खात्यात िेंमेंट गेटवे लसलस्टमव्दारे भरावयािंी आह.े उिंरोक्त कागदिंिाांसह लनलवदा िंाितेसाठी

आवश्यक असणा-या कागदिंिाांिंी सत्यप्रत लनलवद ेसोबत स्कॅन करूनिं अिंिोड करता येईि.

2. लनलवदाधारकान े आिंिे दर सवस करासह (उदा.एि.बी.टी/जी.एस.टी. इत्यादी) दणेे आवश्यक आह.े

कामािंे आदशे क्रदल्यानांतर कोणत्याही करात वाढ झाल्यास ती अदा केिी जाणार नाही. लनलवदा

िंाितेकरीता आवश्यक असणा-या कागदिंिाांिंी सत्यप्रत स्कॅन करून (PDF/JPG Format मध्ये)

लनलवदसेोबत अिंिोड केिेिी असल्याखेरीज सांबांलधत लनलवदाधारकािंे Commercial Bid उघडण्यात

येणार नाही. त्यािंबरोबर लनलवदा उघडण्याच्या वेळी सवस मुळ कागदिंिे (Original Certificate) व

छायाांक्रकत सत्यप्रतीच्या एका सांिंासह सादर करावी िागतीि.

3. सदर लनलवदतेीि दर ह े लनलवदा कािावधी िंयंत कायम राहतीि. सदर लनलवदिेंा कायस कािावधी हा

०५ (िंािं) वषे राहीि. तथािंी, कामािंा आदशे हा ०१ (एक) वषाससाठी दणे्यात येईि. त्यानांतर

कामािंी प्रगती, Performance लविंारात घेऊन िुंढीि प्रत्येक वषाससाठी मा.स्थायी सलमतीच्या

मान्यतेने मुदतवाढ दणे्यात येईि. सदर कामासाठी कोणतीही भाववाढ दणे्यात येणार नाही.

4. मांजूर लनलवदाधारकास सांिुंणस कािावधीच्या लनलवदा रक्कमेवरीि िंलहल्या १० िाखास र.१००/- व िुंढीि

प्रत्येक िाखाच्या भागास रू.१००/- याप्रमाणे अलधकिंे स्टॅम्िं िेंिंरवर स्विःखिंासने करारनामा करून

द्यावा िागेि.

5. सदरिंी लनलवदा लस्वकृतीिंे अांलतम क्रदनाांकािंे क्रदवशी दिुंारी ३.३० वा. ककवा लनलवदा कलमटी ठरवेि त्या

क्रदवशी लनलवदा उघडणेत येईि. लनलवदा उघडणेच्यावेळी िुंरवठाधारक स्वतिः अथवा त्यािंा अलधकृत

प्रलतलनधी उिंलस्थत राहु शकेि.

6. लनलवदपे्रमाणे यांिणेिंा िुंरवठा करून कामकाज करणेस लनलवदाधारकाने असमथसता दाखलविेस अथवा

अधसवट केिेस लनलवदाधारकाने भरिेिी बयाणा/अनामत रक्कम जप्त करण्यात येईि. तसेिं दांड वसुिी

मा.आयुक्त, पिंिंरी पिंिंवड मनिंा याांिंे लनणसयाप्रमाणे आकारणेत येईि.

7. लनलवदा मांजूर झाल्यानांतर लनलवदाधारकास िंलहल्या वषीच्या लनलवदा रकमेच्या ५% प्रमाणे होणारी

अनामत रक्कम वषाससाठी रोख अथवा एफ.डी.आर. (नॅशन्िाईज्ड बॅंकेिंे) मा.आयुक्त, पिंिंरी पिंिंवड

महानगरिंालिका याांिंे नावे बॅंक ऑफ बडोदा, शाखा पिंिंरी पिंिंवड महानगरिंालिका येथे जमा करावी

िागेि. एक वषासनांतर मुदतवाढ लमळाल्यास त्या-त्या वषीच्या वाढीव रक्कमेच्या ०५% प्रमाणे होणारी

अनामत रक्कम रोख अथवा एफ.डी.आर. (नॅशन्िाईज्ड बॅंकेिंे) मा.आयुक्त, पिंिंरी पिंिंवड

महानगरिंालिका याांिंे नावे बॅंक ऑफ बडोदा, शाखा पिंिंरी पिंिंवड महानगरिंालिका येथे जमा करावी

िागेि.

8. लनलवदिेंा ग्राह्यता कािावधी १८० क्रदवस रालहि.

9. सांबांधीत मांजूर लनलवदाधारकास आवश्यकतेनुसार मनिंा तफे िंार्ककगसाठी जागा उिंिब्ध करून दणे्यात

येईि. याकररता भाड े शुल्क आकारणेत येणार नाही. मिलनिःसारण नलिका साफ करणेसाठी

मिलनिःसारण नलिकेतीि िंाण्यािंा िुंनवासिंर (recycle) करावा िागेि. मलशनरी धुण्यासाठी

मैिाशुद्धीरण कें द्रातून दरमहा १,००,००० लिटर इतके मोफत िंाणी भरून घेता येईि. त्यािेंक्षा जास्त

िंाणी िागल्यास मनिंा लनयमाप्रमाणे िंाणी ककमत वसूि करण्यात येईि.

10. िुंरवठाधारक व मनिंामध्ये कोणत्याही स्वरूिंािंा वाद उदभविेस मा.आयुक्त, पिंिंरी पिंिंवड

महानगरिंालिका, पिंिंरी – १८ याांिंा एकिंलक्षय िवाद राहीि व त्याांिंा लनणसय बांधनकारक रालहि.

11. मांजूर लनलवदाधारक याांना मनिंािंे लवद्यमान नगरसेवक व लस्वकृत सदस्य याांिंेशी सांबांध नसिेबाबत

रक्कम रू.१००/- िंे स्टॅम्िं िेंिंरवर प्रलतज्ञािंि नोटराईज करून द्यावे िागेि.

12. स्वतिःिंे मािकीिंे ककवा भाडतेत्वावर टेंडर भरणा-या ठेकेदाराकड े लनलवदमेधीि मलशनरी

स्िेंलसक्रफकेशनप्रमाणे टेक्नीकि स्िेंलसक्रफकेशनप्रमाणे ककवा त्यािेंक्षा उच्च क्षमतेिंे उिंिब्ध असल्याबाबतिंे

प्रलतज्ञािंि / नोंदणीकृत करारनामा िंि व R.C. Book सादर करणे आवश्यक आह.े लनलवदाधारकान े

लनलवदा उघडल्यानांतर म ह य म उ ब्ध करुन त्यािंा Demo दयावा िागेि.

13. महाराष्ट्र शासनान े सवस ठेकेदारी िंध्दतीन े होणा-या लवकास कामावर ठेकेदाराांच्या दयेकामधुन

लनयमानुसार उिंकर वसूि करणेच्या सूिंना क्रदिेल्या आहते. त्यानुसार दयेकामधुन लनयमानुसार उिंकर

वसूि करणेत येईि.

14. महाराष्ट्र शासन सावसजलनक बाांधकाम लवभाग याांिंे कडीि शासन लनणसय क्र. बीडीजी

१६/प्र.क्र.२/इमा.२ क्रद. १२/२/२०१६ व शुद्धीिंिक क्र. बीडीजी १६/प्र.क्र.२/इमा.२ क्रद. १७/३/२०१६

अन्वये िंरफॉमसन्स लसक्युररटी मनिंािंे इ लनलवदा प्रणािी द्वारे क्रद. २४/६/२०१६ िंासनू प्रलसद्ध होणा-या

लनलवदामध्ये खािीि प्रमाणे भरावी िागेि.

14.1 लनलवदिेंा दर लनलवदालधन कामाच्या ककमतीिेंक्षा १% िेंक्षा जास्त (उदा. १.०१ िंासून िुंढे) त े

१०% िंयंत कमी दरािंा असेि तर ठेकेदारान ेलनलवदालधन क्रकमतीच्या १% रक्कम

िंरफॉमसन्स लसक्युररटी म्हणून मनिंािंे इ प्रणािीद्वारे भरणे आवश्यक आह.े (उदा. १%

िेंक्षा जास्त ते १०% कमी दर-१% रक्कम)

14.2 लनलवदा दकेार अांदाजिंिकीय दरािेंक्षा १% िंयंत कमी असल्यास अलतररक्त सुरक्षा अनामत

भरण्यािंी आवश्यकता नाही.

14.3 लनलवदिेंा दकेार लनलवदालधन कामाच्या ककमतीिेंक्षा १% िेंक्षा जास्त ते १०% िंयंत कमी

दरािंा असेि तर दकेार १०% िेंक्षा जेवढे जास्त दराने कमी आह े तेवढी रक्कम िंरफॉमसन्स

लसक्युररटी म्हणून मनिंािंे इ प्रणािीद्वारे भरणे आवश्यक आह.े (उदा. १४% कमी दर -१% त े

१% िेंक्षा जास्त ते १०% िंयंत कररता १% ( १४%-१०%)- ४% असे एकूण ५%)

15. ठेकेदाराने लनलवदा प्रक्रक्रयेसाठी लनलवदा अजस सादर करताना त्याांच्या कां िंनीिंे/सांस्थेिंे नोंदणी

प्रमाणिंि/इ.एस.आय.सी प्रमाणिंि/िंी.एफ प्रमाणिंि/प्रोफेशन टॅक्स प्रमाणिंि या सवस

प्रमाणिंिाांच्या छायाांक्रकत प्रती स्वाक्षाांक्रकत व प्रमालणत करून लनलवदा सोबत सादर करणे आवश्यक

आह.े

16. ठेकेदाराने कां िाटी कामगाराांना कामािंे वेतन व त्याअनषुांलगक इतर सवस भत्ते रोख स्वरूिंात अदा न

करता सांबांधीत कां िाटी कामगाराांिंे नावान े Account payee cross cheque व्दारेिं (रेखाांक्रकत

धनादशेाव्दारे) अदा करावेत.

17. सांबांधीत ठेकेदारान े िंी.एफ, ई.एस.आय, कामगार कल्याण लनधी सांबांधीत शासकीय सांस्थकेड े

कामगाराांच्या नावाच्या यादीसह भरणे आवश्यक आह.े तसिें लनयुक्त कामगाराांस क्रकमान वतेन

दराने वेतन अदा करणे आवश्यक आह.े प्रत्येक दयेकासोबत िंी.एफ. बाबतिंे िुंरावे सादर करणे

बांधनकारक राहीि .

18. ठेकेदाराने लनयुक्त कामगाराांना इतर कामगार कायद्यानुसार आवश्यक त्या सवस सुलवधा दणेे

आवश्यक आह.े

19. अटी युक्त लनलवदा लस्वकारण्यात येणार नाहीत.

20. कोणतेही कारण न दतेा सांिुंणस अथवा अांशतिः लनलवदा मांजूर अथवा ना मांजूर करण्यािंा अलधकार

मा. आयुक्त सो. याांनी राखुन ठेविा आह.े

21.जिलन:सारण नलनकाांच्या साफ सफाईसाठी िूंरलवण्यात येणा-या सक्शन, जेरटगसह ररसायकि

मशीनवर व्हईेकि टँ्रककग लसस्टम (VTS/GPRS) यांिणा बसलवण्यात येऊन महानगरिंालिकेच्या

वेब िंोटसिवर कायसरत वाहनाांिंे स्थळ दशसलवण्यासाठी वेब कनेक्शनसह आवश्यक व्यवस्था िुंरलवणे

बांधनकारक आह.े सदरिंी मलशन लनलवदा स्िेंलसक्रफकेशन प्रमाणे असिेबाबत पिंिंरी पिंिंवड

महानगरिंालिकेने नेमिेल्या Third Party / शासकीय सांस्थेकडून प्रमालणत करुन दणेे बांधांनकारक

आह.े

22.लनलवदा धारकाने त्याांच्या कां िंनीिंे मागीि आर्थथक वषासत कोणत्याही सांस्थेमध्ये खासगी/

शासकीय/लनमशासकीय कोणत्याही कामासाठी काळया यादीमध्ये समालवष्ठ (Black listed

Contractor) नसल्याबाबत नोटराईज घोषणािंि र.रु.५००/- च्या स्टॅम्िं िेंिंरवर ब

Terms & Conditions (B)

1. Equipments and the tools will be used by the Contractor as per the technical specifications and shall submit after sales service back up support (for tender period) letter from the manufactures of major components like Recycling system, vacuum pump, high pressure jetting pump etc.

2. Sewer line cleaning facility should be provided by contracting agency with necessary

equipments, machinery & Labor.

3. Contractor should quote the rates considering total five years contract period and for the work of per day by single machinery. Rates should be inclusive of all taxes, levies, duties, transportation, insurance and other charges if any.

4. Equipments and the tools shall be operated and maintained in good condition in time

by the Contractor during contract period.

5. Expenses towards required consumables like diesel, oil, manpower, machine maintenance, etc. will be borne by the Contractor.

6. If any large size materials of any type like wooden boxes, dead animals, big stones,

foams etc are inside the chambers/ sewer line, then removing of the same should be done by machinery, possibly without entering chamber / sewer line by the Contractor.

7. During cleaning of chambers, manholes & sewer line the Contractor should avoid the

human touch, body contact with the sludge / slurry/sewage.

8. If any chamber, manhole or sewer line is damaged or broken by agency, the repairing work of same should be done immediately by contracting agency at his own cost.

9. Before cleaning if any chamber, manhole or sewer line has been already damaged, the

repairing work of it shall done by PCMC, subject to prior intimation of the fact to concern Engineer in charge .

10. Contractor should dispose of the sludge / slurry as directed by PCMC and at a place

nominated by PCMC and also clean the work site properly to prevent unhygienic condition.

11. For betterment of existing cleaning, contractor should upgrade the system with new

technology without claiming extra costs.

12. The payment shall be made on workdone by contractor for per day on monthly basis. The contractor shall submit the monthly bills along with daily log sheets & Worksheet duly verified & signed by concern PCMC officers, in duplicate to the concern department.

13. All tendered equipment vehicle registration should be done by contracting agency with his own cost.

14. R.T.O. norms shall be binded to the machinery used by contracting agency.

15. Contractor should pay the workers payment as per minimum wages acts.

16. Contractor should provide insurances of workers & copy of such should be submitted to PCMC.

17. The contractor shall be responsible for any accident occurs on site.

18. Safety measures and equipments should be maintained and provided by contractor

on working site. (Ex. Shoes, Hand Glows, Gas detector, masks etc.) If safety equipments not found at work site, the contractor is responsible for any accident and liable to pay the compensation of Rs.1000 per day.

19. If the work done by contractor found unsatisfactory, the PCMC will not make any payment.

20. At the time of repair & maintenance of the equipment the contracting agency shall be made necessary standby arrangement at his own cost.

21. If the citizens, corporators & PCMC officials raise any serious complaints about the

working performance of Contractor, the Commissioner PCMC will have right to terminate the work and the security deposit will be forfeited thereafter.

22. Any legal matter during the contracting period regarding cleaning work, the

contracting agency will responsible for the issue as well as to bear the legal cost.

23. The tenderer should submit the authorization letter from machine manufacturer / pump Manufacturer.

24. The tenderer should have their office near PCMC area.

25. Contractor should give demo of all the equipments mentioned as per Technical

Specifications. 26. All workers should have standard identity card.

27. After cleaning of manhole chambers and sewer line it should be certified by

representative of PCMC unless otherwise it will not be considered for payment.

28. Contractor shall give proper training to his workers for operating machinery and cleaning of chamber and sewer lines especially with respective hazards in sewer line in chambers.

29. Contractor should note that he is fully responsible for violating provisions in “THE PROHIBITION OF EMPLOYMENT AS MANUAL SCAVENGERS AND THEIR REHABILITATION ACT, 2013” act by his workers.

30. Contractor shall abide prevailing and future regulations by statutory bodies without any extra cost.

Eligibility Criteria: This offer is open to firms having the following qualifications:

1. The Tenderer should have minimum two years experience of cleaning of municipal

sewer lines and manholes in any Government / semi government organizations in

India by using minimum two numbers of 6000 liters tank capacity suction cum jetting

machines /super sucker / Recycler machine. The bidder should attach certificate of

satisfactorily completed O & M work..

2. The Tenderer should have an average annual turnover not less than Rs. 1.01 Crore,

for last three years (i.e. – F.Y.,14-15,14-16,16-17). In case the bidder intends to quote

for more than one bid, they shall satisfy the total Turnover criteria after adding bid

wise turnover as mentioned above. The bidder shall submit the copy of certificate

showing turnover certificate by chartered Accountant The audited balance sheet &

Profit and loss account statement shall also be submitted. The Tenderer shall have

full-fledged service setup with the vicinity of Pune.

GENERAL AND TECHNICAL SPECIFICATIONS

General :

The High Capacity Suction and Jetting Unit shall be a combined version of suction and jetting systems with Sewage Filtering and Recycling (for Jetting) Facility mounted on vehicular chassis. It shall be used to flush the sewer lines and desilt the manholes/chambers on the sewer lines. Heavily silted sewer lines of various sizes shall be cleaned with the help of high pressure water jets produced by the jetting system and the silt accumulated in the manholes including plastic bags, polythene bags, wood, stones, etc. up to 100 mm size shall be sucked by the high capacity suction system. The high capacity suction system which will work on the principle of air conveyance shall suck the silt and slurry from a depth of 15 meters. The unit as a whole shall utilize the liquid sewage sucked from the manholes for jetting purpose after proper filtration. The overall noise level shall not be more than 91 db (A) as per the Noise Standards notified in Environment

(Protection) Rule 1986 as amended on 19th May 1993 when the suction, filtration, recycling, jetting and hydraulic systems are in operation individually at maximum operating speed and performance.

Scope of Work-

1. Supplying vehicle mounted High Capacity Suction and Jetting Unit with Sewage Filtering and Recycling Facility as per Technical Specifications for Main Sewer Section.

Operation & Maintenance of these Machines comprehensively for a period of 5 years as per Scope of Work of Operation & Comprehensive Maintenance and guidelines by Municipal Engineer.

2 Technical specifications:

1. Vehicle chassis:-

The vehicle chassis on which the Vehicle Mounted High Capacity Suction & Jetting

Unit with Sewage Filtering and Recycling Facility is to be mounted shall be right hand

driven, full forward control vehicle chassis of reputed make. The bidder shall submit the

detailed layout drawing of the machine being offered to be mounted on vehicle chassis with

weight distribution of the different components and load distribution of the machine

during plying of the vehicle. The bidder shall also submit the power calculations for various

components of the machine to ascertain the adequateness of power at shaft available from

the vehicle engine to run the various systems simultaneously. To operate the vehicle in the

night time ,overall noise level when working at full designed vacuum & high pressure pump

speed individually shalll not be more than 91 db (A) as per the Noise Standards notified in

Environment (Protection) Rule 1986 as amended on 19th May 1993.

It is the responsibility of the Tenderer to get the Vehicle Mounted High Capacity

Suction & Jetting Unit with Sewage Filtering and Recycling System registered with R.T.O.,

Pune . The chassis shall conform to R.T.O’s. emission norms or as applicable at the time

of registration of vehicle with R.T.O. Pune as well as should within the overhang limits as

per CMVR

2. Engine:-

The engine of the vehicle shall be diesel engine developing the power of minimum 300

HP to run the Unit mounted on the same chassis. The vehicle chassis shall have standard

features like clutch, gear box, power steering, Anti lock Braking System, suitable chassis frame.

3. Driver's Cabin:-

. The dashboard of the cabin shall be provided with standard accessories like

speedometer, gauges for temperature, oil pressure, and fuel reserves. The standard tool kit,

hydraulic jack, towing pin at front & operator's manual in English shall be provided with each

Unit.

4. Power Take-off Unit (P.T.O.):-

The power required to drive the high capacity suction system, high pressure jetting

system, filtration & recycling system, hydraulic plant, etc. hydraulically and simultaneously

shall be tapped from the vehicle engine only through suitable Power Take-off Unit make to

ensure uninterrupted service to the Unit.

5. Tank:-

The total tank capacity shall be of minimum 11000 liters and shall be cylindrical in

shape. The sludge tank for the high capacity suction & jetting unit shall be of minimum 9000

liters and fresh tank shall be of minimum 2000 liters. It shall be fabricated out of 5 mm thick

stainless steel plates (SS:304).

The tank shall be mounted horizontally on the sub-frame of vehicle chassis without

tampering the chassis strictly following R.T.O. norms. The tank shall be provided with suitable

reinforcements to prevent tank from collapse & elongation in vacuum and pressure conditions.

A stainless steel (SS304) baffle plate of 5 mm thickness shall be provided to avoid the contact of

filter with the sucked sludge for its free movement.

The rear cover (rear door) of the tank shall be fabricated out of 5 mm thick stainless

steel (SS304) plates. The opening & closing of the rear door shall be effected hydraulically. The

hydraulic system for opening and closing of rear cover shall be fabricated out of M.S. The rear

door shall be provided with sight glasses for observing sewage levels. The rear cover shall be

provided with 4” drain off valve and high-pressure jetting hose reel.

The tank shall be tested for 0.9 bar vacuum and 1 bar pressure. The testing of the tank

shall be performed according to relevant IS. The manufacturer shall submit a necessary test

certificate.

Suitable pressure relief valve and vacuum safety valve shall be provided suitably on the

tank. The tank shall be provided with tipping arrangement to unload the silt/sludge

accumulated in the tank. The tipping angle shall be minimum 300 to the horizontal & shall be

operated using hydraulic system.

6. Jetting System:-

The jetting system shall comprise of high pressure pump to generate high

pressure water jets of filtered sewage with parameters of minimum 350 ltrs/min @ 120

bar The performance of the pump have to be adjusted independent from the performance of

the vacuum pump.– e.g. full suction performance at minimum jetting performance, at the

same engine speed and gear. the high pressure pump shall be able to operate at any

independent performance combination from 0 to 350 Liters per minute

flow and 0 to 120 bar pressure, so that it can be used for cleaning of small as well as big

sewer lines effectively.

The information about the offered high pressure pump like make, model, detailed

product catalogue, etc. are to be submitted separately in Packet „A‟.

7.Jetting Hose Reel-

The hose reel shall be fabricated out of steel and shall have the capacity to stack 120 mt.

of 25 mm I.D. high pressure jetting hose as per specifications and shall be capable of slewing in

minimum 1200 for the ease of operation. One high pressure jetting hose

of 25 mm I.D. x 120 mt. in single length shall be mounted on the hose reel, which would become

a part of the unit itself.

8.High Pressure Hose:-

The high pressure jetting hose pipe shall be capable of cleaning sewer lines. The hose shall be

made out of special water and grease resistant flexible thermoplastic co-polymer or flexible

rubber material with 25 mm I.D. & 120 mt. in single length. The hose shall be light in weight

and should not weigh more than 1 Kg./mt. length and shall have minimum working pressure of

200 bars.

9.High Capacity Suction System:-

The high capacity suction system shall be capable of delivering max flow 3000 M3 per hour

(Free Air Delivery) .The pump should develop vacuum of around 0.85 bar and pressure of 0.5

bar..

Suitable changeover facility for switching the system from suction to pressure or vice-

versa shall be provided on the pneumatic system. The make, model with detailed product

catalogues of the offered exhauster are to be submitted separately in Packet ‘A’.

10.Cassete Boom (Hydraulic Syphon Boom):-

Derrick Arm/Hydraulic Syphon Boom/Cassette Boom & Suction Hoses: Hydraulically operated derrick arm/Hydraulic Syphon Boom with 150 mm I.D. shall be provided on the top of the sludge tank. It shall be capable of rotating in 300 degrees with suitable lifting angle. Each unit shall be supplied with 4 Nos. of non- collapsible, flexible rubber / PVC transparent suction hoses of 125 mm I.D. & 2.5 mt. in length. These hoses shall be provided with quick coupling arrangements along with each unit one CPVC/ Aluminum suction hose of 125 mm I.D. x 1 Mtrs. in length (End pipe) with coupling arrangements shall be provided.

Cassette Boom Option: The contractor shall have an option of providing cassette type derrick arm with 150 mm I.D. flexible rubber / PVC transparent hose, 12 meter in single length instead of conventional derrick arm with 2.5 meter length suction hose. However, in either case the provision of end pipe of 125 mm I.D. and 1 meters in length with collapsible coupling is must.

11. Filtration & Recycling System:-

The water required for high pressure Jetting System shall be provided by filtering the

sewage sucked from the sewer manholes. The sewage shall be filtered and fed to high pressure

transformer using filter and sewage re-cycling system. The recycling system shall be capable of

filtering the sewage at sufficient rate to feed to the Jetting system to operate it at its full

capacity. The filtration and recycling system shall be driven hydraulically. The details about the

filtration system along with its layout drawing shall be submitted separately in Packet ‘A’.

12. Hydraulic Power Plant:-

The hydraulic power plant (Oil hydraulic pumps of Dynamatics / Vickers / Rexroth /

Leduc, Germany make) Casappa shall be capable of developing adequate pressure and flow to

drive the various systems of the unit. The entire oil hydraulic plant, besides oil hydraulic pump

shall consist of oil reservoir, pipe lines, filter control valves, etc. The hydraulic piping shall be

suitably laid along the entire length of the tank thereby avoiding additional space for the plant.

The hydraulic motor shall be Danfoss (Denmark) / Vickers / Rexroth / Volvoline / Hidac /

Leduc (Germany) Casappa Make. The D.C. valves of Vicker / Dynamatics Walvoil/Bucher/Spica

make shall be provided.

13. Meter Counter:-

Each Unit shall be supplied with digital Meter Counter, which shall be mounted on the

control panel to know the distance travelled by the jetting hose in the sewer line.

14. Hose Guide:-

Each Unit shall be supplied with Hose Guide, which shall enable the jetting hose to guide

into the sewer line properly.

15. Control Panel:-

All the gauges, switches, levers required for the operation of high capacity suction and

jetting unit shall be grouped in control panel on the rear side of the vehicle.

16. Painting:-

The entire unit shall be painted with 2 coats of superior quality anti-corrosive primer

with 2 coats of P.U. paint of reputed make.

17. Components:-

The following components are to be supplied with each unit.

1) 150 mm I.D. x 20 meters in single length flexible rubber / transparent PVC hose for cassette derrick arm.

2) Jetting hose 25 mm I.D. 120 metres in single length (to be stacked on hose reel): 1 No.

3) Jetting Nozzles: Each nozzle shall be suitable to work smoothly at duty points of the

pressure transformer. Each nozzle shall be made out of High Grade Steel with replaceable

inserts.It shall have hose connection size of 1".

a) Nozzle for Flushing the sewers with four Jet angle of 350 – 01 No.

b) Nozzle for De-chocking the sewers with front jet angle (one forward and four

backward of 200) – 01 No.

4) Suction End pipe: Aluminium / CPVC- 100 mm x 2 metres in length - 1 No.

5) Delivery Hose of PVC quick fix with collapsible coupling of 100 mm x 3 metres in length -

01 No.

18. Inspection & Testing:

a) Inspection of Chassis: The Tenderer shall inform the Department on the receipt of

vehicular chassis for chassis inspection. The Tenderer shall start the work of mounting of the

Vehicle Mounted High Capacity Suction & Jetting Units with Sewage filtration and Recycling

facility on chassis only after approval of chassis.

b) Inspection of Unit: The Tenderer shall inform the Department well in advance for pre

delivery inspection of complete the Vehicle Mounted High Capacity Suction & Jetting Units with

Sewage filtration and Recycling facility. The inspection and testing of machines at

manufacturer's works shall be witnessed by two Municipal Engineers. The Tenderer shall issue

certificates for the satisfactory performance of the individual units as well as for complete Unit.

The certificate of the materials used for fabrication of tank and other vital components shall

also be furnished. The charges for inspection and testing of above both shall be borne by the

Tenderer.

Operation of machines: The Machines will be operated by Contractor in PCMC limits at

various locations in the City, as per requirements and as per instructions of the Municipal

Staff with necessary fuel, Oil, laborers, repairs and maintenance etc. required for machine.

The target per shift of each machine for cleaning of Sewerage System shall as follows:

I) 150 running mtrs. of Cleaning sewer line with chambers of any diameter OR

II) Complaint/continuous work of min 6 hrs. OR

III) Specialized work as certified by site incharge

The payment will be made as per the cumulative workdone at the end of each month in

proportionate to the targeted workdone.

20 Empting of silt / sludge etc :

The collected silt is to be dumped at the dumping place allocated by PCMC within PCMC limits.

21 Staff: Should have adequate staff.

The staff appointed on machine shall be competent enough to

operate/maintain/repair the machine & also communicate with the PCMC authorities. If

required, the successful tenderer can appoint more staff, without claiming any extra cost.

The details of staff appointed such as name, designation, age, mobile No. etc. shall be

submitted in the office of Executive Engineer before starting the work.

The driver shall possess valid driving license issued by R.T.O. Authority. The

maintenance staff shall be fully conversant with the servicing & maintenance of these

machines. All the staff shall wear uniform with I-card & safety gadgets while on duty; the

same shall be provided by the contractor at their own cost.

22 Breakdowns: During hiring period, all the minor breakdowns & routine maintenance shall

be attended immediately so as to put machine back in operation within 1 day. Major

breakdowns like exhauster, jetting pump, transmission system, engine, recycling system of

shall be attended so as to put machine back in operation not more than 8 days.

Breakdowns due to accidents, force majeure, RTO passing work, machine repair time

frame will be decided at the discretion of Executive Engineer. In such cases, the contractor

may deploy the standby machine of similar type and capacity with prior approval of

concerned Executive Engineer at his own risk and cost.

23 Contractor’s Chowkey: On receipt of the work order, the contractor will have to erect

temporary site chowkey, preferably at PCMC Workshop/ zonal officer or near working site

as directed by Executive Engineer on the open space provided by PCMC. No separate

payment will be made for providing the chowkey and ancillary items.

The contractor shall be contactable on cell phones at any time during the work.

The site chowkey will have to be removed from the site, leaving the site clear of all material

within the period of seven days from the date of completion of work. In case of failure to do

so, the chowkey will be demolished without any intimation to the contractor at their risk

and cost and no request for compensation will be entertained.

24 Working area & parking: The machines will have to be operated in all wards in Pimpri

Chinhwad City. After completion of daily work, the machines shall be stationed at PCMC

Workshop or any other suitable place contractor shall make his own arranged for safety

and security of his machinery at the place of parking.

25 Tools & tackles: The contractor shall provide tools required for the opening of manhole

covers, phawaras, shig hooks, manhole guards, tripod stands with danger flags etc. &

required safety gadgets for staff during operation of the machine,.

26 Safety & Insurance : The contractor shall ensure that all the safe working methods are

adopted & shall use necessary safety equipments such as helmet, gumboots, rain coat, hand

gloves, traffic cones, safety jacket, etc. while execution of work & shall provide necessary

personal protective equipments for their staff, wherever necessary. If any accident occurs,

it will be on the account of the contractor, & PCMC. shall not be responsible for the same.

The contractor therefore should insure their staff & submit the copy of the insurance

papers within 5 days from the date of placement of the Work Order.

A The contractor shall ensure that his staff works peacefully without causing any

disturbance between themselves, Municipal Staff or with other agencies. Any damage to

Municipal property shall be recovered from the contractor.

B All the arrangements towards watch & ward of the plant, equipment, material brought at

site will have to be made by the successful contractor. PCMC will not be responsible for any

damage, loss or theft of the same.

C The contractor shall take utmost care to carry out the work with minimum possible noise

level during operation of the machine.

27 Contract period :

The machines shall be made ready & available for operation within 3 months from the

date of receipt of LOI.

The period of contract on hire basis for 900 shifts in each year (minimum 25 shifts per

machine per month) for 5 years

28 Price Variation: The price quoted inclusive of all taxes, duties etc. shall be firm and no

variation of any kind including taxation structure will be allowed.

29 Supervision: The operation of this machines may be scattered in the ward of PCMC area.

The contractor shall liaison with PCMC officers for operation of this machine during the

hiring period. The contractor shall fully cooperate and interact with other agencies /

authorities at site, if involved.

30 Penalty:

(a)If the operation & maintenance of the machine is not started within specified period a

penalty equivalent to rate quoted for per day will be imposed.

(b) If the machine is under breakdown for maintenance purpose for more than the period

of 2 days. a penalty equivalent to rate quoted for per day & if the machine will not be

operated for any other reasons like absenteeism of operator, staff etc., a penalty equivalent

to rate quoted for per day which will be recovered from the monthly bills.

(d) During inspection rounds of PCMC officers , if any staff is found without uniform,

identity card & safety gadgets a penalty of Rs.1,000/- for each incident will be recovered

from the bills.

(e) During inspection rounds of PCMC officers , if the staff is not found on duty, a penalty of

Rs.5,000/- for each incident will be recovered from the bills.

31 Term of Payment:

A) The payment for hire of machines will be made monthly on pro-data basis as per the

working days & within 30 days after submission of bills.

B) PCMC reserves right to accept / reject tender / offer of the contractors without

assigning any reason.

C) The terms & conditions stated in this section supercede the similar terms & conditions

stipulated elsewhere in the tender document
