1. INTRODUCTION AND WELCOME
1.1 WELCOME
After many years as the highlight of the Swiss Rally Championship in a variety of forms, this year the Rallye du Chablais breaks new ground for the 14th edition. Indeed, our event incorporates the European Rally Cup – ERT Alpine. This trophy comprises five Swiss and French events and is a very interesting alternative for teams who would like to participate in an international Championship.
This development will in no way compromise the Rallye du Chablais from building on its previous successes; the friendly atmosphere, warm welcome and attentive detailed assistance for teams with up-to-date technology and comfortable facilities all contribute to bring out the best in each crew.
Apart from the organiser’s attention to detail, this event is a wonderful showcase of the region, with a varied route, mainly on asphalt roads, between lake and mountains. Picture-postcard countryside combines with a warm welcome in the principle resorts and towns of the Chablais regions of Vaud and Valais.
The Headquarters are based in Aigle, (60 kilometres/37.3 miles from Lausanne) and serve as the hub for the route which will pass through famous destinations in the valley and the mountains: Villars, les Diablerets, Montreux, les Mosses, Champéry, Val d’Illiez, Monthey, Saint Maurice, Bex and Lavey-les-Bains. The whole region is criss-crossed by a variety of Special Stages.
The 14th Rallye du Chablais begins on Thursday 1 June 2017 with administrative and technical scrutineering. The two Legs will take place on Friday 2 and Saturday 3 June and the finish will be on Saturday evening in Aigle.

1.2 HISTORY OF THE RALLYE DU CHABLAIS
This region has hosted a car rally since 1982. Previously known as the Rallye des Alpes Vaudoises, the Rallye du Chablais has existed in its present form since 2004.
The best Swiss teams are to be found amongst the previous prize-winners. Moreover, since 2006, we have benefited from the patronage of the best rally driver of all time: Sébastien Loeb! The multiple world champion has already competed several times in the Rally. His presence is incredibly fortunate and a wonderful vote of confidence for the whole organising team!
1.3 DESCRIPTION
Traditionally the Rallye du Chablais lasts from the Thursday to the Saturday evening. Administrative and technical scrutineering take place on the Thursday, with an evening drinks reception in order to welcome and meet the teams, officials and partners thus officially launching the event. The two Legs are held on the Friday and the Saturday. Saturday evening is devoted to Prize-Giving and celebration.
GEOGRAPHY
The hub of the Rally is Aigle where the Headquarters, the Start Point and the Service Park are all situated a few kilometres from Lake Geneva (Lac Léman) and at the crossroads of the routes crossing the Alps towards France (Chamonix via the Col de la Forclaz), towards Italy (Aosta via the Grand-Saint-Bernard Pass or Tunnel, Domodossola by the Simplon Pass), and the main motorway links towards Lausanne or Bern leading to other parts of Switzerland.
ORGANISATION
The Rallye du Chablais is run by an executive committee of 10 volunteers and by an expanded committee of 70 members who are responsible for different departments. During the Rally, the Clerk of the Course can depend on a staff of 360 people from marshals to the emergency medical staff, from timekeepers, firefighters, breakdown services to all kinds of technical personnel.
The Rally benefits from the support of local and national radio stations as well as the various Swiss television channels. Around 80 representatives will receive press accreditation.
5000 copies of the official programme consisting of 130 A4 pages in full colour will be published. There will be a national advertising campaign with prominently displayed posters along with radio and television coverage.
The Rally provides its own film for television lasting around 13 minutes which will be distributed to all interested channels.
The military, political, cantonal and tourist authorities provide invaluable support to the Rallye du Chablais for which we are extremely grateful.

1.5 INFORMATION CONCERNING THE 2017 RALLYE DU CHABLAIS
As a round of the FIA 2017 European Rally Alpine Trophy, Alpine Zone, the Rally will take place from 1st to 3rd June 2017 and will also count towards the Clio R3T Alps Trophy, the Swiss Rally Championship, the Swiss Rally Cup, the Junior Swiss Rally Cup and the Swiss Historic Rallies Cup.
Since its creation, the Rallye du Chablais has managed to evolve while keeping its traditional characteristics. As usual, the 14th edition proposes an itinerary from Aigle where each Leg of the Rally will start and finish. The competitors will battle it out over two full days in the Chablais region where the roads seem to have been specifically designed for the Special Stages. There will be 14 Special Stages over a total distance of 165 kilometres/102.5 miles.
The action will begin on Friday with 3 stages which will be run twice, with breaks for regrouping at the Casino Barrière, Montreux and at the Service Park in Aigle.
On Saturday morning there will be two Special Stages which will be tackled twice, and for the first time the Rally will regroup in Monthey along with the service vehicles.
After the lunch break, there will be two further Special Stages run twice, with a regrouping in Saint Maurice.
On Saturday 3 June from 6.20 pm the crews who have finished the Rally will mount the podium situated at Glariers in Aigle.
Prize-giving will follow at 10.30 pm.

5.3 SERVICE PARK ACCESS, SECURITY AND WASTE MANAGEMENT
Each competitor is responsible for the behaviour of their support team.
Each Service Park team must have in their possession a fire extinguisher capable of coping with fire classes A, B and C with a minimum capacity of 5kg. The extinguisher must have been checked within the previous three years.
Penalty for an absent or faulty extinguisher in the Service Park will carry a fine of CHF 200-/€200.
Refuelling is strictly prohibited in the Service Park.

A waterproof groundsheet, resistant to hydrocarbons and of a size at least equal to that of the car (minimum 3x5m/9.8 ft x 16.4 ft) must be placed under each vehicle. A missing or damaged groundsheet in the Service Park will carry a fine of CHF 200-/€200.
Each competitor is responsible for putting their rubbish in the large containers provided, at the latest by the time they leave the park.
Vehicles Allowed in the Service Park.
Crews must complete the ‘service park’ form, which is included with the entry form, in order to be considered for admission to the Service Park. Details must include the plan of facilities and dimensions of any structure.
Competitors are responsible for ensuring the dimensions of the standard area allocated to them are compatible with the dimensions of their service vehicles.
Service vehicles must be clearly identified with ‘Assistance’ (Service) stickers which are supplied by the organiser, and should be placed inside in the top right hand corner of the windscreen.
Any fraud or falsification of ‘Assistance’ stickers will carry a fine of CHF 500-/€500.

7 FUEL
7.1 FUEL
The importing of fuel into Switzerland is not permitted unless tax is paid at the border.
Special racing fuel ELF / ETS may be ordered - see the appendix for the racing fuel order form. The form must be received by Ferruccio Finkbohner, RACINGFUEL GMBH, Butzenstrasse 60, 8038 Zürich no later than Friday 26 May 2017.

7.2 REFUELLING
Refuelling is only permitted in the zone as mentioned in the road book; the refuelling zone is beside the Service Park exit (see the Service Park map).
Refuelling zones are under the control of FIA regulations – remember servicing is prohibited in that area.

8.1 TEMPORARY IMPORT FORMALITIES FOR VEHICLES AND EQUIPMENT
As Switzerland is not part of the E.U., one of the following documents must be presented to the Customs Post when crossing the border with vehicle and spare parts:
An ATA Carnet (which can be obtained from the local Chamber of Commerce and Industry for French applicants). A temporary import request (DDAT) which can be carried out at the border with the help of a freight agent.

8.2 DRIVING PERMISSION FOR HGVs (HEAVY GOODS VEHICLES)
Driving at night in Switzerland between the hours of 10 pm and 5 am and on Sunday from midnight on Saturday until midnight on Sunday is forbidden for the following categories:
Vehicles over 3.5 tonnes maximum gross weight
Truck-trailer combinations over 5 tonnes maximum gross weight
Vehicles with a trailer of over 3.5 tonnes maximum gross weight
Rallye du Chablais competitors may request an exemption.
In order to make the administrative process easier, it is suggested the relevant form in the Appendix is completed and emailed to [email protected] along with a copy of the grey card issued to each vehicle concerned.

8.3 MOTORWAY TOLLS
A motorway pass or vignette is compulsory for all vehicles using the Swiss motorway system. (If you have a tow vehicle and a trailer you will need two vignettes.)
The motorway pass is valid until 31 January of the following year. The cost is CHF 40-/€40 and is available to purchase from Swiss Customs or from Post Offices.
Competition cars will not need a vignette during the Rally.

12.3 Supplementary Regulations
Once the Rally Supplementary Regulations have been published, no journey (except on foot) may be made over the Special Stages of the Rally by anyone connected with any of the teams, except with the express permission of the Clerk of the Course.
The crews must enter a Special Stage by the departure point and leave it by the stop control and only in the direction the Special Stage is being run.
Competitors must respect the Road Traffic Laws, especially with respect to speed limits and noise levels.
During Reconnaissance, the police will carry out speed checks with radar speed detectors.
Any non-compliance with the above will be reported to the Stewards’ Panel.
12.3.1 Number of Passages
All drivers are limited to a maximum of three (3) passes for each Special Stage; Special Stage distances which are covered twice are to be considered as a single Special Stage.

12.3.2 Sanctions
All infringements or non-respect of the Reconnaissance timetable duly recorded and reported to the Clerk of the Course by the police or some other official will be reported to the Panel of Stewards by the Clerk of the Course.

Drivers are not permitted to perform doughnuts in the Parc Fermé.
Cars must not be started nor must they leave the Parc Fermé before official permission is given by the Stewards’ Panel.
The organiser will provide security for the vehicles in the Parc Fermé from their arrival to the reopening of the park.

APPENDIX 1 – ADDITIONAL INFORMATION
Access to Special Stages is free, apart from Special Stages 11 and 13 which will cost CHF 10-/€10-. Access remains free for accreditation holders.
SAFETY - RED FLAGS
A reminder of the FIA safety regulations:
If the use of red flags is necessary, the following procedures will be adopted:
a) A red flag must be available at each radio point of the Special Stages (situated at intervals of approximately 5 km).
b) A red flag will be shown to crews only on the instruction of the Clerk of the Course and only from the radio points. The flags can only be deployed by a marshal who is wearing an easily-identifiable tabard as recommended by Article 5.2.6 with the symbol for ‘radio point’ marked on it. The time of deployment of the red flag will be noted and the Clerk of the Course will notify the Panel of Stewards.
c) During Reconnaissance, a road sign with the symbol specified in Article 5.5.4.4 below must be placed at the site of each radio point. The panel may be smaller in size but must be clearly visible to the crews taking part in Reconnaissance so they can make a note of the locations in their note books.
d) When a driver passes a red flag, he/she must immediately slow down and maintain that slow speed to the end of the Special Stage and follow the instructions given by the marshals or official cars there. The flags will be deployed at all radio or marshal points preceding the incident. Failure to comply with this rule will entail a penalty at the discretion of the Stewards.
e) Only a red flag, and no other colour, may be used during a Special Stage.
SOS / OK SIGNS– COMPETITORS’ SAFETY
a) Each competing car must carry a reflecting red triangle, which, in the event of a car stopping within a Special Stage, must be placed in a clear position at least 50 metres (164 ft) behind the car in order to warn the drivers behind them. Any team not observing this regulation may be subject to sanction by the Stewards’ Panel.
The warning triangle must be put in place even if the car is off the road.
b) Road books will contain a page with the accident procedure, including what to do if a crew is involved in an accident where a member of the public is injured.
c) The recommended procedure for competitors who need to display the SOS or OK signs after an accident is to be found in the 2017 FIA Sporting Regulations.
d) Any crew having to retire from the Rally must inform the organiser as soon as they can, except in the case of force majeure. Any crew failing to comply may be subject to sanction by the Stewards’ Panel.

TRACKING DEVICES
DESCRIPTION OF THE GPS/GSM – NS 100 SYSTEM
Competitors’ cars which are permitted to start the Rally will be equipped with an NS100 GPS tracker during the Special Stages.
The main objective of this equipment is crew safety.
Supplied by Géosat, the tracker will permit the Clerk of the Course to locate the competitors during the Leg, to detect accidents and to communicate with the crew via the incorporated cellular phone.
Fixed to the interior of the vehicle, the tracker is equipped with a red help button which will enable the crew to be in immediate contact with the Clerk of the Course in case of a problem. The button must be pressed for 3 seconds to establish contact.
The Clerk of the Course may also call up the crew who can reply by pressing any of the buttons apart from the red button which is used to end an incoming call.
Communication with the Clerk of the Course can be done in three ways:
1. By oral communication which permits information exchange in case of a problem.
2. By a text message.
3. By an alert via the GPS tracker.
4.
COLLECTION AND RETURN OF THE SECURITY TRACKING SYSTEM
The NS 100 trackers will be given out to crews at Time Control A (CH0A).
When the tracking devices are collected, competitors must sign a sheet and make a note of the serial number of the device.
At the end of the Rally, the devices will be returned on arrival at the final Time Control (the finish line).
In case of retirement, competitors must hand over the device to the sweeper car along with the Time Card.
TECHNICAL CONSIDERATIONS AND INSTRUCTIONS FOR INSTALLATION DURING THE RALLY
During the Rally the NS100 tracker does not require any connection to the electrical system of the vehicle.
The tracking device comes with a battery which will be fully charged prior to the first Leg.
Batteries may be recharged or exchanged at specified places approved by the Clerk of the Course for the following Legs or Special Stages.
The device must be firmly fixed to the roll-bar at the level of the rear-view mirror using the Velcro straps or the cover provided.
