    1)

    Drainage woes.You do not have to be a Professional Engineer to know that in a city as flat as Mentoryou cant ignore drainage problems. Yet by taking money out of the infrastructure anddrainage fund, that is exactly what Mentor Council has done (e.g.- 8/16/2005, City ofMentor Minutes, assistance for storm water drainage projects has decreased due tofunds being reallocated to other service areas.

    Residents of Ward 3 tell me about flooded basements and standing water. A resident inthe Bellflower area lamented about losing her insurance after three events. This is proofof councils ineffective leadership. I will make it my top priority to restore these missingdrainage funds. My bucket-and-mop prop (see IBIM parade picture-

    www.MentorWard3.org) in the Mentor Parade is a symbol of the real mess in Ward 3. Itis affecting home values and quality of life.

    2) Lake Shore Blvd. traffic delays:Between Dawson Blvd and the Willoughby line there are problems getting in and out ofthe many residential side streets. A turning lane would ease the situation. I investigatedthe feasibility of using a safer bike-way (widened sidewalk) with ODOT and then restripethe existing pavement to remove the contiguous pavement bike lanes and add a centerturn lane for cars. This solution could be implemented at minimal infrastructure cost.

    3) Mentor Beachless Park:Mentor Council formed a port authority board out of fear of being subjugated to theCounty Port Authority. They gave it no power to act and it now mirrors the do-littlecouncil. I remember Mentor Beach Park when you had to walk on the long sidewalk tothe water because the sand was so hot. It could be a hot spot again with strongleadership. I would empower the Port Authority to do their job by seeking grants for abeach recovery project as other communities have done. I believe Lake Erie is ourgreatest natural resource, and as Lake County Project Manager for SR2, it was my idea tocelebrate Lake Erie with icon panels on the new noise walls.

    b) Why should voters elect you?

    Voters in Ward 3 should elect Bruce Landeg for my role in reversing the Lake CountyCommissioners decision to buy Lost Nation Airport. This is already saving taxpayersboth federal and county tax dollars. I led the petition drive asking the Commissioners toperform due diligence by studying the best use of the airport. The goal is still theprivatization of a primarily recreational airport by 2016 when Willoughbys grantobligation ends. The detailed study allows for limited industrial development as thehighest and best use of this large parcel that is half in Mentor. I have proposed aconservation development that will protect Mentor Ward 3 neighborhoods with existing

    green space and no street extensions. This proposal would also increase the size ofBellflower Park and allow for construction of a much needed detention pond that theFAA had previously nixed due to potential waterfowl hazards to aviation. I presentedthe studys findings to Mentor Council on 7 June 2011. Council has done nothing to acton the recommendations.

    Secondly, voters should elect Bruce Landeg because of the changes that are coming toMentor and other local governments. From 2002 to2007the cost of local governments inNortheast Ohio grew from $16 billion to $20 billion1

    or by 25%. In the same period,population growth was stagnated at no growth. In this same geographic area with a totaleconomic activity of about $170 Billion that trend cannot continue.

    Mentor Council has become known for more discord than accomplishments. Aristotlecould have been describing some in this group when he said;

    Criticism is something we can avoid easily by saying nothing, doing nothing, and being nothing.

    As a professional engineer and professional military officer I have the leadership skills tohelp turn council around. As an elected Lake Soil and Water Conservation DistrictSupervisor I have served as fiscal agent over the last two years of financial turmoil. Ialready have experience with the fiscal realities that are coming to Mentor. I am ascommitted to serving my community as I am to serving my country.
