DR LOUIS TANElder, ChairmanDr Louis is married to Tyng Tyng in 1998, and they have three children, Jonathan, Timothy and Samantha. He is a neurologist at the National Neuroscience Institute. He prayed to receive Christ in 1978, and was followed up through Sunday School, Boy’s Brigade and the church. He became a member of Covenant EFC in 1989 and served in the Boy’s Brigade and small group ministry. He chairs the Human Resource Committee and Global Alliance of IDMC Board. He has been a Board Member since 2002 and is also a Zone Mentor (ZM) in Bukit Panjang Centre (BPJ).

TONY TANElderTony is married to Karen since 1991 and they have two adult children, Brandon and Justin. He is currently Executive Director of a Social Enterprise. Prior to this, Tony was Regional CEO of a US multinational corporation and also headed Singapore businesses and non-profit organizations. He has been a Board Member since 2012 and chairs Covenant EFC’s Long-Term Planning Committee and its Fundraising Task Group. Since joining Covenant EFC in 2007, Tony and Karen have served together in various capacities – CGLs, ZMs, Sunday Service Team (SST) Leads/Host Master.

AMOS LEONGElderAmos is married to Susan in 1990. They are blessed with two children, Sarah and Joshua. They have been worshipping at Covenant EFC since 2002. He accepted Christ in 1978 and was baptised in Emmanuel House. He is currently the CEO of a precision manufacturing group of companies. Amos has been a Board Member since 2015 and chairs the Property Committee. He has served as a CG mentor for The Next Generation (TNG) and Covenant Young Adult Network (CYAN), and is presently serving as a ZM, Marriage Preparation Course (MPC) Mentor, Sunday Service Team Host Master Lead for WDL.

MAVIS SIEWSecretaryMavis is married to Wei Shing since 2000 and they have three children, Josiah, Amanda and Megan. She is the School Staff Developer at Qifa Primary School and works with her school leaders to drive and monitor professional development processes and outcomes for the school. She joined Covenant EFC in 2001 and served as a CGL for 10 years. She is currently serving as worship leader and involved in marriage mentoring together with her husband. She joined the Board in 2019.

NELSON TANTreasurerNelson is married to Cindy in 2005. He is an accountant by profession and currently works in an American MNC as the Regional Head of Finance for a business segment and Board Director for the Singapore entity. He received Christ in the mid-1980s and passionately served in Youth for Christ during his secondary school years. Nelson visited Covenant EFC in 2011 after returning from a work assignment in US. Since then, he has made Covenant EFC his home church and has been on the Board since 2017. Nelson is also a leader in a marketplace ministry outside Covenant EFC. He currently serves as a Zone Mentor in the East Centre and chairs the Finance Committee.

Deacons/Deaconesses

PATRICK LIMDeacon, Elder-DesignatePatrick is married to Lorene in 2003 and they have two daughters, Chloe and Phoebe. He works in an American company as global director for their specialty polymers business. In 1980, he prayed to receive Christ in Emmanuel Chapel, which was merged with Covenant EFC in 1989. He has served in various ministries in Covenant EFC and is currently the Board Chairman of New Life Community Services. He worships in BPJ Centre and joined the Board in 2015.


GUOK SUAN CHOO DeaconessSuan Choo has been married to David since 1993. They have 2 children, Daniel and Samantha. Suan Choo is the General Counsel and Company Secretary of the Toppan Leefung Group, a multinational conglomerate headquartered in Singapore under Toppan Printing Co., Ltd which is listed on the Tokyo Exchange. Suan Choo previously served as the Secretary of the Board from 2004-2009, after which she served in the WEB ministry with David for 11 years. She currently serves in the TNG ministry mentoring a group of girls, and supports the Board as a member of the legal advisory team. She is also a director of ACK International Pte Ltd. She joined the Board in 2021.

ROGER LOHDeaconRoger is married to Joy in 2003 and they have three children, Vera, Amanda, and Noah. He is an associate professor of finance with tenure at the Lee Kong Chian School of Business at Singapore Management University. Roger visited Covenant EFC when he was with the Navteens in 1993 and has been in Covenant since 1995. He joined the Board in 2016 and currently chairs the Investment Committee. He also serves in the Small Group Infrastructure (SGI) ministry at BPJ Centre.

LEE KIT PUIDeaconessKit has been serving in Covenant EFC since 2011. Currently a CGL in the Northwood district, she also serves under the Worship Pillar in the dance ministry. In the marketplace, she is a brand marketing and communications professional, having honed her skills in regional and global roles in the hospitality, arts and publishing industries. She was a member of the core operations teams of Jubilee Day of Prayer and Celebration of Hope, serving in marketing and communications capacities. Kit joined the Board in 2020 and is a member of the Nominations Committee.


WONG ZENG YIDeaconZeng Yi is married to Ziying in 2007, and they have three children, Ya-En, Kai-En and Shao-En. He is a public servant and works in the area of finance. He has been in Covenant EFC since 2006, and has served as a CGL and a Sunbeam teacher. He joined the Board in 2018 and worships at BPJ Centre. He currently serves as a ZM and chairs the Audit & Risk Committee.

CHAN MUN BINDeaconMun Bin is married to Serene since 1997 and they have three children, Karis, Joshua, and Joel. He is a legal counsel of an international bank. He received Christ in 1990 and was followed up through the Cru ministry and the church. He has been with Covenant EFC since 1995. He currently serves as CGL in BPJ Centre and MPC mentor in the Family Life ministry. He joined the Board in 2019.

JAMES SATCHYDeaconJames is married to Anna and has two teenage children, Ezra and Charity. He works as a Family Life Consultant for schools and organisations. James has been in Covenant EFC since 2011 and serves actively in missions as Chairman of the Missions Governing Board and a Bi-vocational Missionary to the South Asia region. He has been a Board member since 2019.

IRWIN SEEDeaconIrwin is married to Ying jie since 2014 and they have two children, Zoe and Aaron. Irwin runs a private education centre that provides General Paper tuition to JC students. He is also the founder of The Seed Initiative which provides seed funding and mentoring for meaningful social projects. He visited Covenant EFC and made it his home in 2008. Irwin serves as Zone Mentor in BPJ Centre and member of the Fundraising Task Group for Vision 2028 & Beyond. He joined the Board in 2019 and served as Board Secretary from 2019-2021.


SEAN FOODeaconSean is married to Irene since 2005 and they have two children, Faith and Asher. Sean is a Chartered Accountant and an Accredited Tax Practitioner. He is currently employed in a public-listed group in Singapore to lead its tax function. By the grace of God, he prayed to receive Christ when he was studying in a Methodist JC. He visited Covenant EFC in 2006 and thereafter made it his spiritual home. Sean serves as Zone Mentor in Woodlands Centre and as a member of the Finance Committee. Sean joined the Board in 2020.

PAUL LIUDeaconPaul is married to June since 1999, and they have a son, Rae. Professionally, he serves as a board advisor to a regional investment firm that holds interests in financial advisory, private equity real estate and alternative investments. He is also the founding partner of a wealth management practice that specializes in advising Asian family offices and high net-worth individuals. Paul received Christ in 1987; since then, he has been serving in small group ministries. He made CEFC his home in 2002. Paul serves as Zone Mentor in BPJ Centre. Paul joined the Board in 2020 and is a member of the Investment and Property Committees.

JEREMIAH LODeaconJeremiah works in the Ministry of Defence. He holds a Master’s Degree in International Public Policy from the School of Advanced International Studies, Johns Hopkins University and a Bachelor’s Degree in Social Science from the National University of Singapore. A former Fulbright Scholar, Jeremiah got interested in philanthropic service after helping the homeless in Washington DC. He also served in Covenant EFC’s Community Blessing Homework Corner initiative in Bukit Panjang and is an assistant cell group leader. He is also serving as the Secretary of the Board of New Life Community Services. He is married to Li Lin and they have been in Covenant EFC since 2009. He joined the Board in 2021.

PATRICK YEODeaconPatrick is married to Soo Fung and they have 2 children, Joshua and Bethany. Patrick works in fund management and provides investment services to diverse investor groups. The family has made Covenant EFC their spiritual home and community since 2010. Patrick serves as CGL in the East Centre and is a member of the Investment Committee. He joined the Board in 2021.


Appointed Staff

REV TONY YEOSenior PastorRev Tony is married to Choy Mei in 1990 and they have two sons, Timothy and Noah. He is the Senior Pastor of Covenant EFC. Rev Tony is a people-sensitive, principle-centered and purpose-driven leader. He has been serving as the youngest General Secretary of the Evangelical Fellowship of Singapore (EFOS) since 2006. He has also been serving as the Executive Secretary of the Global Day of Prayer in Singapore since 2008 and the Jubilee Day of Prayer (JDOP) in 2015. Rev Tony graduated from Singapore Bible College with a Bachelor of Theology with Honours and holds a post-graduate Diploma in Spiritual Formation from Tyndale Seminary, Toronto. He has been an appointed member of the Church Board since 2012.

REV TAN KAY KIONGSenior PastorRev Kay Kiong is married to Diana in 1989 and they have two daughters, Hilda and Hazel. He is the Senior Pastor of Covenant EFC. He is a gifted shepherd and counsellor, mentoring both individuals and couples. Rev Kay Kiong graduated from Singapore Bible College with a Bachelor of Theology and has a Diploma in Family Life Education from Edith Cowan University, Perth. Rev Kay Kiong served as a Chaplain of Focus on the Family Singapore from 2015 to 2017. He has been an appointed member of the Church Board since 2012.

LIU HOCK CHOYElder, Director of OperationsElder Hock Choy is married to Guoy Lee in 1991 and they have three sons, Woon Yung, Woon Keong and Woon Kit. He is serving in the Senior Pastor’s Office as the Director of Operations. Prior to joining the staff team, Elder Hock Choy served actively in ministry and organisational roles. He was the Chairman of the Church Board for 11 years from 1998 to 2009. He has 30 years of experience in both private and government sectors. He has been an appointed member of the Church Board since 2017.
