Counter IED Exploitation

Laboratory (CIEL)

in Mali

CIEL overview

• 5 pax:

– 1 OIC

– 1 EOD/IEDD

– 1 forensic

– 1 electronic

– 1 chemist

• 8 boxes & 300kg

Lessons identified

• Light & easily deployable capability

– CIEL can process up to 3 cases a day: more than the current

average in Mali

– Small logistic footprint: just a tent with air conditioning

– CIEL could be redeployed anywhere in the theatre in less than

24 hours: flexibility

• Challenge to transport resources to LVL2

– CIEL located on airfield to facilitate air transportation for the

exhibits

– Use of Special-to-type containers to transport explosive samples

Real cases: Operational added value

• Identification of a new RC-IED threat

• WTI profiling: identification of RC IED maker

• Drug analysis for local Police forces

• Confirmation of presence of explosive on a

suspect for MINUSMA

• Forensic involved in the Bamako event

• Importance of shared database

– CITHARE (FRA C-IED database) available on FRA servers just before CIEL deployment

– Covers EOD, WIT & Level 2

– Extensive use of CITHARE for CIEL: exhibits analysis management

– Provides all stakeholders (J2/J3/J4/J6) with shared information

• Incident list

• Collected and exploited material

– Possibility to export reports for MINUSMA or other partners

Results exploitation (QGIS)

• hotspots Identification & characterization • Allows immediate exploitation
