1 REGIONAL PLANNING AND REPORTING SENIOR
OFFICER (PMER)

RESUME DU POSTE
To supervise the compilation and editing of all Federation appeals and narrative reports from West Coast region for
the West and Central Africa PMER Manager, Africa Zone PMER delegate, and donors, as a major contribution to
resource mobilization for the Federation/National Societies programmes and operations, and coordinate the
publication and monitoring with PMER. To liaise with the Zone Finance Unit (ZFU) the publication of financial
reports to match the narrative reports. To support the regional programme technical teams in planning to ensure that
the elements needed for accurate reporting according to Federation standard and donor specification are in place. To
contribute to capacity building by providing training in areas of reporting and project planning process (PPP) for the
national societies when needed.
RESPONSABILITES PRINCIPALES DU POSTE (en Anglais)
1. Compile accurate, quality and timely narrative reports in line with Federation standards, procedures and donor
requirements. Also ensure that reporting requirements (frequency, capacity, staff, etc.) for all running activities have
been planned and agreed upon.
2. Coordinate and provide appropriate training to regional and national societies programme staff to fulfil their
responsibility in planning and reporting and ensuring high quality appeals and reports. Through advice of the regional
programme technical team, provide capacity building support in planning and reporting for the various working
groups e.g. RDRT.
3. Actively contribute during project planning meetings with all programmes managers (regional, bilateral) to ensure
that programme log frames expected results are specific, measurable, achievable, realistic and time bound.
4. To minute and record plans of action developed during regional meetings/working groups e.g. annual partnership
meetings, and assist with reporting on the progress. Support the collection of documentation of lessons learnt in
programme areas and effective knowledge sharing between national societies, partners and regional programmes
technical teams.
5. Develop training material on planning and reporting in coordination with the West and Central Africa PMER
manager, Africa Zone PMER delegate and in liaison with ZFU.

6. In collaboration with the Regional Representative for West Coast and regional programmes technical team, workwith national societies to provide advice and support in setting up appropriate internal and external planning and
reporting systems. This include travelling to the field and getting better exposure and contact with national societies
for direct support and coaching to build their capacities to produce standard Federation and other donor specific
reports.
7. Establish and serve as a focal person for the regional reporting network to ensure proper planning and input of all
reporting aspects during the preparation of emergency appeals and supporting the reporting requirements in close
consultation with the Disaster Management Senior officier.
8. Assist the Regional Representative reviewing operational documents including Cooperation Agreement Strategies
(CAS) and strategic plans
9. In conjunction with the regional information network, promote the better use of statistics, maps, photos, etc. in
reports and develop specific filing/database systems as a reference point.
10. Coordinate all planning and reporting issues with the Zonal PMER, ZFU and the Programme Managers for better
harmonisation of the systems in the field. Liaise with other African region reporting counterparts for networking and
sharing experiences.
QUALIFICATIONS ET EXPERIENCES (en Anglais)
University degree in relevant discipline (International Relations, Humanitarian Affairs, Sociology, Anthropology,
Statistic, etc...)
Experience of working for a humanitarian aid organization in a developing country-Minimum 05 years
Experience of researching & writing narrative & financial reports-Minimum 05 years
Experience of the procedures & reporting requirements of donor organizations
Self-supporting in computers (Windows, spreadsheets, word-processing)
Excellent command of French and English, written and verbal
Excellent command of English, written and verbal
