Continuous Collaboration with Industry

for Safety HarmonisationPhil Allan

Chief Operating Officer

ARA

Safety Harmonisation – why?

• It leads to improved safety – more certainty, simpler,

nationally consistent

• It can be about interoperability

• It can apply across an organisation from signalling to

customer information

• It can lower costs

• It should not hold back innovation

Collaboration - why

• Share expertise and knowledge

• Maximise the benefits

• Work to common goals

• Not about competition

• There is no IP on safety!

Collaboration – with whom?

WITHIN

INDUSTRYWITH

INDUSTRY

Within industry

The good thing is industry does come together

But we don’t get everyone – ONRSR 180, ARA 140, RISSB 40

Safety Culture (RISSB’s WHS Culture Tool)

The CAP process is working – mailing list growing

With Industry

Co-regulation is alive and well – safety vision, safety strategy,

risk model, definition of co-regulation

Strong and appropriate level of collaboration between

regulators and investigators and industry – ONRSR survey

illustrated this

Full national ONRSR will provide further opportunities for

efficiencies and a reduced regulatory burden

8 + 8 = 10

How can we get to 10?

• Industry working more cohesively – common standards,

codes of practice, guidelines etc (as per national rail vision)

• Industry engaging/stepping up the safety culture

• Recognising the expertise of industry

• Consistent, appropriate and targeted regulation

• Investigations with lessons adopted

• Appropriate relationships between industry and

regulators/investigators

• Appropriate level of regulation/investigation

Four areas

SAFEWORKING SPADS

TELECOMS ASSETS

Safeworking

• New group – linked to the national track safety worker forum

• Focused on:

• National definition

• Common categorisation of breaches

• Risk ranking

• Reducing breaches e.g. 4Tel Safety Zone technology

SPADs

• Long established

• Focused on:

• Common categorisation

• Vulnerability/risk ranking

• Reducing SPADS

• All outcomes to the RISSB SPAD Management Guideline

Telecommunications/Technology

• RIO

• 450.050 MHz

• Parallel Tracks

• Digital Route Map – Smart Rail

• Network Control

Route Maps

• Drivers currently have different formats for route maps

depending on the RIM

• ARA working with industry to standardise the format

• Safer, easier, smarter

Asset Management

• Asset maturity

• Obsolescent stock

• ISO55000

• Culture

• Inventory Management

Barcoding

• Adopting common GS1 standards across the industry for

making and identifying parts and components

• Grocery has done this for 40 years

• From 1 January 2019

Tracking the widget

• Will then link the identification element to whole of life cycle

management

• Safety links to incidents

Overall

Collaboration within industry:

• Industry has some work to do so we are one industry

• Industry is progressing a range of initiatives to harmonise

across industry

Collaboration with industry:

• Foundation is solid

• Maturity of national reform will enhance collaboration

Lets work together for a

10
