PREFACE

The purpose of the Post School Education and Training (PSET) Statistical Bulletin is to

provide basic statistical information on PSET Formal Providers in Samoa. This is the

third Statistical Bulletin produced for PSET in Samoa.

The main source of the data contained herein is the Annual PSET Survey conducted

during July – August 2012 to gather PSET Performance Data for the Academic Year 2011.

Twenty of the twenty four Formal PSET Providers operating in 2012 responded to the

PSET Survey. Student numbers presented in this publication refers to student head

counts.

It is anticipated that data from SQA’s Information System – EduNet which is still being

developed, as well as information on Non-Formal Education Providers will be included in

future Statistical Bulletins.

DEFINITIONS1

1 Definitions were derived/adopted from the SQA QA Polices and the Organisation for Economic Co-

operation for Development (OECD) Glossary.

Age Refers to age of students (enrolments, graduates) as at 7th November 2011.

Domestic Student Refers to permanent residents of Samoa enrolled in a study programme.

Drop-outs Refer to students who neither graduated in 2011 nor re-enrolled under the same programme in 2012.

Enrolment Persons enrolled and/or registered in a programme of education.

Formal Provider An organization is deemed to be ‘formal’ if it falls into one or more of the following categories: a. Provides an education and training programme that leads to a

qualification registered on the SQF; b. Receives or applies for funding from Government or from any

other donor through the Government for education and training programmes designed to meet the requirements of qualifications;

c. Uses or wishes to use a protected term in the name of the organization or in the names of any of the courses, programmes or qualifications that it provides;

d. Enrolls foreign students for a period of more than two months, in the aggregate, in a calendar year in any of the education and training programmes it provides;

e. Is a Samoa-based organization providing programmes or courses in Samoa through cross-border arrangements with a foreign-based provider using any arrangements such as double or joint degree, twinning or franchising, and articulation;

f. Is an organization based in a foreign country that wishes to provide education and training programmes in Samoa.

Full-time Student At the tertiary level, an individual is considered full-time if he/she is taking a course-load/educational programme considered to require at least 75 per cent of a full-time commitment of time and resources. Additionally, it is expected that the student has remained in the programme for the entire academic year.

Gender Female or Male

Graduates Graduates are those who successfully complete an educational programme during the reference year of the data collection.

International Student

Refers to students who are not permanent residents (irrespective of citizenship) of Samoa that have migrated to Samoa for the singular purpose of studying and are enrolled in a study programme.

Mode of Study Refers to the study load of the student, whether full-time or part-time.

Part-time Student Refers to an individual whose study load is less than that of a full-time student and who consequently will require a longer period of time to complete an equivalent educational programme.

Programme Means a coherent set of courses, modules, paper or units designed to meet the requirements of a qualification.

Provider Means an organization or person that intends to offer or is offering Post School Education and Training (PSET) in Samoa.

Post School Education and Training

Refers to all the learning that occurs outside of the formal early childhood education, primary and secondary education school system. It includes tertiary level education at university, pre and in service professional education, technical and vocational education, theological and providers of religious instruction, apprenticeship, non-formal and on the job training.

Qualification Means a formal certification that a person has successfully achieved all learning outcomes and/or competencies relevant to identified individual, professional, workplace or community needs.

Student: Persons enrolled and/or registered in a programme of education.

Lecturers/Trainers

Refer to persons employed in an official capacity for the purpose of guiding and directing learning experiences of students, irrespective of his/her qualification or the delivery mechanism, i.e. whether face to face and/or at distance. The definition excludes educational personnel who have no active teaching duties (e.g. Principals who do not teach and administration staff).

EXECUTIVE SUMMARY

The increasing number of PSET Formal Providers responding to the Annual PSET

Survey since 2010 when it was first rolled out has allowed for better analysis of PSET

Formal Provider performance data.

The PSET Statistical Bulletin 2012 includes information on the types of students

(domestic or international) and the modes of study (part-time or full-time) which were

not available in the previous bulletins.

Enrolments:

Available enrolment data for the period 2007-2011 indicates a steady trend in

PSET enrolment figures with student numbers ranging from 4000 – 4500.

Enrolments for NUS being the only Government PSET Formal Provider was

steady between 2007-2009 before increasing dramatically in 2010. A further

increase in 2011 from 2010 is noted due to influxes in Foundation Programme

students intake. A total of 3022 students enrolled at NUS in 2011 including

students admitted under the Apprenticeship Scheme administered by MCIL.

Private Provider enrolments have decreased since 2007 with a total of 544

students enrolling in 2011.

A decreasing trend is also noted for Mission Providers for the period of 2007 –

2011 with a total student intake of 704 in 2011.

Limited data is available from the two Regional PSET Providers (USP and

APTC) for the period of 2007-2011 to allow analysis of their enrolment trends.

In 2011:

4280 students enrolled in 18 PSET Formal Providers (not including APTC)

to undertake Post School Education and Training in 2011, 2269 or 53% of

whom were female.

NUS (excluding Apprenticeship students) enrolled 2917 students, 1729 or

59.3% of whom were female. 981 students enrolled in the Foundation

Programme with 574 studying under the Mainstream Programmes.

Highest participation rate (10.9%) in PSET was in the age group of 20 – 24

year olds.

Majority (2446 or 57.6%) of students enrolled in Certificate Programmes,

835 students or 19.7% enrolled in Diploma and 845 or 19.9% in Degree level

and higher. 2.9% or 120 enrolled in courses that did not necessarily lead to

the award of a qualification.

1708 of total PSET enrolments were in the age group of 15-19 years old

which often represent students that transition straight from school sub-sector

to PSET sub-sector.

653 and 3593 students studied part-time and full-time respectively.

183 international students enrolled in 2011 to undertake PSET in Samoa.

Graduates:

Available data suggests an increasing trend in overall graduates from PSET

during the period 2007-2011 with an overall total of 7956 student gaining PSET

qualifications over the same period.

Overall from 2007 – 2011 a slightly higher percentage (55.7%) of male have

attained PSET qualifications than female students.

Private Provider graduate figures have increased from 2007 to 2011 with an

overall total of 593 students attaining qualifications.

Mission Provider graduate numbers have increased slightly over the 2007-2011

period with an overall total of 1685 graduates, 1368 or 81.2% of whom were

male.

Regional Provider APTC has produced a total of 867 graduates since opening in

2008, 286 or 33% of whom were female.

Graduate figures for NUS (including the Apprenticeship Scheme) during 2007-

2011 remained stable for the first four years before spiking in 2011. A total of

4609 students graduated from NUS during the same five year period, with a

slightly higher number (2460 or 53.4%) of female than male graduates.

In 2011:

1872 students attained PSET qualifications from 19 different Providers, 951 or

50.8% of whom were male.

157 or 8.4% of all graduates completed degree or higher level qualifications,

97 or 61.8% of whom were female.

Majority (1348 or 72%) of students received Certificate level qualifications in

2011.

Majority (680 out of 1839 students) of 2011 PSET graduates were in the 20-

24 year old age group.

372 and 1467 graduates studied part-time and full-time respectively.

208 international students received PSET qualifications in 2011.

Drop-outs:

Drop-out figures for all PSET Formal Providers increased significantly in 2011

due to the availability of data from NUS.

The number of drop-outs from Private Providers has increased steadily over the

period of 2007-2011 with more female (305 or 73.2%) than male (112 or 26.9%)

students not completing studies.

Available Mission Provider drop-out data suggests an increasing trend with a total

of 665 students recorded to have dropped out during the period 2007-2011.

Majority (524 or 78.8%) of these students were male.

In 2011:

1321 PSET students did not complete studies in 2011 nor re-enrolled in the

same Programme in 2012.

987 students did not complete their intended programme of study with NUS

(excluding Apprenticeship Programmes), 334 or 33.9% of them studying under

784 or 32.1% of students enrolled to undertake Certificate Programmes in did

not complete studies.

213 or 25.9% of students enrolled to undertake Bachelors in 2011 dropped out.

252 and 1069 part-time and full-time students respectively, dropped-out in

2011.

Majority (597 out of 1319) of students that did not complete studies in 2011

were in the 15-19 year old age group.

Lecturers/Trainers

In 2011:

NUS employed a total of 152 permanent lecturers/trainers in 2011. 50 or

32.9% of NUS permanent lecturers/trainers had Masters or PhDs as their

highest qualifications attained.

A total of 33 permanent lecturers/trainers were employed in 5 Private PSET

Providers in 2011. 11 out of 24 (45.9%) permanent lecturers/trainers from 4

Private Providers had Diploma or lower level qualification as their highest

qualification attained. AIOT had the lowest of 6.3 and PIU had the highest

student-lecturer/trainer ratio of 38.5 in 2011.

121 lecturers/trainers were permanently employed with 12 Mission Providers

in 2011. 57 out of 103 (55.4%) permanent lecturers/trainers from 11 Mission

Providers had Diploma or lower level qualifications as their highest

qualifications attained.

Mission Providers’ student-lecturer/trainer ratios in 2011 ranged from 1.5 at

VFTC to 10.5 at RHEMA.

PSET Study Programmes:

In 2011:

A total of 145 different types of Programmes were offered by 19 different

PSET Formal Providers; 90 at Certificate Level, 32 Diploma and 23 Bachelors

and higher level Programmes including 2 Masters Programmes.

Including the Apprenticeship Programmes, NUS offered a total of 70

Programmes; 1 Basic Certificate, 6 Foundations Certificates, 30 Certificates,

17 Diplomas and 16 Bachelors and higher level Programmes including 1

Masters Programme.

A total of 18 different Programmes were offered by 5 different Private

Providers; 12 Certificates, 2 Diploma, 3 Bachelors and 1 Masters.

12 different Mission Providers offered a total of 45 different Programmes; 29

Certificates, 13 Diplomas and 3 Bachelors.

9 (including Malua Theological College) out of the 25 PSET Formal Providers

are Providers of Religious Instruction offering a total of 26 Programmes.

Using the NZSCED Broad Fields of Study categories, majority of Programmes

offered by PSET Providers in Samoa fall under the TVET Fields of Study of

Architecture and Building and Engineering and Related Technologies.

NUS, APTC and NCECES are the only providers of Education Programmes.

SUMMARY:

1. In 2007-2011 NUS total enrolments remained steady for the first three years before

increasing dramatically in 2010 and 2011 due to a high number of Year 13 students

entering the Foundation Programme. Since 2007 the number of student intake has

increased by 36.8%, this would give an expected total of almost 4000 students in the next

five years.

2. Majority (5 out of 6) of the Faculties generally enroll more female than male students each

year. The Faculty of Science is the only Faculty where male student outnumber female

students on annual enrolments. The number of female students relative to male students

enrolled in the Faculty Programmes is increasing each year.

3. In 2011 Foundation Programme enrolments made up 33.6% of total NUS enrolments. 31%

of Year 13 from the previous year entered the Mainstream Foundation Programme in 2011

with eligibility for overseas scholarships.

4. Enrolments for the School Programmes remained steady during 2007 -2011 with student

numbers ranging from 600 – 700. The decrease (10%) in 2011 from 2010 was due to

decrease in student enrolments under the School of Business and General Studies

particularly in the Diploma in Business Programme. The number of male relative to female

students enrolled in School Programmes is increasing.

SUMMARY:

1. NUS enrolments in totality with the Apprenticeship Programme student intake have

increased dramatically since 2010 after being steady for three consecutive years.

2. Despite the Apprenticeship being a male dominant Scheme, the gap between an

increasing female intake and male students is widening.

3. More female students (63.6%) enrolled in Bachelor and Postgraduate Programmes than

male students in 2011.

4. By Programme Type, the Foundation Progammes enrolled more students than any other

Programme.

5. NUS no longer offered the Postgraduate Diploma in Pacific Health Leadership and

Management Development in 2011 hence the decrease in total Programmes offered

compared to 2010.

6. A high proportion (39.8%) of students in the 15-19 age group enrolled at NUS in 2011.

Students who transition straight from the school sector to PSET are represented in the

SUMMARY:

1. Available data from Private Providers over the past five years suggests a

decreasing enrolment trend for student enrolments. The decreasing number of

students enrolled with TIAS each year since 2007 has had a direct impact on the

overall reduction in student enrolments for Private Providers.

2. A total of 18 different study programmes were offered by 5 different Private PSET

Formal Providers in 2011, 12 of which were Certificate Level Programmes.

3. Private PSET Formal Providers enrolled a fair proportion (21.9%) of international

students in 2011 most of whom studied part-time.

4. 31.6% of students studying with Private PSET Formal Providers were in the core

working age group of 25 and above.

5. More female (75.3% in 2011) students than male students continue to enroll with

Private PSET Formal Providers each year.

SUMMARY:

1. Overall enrolments for Mission Providers has decreased since 2007 due mainly to the

unavailability of data from Providers such as Malua Theological College as well as

decreasing student intake over the past five years for some of the Providers like

WMTC, PTC and UTVC.

2. A slight decrease (4%) was recorded for total Mission PSET Formal Providers

enrolments in 2011 compared to 2010 despite an increase in Providers submitting

enrolments data. 104 less students enrolled with LPTC in 2011 compared to 2010.

3. Majority (81.1%) of students enrolled in Certificate Level Programmes, which made

up 62% of Programmes offered by 12 Mission Providers in 2011.

4. 47.9% of Mission Provider enrolments in 2011 were in the age groups 15-19 which

represent students that transition straight from the School Sector to PSET.

5. All of the international students that enrolled in 2011 enrolled with Providers of

Religious Instruction.

6. Only HBC and SPNTC enrolled part-time students in 2011.

1. Total enrolments for all PSET Formal Providers from 2007-2011 based on available

data indicates a steady trend with enrolments in the range of 4000 – 4500 students.

2. In 2011, 4280 students enrolled with 18 PSET Formal Providers (excluding APTC) to

undertake Post School Education, 53% of whom were female.

3. A total of 145 different Programmes were offered by the 19 Providers (including

APTC) in 2011, 62% of which were at Certificate level and 48% of which were

offered by NUS.

4. Majority (57.6%) of students enrolled in 2011 to undertake studies in Certificate level

Programmes, 60.8% of whom enrolled with NUS.

5. 21.5% of students enrolled in 2011 were in the core working age group of 25 years

and above.

6. Highest participation rate in PSET was in the age group of 20-24.

7. 4.3% of total enrolments in 2011 were international students.

SUMMARY:

1. NUS total graduates increased dramatically in 2011 compared to the previous years

where graduate numbers fluctuated in the range of 800 – 900 students annually.

2. An increase (5%) in percentage of female graduates to male is recorded for 2011

compared to 2010.

3. The Foundation Certificate in Arts, Foundation in Nursing and the Diploma in

Education Programmes recorded major increases in 2011 compared to 2010 graduate

figures.

4. A slight increase in Mainstream Foundation graduates is also noted for 2011.

5. Slight drop (7.2%) in the number of graduates is recorded for the School Programmes

for 2011 compared to the previous year.

SUMMARY:

1. Overall Mission Provider graduates have remained steady from 2007-2011 with

annual figures ranging from 290-370. The absence of data from MTC in 2010 and

2011 has been offset by the availability of data from Malua Bible School and

Ierusalema Fou Bible College which submitted data for the first time in this Bulletin’s

Annual Survey.

2. A slight (5.4%) increase is recorded for total graduates for Mission Providers in 2011

compared to the previous year.

3. Majority (79%) of total Mission Provider graduates successfully completed

Certificate level Programmes during the academic year ending 2011.

4. 74% of Mission Provider graduates were in the age group 15 – 24.

5. Almost all of the graduates in 2011 studied full-time.

1. Since APTC opened in 2008, there has been an increasing number of graduates of

APTC qualifications each year with the highest recorded in 2010.

2. 33% of total APTC graduates for the past four years were female.

3. Recognition of work experience in APTC’s entry criterion is reflected in the age

groups of its graduates with majority (81.3%) of them being in the core working age

group of 25 years old and above.

4. Slightly higher (52.1%) proportion of international students than domestic students

graduated in 2011 from APTC.

in 2011, although more female (62%) students completed degrees and higher level

qualifications than male students.

3. 68.2% of 2011 graduates were in the age group 15-24 year old.

4. 11.3% of graduates in 2011 were international students.

SUMMARY:

1. Available data suggests an increasing trend in drop-out figures for Private Providers

during 2007-2011. NCECES and TIAS were the main Providers recording increases

in drop-out figures since 2007.

2. Drop-out figures for Private PSET Providers slightly increased (4%) for 2011

compared to 2010 despite the decrease in number of Providers submitting drop-out

figures.

3. TIAS recorded the highest percentage of drop-outs (57.4%) out of the number of

enrolments for 2011.

4. 75% of Private Provider drop-outs in 2011 were female students.

5. 84% of Private Provider drop-outs in 2011 were from Certificate level Programmes.

6. International students made up 12% of students that did not complete studies in 2011

nor re-enrolled in the same Programme in 2012.

SUMMARY:

1. Available data indicates a fluctuating trend in overall drop-out figures for Mission

Provider from 2007-2011.

2. For 2011 total drop-out figures decreased by 14% compared to 2010 mainly due to

decreases in drop-out numbers for the majority of Providers.

3. LPTC recorded a significant decrease (50%) from the previous year although the

percentage of drop-outs out of the number of enrolments was still high (55.6%).

4. 86% of the total Mission Provider drop-outs were male students.

5. 91% of the total Mission Provider drop-outs for 2011 were enrolled in Certificate

level Programmes.

SUMMARY:

1. Youth Literacy Rate has decreased to 97.7% in 2011 from the 100 percent

recorded during the 2006 Population Census. This gives an estimate of 728

illiterate youth members amongst the Samoan Population. Literacy is generally

considered as one of the generic skills required for employment.

2. 41.3% of the Samoan Population in the Age range 15+ years was determined to be

Economically Active with an estimate of 2,720 unemployed individuals. 23% or

15,614 of the Non-economically active population attended school during the

Census.

3. 3,830 people attended PSET during the 2011 Census. One in two PSET students

attending PSET in 2011 was a female.

4. A total of 14,926 or 12.9% of the 15+ Age Group have attained PSET

qualifications. 4.3% of the core working group of 25 years and above held Degree
