanks of an average car travelling a distance of about 35,000 km. The Excellium additives produced by Total Additifs & Carburants Spéciaux are developed exclusively for the Total’s Group, creating new generation fuels that save energy, reduceemissions and prolong engine lifetime.

rude épreuve. La collaboration avec les ingénieurs de grandes écuriesest permanente car l’objectif estd’améliorer sans cesse le carburant. INDUSTRIAL FUELSThe first moments in the life of a new engine are decisive, as the fuel usedmust be of optimal quality and have highly specific properties to protect theengine parts after the vehicle leaves the factory. Total Additifs & CarburantsSpéciaux produces these fuels known as “first fill fuels” especially for carmanufacturers. It also designs fuels adapted to the different tests that canbe performed on engines and cars in service to evaluate their endurance,validate approval, measure CO2 emissions, etc.

Whether in direct relation with constructors such as Renault, for an entire championship or in direct relation with a competitor, the racing fuels produced by Total Additifs & Carburants Spéciaux get the best out of engines that are subjected to harsh conditions. Collaboration with the engineers of the best teams is permanent since the aim is to ensure that the fuel improves constantly. The challenges are many since, in order to satisfy extremely precise technical specifications, it is necessary, for example, to obtain specific raw materials from different sources; a task fit for a real detective!

Depuis 2005 et la création deTotal Additifs & Carburants Spéciaux, le site de Givors connaît une nouvelle vie.

L’ancien site de stockage pétrolier est devenu le siège social et le principal site de production d’une PME innovante bénéficiant du soutien du groupe Total. Bilan : des investissements importants sont réalisés depuis sur le site avec à la clé une embauche en partie locale. Total Additifs & Carburants Spéciaux entend être un acteur économique local exemplaire qui recrute dans la région et n’hésite pas à ouvrir ses portesaux habitants afin qu’ils puissent découvrir le site de production de Givors et ses salariés. Des visites de groupes scolaires et universitaires sont régulièrement organisées afin de faire découvrir aux plus jeunes les 40 métiers de Total Additifs & Carburants Spéciaux. Cette volonté d’ouverture s’est également traduite par la mise en place d’une charte locale de la diversité. Autre initiative : l’embauche d’étudiants de la région en contrat d’alternance afin de combiner formation théorique et formation pratique. La nouvelle unité de production a favorisé l’embauche locale et implique un important nombre de sous-traitants qui travaillent sur le site de Givors.Le site a également décidé des’engager dans la vie sportive et culturelle à travers des actions de sponsoring d’associations sportives

(club de rugby et club des sauveteurs de Givors) et de mécénat (La Chapelle de la Trinité à Lyon, L’Aqueduc de Gier à Chaponost, le Domaine Melchior Philibert à Charly).

The old oil storage site has become the head office and the main production site of an innovative SMB that benefits from the global support of the Total Group.This has resulted in major investments in the site which have included the employment of partially local personnel. Total Additifs & Carburants Spéciaux strives to be an exemplary local employer that recruits in the region and does not hesitate to open its doors to the inhabitants so they can discover the production site of Givors and its employees. Visits by groups of schoolchildren and university students are organised regularly so that even the youngest can discover the 40 professions of Total Additifs & Carburants Spéciaux. This desire for openness has also resulted in drawing up a local charter of diversity. Another initiative is the employment of the region’s students in the framework of work-study contracts. In addition, the new production unit has favoured local employment and calls on a large number of subcontractors that work on the Givors site. The site has also decided to involve itself in the town’s sports and cultural life by sponsoring the activities of sports (rugby club and the Club des Sauveteurs de Givors, a nautical club) and culture associations (the Chapelle de la Trinité in Lyon, the Aqueduc de Gier in Chaponost, the Domaine Melchior Philibert in Charly). Afin de limiter le plus possible son empreinte environnementale,Total Additifs & Carburants Spéciaux a mis en place des initiatives fortes reconnues par les Chambres de Commerce et d’Industrie locales, qui ont décerné le label Développement Durable Rhône-Pluriel àl’entreprise. Le site de Givors récupère et contrôle les eaux de pluie avant leur rejet dansle milieu naturel.

De plus, les cuvettes de rétention où sont implantés les bacs de stockage confinent les liquides qui pourraient s’en échapper permettant ainsi la récupération du produit sans risque pour l’environnement. Enfin,l’initiative la plus récente consiste en la mise en place d’un système de récupération intégrale des Composés Organiques Volatils (COV) émis par l’usine lors de la production. Ces composés ne peuvent plus s’échapper librement dans l’atmosphère : ils sont capturés, condensés puis éliminés grâce à un traitement approprié ou recyclés.

LIMITING ENVIRONMENTAL IMPACT TO THE MINIMUMThe activity of Total Additifs & Carburants Spéciaux obviously has an impact on the environment.In order to reduce its environmental footprint on the environment as much as possible, Total Additifs & Carburants Spéciaux has set up strong initiatives recognised by the local Chambers of Commerce and Industry, which have awarded it the label of Rhone Plural Sustainable Development. For instance, the Givors site recoversand controls rainwater runoff before its discharge into the natural environment.Furthermore, the diked areas in which the storage tanks arelocated confine the liquids that could leak from them, therebymaking it possible to recover the products without any risk for the environment. Lastly, the most recent initiative consists in installing an integral recovery system for the volatile organic compounds (VOC) emitted by the plant during production. These compounds are no longer discharged into the atmosphere: they are trapped, condensed and then eliminated by an appropriate treatment or recycled.

LA SÉCURITÉ, NOTRE PRIORITÉ

SAFETY IS OUR PRIORITYFull-scale safety drills are organised twice a year at the Givors site, includingone with the participation of several fire stations in the Rhone Alps Region.This helps to familiarise the firefighters with the site.Certain drills are also organised with the support of the Prefecture.

Des exercices grandeur nature sont organisés deux fois par an sur le site de Givors, dont un avec la participation de plusieurs casernes de pompiers en Rhône-Alpes.

Les combattants du feu sont ainsi familiarisés avec le site.Certains exercices sont également organisés avec le concours de la Préfecture.

GIVORS, A SEVESO SITEGivors has been classified as a Seveso high threshold site; the production and storage of additives and special fuels pertain to heavy industrial activities and are subject to very strict safety regulations.

These demanding regulations are completed by the internal procedures of the Total Group. Givors has therefore set up a quality, safety, health and environmental management system to prevent accidents. The hazard study, checked andvalidated by the administration, sets out the most likely accident scenarii and defines the preventive measures and adapted emergency plans. In parallel,Total Additifs & Carburants Spéciaux keeps the surrounding population informedand associates its neighbours with industrial risk prevention. Accordingly,Total Additifs & Carburants Spéciaux organizes and participates in regularmeetings, site inspections and transmits explanatory documents to the authorities. Another obligation stipulated by the Seveso regulations calls for the definition of a prevention plan called Internal Operation Plan (I.O.P.) that sets out the resources available in case of an accident on the site. This I.O.P. is supplemented witha Specific Intervention Plan established by the Prefect for the organisation of external emergency services when the consequences of an incident go beyond the boundaries of the site.

Givors a donc mis en place un système de management de la qualité, de la sécurité et santé et de l’environnement pour prévenir les accidents. L’étude de dangers, contrôlée et validée par l’administration, permet de définir les principaux scénarios d’accidents possibles et de définir des mesures de prévention et des plans d’urgence

adaptés. Parallèlement, Total Additifs & Carburants Spéciaux a l’obligation de tenir informés les publics voisins et de les associer à la prévention des risques industriels. Total Additifs & Carburants Spéciaux programme et participe ainsi à des réunions régulières, des visites de site et envoie des documentsexplicatifs. Autre obligation prévue par la réglementation Seveso, la définition et l’organisation d’un plan de prévention appelé Plan d’Opération Interne (P.O.I.) qui définit les moyens mis en place en cas d’accident sur le site.Ce P.O.I. est complété par un Plan Particulier d’Intervention, élaboré par le Préfet, qui prévoit l’organisation des secours à l’extérieur lorsque les conséquences d’un incident dépassent le cadre du site.

WORKING TOGETHER TO MANAGE RISKS It is vital in activities that involve the handling of fuels to work constantly on improving the safetyof installations and identifying risks.

Evaluating risks first requires formulating different accident scenarii and planning the adapted responses, which is what has been provided for in the Seveso regulations. Managing risks also means acting in concert with all the local stakeholders to improve safety procedures and prepare collectively for possible accidents as efficiently as possible. This is exactly what is done by the Site Monitoring Committee (SMC), organized to bring together representatives of the neighbouring population, local authorities, employees, the State and the management of Total Additifs & Carburants Spéciaux. This consultative body examines and validates all the information relating to the safety and the environment of the Givors site.

Dans les activités qui consistent à manipuler des hydrocarbures, il est indispensable de travaillerconstamment à améliorerla sécurité des installations età identifier les risques.

Évaluer les risques, c’est tout d’abord élaborer différentsscénarios d’accidents et prévoir les réponses adaptées, ce qui est prévu par la législation Seveso. Maîtriser les risques, c’est aussi agir en concertation avec l’ensemble des parties prenantes locales pour améliorer

les procédures de sécurité et se préparer collectivement le plus efficacement possible à un éventuel incident.C’est justement ce qui est mis en place par le Comité de Suivi de Site (CSS) instauré pour réunir des représentants des riverains, des collectivités locales, des salariés, de l’État et de ladirection de Total Additifs & Carburants Spéciaux. Cet organe de concertation examine et valide l’ensemble de l’information relative à la sécurité et àl’environnement du site de Givors.

THE RIGHT SAFETY MEASURESGlobal perspective on safety and consultation at local level leads to the implementation of concretemeasures that are regularly implemented at the Givors site.

The site of Givors is closed to the public: it is monitored 24/7 by video cameras and rounds by securityofficers. All the employees and visitors are subject to specific rules, in particular smoking is strictlyforbidden, cell-phones must be turned off and personal protective clothing must be worn. These concrete protective measures are completed by the use of different detection and protection systems.Works performed on the site represent a major risk and require calling on subcontractors with specific safety training. They must be accredited by the reference organisation, MASE. Total Additifs & Carburants Spéciaux is a member of its steering committee.

DES DISPOSITIFS DE SÉCURITÉ ADAPTÉSEn application de la politique globale sur la sécurité et de la concertation au niveau local, des dispositifs concrets sont mis en place et régulièrement améliorés sur le site de Givors.

Givors est un site fermé au public, surveillé 24h/24 par vidéo et rondes menées par des agents de sécurité. L’ensemble des

salariés et des visiteurs doivent se soumettre à des règles précises, principalement : interdiction absolue de fumer, extinction des téléphones portables et port d’équipement de protection individuel. Ces mesures de prévention concrètes sont complétéespar différents équipements de détection et de prévention.

Les travaux sur site constituent un risque majeur et nécessitent de faire appel à des sous-traitantsparticulièrement formés à la sécurité. Ils doivent obligatoirement être titulaires d’un agrément MASE, référentiel dont Total Additifs & Carburants Spéciaux est membre du comité de pilotage.
