A plan of accounts for non-profit makinginternational organizations

Administrative financial problems face every international orga-nization in whatever country its headquarters are established,whether or not it has legal status and whether it groups togethermillions or a few hundred individuals.

In the following pages we publish, with the kind permissionof the author, an extract from a study on The Financial adminis-tration of international non-governmental organizations and allother non-profit making organizations (with or without legalstatus).

The pilot plan in four languages outlined below is an adapta-tion of the International Plan of Accounts drawn up by M. Mom-men. It is. of course, a model from winch each organization canadopt or borrow what is most suitable or necessary in their owncase.

Les problèmes de gestion financière se posent à toute organisa-tion internationale dans quelque pays que soit établi son siège,qu'elle ait ou non la personnalité civile, qu'elle groupe des mil-lions ou quelques centaines d'individus.

Le plan-pilote en quatre langues ci-dessous est une adaptationdu Plan Comptable International mis au point par M. Mommen.Il s'agit évidemment d'un modèle dont chaque association adopteou emprunte ce qui convient, ce qui lui est nésessaire.

Um einen tieferen Einblick in dieLeistungen des Verbandes zu ermöglichen,wie sie sich aus der Klasse 6 ergeben, kannsich eine weitere Unterteilung, Aufgliederungoder Umverteilung der Aufwendungen bzw.Kosten in der Klasse 7 empfehlen. (Der inder PCI-Terminologie für die Klasse 7 ver-wendete Begriff Produktion sollte aus Grün-den der Einheitlichkeit und des Vergleichsbeibehalten werden; er würde insoweit einebegriffliche Verallgemeinerung erfahren).

Soweit es erforderlich ist, könnten in derKlasse 7 Neben einer allgemeinen zusätzli-chen Aufgliederung der Aufwendungen bzw.Kosten der Klasse 6 auch evtl. eine Budge-

To know the details of the services furnish-ed or rendered by the association, noted inClass 6, one allocates the Costs in class 7.(The term Production should be interpretedin a broad collective sense to permit eventualcomparisons and confrontations from whichthe most useful lessons can be learned).

This analytical classification is only recom-mended when it is necessary to investigatethoroughly the expenses of the managementor the overall cost of the management and ofthe organisation. One can find in it more in-formation to facilitate the preparation ofprovisional budgets.

Nutrition in Central America :

In February 1967 at the Insti-tute of Nutrition of CentralAmerica and Panama (INCAP),Guatemala, the first meetingtook place of the InternationalLiaison Committee on Nutri-tion for Central America on aregional level. The meetingwas attended by representa-tives of I1CA, INCAP, ICAITI,ROCAP, UNICEF, and of thePanamerican office of WHO.The committee will promotethe exchange of informationon specific projects and jointconsideration of national foodprogrammes, particularly fromthe point of view of interna-tional coordination. INCAPwill be responsible for arrang-ing the periodical meetingsof the committee.

Tsunami : Commander RobertC Munson will direct the Inter-national Tsunami InformationCenter which the Environmen-tal Science Services Admin-istration (USA) has set up atthe University of Hawaii in

Honolulu. Its purpose is toimprove international co-operation in making tsunami(seismic sea wave) warningsmore timely and effective.The Center will also encour-age research into seismic seawaves and promote the ex-change of scientific and techn-ical personnel of participatingnations, besides improving thecollection of tsunami informa-tion and the dissemination ofwarnings.

El (atomic) Cid : Since 1961Euratom has operated a Cen-tre for Information and Docu-mentation on an expérimentalbasis for its own establish-ments. This inquiry servicehas from September beenextended to every interestedparty. CID has the task ofimproving the dissemination ofknowledge, both that acquiredby Euratom from research andthat available throughout theworld. " Euratom Informa-tion ", published monthly infive languages, provides sum-maries of all scientific papersof European origin, togetherwith details of how to obtainthem, whilst the quarterly" Euratom Bulletin " dealsmore generally with the pea-ceful development of nuclearenergy. In addition, "Trans-atom Bulletin " provides amonthly list of papers of Slav-onic or Oriental origin ofwhich translations are availa-ble. CID has also developedan automatic documentationsystem whereby all publishedpapers in the nuclear field arefiled in a computer, and thissystem enables the organiza-tion to offer a rapid serviceon retrospective bibliogra-phies.

EUROMECH; In the wake ofEUCHEM, and with the helpand encouragement of theRoyal Society, mechanical en-gineers in Europe have set upa body to organize informalspecialized, and thereforesmaller, conferences on theo-retical and applied mechanics,these conferences to be heldin various European centres.The organization has a com-mittee of four under ProfessorG K Batchelor (Cambridge),with Dr D Kuchemann (RoyalAircraft Establishment) as se-cretary. It is hoped to runthe conferences on a self-financing basis, with partici-pants paying their own expen-ses. Railway container traffic :INTERCONTAINER has beenformed by certain of the Euro-pean railway networks to stu-

dy all the problems, technicaland commercial, relating torailway container traffic. Inpast months this traffic hasincreased notably, particularlyas regards goods carriedwholly or partly by sea, nodoubt because of the ad-vantages of the containermethod : rapid turnround ofships, reduced handling anddiminished risk of theft or de-terioration. The railways havenow completed their plans foran adequate complementaryservice. Suitable rolling stockand containers have been in-troduced and on May 1st oflast year an international scaleof charges came into force.

Writing for tourism : The tenthcongress of COTAL (Confe-deration of Latin AmericanTourist Organizations) saw thebirth of the Inter-AmericanFederation of Journalists andWriters in the Tourist Trade(Federacion Interamericana dePeriodistas y Escritores deTurismo - FIPET). The neworganization is a result of thegrowing awareness of theneed for a unifying force be-hind this young and forcefulindustry, and will attempt tomodernize its machinery andmethods. The 1st FIPET con-gress was held last November(4-12) at Buenos Aires. Theidea for the inter-Americanorganization was first promul-gated by the Argentinian na-tional association, and doubt-less in recognition of this,

The next congresswill be held in Holland in theSpring of 1969, but already aseries of working groups isbeing arranged to considersuch aspects as priorities forfuture research, internationalsystems for peace, and ima-ges of the future. The chair-man of the continuing com-mittee, Mr Nigel Calder, laysproper stress on the impor-tance of internationalism insuch a project — there areobvious dangers in the uni-lateral pursuit of some choi-ces.

European kidney bank : Mem-bers of the British medicalprofession would like to seea change in the law concern-ing the removal of kidneysfrom a dead persons. At pre-sent it is permissible to re-move kidneys from a cadaverprovided the patient or next-of-kin has given permissionand provided the death is notbeing referred to the coroner.However, kidneys remain via-ble for only about an hour atroom temperature, so permis-sion may arrive too late. OneLondon Hospital estimates thatit could do 70 to 80 trans-plantations a year if only it hadthe kidneys : this year it hascarried out 21 operations, has16 applicants on the waitinglist, and has had to turn away

a further 20 applicants. Uro-logists would like to see en-acted a suggestion that kid-neys could be legally removedfrom persons dying in design-ated hospitals, provided thatthe patient before death hadnot forbidden the procedureor belonged to a religiousgroup that forbade it. Oneambition is a European kidneybank.

European co-operation : Atthe invitation of the BritishRoyal Society, a conferencewas held in London in Decem-ber 1966 to discuss possibili-ties and methods of closerinternational co-operation inEuropean research projects.A similar conference was re-cently held by the GermanResearch Association. Theaim of the bodies involved isto improve relations betweenscientists in the various coun-tries, to use facilities forfurther training more effectiv-ely, and to organize smallerscientific conferences on spe-cial fields of research.

Europhysics : The inauguralconference of the EuropeanPhysical Society will be heldin Florence, Italy, between 23and 29 September 1968. The newsociety will most likely beginas a loose federation of thevarious national elements :problems of integration ariseout of the diversity of possiblemembers, and the organizersof the society see its imme-diate future in the organizationof meetings. Gradually thevarious member societies willgain enough experience ofeach other's needs to knowwhich parts of their activitiescan be integrated.

European space (1): A marketsurvey just completed for theEurospace group of aircraft,electronics ans space compa-nies concludes that a satellitesystem for the distribution ofEurovision programmes wouldoffer immediate prospects ofpositive financial return. TheEuropean Broadcasting Unionwould like a first satellite tobe operational in 1972, which,it is thought, would allowenough time for the groundinstallations and the Europelauncher to be available. Sucha system would simplify ex-change procedures throughoutthe network and allow co-verage to be extended toAfrican countries and otherssuch as Greece, Iceland andTurkey who could not other-wise be covered. The surveyalso covered the other com-munications fields : telephonictraffic, telex, etc. Eurospaceproposes the creation of anorganization which might becalled Eurosat, financed bygovernments and private capi-tal, and which would act forEurope in a similar way to thatin which Comsat acts for theUSA.

European space (2) : The Brit-ish Interplanetary Society hasrecommended the establish-ment of a European space re-search agency to guarantee aneffective contribution to spaceresearch by Britain and herpartners in such projects asESRO and ELDO. The pro-posed organization would actas a central planning and con-tractual authority with its ownbudget. The Society alsowants to see the adoption ofthe Franco-German Sympho-nie communications satelliteproject, as well as the deve-lopment of a "second genera-

tion " network suitable forcommercial applications, andthe setting up of the proposedEurosat corporation.

Housing : At its 41st sessionin August 1966, the UN Econ-omic and Social Council re-commended the setting up ofan expert group to look intothe question of documentationon housing, building and plan-ning. This group has nowsuggested the establishmentof an international institute atDelhi. First of its kind, theinstitute would collect, sift andsort information and distributeit among its members.

Oceanography : The fifth ses-sion of the IntergovernmentalOcéanographie Commission,founded by Unesco, closed on28 October 1967. In an ex-panded research programme,which includes two new majorinternational studies in theMediterranean and the Carib-bean, the Commission votedto establish a permanentWorking Committee for an In-tegrated Global Ocean StationSystem to co-ordinate and fa-cilitate the collection of data.Also recommended was theestablishment of a West Afri-can Marine Science Centre,which might be situated atAbidjan, Ivory Coast, and,apart from continuing explora-tion of the Tropical Atlantic,would train oceanographers aswell. At the same meeting,members of the Commissioncalled for increased co-opera-tion between the IOC andother interested internationalorganizations, such as FAOand WMO, with the aim ofjoint action on specific pro-blems as a response to theUN resolution on the resour-ces of the sea.

Financial Aspectsof International Congresses

The 5th International Congress on Con-gress Organization will be held at the Palaciode las Naciones in Barcelona from Wednes-day 6 May to Saturday 9 May, 1970. Thetheme will he the study of the ways of finan-cing a congress and the most rational distri-bution of expenses.

This theme has been chosen because manyinternational organizations have increasingdifficulties finding the necessary resourcesfor holding their congresses and must consi-der methods of providing finance which theyhave not previously used. In addition, manywould like to make use of new equipmentand new organizational and working methodsor to call upon the help of auxiliary services— that is to say, to improve their congresseswhile, at the same time, making the maxi-mum economies and distributing expenses asfairly and as efficiently as possible.

In particular, the following six questionswill be studied in sectional meetings : 1) con-tributions and expectations of national, regio-nal and local public authorities (interactionbetween congresses and tourism ; 2) ordinaryor special equipment and auxiliary services;3) printing and distribution of working do-cuments : methods, expenditure and revenue;4) technical and budgetary implications re-lative to the number of written and spokenworking languages; 5} registration, receptionand programme of social events; 6) organiza-tion of accommodation and technical or tou-rist excursions.

This Congress is being organized jointlyby the Union of International Associations,which is assuming the responsibilities of Con-gress Secretariat General, and the Internatio-nal Association of Congress Centres, with thecollaboration of various specialized profes-sional international organizations and theBarcelona Congress Centre.

onwards in the monthly " Bibliographical Current List of Papers, Reports and Proceedings of

International Meetings ".

Entries for which precise dates are not available have been placed at the end of the relevant

month or year, and they have been given a running number, prefixed by the letters " ND "

(no date) from 1 upwards; the entry appears in the form " 1968 May (ND 1) " as does the index

entry at the appropriate keyword.

This is the fourth in a series of compendia onnonconventional scientific and technical infor-mation systems in current use in the UnitedStates of America. The series, inaugurated in1958, consists of descriptions of technical in-formation systems based on the use of eithersome mechanical or electronic means of indexmanipulation or some unusual or unique in-dexing system.

In 1965 the UAI introduced the system of in-dexing by date in connection with its " Biblio-graphy of Proceedings of International Meetingsheld in 1959". The system was adopted fromJanuary 1966 onwards in the monthly "Biblio-graphical Current List of Papers, Reports andProceedings of Internationa! Meetings ".

Its practical advantages, particularly as re-qards speed of production, have led us to useit for the " International Congress Calendar "also. As the entries in the Calendar are in strictchronological order, any particular item canbe found immediately from the date given afterthe appropriate keyword in the index startingon page 225.

Entries for which precise dates have not beenfixed are placed at the end of the relevant monthor year, and they have been given a runningnumber from 1 upwards; the calendar entryappears in the form " 1968 May (ND 1) " and theindex entry at the keyword or keywords issimilar.

This supplement gives details of new con-gresses announced after the annual Calendar(which appeared as the December 1967 issueof International Associations) closed for press.The insertion of " • " after the date indicatesthat previously published arrangements havebeen modified.

En 1965 l´UAI introduisait pour la premièrefois le système d'indexation par date : il s'agis-sait de la Bibliographie des Comptes Rendusdes Réunions Internationales tenues en 1959.Le système fut étendu, à partir de janvier 1966,à la " Bibliographie Courante des Documents,Comptes Rendus et Actes des Réunions Inter-nationales ".

Les avantages pratiques de ce système, no-tamment en ce qui concerne la rapidité deproduction, nous ont amené à l'introduire éga-lement dans I' " International Congress Calen-dar". L'index des mots clés qui complète nonseulement le Calendrier annuel, mais désormaiségalement chaque supplément mensuel (voirpage 225), réfère donc à des dates, et non plusà des numéros d'ordre comme précédemment.Ces dates sont aisément repérables dans leCalendrier puisque celui-ci se présente dans unordre strictement chronologique.

Les annonces de réunions pour lesquellesdes dates précises ne sont pas indiquées sontplacées à la fin du mois ou de l'année en ques-tion et reçoivent un numéro d'ordre précédé deslettres ND (no date). Par exemple, une réunionannoncée pour mai 1968, mais dont les joursexacts ne sont pas encore précisés porte lesréférences " 1968 May (ND 1) " aussi bien dansle Calendrier lui-même que dans l'index.

Au 15 février, 73 % de ceux-ci avaient envoyéà PUAI la notice mise à jour sur leur organisa-tion ainsi que les éléments d'information com-plémentaires.

Si les 27 % qui n'avaient pas encore répondusuivent cet exemple, le rédacteur du Yearbooket son équipe seront les plus heureux desmortels.
