i. A fifty (50) page (Arial, 12 point; 1-inch margins) limitation has been set for the Technical Quote. Excluded from this limit is the transmittal letter, title page, quote index or table of content, list of figures and abbreviations, organizational charts, resumes of key personnel, contingency offers, teaming arrangements if necessary, past performance questionnaires, executive summary, Sample Task Technical Quote, and Supporting Documentation in section ix. The Questionnaires are excluded from the page count because the Contractors should send the questionnaires to their references, and the references will return them directly to BLS.

ii. Contractors must submit a comprehensive Technical Quote to provide a basis for sound evaluation by the Government. Quotes that merely offer to provide the requirements as specified in the solicitation, or ―parrot back the requirements of the solicitation, may be determined technically unacceptable. The Technical Quote shall be composed of the following:

REQUEST FOR QUOTATION (RFQ): GSA/FSS Blanket Purchase Agreement (BPA) competition for IT Application Development Support Services

iii. Each quote shall clearly demonstrate that the Contractor understands both the general and specific technical requirements of the PWS. Failure to explain Contractor’s ability to meet all requirements may result in the Contractor's quote not being considered. Clarity and completeness of quotes are of the utmost importance; therefore, quotes must be written in a practical, clear, and concise manner.

iv. The narrative shall provide the Government with a reasonable assurance that the company has the relevant experience, capacity, and capability required to meet potential BPA requirements. Contractors must also provide labor category descriptions including education, qualifications, and certifications EXACTLY as stated in their Schedule contract (no variations from Schedule contract categories or descriptions allowed) with a cross-reference to the proposed labor category described in the PWS. While the individual Contractor’s Schedule contract labor categories will be used for Task Orders, this cross reference will be used to ensure understanding of key Government requirements. A restatement of the PWS will be deemed unacceptable and may result in the assignment of a lower technical rating.
