RESUME PUBLIC/ SUMMARY
* Résumé du projet intégrant son avancement et faits marquants depuis le début. Cette partie sera actualisée chaque année. Maximum 20 lignes. The LABEX EMC³ encourages the collaborations between specialists in the study of energy materials
and clean combustion, in order to bring their research at the highest international level. To do this,
the LABEX project works as an annual project hotel that aimed at financing high level and risky
research projects that go from fundamental to applied research. Two types of project are proposed:
short projects typically of fourteen‐month long to support risky and innovative ideas and four‐year
projects, just long enough to achieve a PhD thesis on high level field already mastered.
The first call for proposals was established in late 2011 to launch project the following year. From
2011 to 2014, four calls for proposals were launched and 30 projects were selected for a total
amount of €8.5 million budget over a total amount of €13 M.
Seven short projects are currently closed. They lasted between 14 to 18 months. The first wave of
long projects is planned to close in 2016. Project monitoring was implemented early in the LABEX
and it is undertaken by the same experts belonging to the Scientific Council, throughout the project
life, especially at mid‐term and for the final reports.

All in all it is 35 PhD students and 28 young researchers who have been hired via EMC³.
Since 2013, the LABEX EMC³ has got a medium for international communication through a website
and a Twitter account. Moreover the project manager is routinely present at local and national
business shows to represent LABEX research and researchers. He (she) also takes part in local
clusters meetings and scientific days.
With the EquipEX GENESIS, EMC³ is playing a very important role in the research organization in the
context of the Upper and Lower Normandy reunification. The EMC³ directors have been involved in
the Normand’I‐SITE candidature.

1.ETAT D’AVANCEMENT DU PROJET / PROGRESS OF THE PROJECT
Décrire ici l’état d’avancement du projet par rapport au contenu de la convention Labex sur ses différents volets : gouvernance/organisation, recherche, formation, valorisation, rayonnement. Dans chacun de ces volets, il conviendra de décrire ce qui a été réalisé, ce qui a dû être infléchi ou modifié, ce qui n’a pas pu être réalisé et quelles sont les perspectives pour les deux années à venir et au-delà, jusqu’à la fin du projet. Les causes des modifications ou non réalisations devront être explicitées. Le cas échéant, les principales difficultés rencontrées par le projet devront également être rapportées. Maximum 3 pages.
1.1 Gouvernance, (lancement, organisation et gouvernance du projet, pilotage et dispositifs de suivi, mode d’implication des directeurs d’unités de recherche concernés)/
Governance (initiation, organization and project governance, management and monitoring systems, way of involvement of concerned research units’ directors) ● Initiation The EMC³ project (based on a projects hotel working by annual calls) was launched following the first round of the IA program in 2010. For the first year, a budget of 1.3 M€ was allocated through a pre‐convention in September 5, 2011. It allowed initiating a procedure for purchasing analysis and measurement equipment required for operating some projects as descripted in the initial report. A complete description of equipment, its budget as well as its financial leverage is given in the paragraph 2C. In order to fairly select projects, a board named Scientific Council and composed of 7 external and 7 internal representatives was established on November 30, 2011 on suggestion of the 7 laboratories’ directors and endorsed by the Steering Committee, representing all partners of the Consortium. It has selected 8 projects for the AAP “Appel à Projet” 2011 that day. In the tables below are presented past and present members of the Scientific Council:

The final Convention (No. ANR ANR‐10‐LABX‐09‐01) was not signed until 11 October 2012, and only part of the AAP 2011 projects could be launched on January 1, 2012 (3 short‐term projects). The 5 remaining (long‐term) projects have started at the beginning of October 2012. For the following call for proposals (AAP 2012 to AAP 2014) a Scientific Day was created to stimulate the emergence of collaborative projects between the 3 sites (Caen, Rouen, Le Havre) and the 7 laboratories. The 2015 event was organised at Rouen university, Madrillet campus on March, 19th. Funded projects are presented in the paragraph 1.2. For the LABEX EMC³, a budget of €13 M was allocated as shown in the table below:

● Organization and project governance The governance was implemented as described in the LABEX EMC³ agreement. The structure is held by the CNRS (Delegation Normandy) and, supervised on the scientific roadmap by the “Institut National de Chimie” (INC). The LABEX direction (1 Director, 1 co‐director) and the Executive Committee (CoDir, composed of the seven participating research unit directors) are assisted by a Scientific Council (CS) and a Steering Committee (CoPil). The Executive Committee vested with the powers of supervision and decision is the operating‐oriented corps. The Steering Committee, composed of 7 members representing the 3 Universities, the 2 Engineering Schools, CNRS and CEA, makes the necessary arbitrations for the conduct of the LABEX project and focuses on strategy. The Scientific Committee composed of eminent researchers within all disciplines in the thematic scope of the LABEX EMC³ (7 internal and 7 external members) selects the projects on the base of holders report and presentations, and on referee’s reports. At least two members (one internal, one external) of the Scientific Council are chosen by the Executive Committee to review the proposals. The Scientific Council monitors also current projects and provides recommendations. Finally, it guarantees the scientific roadmap in accordance with international standards.

So far, the Scientific Council has selected 30 collaborative projects (16 long‐term and 14 short‐term projects) along 4 project calls (AAP). Seat changes occurred in October 2013 and involved three bodies: • CoDir: Amine Cassimi new CIMAP laboratory director replaced Serge Bouffard, previous director • CS: Benoît Boulanger (Grenoble) left ; Marc Drillon (Strasbourg) replaced him • CS: Amine Cassimi becoming new CIMAP director was replaced by Patrice Camy as a scientific representative of CIMAP in the Scientific Council A new change occurred in October 2014 as so: • CS: Johan Martens (Leuven) left ; Carlos Henriques (Lisbon) replaced him A project manager is employed by the CNRS under a limited‐term contract of one year with a possibility of renew. His/her role is to ensure the proper functioning of governance, to monitor financials and accountings and to follow the development of research projects including the detection of potential patent and eventually partnership with industries. With the experience acquired during the first call for proposals in 2011, the LABEX EMC³ adopted an improved procedure in 2012 with two sessions of the Scientific Council for a better selection of the proposals base on A‐C scale score : “A” for selected issues, “B” for issues that need to be improved and “C” for refused issues. The research projects are monitored by progress reports at 12 and 24 months for long‐term projects (duration = 48 months) and progress reports at 6 months for shorter projects (= 14 months). In 2012, the monitoring was improved with the establishment of a discussion at mid‐term for short projects and a hearing at 18 months for long‐term projects during Scientific Council meetings. This scheme has been well received by both the CS members and project holders, thus it is renewed every year since.

Concerning the management of the scientific sub‐projects, projects holders are invited to organize as necessary meetings between teams to facilitate exchanges and when it is effective, to share meetings between the different sites. It is also requested regular participation of the LABEX project manager at these meetings to discuss financial and administrative matters and support CS's recommendations on management and on intellectual property.
● Way of involvement of concerned research units’ directors Approximately 3 meetings of the Executive Committee take place every year during which the 7 research units’ directors discuss and debate financial, management, and research matters. Any additional meeting of this Committee can be put in place on request of any of the research units’ directors.

Laboratory directors are also present during Scientific Days of the LABEX EMC³ to galvanize research teams. They play an important role on the communication inside the LABEX to explain decisions and rules.
1.2 Recherche/Research Every year since 2012, a scientific day is organized to launch the call for proposals and to promote the emergence of new cross‐functional projects involving inter‐laboratory collaboration. The 2012 Scientific Day was dedicated to the presentation of proposals. The search for new partnerships within the 7 laboratory units was largely encouraged. The 2013 Scientific Day received two eminent speakers to talk about the future of Energy Materials and Clean Combustion, in the person of Yves Brechet, High Commissioner for Atomic Energy and Xavier Montage, Scientific director of the French Institute of Petroleum. The 2014 Scientific Day launched the call for inter‐LABEX projects and 4 representatives of other LABEX were present to expose their LABEX organization and sciences. The 2015 Scientific Day (March, 19th) was dedicated to tech‐transfer awareness and intellectual properties within the LABEX. At this time, 4 calls for proposals have been organized and they permitted to fund 16 long‐term projects and 14 short‐term projects as summarized in the tables below: The three research axes of the LABEX EMC³ are the followings:

From 2011 to 2014, the funded projects have produced: 54 refereed publications, 2 contributions to monographs, 110 oral communications and 1 software claim.
1.3 Formation/Training The first program put in place aims to retain postgraduate student in LABEX EMC³ laboratories and thus motivate them to undertake a PhD thesis. So, highest ranked postgraduates are granted for a 4 to 6 months internship in the research units as part of their training. An allocation equivalent to 12 months of internship is paid to each member laboratories every year in order to fund 2 (6 months) to 3 (4 months) students depending to their training program. From 2012 to 2014, 32 students were financed by this allocation. Among them, 21 students (68%) chose to stay in the LABEX laboratories to achieve a PhD thesis. With the inability to establish one or more Master program for the labex due to schedule incompatibilities with the tenure of the different training commissions, the Executive Committee decided to support innovative training initiatives from Master formation managers when they meet the science axes of the LABEX EMC³ and strengthen cohesion within the 5 Norman higher education institutions. The first initiative (2014) to be supported is the organization of an exchange program on instrumentation (electronic transmission microscopy and atom probe) in the Master formation MANE (Materials, Nanoscience and Energy), common to Caen and Rouen. This program aimed to reinforce this joint degree between Norman Universities and Engineering Schools as well as to increase the attractiveness of this formation at the national and international level. Following the success of this initiative, the Executive Committee decided to pursue this action in 2015 and beyond. In the submission report, it was planned to organize 4 congresses (2 seminars on Materials & 2 seminars on Combustion field) within the LABEX EMC³ duration. However, due to the complexity of the organization and the redundancy with existing workshops organized by laboratory members, it was acted by the Steering Committee that instead the LABEX will support organization by co‐funding such existing events if their themes matched with the LABEX EMC³ scientific roadmap and if researchers and students (postgraduate and PhD) from several laboratories could participate.

1.4 Valorisation/Result exploitation The project manager is responsible for the detection and exploitation of the research results. To and he/she works in partnership with the CARNOT ESP Institute in Rouen (CORIA/GPM), the “CNRT Matériaux” Unit in Caen (CIMAP/CRISMAT/LOMC/LCS/LCMT) and the regional CNRS Partnership and Technology Transfer service to ensure this role. In addition, the LABEX EMC³ policy on tech‐transfer is encouraged by the Scientific Council experts who emphasize any form of result exploitation during hearing and monitoring of projects when is suitable. Moreover a representative of the local CNRS partnership and exploitation service is always present during those meetings to recognize exploitation potential and take contact with researchers. At this time, a copyright for a software program developed in the long‐term project “3D” funded by the LABEX EMC³ has been claimed to the APP (French Agency for the Protection of Programs) in August 2014. Other intellectual properties actions and claims are currently in progress from LABEX research projects. Furthermore, several completed projects of the LABEX have already given some new collaborations with academic and industrial partners.

This project has also succeeded to get a two‐year postdoctoral grant funded by AIRCELLE. The project MATISS has brought a joint supervision thesis (CIMAP, CEA‐Bordeaux) in the program Petawatt Aquitaine Laser (PETAL). The project SOLAIR has led CIMAP laboratory to be part of a share industrial‐academic innovating program called VERTICAL funded by national industrial development agency (BPI‐France) on laser technologies. It has also brought another industrial fellowship funded by Zodiac Aerospace and the participation of CORIA in the current European program HAIC (High Altitude Ice Crystal) managed by Airbus.
▪Projects closed in 2014 The project CAHAPS implying important modifications of the gas aggregation chamber owned by the CIMAP lab has allowed to start a new thesis on hadrontherapy techniques opening the equipment to new research domains. All in all, it is 52 publications that were produced by the LABEX EMC³ projects for a total of 1 963 publications for all laboratories in the same period.
1.5 Rayonnement, actions de promotion du LabEx (précisez les cibles et la part de l’aide des moyens consacrés)/ Visibility, outreach, sharing and promoting actions of the Labex (specify the targets and the corresponding dedicated funding) The financial means dedicated to the promotion of the LABEX EMC³ and its research are described in the paragraph 1.1. The total amount for the communication part represents 240 000 euro. A communication plan written jointly with the CNRS was implemented at the launch of the project. It targets 3 separate audiences: 1) researchers 2) publics institutions 3) industries. This plan resulted in the publication of a website, communication boards (French and English), banners and advertising items (notebooks, pens, business cards) necessary for visibility on exhibitions and trade shows. These actions are in addition to those already undertaken the first year as the purchase of an interactive terminal, a communication element particularly effective to present the LABEX EMC³ on shows such as “Les Rendezvous Carnot”, a famous French R&D exhibition show dedicated to innovation for companies. The website opened in September 2013 showcases the LABEX EMC³. It gathers information about governance, laboratory members, research axes, and formation actions. It shares also job offers for funded projects and news about calls for proposals. Recently, presentations of close projects are made with focus on their science and socio‐economic impacts. The website is intended for our 3 audiences. In addition of this site, the LABEX has got an access on social media with a Twitter account opened in February 2014 in order to engage a wider audience. This media allows diffusing news related to R&D policies and Science advances as well as local events in the field of the LABEX. Besides these media, the LABEX EMC³ intends to acquire a biennial newsletter that will present closed projects, socio‐economic impacts, partnerships and other promoting actions. This newsletter is mainly intended to focus on our research and researchers. Project managers of the LABEX EMC³ have been present to numerous trade shows such as presented below:

Since 2014, the new project manager has involved researchers in business fairs in order to present their particular skills and some of their current projects. This approach gives more credit to usual presentation of the LABEX EMC³ and is well appreciated by industrial contacts. Some contact are still in discussion to start new partnerships. For next events, the LABEX project manager will concentrate his/her action on shows organizing business appointments at national and regional scope.

● Original character of the scientific program Environment and sustainable development are key issues for our modern‐day societies. The scientific roadmap of the LABEX EMC³, as presented in the chapter 1.2, contributes to improve Norman expertise in two strategic fields: on one hand, consumption reduction of fossil energies and their impact and, on the other hand, improvement of the energy conversion and of the nuclear reliability. In that context, the LABEX has permitted to create synergetic collaborations between the seven laboratories (see chapter D for ecosystem structuration). ● Major advances in scientific knowledge To summarize, the LABEX EMC³ has permitted to strengthen 4 domains of expertise in Normandy: Thermoelectricity, Lasers, Fluid Mechanics and Atomic Probe. This can be seen by two lightly but relevant increases: 1) the amount of peer review papers in high ranked journals (Nature, Science) from 0 to 1 in 2009‐2010 to 5 from 2012‐2014 and also the total number of published articles which has increased by 17% from 2010 to 2014 and 2) the growth of patent claims during the same period. ● Labex impact on the site's interna onal policy Concerning the international influence of Norman Research, the LABEX EMC³ is participating to its recognition with the recruitment abroad of future researchers. By now, 5 amongst 14 PhD students funded by the LABEX were postgraduates outside France; moreover 11 over the 26 research fellows come from foreign universities. For the second half of the LABEX duration, the Executive Committee has planned to put a specific program in place to facilitate the hiring of international young researchers inside the laboratory members. This program in agreement with the regional institutions is an original way to increase the attractiveness of the two Regions and the excellence of our research abroad. It will allow attracting outstanding young researchers for two years with co‐funding by the LABEX and the two Regions.

Finally, the international recognition is also demonstrated by the significant increase of visiting professors in the LABEX EMC³ laboratories over the period 2011‐2014 and without granting any financial support from the LABEX EMC³. ● Interdisciplinary influence Another impact of the LABEX EMC³ is the intensification of interdisciplinary research by making laboratories from different National Institute collaborates. The new building in the ENSICAEN campus was co‐funded by national, regional and territorials grants for a total amount of 1 M€, without LABEX EMC³ support. The equipment part for the surface analysis for a total budget of 1.3 M€ will be co‐funded with 0.25 M€ from the LABEX EMC³. The network diagrams below represent the evolution of partnership within the LABEX members from 2010 to 2014 (bolder link means more collaborative projects). As we can see new collaborations such

as LCS/CORIA, LCMT/GPM and CRISMAT/CORIA were initiated. Moreover partnerships between CRIMAT, CIMAP, GPM, CORIA and LOMC were strengthened.
● Relationship with other PIA projects The LABEX EMC³ has developed some relationship with other PIA projects or their research units. We can mention the participation of the CIMAP teams in the national network LABEX GANEX working on nitride derivatives of the boron group. Despite the fact that the two LABEX have not succeeded to establish a collaborative project during the 2014 inter‐labex project call due to unbalance between both funds, it is still hoped to find a way to collaborate in the near future. Secondly we should notice the strong integration of the GENESIS EquipEx project with the LABEX EMC³ researches. This equipment framework built on the French call “Equipements d’Excellence” (hold by GPM, CIMAP and Saclay), is a unique platform in Europe for the development of experimental analysis at nanoscale of irradiated materials. For example it is an essential mean for the irradiated materials studies taking place in the projects TEPRI (polymers) and NANINOX (alloys). More generally, elements of this platform are involved in the main LABEX research projects including material analyses. Other equipment platforms are interacting with LABEX EMC³ members such as the High performance computing mesocenters network called EQUIP@MESO that is working in close relationship with the CORIA teams on modelling complex flows and sprays. The DESIR (decay, excitation and storage of radioactive ions) and S3 (Super Separator Spectrometer) facilities are used by the CIMAP teams on irradiation research. Furthermore, the nanoelectronic PIA project MEDILIGHT 2017 that aims to develop LED applications on medical and lightning markets strengthens the link between upstream research (CRISMAT), innovative technologies (CEA‐LETI) and industrialisation (IPDIA, a local SMES) by implementing a pilot facility shared between partners based in Caen. The project NANOHOLO of the LABEX EMC³ on the development of holography techniques in atomic probe aspires to bring new metrology in the field of nanoelectronics was partly carried on this facility. At this time, one inter‐labex project has been selected during the 2014 project call (AAP2014) implying collaboration with the LABEX CAPRYSSES dedicated to aero‐thermodynamics and chemical kinetics for clean propulsion systems. This collaborative project COCC, starting in 2015, will deal with optimized combustion for carbon capture and involve a thesis co‐supervision.
● LABEX impact on educational policies As descripted in the initial report, researchers from LABEX laboratories are strongly involved in Master degree or Engineering diploma and give courses to the different localisations (Caen, Rouen,

Le Havre). Moreover the LABEX EMC³ promotes common Master diplomas such as Master 2 MANE (Materials, Nanoscience and Energy; common to ENSICAEN, Caen university and Rouen university), Master 2 EFE (Energy, Flows and Environment ; common to Le Havre university, Rouen university and INSA de Rouen), Master 2 DIODE (Development of instrumentation, optics and diagnostics ; Le Havre university and Rouen university). Indeed, the LABEX EMC³ funds a training exchange for Master 2 MANE student of Caen and Rouen in order to improve their formation and expertise on electronic microscopes and atom probe that are only available in the different LABEX laboratories. With the influence of the LABEX and the strengthening of Norman universities collaboration, the two regional Doctoral Schools (SIMEM in Caen and SPMII in Rouen and Le Havre) covering Physics Engineering sciences, and Materials are merging to a unique body called PSIM that would reunite around 200 PhD students from 6 of the 7 LABEX laboratories in October, this year. In 2014, an engineering school (ESITECH) under the Rouen university supervision and coordinated by both CORIA and GPM was created. It offers 3 specialities covering the expertise of the two partners: Diagnostics for fluids and energy systems, Materials reliability for transport and energy and Multi‐physical numerical modelling. ● LABEX impact on higher educa on establishments of the sites The LABEX EMC³ has made recently a significant impact on the regional university policy. The two executive managers of the LABEX EMC³ led a working group of the Norman I‐SITE project (PIA2) in the field of Energy, Materials and Combustion. Discussions within this group led to propose a structuration of Norman research centres on nuclear energy and renewable energy on the basis of existing collaborations and competencies within the LABEX EMC³. This I‐SITE is expected to carry on the EMC³ structuration and collaborations beyond the project closure in 2019 and to lead the research strategy of the laboratories to new identified trends such as hydrogen fuelling, production and storage, carbon capture and storage, nuclear energy including 3rd and 4th generation, battery improvement for hybrid and full electric engine,
3/ IMPACT SOCIO ECONOMIQUE / SOCIO-ECONOMIC IMPACT
Cette partie constitue un second focus sur l’impact socio-économique du Labex. Décrire ici les principaux impacts déjà constatés du projet, en reprenant notamment la déclinaison opérationnelle des éléments spécifiés dans l’annexe dédiée de la convention (maximum 2 pages) 3.1 Partenariats avec les acteurs du secteur socio-économique (les entreprises, les pôles de compétitivité, les fondations...), et relations contractuelles établies ; création de start ups ; accueil d’industriels dans le Labex par exemple Partnerhips with social and economic actors (industrial actors, competitiveness clusters, fundations…) and established agreements; start-up creation; hosting of industrial actors in the Labex for instance… As presented in the submission report, the LABEX EMC³ is supported by the international competitiveness hub MOV’EO in automotive business. Our research roadmap fits in their Strategic Business Area on “Environmental impacts of vehicles”. This engagement between our two structures

is implemented with seats in the Steering Committee and in the Scientific Council occupied by Jean‐Dominique WAGRET, vice‐president of MOV’EO. In addition of this competitive cluster, the Steering Committee has got 3 seats for representatives of the energy, automotive and electronics industries who are Olivier Dupont (EDF, Electric utility company), Sylvain Allano (scientific director of PSA, automobile manufacturer) and Franck Murray (CEO of IPDIA, passive components supplier). Besides implication of economic actors in the governance of the LABEX EMC³, laboratory members are in close relation with local competitiveness and industry clusters such as: ● NAE: a Norman network of aeronautics, space, defense and security actors composed of SMES, large companies, research and higher education organizations. ● Nucleopolis: a Norman cluster commissioned to economic development of the local nuclear industry in the field of energy and health ● Energies Haute‐Normandie: an association of industries and research and higher education establishments specialized in the field of renewable and non‐renewable energies. ● Ouest Normandie Energies Marines: a public association aiming to be the privileged interlocutor to industries, territorial collectivities, State services and European Commission on marine renewable energy in Lower‐Normandy ● HYDRODATA 2020: a recent association of companies, territorial collectivities and universities dedicated at laying the foundation for a future technological research institute (IRT) and developping smart grids and hydrogen fuel business sector in Normandy. The hydrogen fuel industry, which is still in its infancy in Normandy, is seen by the LABEX EMC³ members has a trend for future research inside the laboratories and thus was supported as a development axis in the redaction of the Norman I‐SITE project. As described in the paragraph 1.5 project managers participated to some trade and show fairs and made few contacts with industrial representatives. But lately, the implication of researchers in those business fairs with the project manager has allowed making meaningful contact with industries that have yet to be realized through some partnerships. Nevertheless laboratories of the LABEX EMC³ have already string partnerships with the automotive, aerospace and energy industries. So far, there are neither SATT nor IRT in Normandy and our host universities are not part of an ITE, however collaborations with the “CNRT Materials”, a joint‐research center in Caen which encompasses five of our laboratories (CIMAP, CRISMAT, LCMT, LCS and LOMC) and with the Carnot Institute on Energy and Propulsion Systems, in Rouen which includes the two remaining labora M€tories (CORIA and GPM) act both of them as technology transfer centers. They host business managers who approach companies and SMES to deal services and research contracts. Nevertheless Norman Higher education institutions and economic development agencies are presently working on the mutualisation of their services toward tech‐transfer of local public research. They should lead to the creation of a SATT‐like agency within the year, called “Normandie Valo” which is part of the I‐SITE project. 3.4 Actions entreprises pour la diffusion des connaissances ; leurs calendriers, leur pérennité (hors publications dans des journaux scientifiques) Promotion measures for knowledge dissemination; schedule, durability of the measures (excluding publications in scientific journals) As we discussed earlier, the LABEX EMC³ has got a website that presents firstly the EMC³ project and its governance and secondly introduces to closed research projects and their scientific results as well as their perspectives. This website serves as a knowledge diffusion platform and it is accessible to anyone. Another media is currently in the process of being implemented: a newsletter. This media will be dedicated to the same purpose namely the dissemination of scientific results, eventually new partnerships and achievements. The newsletter is planned to be edited every semester and will be spread to our laboratory personnel, student as well as our economic and institutional partners (industries, regional research offices, economic development agencies, tech‐transfer services…). Articles edited on our website haves a different schedule. They generally appear throughout the year due to the reception of closure reports and they are mainly written in collaboration with the scientific holder of the project. The 2014 monitoring of the website shows a large diffusion of our news at the national level (3540 page views) but also at the international scale with visitors coming from India (104 page views), USA (80 PV), Germany (50 PV) and Spain (34 PV) amongst other countries. Another media was established in the LABEX communication: a Twitter account. Firstly this platform helps to increase the visibility of the LABEX on the internet by increasing the page rank on search engines. But most of all, it allows to share information that a half‐yearly newsletter cannot bring. Our Twitter editorial content covers topics such as:

The editorial content is mainly dedicated to our researchers and students to bring them news on trends they could need for their research. The interest around this media is increasing constantly since 2014 as we can see the growing number of followers. Moreover the quality of our content can monitor by the number and the origin of the “Retweets” (copy of a post). It is not uncommon that our “tweets” (message) get reuse by the Research Ministry, the CNRS or some Universities. In 2014, the LABEX EMC³ organized with the CNRS and the MIRIADE (a local economic development agency), a round‐table about tech‐transfer and holography technologies. This public event was attended by a class of 20 students of the European Project Management Master‐degree (M2 EPE) of the University of Caen. Since 2014, the LABEX EMC³ offers an allocation to cover the registration of Master and PhD students to workshops and thematic schools organized by researchers from the LABEX. The initiative is planned to be reproduce each year it brought lot of success.

Finally, the LABEX EMC³ organizes and funds a thematic exchange for the students of Caen/Rouen universities joint Master on Materials, Nanoscience and Energy (M2 MANE). The exchange permits to student from the other university to benefit an atomic probe formation in Rouen and an electronic microscopy formation in Caen. Such trainings they cannot get without the LABEX finances.

Ces commentaires libres peuvent porter sur le projet lui-même et sa trajectoire, sur les indicateurs fournis, sur les aspects financiers... (maximum 1 page) Since last year, the Executive Committee is working on a new program to address two main difficulties that our laboratories encounter with the LABEX ending in 2019 and the national research employment situation. Only four project calls (2011‐2014) for PhD thesis via long‐term projects could be scheduled. The projects selected in 2014 were launched at the beginning of 2015 and thus, should end in the beginning of 2019. From 2015, we are only able to support short‐time projects but they are not always long enough to achieve stated goals. Most of all, the French public research situation is critical. When most of the occidental countries are investing in innovation, the French R&D expenses are stagnating, the number of new permanent recruitments for researchers and lecturers are decreasing and short‐term contracts are increasing with the apparition of research fellows with strong experience floating from one lab to another. To address this issue, the Executive Committee with its partners (regional institutions and governing authorities) is working to establish a two‐year program that will permit to find international candidates for local competitive recruitment inside Higher Education establishments and/or research organisms. During those two years, the candidates will pursue a research project selected by the Scientific Council and will be prepared by his/her laboratory host for this atypical competition. A part of the project budget will be granted by the Regional institutions that aim to create employment and attract new resources. Following the announce of a new national PIA “Programme d’Investissement d’Avenir” project call in 2014, “Normandie Université” association, federating the 5 establishments (Caen, Rouen and Le Havre Universities and, Rouen and Caen Engineering schools) requested the LABEX EMC³ direction to manage a working group on Matter, Materials, Energy area to address a regional candidature in the I‐SITE category. This project Normand’I‐SITE would be essential to reinforce the local science, education and technology transfer for the next ten years.
