    Le Conseil de la Corporation des Comtés unis de Prescott et Russell s’est réuni à 9 h 00, le

    28 octobre 2015, à l’édifice administratif des Comtés à L'Orignal, pour sa réunion régulière mensuelle.

    QU’IL SOIT RÉSOLU : 1) que le Conseil approuve le rapport du directeur général lié à la dotation du poste de

    trésorière; 2) que le Conseil ratifie la nomination de Mme Julie Ménard-Brault au poste de trésorière à

    compter du 1 janvier 2016; 3) que le taux de rémunération soit fixé au niveau 1 de l’échelle salariale de ce poste; 4) qu’une période probatoire de 12 mois débute à compter de la date de nomination;

Steve McGill, responsable de projets stratégiques chez Enbridge Gas Distribution discute du projet d’expansion de l'entreprise et de leur intention d’étendre leur réseau de gaz naturel à l’intérieur de Prescott et Russell. Il répond aux questions des membres. M. Gary Hoffman, de Deloitte présente le Plan des services d’audit 2015 et l’évaluation par la direction du risque d’inexactitudes. Aucun changement n’a été décelé aux procédures de vérification et aux principes comptables.

    ATTENDU que le Plan des services d’audit de Deloitte pour l’exercice prenant fin le 31 décembre 2015 comprend l’audit des états financiers de la Corporation, l’état de la situation financière, les états des résultats, de la variation des actifs financiers nets et des flux de trésorerie; ET ATTENDU que la trésorière a complété le document Facteurs de risque de fraude pour la Corporation permettant ainsi aux vérificateurs d’entreprendre leur démarche d’audit axée sur le risque et préparer leur plan des services d’audit; ET ATTENDU que les honoraires pour cet audit s’élèveront à 63 500 $, incluant les frais raisonnables et des frais administratifs de 7% et les taxes applicables; QU’IL SOIT RÉSOLU que le Conseil reçoive le Plan des services d’audit pour l’exercice prenant fin le 31 décembre 2015, la lettre de mission d’audit ainsi que la liste de contrôle énumérant les facteurs de risque de fraude dans le Manuel de comptabilité des comptables agréés (ICCA).

    ATTENDU que le Conseil reçoit, au moins une fois lors de son mandat ou au besoin, une mise à jour liée à la gestion des mauvaises herbes sur le territoire des comtés unis de Prescott et Russell; ET ATTENDU que ce rapport vise à expliquer les fonctions et les responsabilités de l’inspecteur des mauvaises herbes et de faire une mise à jour de ses activités; ET ATTENDU que l’inspecteur voit à l’application de la loi sur les terrains agricoles et horticoles qui génèrent des revenus ou autres avantages liés à l’agriculture, ce qui exclut les parterres, les jardins et les secteurs privés pour détente et loisirs personnels.

    QU’IL SOIT RÉSOLU que le Conseil reçoive le rapport DG-004/2015 à titre d’information.

    dire 500 000 $ pour 2016) afin de leur permettre de créer une réserve pour financer les rénovations et/ou construction éventuelles de l’édifice;

    ET ATTENDU que les Comtés unis de Prescott et Russell sont présentement assurés avec la compagnie Jardine Lloyd Thompson Canada par le biais des courtiers Halpenny Insurance Brokers Ltd; ET ATTENDU que le coût de renouvellement de la cotisation annuelle proposé par la compagnie Jardine a été révisé par notre consultant. QU’IL SOIT RÉSOLU : 1) que le Conseil reçoive le rapport F-013/2015 et recommande que le contrat pour le

    renouvellement d’assurance générale des Comtés totalisant 325 826 $, taxe en sus, soit attribué à la compagnie Jardine Lloyd Thompson Canada par le biais des courtiers d’assurance Halpenny Insurance Brokers Ltd., et ce, pour la période du 1 novembre 2015 au 31 octobre 2016; et

    2) que l’administration analyse la couverture d’assurance informatique, tel que présenté au rapport de M. John A. Harris, B.Comm. F.P.A.A.

    ATTENDU que le Ministère des Affaires municipales et du Logement (MAML) continue de garantir les hypothèques du portefeuille de logements transféré aux Comtés unis de Prescott et Russell; ET ATTENDU que l’hypothèque du projet situé au 472, rue Church à Russell viendra à terme le 1 février, 2016 et doit être renouvelée pour un dernier terme de 5 ans; QU’IL SOIT RÉSOLU que le Conseil entérine la résolution provenant du ministère des Affaires municipales et du Logement l’autorisant à renouveler l’hypothèque du projet pour un dernier terme de 5 ans.

    PETITIONS AND DELEGATIONS Mr. Steve McGill, Senior Manager of Sustainable Growth and Market Development Strategy at

    Enbridge Gas Distribution, discussed the company’s growth plans and its intentions to expand its natural gas network within Prescott and Russell. He responded to questions from members. Mr. Gary Hoffman of Deloitte presented the Audit Service Plan for 2015 and Management’s Assessment of the Risk of Misstatements. No changes were detected in the verification procedures and accounting principles.

    Seconded by Pierre Leroux WHEREAS last August, the Director of Public Works informed Council that a request for funding was submitted under the Ontario Municipal Cycling Infrastructure Program (OMCIP); AND WHEREAS Council has proven in the past its commitment to promoting safety and to make cycling a more viable mode of transportation by improving cycling infrastructure by connecting local, provincial and interprovincial cycling networks along its road system; AND WHEREAS the Ministry of Transportation has recently advised that the United Counties of Prescott and Russell’s Expression of Interest (EOI) for the Ontario Municipal Cycling Infrastructure Program was recently short-listed for OMCIP funding and should now proceed under the second stage of the program; AND WHEREAS Council wishes to take concrete measures to demonstrate its commitment and make this project a priority issue; BE IT RESOLVED that Council:

    1) mandate the Director of Public Works to apply for the Prescott-Russell Cycling Network under the second stage of the Ontario Municipal Cycling Infrastructure Program;

    Seconded by François St-Amour WHEREAS the Public Works Committee examined The Nation Municipality’s proposal for an exchange of public roads with certain conditions; AND WHEREAS after discussing this exchange proposal, Council consents to the transfer of a portion of Ste-Catherine Street, from the Highway 417 interchange to County Road 3, as it corresponds to the definition of a County road; BE IT RESOLVED that County Council:

    1) authorize the transfer of Ste-Catherine Street, from the Highway 417 interchange to County Road 3, from The Nation Municipality to the United Counties;

    2) accept to not establish any load restrictions on this section of road during the reduced load period;

Salaires Le directeur général explique qu’avant l’adoption du budget, le Conseil se penche sur la révision de l’échelle salariale des employés de la Corporation ainsi que des membres du conseil et faire entériner un règlement pour autoriser la hausse salariale en vue de compenser le coût de la vie. Le directeur général explique que le règlement 2012-48 qui détermine son salaire annuel prend fin et le Conseil doit réviser le salaire alloué au DG pour les années 2016, 2017 et 2018.     Carried Land Acquisition Proposal Several discussions have failed to move the Alfred College forward and the Chief Administrative Officer requested if a purchaser offer proposal could revive discussions with the Province. A discussion ensued. The Chief Administrative Officer requested a two-week extension to recruit a person of trust to move this issue forward. Salaries The Chief Administrative Officer explained that before adopting the budget, Council focuses on the revision of the employees’ salary scale as well as for the Council Members in order to endorse a By-law authorizing the wage increase to offset the cost of living. The Chief Administrative Officer explained that By-law 2012-48 which determines his annual salary will come to a close and Council must revise the CAO’s salary for the years 2016, 2017 and 2018. I am initiating a Bridge Dedication project for Provincial Constable Peter J. Kirk Badge #3586 who was killed in the line of duty on June 09, 1968. Constable Kirk worked out of the Hawkesbury OPP detachment and was involved in a motor vehicle collision on Highway 17 between L’Orignal and Alfred which took his life. Part of the process is to get written consent for the bridge dedication from the local municipality where the bridge is located and where the signs will be installed. Considering that the family and I have identified the bridge located at the intersection of Highway 34 and County road 17 as a potential location, we would need the support of the United Counties of Prescott-Russell for this project. As this project is in conjunction with the MTO, they also have to support the location.I can advise you that I’ve already received support from the Township of Champlain and MPP Grant Crack. I’ve included details of the deceased officer and a brief overview of the circumstances surrounding his tragic death as well as the bridge dedications process for fallen officers (see attached file).

    In accordance with the Highway Memorials for Fallen Police Officers Act. 2002, this policyallows for the naming of bridges and other structureson provincial highways in memory ofpolice officers that have died in the line of duty,

    GuidelinesBridge dedication signs are to be installed at provincial highway bridges/structures in alldirections of travel (provincial highwayand crossroad). Dedication signs will be in addition toany existing signs identifying the geographical feature being crossed (l.e. - name of a river)or the intersecting street at an interchange. The dedication signs are not intended to replacethe existing system of bridge identification.

    This policy applies to dedications for fallen police officers, regardless of when the officer waskilled.

    This policy does not replace other methods the Ministry may have to name/identify bridges.

    Process and Qualification CriteriaBridges

    The dedication of bridges is reserved for police officers that have died in the line of duty inaccordance with the Highway Memorials for Fallen Police Officers Act. 2002.

    Highways

    Requests to have a highway, or section thereof, dedicated must be in accordance with theMinistry of Transportation's Memorial Dedications for Provincial Highways and/or Sections ofProvincial Highways Policy. and, therefore, do not qualify for signs under this policy.

    The preferred method of dedicating bridges after fallen police officers is through theLegislative process as per the Highwav Memorials for Fallen Police Officers Act, 2002.However, this policy allows the Minister to approve dedications in situations where there aretight timelines or the House is not sitting.

    The police service the officer served in (OPP, municipal or other) will coordinate and providethe following information to the Ministry of Transportation:

    • A letter, addressed to the Minister of Transportation, requesting/supporting the dedicationincluding the preferred location (township or specific site) of the bridge to be dedicated;

    • Written consent from immediate family members of the deceased officer for whom thebridge is being dedicated. If any immediate family member objects (in writing) to theplacement of a sign, the sign will not be installed.

    • Written confirmation from immediate family members of the deceased officer of the propername to appear on the sign (no nicknames allowed, such as John "Red" Smith);

    • Although MTO encourages the use of the officer's name only on the signs, the use of anabbreviated rank (Sgt., Cst., etc.) will be allowed on the sign with the written consent offamily members.

    • Written support of the bridge dedication from the MPP(s) of the riding(s) that the bridge islocated in.

    • Written consent from the Municipality/First Nation in which the signs are being installed;• An electronic version of the police force logo to be included on the sign in Encapsulated

    Postscript (eps) or Adobe Illustrator (ai) file format. In situations where the logo is toocomplex for the Provincial Sign Shop to reproduce, the police force shall provide a colourlogo (preferably on engineering grade reflective sheeting) in a ready-to-apply format witha maximum dimension of 500mm square.

    Ministry Head Office and Regional staff will review the submission. Ministry Head Office willprepare the final sign design and confirm the final design with the local police agency or theMinistry of Community Safety and Correctional Services. Ministry regional staff willcoordinate the sign installation and act as the primary contact for the proponent. The signdesign and associated documentation will be forwarded to the Assistant Deputy Minister ofProvincial Highway Standards, the Deputy Minister's Office and then to the Minister's Officefor final approval.

    Head Office Traffic will be responsible for maintaining a central registry of dedications thatwill include approved, denied and outstanding requests.

    Final approval of a bridge dedication shall rest with the Minister of Transportation or his/herdesignee and must be obtained prior to proceeding with the implementation of a bridge 'dedication.

    Under this policy, only one dedication per fallen police officer is permitted. A bridge/structurecannot have multiple dedications. For the purpose of this policy, "twin" structures can be Idedicated to a single individual.

    Ceremonies recognizing the dedication of the bridge are not allowed within the highway ri~htof-way. The police service will be responsible for the organization of any off-site ceremonies.MTO will provide a colour mock-up of the sign for presentation purposes.     caractère sexuel à l’HGH, pour Prescott et Russell L’Hôpital Général de Hawkesbury & District est à l’écoute de sa communauté de Prescott et Russell. Nous reconnaissons aussi le manque de service important dans l’Est ontarien dans le domaine des programmes offerts aux victimes d’agressions à caractère sexuel. Un tel traumatisme subi par une femme, un homme ou un enfant a de sérieuses répercussions à long terme dans toutes les couches de notre communauté. En 2014, la Police Provinciale de l’Ontario a enregistré 104 agressions à caractère sexuel dans Prescott et Russell. En 2015, la PPO en a déjà identifié 107. Nous sommes engagés, à l’HGH, (1) à soutenir la lutte contre de telles agressions et (2) à poursuivre nos initiatives qui visent le financement de services d’interventions cliniques. Le Centre de traitement serait situé au département d’urgence à l’HGH et desservirait annuellement environ 80 victimes d’agressions à caractère sexuel. Entre autres, une victime aurait l’option que des professionnels certifiés lui administrent la Trousse médico-légale, la soutenant au besoin dans sa poursuite légale contre son agresseur. Bien entendu, ce service inclurait du counseling et divers suivis cliniques. Nous sommes convaincus que les maires de Prescott et Russell ont aussi à cœur le bien-être de leur communauté. D’ici la fin décembre, l’HGH soumettra une demande de fonds à la Ministre déléguée à la Condition féminine, l’Honorable Tracy MacCharles. Nous visons la somme maximale disponible de 250,000$ par année, pour une période de trois ans, avec l’espoir de continuité du financement par la suite. Joignez-vous à nous, l’HGH et plus de 20 partenaires, qui supportons la cause et qui désirons ardemment faire avancer ce dossier pour le bien-être de notre communauté est-ontarienne.     WHEREAS the Minister of Community Safety and Correctional Services(MCSCS) announced at the August 2013 meeting of the Association ofMunicipalities of Ontario that, in response to municipal concerns, the OPP andthe Ministry were developing a new, simplified billing model for OPP municipalpolice services;

    WHEREAS this proposed new billing model would be based on principles offairness and transparence with the intent to provide faiT and transparent costrecovery;

    WHEREAS the mandate to develop this new billing model did not includeexamination and review of expenditures in order to reduce the costs of OPPservices per household;

    WHEREAS the new billing model was implemented in 2015 and will be phasedin over a three (3) year period;

    WHEREAS the Township of Champlain’s 2015 OPP Services invoice was$1,387,765, an increase of $167,249 over 2014;

    WHEREAS the 2016 OPP invoice for Champlain Township increases another$196769 to a totat of $1,584,534;

    BE IT RESOLVED THAT the Township of Champlain request that theMinister of Community Safety and Correctional Services (MCSCS) review andreconsider the new OPP billing model and implement a more equitable formulaincluding an in-depth review of the current expenditures in order to reduce thecost pet household.

    BE IT FURTHER RESOLVED THAT this Resolution be forwarded thePremier of Ontario, Minister of Community Safety and Correctional Services, Ministryof Finance, AMO, Grant Crack, MPP Glengarry-Prescoft-Russell, and to allmunicipalities serviced by the OPP.

    RE: City Council Meeting- November 3, 2015- New Motion 1- Bill C-24, Strengthening Canadian Citizenship Act

    I would confirm that Kingston City Council at its regular meeting held on November 3, 2015, approved the following resolution being New Motion 1:

    Whereas equality is a respected Canadian value as conveyed and expressed through Canadian citizenship which has conferred serious rights and responsibilities on all the members of our community equally and without discrimination; and Whereas the federal Bill C-24, Stre!lgthening Canadian Citizenship Act, has created an unequal two-tiered Canadian citizenship status which may weaken Canada's economic development potential by making Canada a less attractive destination for needed highly ·educated and skilled immigrants; and Whereas the City of Kingston, as a case in point, is headed for a skilled labour shortage starting in approximately 2021 and is in need of highly educated and skilled immigration and in-migration without which Kingston will experience a loss of economic development, a situation that may well be made worse by Bill C-24's citizenship legislation; and Whereas Bill C-24 has some very problematic clauses that could negatively impact both our community members and our national social fabric, including:

    1. The possibility of citizenship revocation to Canadians who have the possibility of dual citizenship, (section 8 of Bill C-24 which amends section 10 of the Act),

    2. The creation of levels of citizenship rights with the accompanying second class citizenship status, (section 8 of Bill C-24 which amends section 10 of the Act), · J

    3. The increased possibility and likelihood of creating stateless people, (section 8 of Bill C-24 which amends section 10 of the Act),

    4. The elimination of the right to a Federal Court hearing when citizenship revocation is administered, (section 8 of Bill C-24 which amends section 10 of the Act),

    5. The permitting of indefinite delays for citizenship applications, (section 11 of Bill C-24 which amends section 13 of the Act),

    6. Barring citizenship to foreign nationals for "crimes" that may not be considered crimes in Canada, (section 8 of Bill C-24 which amends section 1 0 of the Act), and

    7. Reduced right of conferring citizenship from Canadian parents after the first generation to children born outside of Canada, (section 2 of Bill C-24 which amends section 3 of the Act);

    Therefore Be It Resolved That the City and Council of Kingston petition the Federal government to reconsider Bill C-24 and its effects; and That the City and Council of Kingston add their voice to the people and institutions speaking against Bill C-24 by communicating to the New Prime Minister, the opposition party leaders, the Minister of Citizenship and Immigration, the opposition citizenship and immigration critics and other Municipalities in Ontario via the Association of Municipalities of Ontario the above noted concerns expressed in this motion.

    At the same meeting, a petition bearing approximately 105 signatures was presented by Councillor Mclaren and read as follows:

    "We the undersigned residents of Kingston draw the attention of the City and Council of Kingston to the following: That Bill C-24 seriously impairs the principle of equality, creates two tiered citizenship and jeopardizes the in-migration of skilled labour, Therefore we call on the Council of the City of Kingston to be our voice expressing our issues with Bill C-24 and communicate the profound concern of our community to the Government of Canada by sending the petition to the Prime Minister, the opposition party leaders, the Minister of Citizenship and immigration, the opposition citizenship and immigration critics and Kingston and the Islands' new Member of Parliament."

    The petition was referred to Council.

    PRÉAMBULE Suite à la présentation des prévisions budgétaires du 14 octobre 2015, des révisions budgétaires du 10 novembre et de la recommandation du Conseil d’augmenter de 1 p. cent le taux de taxes résidentiel 2016, nous pouvons recommander l’adoption du budget pour l’année 2016.

    PREAMBLE Following the presentation of the budget estimates on October 14, 2015, the budget revisions of November 10th and Council’s recommendation to increase the residential tax rate by 1% for 2016, we are now in a position to recommend the adoption of the budget for 2016.

    BUT Ce document a pour but de consolider les changements apportés au budget et de soumettre une recommandation pour son adoption.

    PURPOSE The purpose of this document is to consolidate all changes brought to the budget and to submit a recommendation for its adoption.

    BUDGET PRÉLIMINAIRE DU 14 OCTOBRE 2015 et des modifications proposées du 10 novembre 2015 Le total du budget sur une base de comptabilité de caisse se chiffrait à 96 447 500 $ et la réquisition se chiffrait à 38 974 800 $.

    PRELIMINARY BUDGET OF OCTOBER 14, 2015 and proposed modifications of November 10, 2015 The total budget on a cash basis was $96,447,500 and the County requisition was $38,974,800.

    Suite à la réunion du 14 novembre 2015, il fut recommandé d’approuver le budget en en augmentant le taux résidentiel de 1 p. cent, portant les prévisions budgétaires à 96 729 500 $. La réquisition des municipalités locales se chiffrera à 38 572 000 $, soit une majoration sur la réquisition de 2015 de 368 250 $.

    Pour fins de présentation des états financiers, nous devons également faire approuver le total des amortissements des immobilisations corporelles de la Corporation. Ceci n’a pas d’impact sur la réquisition aux municipalités locales. Le total d’amortissement estimé pour 2016 s’élève à 7 226 000 $.

    Following a meeting held on November 14, 2015, it was recommended to approve the budget by increasing the residential rate by 1% bringing the budget estimates to $96,729,500. The local municipalities’ levy will total $38,572,000 representing an increase of $368,250 over the 2015 requisition. For presentation purposes of the financial statements, we must also approve the amortization of the Corporation’s tangible assets. This has no impact on the local municipalities’ levy. The 2016 total estimated amortization amounts to $7,226,000.
