The roots of the current electricitycrisis can be traced back to the mid-
nineties when loss-making publicpower utilities were barred bythe government of Benazir Bhutto

demand in Pakistan is growing even fasterthan the supply and thereforePower Shortage has become a

WAPDA
WAPDA was established by statute in1958 .It owns about 54 % of the countrystotal electrical power generation capacity,
and serves 88% of all electricitycustomers of Pakistan. The privatizationof WAPDA is to be preceded by

Power shortage
Demand and Supply:The gap between the demand and supplyresulted in routine load shedding. When thesupply is surpassed by demand there is adeficit and the increase of demand for powerelectricity has exceeded its supply and hastherefore created a shortage. Pakistansenergy requirements are expected to doublein the next few years, and our energy
requirements by 2015 is likely to cross120MTOE. By 2030, the nations requirementwill be 7 times the current requirementreaching 361MTOE.

ASTAGE OF ENERGY:
No serious thought is being given to
utilize the energy at the optimum level.A new culture need to develop toconserve
energy. Sometimes onGovernment level ofilliteracy is blamed
for the failure of theenergy Conservationprogram. This is not true.

MONOPOLY IN THE BUSINESS:
WAPDA and KESC are two generation and
dispatch units in Pakistan. although NEPRA isa government authority to settle the tariffissues but the fact remains that once thequestion of WAPDA comes the authority has a
very little influence.

JAUHAR ISMAIL:
The latest crisis that has Pakistanis from all
walks of life up in arms is the lack of electricalpower throughout the country. While rollingblackouts or load shedding as its locally known
has always been a staple of daily life in Pakistan, the problem has become acute in the last coupleof years. In the second half of December, the
situation got so bad thatWAPDA
&KESC
(power generation entities in Pakistan) resortedto draconian levels of load shedding

AW & ORDER:Pakistan is facing huge power crisis. Thelaw and order situation of Pakistan is also
worse. Suicide bombing adversely affectsPakistans economy and law and ordersituation. Pakistan is naturally blessed
with this energy and thus inherits a hugepotential of wind energy. Pakistan hasmajor reserves of this wind energyresource in Sindh, Balochistan andNWFP. But with all these assets, we arein deep trouble because of the situationof law and order in these areas.

OLICY OF GOVERNMENT:Crisis of electricity is a symptom not a
disease. The disease is the crisis ofgovernment policy. Over the past 13years, there have been three powerpolicies by three different governments. The 1994 Power Policy byThe Benazir Government, the 1998Power Policy by
the Nawaz Governmentand the 2002Power Policyby the current regime.
