EFDA ITER GOAL ORIENTED TRAINING PROGRAMME PORT PLU G ENGINEERING Date: November 19th, 2008; CEA-Cadarache Summary of the kick off meeting: Participants:

HAS: Bede Otto The aim of this kick off meeting is to give the status of each work programme and the recruitment associated. The points related to the events to be organized during the total duration of the task agreement have been also discussed. Finally miscellaneous points such as deliverable or financial questions have been discussed. The annex 1 describes the main points to be discussed during the meeting. The status of the recruitment relative to each work programme is the following: WP1: Dapena Miguel will start his 3 years contract on the 5th January 2009 WP2: Michal Sébastien will start his 3 years contract on the 5th January 2009 WP3: Gaetano Aiello started his contract on the 1st September 2009 WP4: Recruitment on going (no candidate yet) WP5: Recruitment on going (5 candidates perhaps to be shared with WP4), starting date probably in January 2009. WP6: One candidate has been interviewed (some documents of this candidate are missing). The annex 2, 3, 4 and 5 describe respectively the work programme 1, 2, 4 and 5. The annex 6 describes the courses and events to be organized during the task agreement. The annex 7 describes the sharing of the trainees between the partner associations (subject, duration, date). The annex 8 describes the possible sharing with industrial partners. The annex 9 describes the administrative matters of the training programme (EFDA document). Some questions relative to the organization particularly on financial (reimbursement) have been raised and need to be clarified. A meeting with the EFDA Responsible Officer of the Task Agreement was suggested. The next meeting should be organized when all the trainees will be engaged.

1 – Introduction

The EFDA Steering Committee approved the EFDA 2008 Work Prog ramme, including the implementation oftraining programmes in the field of fusion energy research. One of these being in the field of EngineeringDesign and Construction called ITER-PPE (ITER Port-Plug En gineering).

The thematic of the PPE training program being engineering a ssociated to the procurement of the ITERPort Plug including: design, structural analysis, neutron ics, material requirement, nuclear requirement,safety, manufacturing aspect, assembly aspect, maintenab ility …

This program will take place within a large collaborative gr oup to provide the technical know-how and theskills which are necessary for the engineering of component s for ITER and for the management of ITERrelevant projects.

It is intended to train early-stage engineers during 3 years .

Each trainee will work on particular engineering tasks fall ing under a defined project within the “HostAssociation” together with the other participating partne rs supporting the project (about 80% within hostassociation, 20% within partner associations).

Specific courses will also be chosen in order to quickly beco me familiar with fusion physics and fusiontechnology.

The official starting date of the ITER GOT PPE is 1st septembe r 2008 established for 4 years the first yearbeing devoted to the recruitment of the trainees.

� Specificity of ITER : D + T reaction ⇒ management of tritium and shielding against neutrons and gammas induced by the reaction

� Objectives

�Background

Cause = nuclear fusion reactions for long term

⇒ high magnetic fields

⇒ produces high energy neutron

⇒ generates very high temperatures

Consequence = maintenance in nuclear environment

⇒ make first wall components highly constrained and causes its wear

⇒ many parts of this region must be replaced or refurbished during the reactor’s life

⇒ maintenance of a reactor in exploitation is a critical point, because it directly affects theavailability of the machine and its economical productivity

�Program motivations

� Even if the goal of ITER is not to be an industrial reactor, it is essential to consider itsmaintainability for at least two major reasons:

⇒ To have powerful available experimental equipment

⇒ To demonstrate that the maintenance by remote handling is possible for thefurther steps (DEMO)

� Because remote handling is one of the most important technical issues of the wholeproject

�R&D on the ITER port-plug engineering and integration - 10 mo nths

The trainee will participate to the ITER port-plug engineering and integration projects(diagnostics, TBMs, ICRH antenna), in order to apply his specific skills in maintenanceprocesses in the frame of the project. In particular, he will take part to these specific activities:

�Technical specification

�Components design

�Remote Handling impact on design and maintainability

�Development of the port plugs maintenance strategies - 15 mo nths

For each kind of port plug, their will be common maintenance aspects and specific activities.The trainee will help to identify and detail the operations and associated features:

�Components Maintenance Procedure and Plan definition (hands-on and remote).

�Hot Cells specific equipments. (catalogue of tools)

�Standardization of maintenance assembly procedures.

�Lifecycle of each kind of port plug

�Evaluations of maintenance times

Objectives

The plasma facing components, first walls and first mirrors need the most critical cooling system.

During different phases of development the satisfactory performance of cooling must be kept and checked by thermomechanical calculations.

Thermomehanical analyst experts are essencial for the fusion research.

Aim

To integrate the trainee in a project team of ITER diagnostic port plug development. (Bolometry, CXRS, LIDAR, Visible/IR Video)

Administrative matters of the

Training Programme

EFDA Agreement� following recommendations of the Ad-hoc group “Survey of

Human resources in the European Fusion Programme” to the CCE-FU held in March 2007, an education and training programme is implemented under the EFDA Work programme

� After a 1st call (EFTS) launched directly by the Commission in 2006 in the frame of FP6, this programme is now

coordinated by EFDA

• Art 7 of EFDA provides a frame to implement :

– Training (objectives: ~40 researchers per year during 5 years)

– Career development activities(up to 10 fellowships per year at post-doctoral level)

Goal Oriented Training Programmes- Object: training young physicists and engineers in areas

identified as presenting risks of gaps in the coming years

- The EFDA Leader proposes to the EFDA Steering Committee high priority areas, sends a call for proposals to Associations and selects the training projects from Euratom/Associations

- The eligible projects must be collaborative (at least 3 Associations), oriented towards practical activities, address the priority areas approved at EFDA SC

- The training programmes are mainly directed toward early stage researchers, except for areas where the trainee researcher needs to have a significant experience (for instance Tokamak operation)

Results of the first call

• First call launched in September 2007• Budget : 40 trainees (1440 ppm) and 5 Mio€ Ec

contribution (40% EC Priority Support)• Mobility scheme applies to the programme

• Successful call :Associates proposed 11 programmes aiming at training 84 trainees (2424 ppm) for a requested budget of more than 22.5 Mio€ (corresponding to 9 Mio€ EC contribution) and 3,3 Mio€ of mobility

• The proposals were evaluated by a panel of independent experts

Task Agreement�implementation of the work is done through a Task Agreement

which is the contractual document between EFDA and the involved Associations.

� the Commission also sends to each Associate involved the programme, an individual notification of Additional Support.

Mobility Agreement�In order that the Associates of the programme benefit from the mobility

funding, the procedure described in the Mobility agreement must be respected

• The mobility figures given in the Task Agreement ar e indicative, not contractual (contrarily to the Priority Support whe re the indicated ceiling is contractual and notified by the Commission to the A ssociate).

– The forecast of expenditures must be included in the mobility plan of each Association regularly approved by the Commission services.

– Associates who didn’t include these forecasts in their plan must amend it (this can be done in // with the mid-October reporting).

– Letters of invitations are signed by the Associate who receive the visiting scientists, or by the EFDA Associate Leader for JET in case of JET related mobility .

– Ceilings on daily allowance, rules for transport reimbursement (>28days) applies.

– Payment made through call for funds after approval of the accounts of the Associate.

Financial aspects�The provisions which apply are the provisions of the

Contract of Association, with the ceiling fixed in the Task Agreements.

• Eligible costs for the programme are:

– Personnel costs including• Salaries of the trainees (in principle full time) + social charges +

overheads• Salaries of the mentors for the time dedicated to the programme +

social charges + overheads– Other costs

• Include all other direct expenditures like equipment, management, participation to conferences, sub-contracts, missions which are not eligible to mobility,…..

– Ceilings which apply• Other costs limited to 10% of the global cost• Mentoring costs limited to 20% of the global cost• Global cost limited to the ceiling of PS fixed in the TA

Financial aspects�The provisions which apply are the provisions of the Contract of

Association, with the ceiling fixed in the Task Agreements.

• Support from the Commission: 40% of the actual cost s (art 8.2-b of the Contract of Association)

– The amount of support of the Task Agreement represents a ceiling, based on expenditures really committed, not a fixed price

• Expenditure must be justified (audit clause of CoA)• The level of overheads is determined through the cost accounting of each

Associates– JET related activities

• Expenditures cannot be charged twice, – the salary of the trainee cannot be included in JET orders, – the trainee cannot benefit from a secondment agreement (art 3.2 of the Task

Agreement)

– Support from the Commission paid• Through call for funds emitted annually by each Associate, on the basis of

expenditures committed• After approval of the annual accounts by the Commission services

Personnal Career Development PlanEach researcher will establish, together with his/her personal supervisor, a Personal Career Development Plan comprising his/her training needs and scientific objectives and later on report upon the success with which these objectives were met. In this way the trainees will be encouraged to play an active role in shaping their own training programme and professional development:

– The PCDP must be elaborated as soon as the trainee joins the team and transmitted to the EFDA R.O.

– The document can be revised at the end of the training period (and be used as a tool for further career development, outside the frame of the GOT)

– The form proposed by the Commission in the EFTS (European Fusion Training Scheme) is proposed to be used.

whole programme, according to the template in Annex 1

– It is recommended that the Annual Progress Reports and Final Report are issued at the occasion of GOT management board/meetings

– (the EFDA R.O. is invited to all management boards/meetings)

– All reports to be transmitted to the EFDA Responsible Officer in charge of the follow-up of the training programme. Reports have to be approved by EFDA before payment.
