Résumé de la mission
La mission de peuplement à Freetown en Sierra Leone avait pour objectif de renseigner la plateforme ECOAGRIS avec les données de de 2011 à 2017.
La première semaine a été consacrée à la formation sur l’utilisation de la plateforme avec des cas concrets. Ainsi, une démonstration sur le fonctionnement de la plateforme a été faite. Elle a porté sur la configuration des sous-systèmes (produits, fiches de collecte), la saisie des données, la génération des indicateurs et des graphiques. Les codes d’accès ainsi qu’un guide d’utilisation ont été remis aux points focaux sectoriels pour que chacun puisse se connecter à la plateforme et commencer la saisie des données sous la supervision de l’expert en gestion des bases de données du projet ECOAGRIS. Au total vingt (20) personnes ont été formées.
La deuxième semaine a été consacrée à la saisie des données sur la plateforme. Au
bilan, les sous-systèmes suivants ont pu être renseignés : Alerte précoce, Production
agricole, Marchés agricoles, Elevage, Pêche et aquaculture, Agro-hydro-météorologie,
Ressources naturelles et changements climatiques, Intrants agricoles, Nutrition et
Macro-économie (cf. : annexe 2).
Des difficultés ont été soulevées par les participants à savoir :
- L’indisponibilité des données sur les statistiques agricoles ;
- L’existence des données au format papier et/ou très éparpillées ;
- Le dysfonctionnement des organes ECOAGRIS (COS et CTE).

Introduction
Du 19 au 30 novembre 2018 s’est tenu à Freetown l’atelier de formation des points focaux sectoriels ECOAGRIS de la Sierra Leone et de peuplement de la plateforme avec les données de la période de 2010 à 2017.
Les objectifs assignés à cet atelier sont : - former les points focaux sectoriels à l’utilisation de la plateforme ;
- collecter et harmoniser les données selon les fiches de collecte implémentées dans la plateforme ;
- intégrer les données collectées dans la plateforme ECOAGRIS ; - et faire une évaluation du niveau de fonctionnement de chaque sous-système
afin d’apprécier sa recevabilité par les points focaux sectoriels. Etaient de la mission Jean Claude OUEDRAOGO, Expert en gestion de bases de
données/AGRHYMET et Fouad Mohammed, Point Focal Régional
ECOAGRIS/CEDEAO (deuxième semaine).
Déroulement de la mission
Ouverture des travaux
Un mot introductif a été prononcé par Monsieur Joseph KOROMA, Président du Cadre
National ECOAGRIS de la Sierra Leone. Il a souligné que la plateforme ECOAGRIS
est un outil très important pour la gouvernance de sécurité alimentaire dans la région
ouest africaine et a invité de ce fait les participants à tout faire pour maitriser son
utilisation et de saisir toutes les données disponibles.

Présentations et adoption de la méthodologie de travail
Après le mot d’ouverture, une présentation sur le projet ECOAGRIS a été faite. Elle
ressort les objectifs du projet, ses résultats attendus et la composition et le rôle du
Cadre National ECOAGRIS. Un focus a été fait sur la plateforme à travers son
architecture physique et logicielle ainsi que le flux de circulation des données. Ensuite,
les fiches d’évaluation ont été présentées aux participants afin qu’ils puissent
commencer l’inventaire des données disponibles.
Avant de passer à l’inventaire des données disponibles, une revue des participants
par sous-système a été faite :

Après cette revue, il a été proposer d’entreprendre des démarches pour avoir un
représentant de la recherche agricole et de l’élevage. Le point focal désigné pour
l’élevage ne vient pas du service technique en charge de l’élevage. Ensuite un
inventaire des données disponibles a été faite (cf. : annexe 1).
Enfin, la méthodologie de travail a été présentée et adoptée par les participants :
- Démonstration sur la plateforme (avec au moins un système sectoriel) ;

- Travaux dirigés ;
- Peuplement de la plateforme par les points focaux sectoriels ;
- Evaluation du niveau de peuplement de la plateforme.
Démonstration sur la plateforme et travaux dirigés
Après les présentations théoriques et l’adoption de la méthodologie de travail, une
démonstration a été faite sur la plateforme ECOAGRIS. Elle a porté sur la configuration
des sous-systèmes, la saisie des données et la génération des indicateurs. Elle a été
faite pratiquement sur tous les sous-systèmes.
Après la démonstration, les codes d’accès et un guide d’utilisation de la plateforme
(cf. : annexe 2) ont été fournis à chaque participant selon son domaine. Chacun d’eux
a pu se connecter et procéder à la configuration de son sous-système. Après la séance
de configuration, les points focaux ont commencé la saisie des données sous la
supervision de l’expert en gestion des bases de données du Centre Régional
AGRHYMET.
A la fin de la première semaine, une révision générale a été faite pour s’assurer que
chaque point focal a pris en main son sous-système.
Peuplement de la plateforme par les points focaux sectoriels
La deuxième semaine a été consacrée au peuplement de la plateforme. L’expert BD /
ECOAGRIS faisant le tour des services sectoriels pour voir le niveau d’avancement du
travail.

Rencontre de travail à l’élevage : suite à cette rencontre, un point focal, en la
personne du Dr Abdul Gudus Jalloh, a été désigné pour participer aux sessions du
Comité Technique ECOAGRIS

Au bilan dix (10) sous-systèmes ont été renseignés : Alerte précoce, Production
agricole, Marchés agricoles, Elevage, Pêche et aquaculture, Agro-hydro-météorologie,
Ressources naturelles et changements climatiques, Intrants agricoles, Nutrition et
Macro-économie. Le point focal du sous-système recherche agricole n’a pu être
mobilisé qu’à la dernière minute. Pour le sous-système stocks, la Sierra Leone ne fait
pas de suivi des stocks alimentaires (cf. : annexe 1).
Difficultés/problèmes rencontrés en Sierra Leone
La Sierra Leone fut couverte du 19 novembre 2018 au 02 décembre 2018. Il ressort
les premiers constats suivants :
- Indisponibilité des données sur les statistiques agricoles
o La Sierra Leone se base sur les données projetées pour les données de
production agricole ;
o Les données sur l’utilisation des produits agricoles : importations,
exportations, stocks paysans, …) ne sont pas centralisées (tantôt à BSL
(Banque of Sierra Leone), tantôt à SSL (Sierra Leone Statistiques), … ;
o Beaucoup de données sur l’élevage ne sont pas collectées : le marché
du bétail, les données de production de viande, de lait et d’œufs, …
o La liste des grossistes dans les marchés agricoles, leurs contacts et la
liste de leurs produits sont disponibles, mais les données sur les stocks
commerçants ne sont pas collectées. En plus les marchés agricoles ne
sont pas géo localisés ;
- Existence des données au format papier et/ou très éparpillées
o Pêche et aquaculture : les données sur l’utilisation des produits de la
pêche existent de 2015 à 2018 au format papier ;
o Intrants agricoles : les données sur les intrants agricoles, notamment
l’utilisation des engrais minéraux, sont au niveau des districts et ne sont
pas centralisées ;
o Les données sur les importations de lait et de viande sont éparpillées :
SSL (Sierra Leone Statistiques), BSL (Banque of Sierra Leone), NRA
(National Revenue Autorité), …
- Relative fonctionnement des organes ECOAGRIS
o Insuffisance des fonds de fonctionnement ;
o Mobilité des points focaux sectoriels ;
o Choix parfois de personnes non adéquates : point focal ressources
naturelles et changement climatique, point focal élevage, pas de point
focal ressources en eau, … ;
- Lors de la formation, des propositions d’amélioration et d’adaptation de
certaines fiches de collecte ont été faites.
Proposition de solutions
Les insuffisances ci-dessus relevées mettent en évidence les défis suivants à relevés :
dynamisation des organes de gouvernance du projet ECOGRIS au niveau national,
appui à la collecte, le traitement et la saisie des données dans la plateforme et

poursuite de l’appropriation de la plateforme par les administrateurs au niveau
national.
a. Redynamiser le fonctionnement des organes ECOAGRIS
par un accompagnement plus rapproché - S’assurer de la désignation des personnes adéquates pour faire partie du
comité techniques ECOAGRIS ;
- Organiser une rencontre d’information et de sensibilisation entre le
management de AGRHYMET et les premiers responsables des services
techniques pour aider à une meilleure appropriation du système ECOAGRIS ;
- Organiser une session pour consolider les acquis dans l’utilisation et le
peuplement de la plateforme ;
- Apporter un appui financier conséquent au fonctionnement du Comité
Technique ECOAGRIS et du Comité d’Orientation Stratégique.
b. Appui à la collecte, le traitement et la saisie des données - Statistiques agricoles : production, stocks paysans, importations, exportations,
transformation, …
- Elevage : le marché du bétail (nombre présenté, vendu, prix, …), les données
de production de viande (quantité produite, importée, exportée, valeur, …), de
lait (quantité produite, importée, exportée, valeur, …) et d’œufs (quantité
produite, importée, exportée, valeur, …), …
- Dynamiser le suivi des stocks commerçants, surtout que la liste des grossistes
est établie avec leurs contacts.
- Marchés agricoles : appuie pour la géo location des marchés agricoles et des
marchés de bétail.
- Pêche et aquaculture : appuyer la numérisation des données sur l’utilisation des
produits de la pêche de 2015 à 2018 qui sont disponibles au format papier.
- Intrants agricoles : appuyer la collecte et la centralisation des données au
niveau national.
c. Appui à la finalisation de l’appropriation de la plateforme
ECOAGRIS - Administrateurs du système au niveau national pour assurer l’exploitation
(UNGD) du système au niveau du pays.
Conclusion
Cette mission a permis de former les points focaux de la Sierra Leone sur la plateforme ECOAGRIS. Ils sont désormais capables de configurer les systèmes sectoriels, de saisir les données et de générer les indicateurs. En résumé, les résultats atteints par la mission sont :
- Formation de quinze (15) personnes à l’utilisation de la plateforme ; - Peuplement des douze (10) sous-systèmes de la plateforme.
