Agenda no.3 Government contribution in respect of New Pension Scheme for Ahmedabad Cantonment board

employees Ref. Gazette Notification No. F.No.1/3/2016-PR dated 31/01/2019.

It is brought to the notice of the Board that Ministry of Finance, Govt. of India vide referred gazette notification has increased Government contribution of Employees in respect of New Pension scheme from 10 % to 14% of Basic Pay plus DA of individual w.e.f. 01-04-2019. As New Pension scheme is applicable to Cantonment board employees, they are entitled for the same. The proposal will be submitted to Directorate, Defence Estates for approval.

In this connection all the necessary documents are placed for approval and decision by the

board.

It is brought to the notice of the board that board vide reference CBR deferred the maintenance work listed for sr. no. a) to f). Out of which Sr.no. a) &d) needs to be executed due to upcoming Sports meet in month of November'19 for which details are mentioned in the table

Public improvement works) subject to outcome of the discussion and approval from the President, Cantt. Board.

Agenda no. 06 To note the extension of Contract of Water supply pump house

It is informed that board approved the new contact vide CBR no 04 dated 31/05/2018 for Maintenance of water supply pump house. But to finalize the new contract it took 45 days. To continue the operation of water supply pump house, this office extended the old contract for 45 days. Board may note and approve the same.

Agenda no. 08 Dilapidated condition of the Overhead Water tank located at Sadar Bazar Ref: Report dated 09/09/2019 from the Engineering Branch.

It is brought to the notice of the board that vide reference Report, Engineering branch reported that Overhead Water tank structure has deteriorated and dangerous to keep it functional and it should be demolished immediately to avoid any accidents looking at the location of the proximity to the residents. It is further informed that it is required to switch from Overhead to Direct boosting and necessary infrastructure to be constructed in respect of the said work. Due to direct boosting, some areas may face low pressure and leakage due to old network condition.

Further the board is informed that this office initiated the tender process for "Repair/modification to Water supply Network for water distribution station of Ahmedabad Cantonment board" vide this office e-tender notice no ACB/EB/2019-20/10/01.

In this connection the reference report and tenderis placed before board for noting and

decision for further course of action.

Res.no.8 : Dilapidated condition of the Overhead Water tank located at Sadar Bazar CEO explained the condition of existing OHT and necessity arisen for demolition of existing

structure for avoiding any untoward incident endangering human life and pvt. / govt. property. CEO also explained that there is a requirement for carrying out associated works such as repairs/ modification/addition of water supply network for Water distribution, repairing of leakage lines after switching over to the direct water supply systems, dismantling and demolishing the existing overhead water tank located at Sadar Bazar, modification in existing tanker filling system including installation of submersible pump sets, purchase & installation of new pump sets for direct pumping systems, connected works etc. After a brief discussion Board considered and unanimously approved the demolition of over head tank which is in dilapidated condition and further authorized the CEO for execution and incurring necessary expenditure towards the demolition of existing over head tanks and carrying out associated works as explained by CEO and increase in scope of work which may arise as per site conditions in future inorder to avoid public hardship for ensuring continuous water supply to general public of Ahmedabad Cantt.

Agenda no. 09 Construction of Foot over bridge on BOT Basis.

It is brought to the notice of the board that during meeting of Station Commander cum President Cantt board with commissioner Ahmedabad Municipal Corporation held on dated 21/04/2017, it was decided that 02 nos of Foot over bridge should be constructed by Ahmedabad Municipal Corporation on Airport road. In this connection this office requested AMC to initiate further action in this regard vide this office letter no 1/EB/AMC-FOB/2018-19/213 dated 03/07/2018. AMC Authority invited e-tender for 02 nos of FOB on PPP Concept but their committee cancelled the work as the area is not under the jurisdiction of Ahmedabad Municipal Corporation. Elected members of the Cantonment board requested to construct the same through Cantonment board in order to avoid accidents of Civilians and Army personnel crossing Airport

road under the jurisdiction of Ahmedabad Cantonment board.

In view of above, this office invited e-tenders for "Construct the Foot over bridge on BOT basis on Airport road" vide tender id no 2019_DGDE_443655_1 but response of this tender notice no bids were received. Therefore, this office re-invited e-tender for the subject tender vide tender id no: no 2019_DGDE_443655_2 again no response was received for the same. Therefore, this office again re-invited e-tender for the subject tender vide tender id no: no 2019_DGDE_476915_1 & 2019_DGDE_476915_1 but no response was received for both time. Thus after calling for bids in total of 04 attempts no response was received. Therefore, this office revised the tender and decided on one location i.e. FOB Near Hanuman Temple crossing on Airport road. In this connection invited e-tender no 2019_DGDE_502697_1 and in response of this one bid was

Agenda no.10 Horticulture development and Housekeeping services

It is brought to the notice of the board that this office invited e-tender for disposal of Advertisement rights on Gantry near Daffnala and Airport circle and kiosks on Street light poles on airport road vide tender id 2019_DGDE_446339_1 but no bids were received, therefore this office reinvited the same through e-tender id no 2019_DGDE_446339_2 only one bids were received but the quoted rate was less than 50% of the estimated amount. Therefore, this office again re-invited the e-tender id no 2019_DGDE_446339_3 and in response to that 01 bids are received. Therefore, this office decided to modify the tender and floated the e-tender named "Horticulture development and maint on Airport road, housekeeping service for Cantt school Building, Comm hall, Cantt board pre-primary school, Cantt health centre and cantt reading hall against advt rights on Gantry and center verge on Airport road and invited the same vide e-tender id:

CEO also informed the Board about cost benefit analysis for this tender. After the brief discussion the Board unanimously approved the offer of the H1 bidder i.e. M/s.Samvit Buildcare Pvt. Ltd. @ Rs.1,44,113/- per annum as per terms and conditions of the tender documents for the subject work.

Agenda no. 11 Sports Meet for Southern Command 2019 to be organized in Ahmedabad Cantonment Ref: PDDE, SC Pune letter no 18877/Sports Meet/SC/2019/DE dated 01/10/2019

It is brought to the notice of the board that vide reference letter, PDDE, SC Pune proposed to hold the southern Command Sports meet 2019 in 2nd and 3rd Week of November at Ahmedabad Cantonment. This office is planning to hold the event at Cantonment board stadium and Rawley stadium. For organizing the event there is requirement to arrange the accommodation, Transportation, Catering, decoration, Photography/videography activities for successful hosting of event.

It is further informed that the expenditure in this event will be shared by the participating boards. Also, to improve the infrastructure of the school and stadium, works stated in the table below are required to be executed:

Board resolved to authorise the CEO for execution and incurring the necessary expenditure towards arrangement of accommodation, Transportation, Catering, decoration, Photography, videography, execution of required works for improvement of infrastructure of school and stadium as per works mentioned at the agenda side, etc. arise for hosting of event & successful conduct of Sports Meet. It is to brought to the notice of the Board that vide above referred letter cited at reference the elected members of Ahmedabad Cantonment Board have requested for taking action for cancellation of work order of contractual agencies and stop all the work taken by through contractual agencies and further they have desired that work be taken directly from all the temporary staff without agency to save expenditure 'incurred after the agency which is incurred by Ahmedabad Cantonment Board. Copy of this letter has been addressed to PCB and CEO and same is placed before Board information.

All relevant papers placed on table before Board for consideration and decision by the Board.

Res.no.12 : Letter from elected members reg. dis-engagement of all the contractual agencies hired by Ahmedabad Cantt. Board.

Elected Board members expressed their griefrances and sought that contractual manpower may be directly employed. They also asked for bonus to contractual employees. Elected members also requested President Cantt. Board to constitute] a committee to discuss their grievance under the chairmanship of nominated member Col.Harpreet Singh, Adm.Comdt. CEO Cantt. Board explained rule position in this regard and clarified that contractual man power will be engaged through man power agency only as these are directions of Govt. Payment of bonus is the responsibility of the contractor as per relevant Riles and Cantonment Board as per contract agreement does not have any role in this regard. Board also directed to float new tender and till the finalization of the tender directed CEO to extend existing contract. Board further directed office of CEO to inform the Board in next meeting about the progress made in this regard. President,

Agenda:13. Determination of leases situated in Notified Civil Area of Ahmedabad Cantonment

Board. a) Determination of lease of H.No.203 bearing GLR Sy.No.65/505-A.

It is brought to the notice of the Board that the lease of house no.203 bearing GLR Sy.No.65/505-A admeasuring area 360 sq.ft. is situated in notified Civil Area of Ahmedabad Cantonment. The subject lease of subject Sy.No. was expired on dated 31-03-1992 and in this connection, the matter was placed before the board and the board vide their CBR no.14(b) dated 13-03-2018 adjourned board meeting held on 15-03-2018 resolved to recommend renewal of the lease. There is an encroachment of 565 sq ft on adjoining land and unauthorized construction of 180 sq ft on the first floor. In this connection, this office forwarded the proposal for obtaining the sanction of renewal of lease vide letter no.1/EB/Lease/H.No.203/1► / dated 12th Dec 2018 to PDDE SC Pune. It is further informed that the office of the PDDE, SC Pune vide their letter no. 9918/DE/SC/UCB/Ah'bad/H.no.203 dated 20 Feb 2019, forwarded the proposal to DGDE New Delhi for obtaining decision on sub-division of site and unauthorized cons ruction which were not within the provisions of building by laws.

The office of the DGDE New Delhi vide letter no.718/289/LJDE/SC/2019 dated 30 July 2019 has forwarded their decision that " In view of unauthorized constructions , which are not within the Building By Laws of Ahmedabad Cantonment , the case be processed for determination of lease as per provision in the policy". In subject letter DGDE directed to CEO Ahmedabad for " Process the case for determination of lease due to breach of condition I (6) of the lease and legal action should also be taken for removal of unauthorized construction / encroachment under the provision of Cantonment Act 2006 / PPE act, 1971".

In this connection necessary documents are placed on the table for consideration and decision of the board for further course of action.

b) Determination of lease of H.No.534 bearing GLR Sy.No.65/590. It is brought to the notice of the Board that the lease of house no.534 bearing GLR

Sy.No.65/590 admeasuring area 810 sq.ft. is situated in notified Civil Area of Ahmedabad Cantonment. The subject lease of subject Sy.No. was expired on dated 31-06-1992 and in this connection, the matter was placed before the board and the board vide their CBR no.1(d) dated 06-12-2018 resolved to recommend renewal of the lease. There is an encroachment of 375 sq ft on adjoining land and unauthorized construction of 705 sq ft.. In this connection, this office forwarded the proposal for obtaining the sanction for renewal of lease. In this connection PDDE ,SC Pune letter no. 9918/DE/SCUCB/Ahmedabad/H.no.534 dated 18 Feb 2019. It is further informed that the office of the PDDE, SC Pune vide their letter no. 9918/DE/SC/L/CB/Ah'bad/H.no.203 dated 20 Feb 2019, forwarded the proposal to DGDE New

Delhi for obtaining decision.

The office of the DGDE New Delhi vide letter no.718/289/UDE/SC/2019 dated 30 July 2019 has forwarded their decision that " In view of unauthorized constructions , which are not within the Building By Laws of Ahmedabad Cantonment , the case be processed for determination of lease as per provision in the policy". In subject letter DGDE directed to CEO Ahmedabad for " Process the case for determination of lease due to breach of condition I (6) of the lease and legal action should also be taken for removal of unauthorized construction / encroachment under the provision of Cantonment Act 2006 / PPE act, 1971".


(c) Determination of lease of H.No.541 & 541-A bearing GLR Sy.No.65/597. It is brought to the notice of the Board that the lease of house no.541 & 541-A bearing GLR

Sy.No.65/597 admeasuring area 1056 sq.ft. is situated in notified Civil Area of Ahmedabad Cantonment. The subject lease of subject Sy.No. was expired on dated 31-03-1992 and in this connection, the matter was placed before the board and the board vide their CBR no.1(c) dated 26-12-2018 resolved to recommend renewal of the lease. There is an encroachment of 563 sq ft on adjoining land and unauthorized construction of 1056 sq ft. In this connection, this office forwarded the proposal for obtaining the sanction of renewal of lease vide letter no.1/EB/Lease/H.No.541 & 541-A/1/131 dated 27th Dec 2018 to PDDE SC Pune. It is further informed that the office of the PDDE, SC Pune vide their letter no. 9918/DE/SC/LJCB/Ah'bad/Sy. No.65/597 dated 27 March 2019, forwarded the proposal to DGDE New Delhi for obtaining decision on unauthorized construction which were not within the provisions of building by laws.

Sy.No.65/592 admeasuring area 810 sq.ft. is situated in notified Civil Area Of Ahmedabad Cantonment. The subject lease of expired on dated 30-06-1992 and in this connection, the matter was placed before the board and the board vide their CBR no.22(a) dated 07-08-2018 resolved to recommend renewal of the lease. There is an encroachment of 261 sq ft on adjoining land and unauthorized construction of 735 sq ft. In this connection, this office forwarded the proposal for obtaining the sanction of renewal of lease vide letter no.1/EB/Lease/H.No.536/17-

18/II dated 11th Dec 2018 to PDDE SC Pune. It is further informed that the office of the PDDE, SC Pune vide their letter no. 9918/DE/SC/L/CB/Ahmedabad/H.No.536 dated 18/02/2019, forwarded the proposal to DGDE New Delhi for obtaining decision on unauthorized construction which were not within the provisions of building by laws.

The office of the DGDE New Delhi vide letter no.718/287/L/DE/SC/2019 dated 29 July 2019 has forwarded their decision that " In view of unauthorized constructions , which are not within the Building By Laws of Ahmedabad Cantonment , the case be processed for determination of lease as per provision in the policy". In subject letter DEDE directed to CEO Ahmedabad for " Process the case for determination of lease due to breach of condition I (6) of the lease and legal action should also be taken for removal of unauthorized construction / encroachment under the provision of Cantonment Act 2006 / PPE act, 1971".

a) Determination of lease of H.No.203 bearing GLR Sy.No.65/505-A. CEO explained regarding agenda and existing policy. VP and EMs suggested for re-consideration of the case instead of de-termination of the lease. At this juncture CEO explained that as per land policy and prevailing building bye laws of Ahmedabad Cantt. Board case cannot be reconsidered. After a brief discussion the Board unanimously resolved to recommend for determination of lease of house no.203 bearing GLR sy.no.65/505-A and proposal in this regard be initiated with the competent authority for obtaining necessary sanction in this regard.

b) Determination of lease of H.No.534 bearing GLR Sy.No.65/590. CEO explained regarding agenda and existing policy. After a brief discussion the Board unanimously resolved to recommend for determination of lease of house no.534 bearing GLR sy.no.65/590 and proposal in this regard be initiated with the competent authority for obtaining necessary sanction in this regard.

Agenda no.14 Purchase of Garden equipments for sanitation branch of Ahmedabad Cantonment Board.

It is brought to the notice of the Board that this office invited quotations for Purchase of Garden equipments for sanitation branch of Ahmedabad Cantonment Board , vide this office letter no 1/ACB/SK/MISC/2019-20 dated 24-09-2019.

In response of this tender notice Three valid offers were received for subject work. The Is are as under:-

Board. Considered and approved the lowest rates quoted by L1 bidder i.e. M/s.New Kamlesh

Engineering works @ Rs.1,69,000/- including GST for the subject purchase. Board further resolved to authorise the CEO for incurring the necessary expenditure in this regard.

Agenda no.15 Purchase of PCC Benches

It is brought to the notice of the Board that the Honorable elected members requested for provision of additional 60 nos of PCC Benches to be placed in the various wards for public convenience. In this connection matter are placed before the board for decision by the board for the further course of actions. Approximate expenditure involved is Rs.2,50,000/- ( Rupees Two lacs fifty thousand )

Res.no.15 : Purchase of PCC Benches Considered and approved the requirement for additional purchase of 60 nos. of PCC

benches to be placed at various locations within Ahmedabad Cantt. Board further resolved to authorise the CEO for initiating the procedure ard incurring the necessary expenditure in this regard.

Agenda no.16 Sweet Distribution for the occasion of Diwali festival.

It is brought to the notice of the Board that local union informed that the Cantonment Board office on every Diwali festival distributes sweet amongst the employees of the Cantonment Board. They had requested the same procedure may be continued for upcoming Diwali festival. In this connection matter are placed before the board for decision by the board for the further course of

actions.

necessary expenditure in this regard.

Agenda no.17 Purchase of water Tanker

It is brought to the notice of the Board that the engineering branch of Ahmedabad Cantonment Board requested for provision of water tanker with pressure pump and accessories for public convenience. In this connection matter are placed before the board for decision by the board for the further course of actions.

Res.no.17 : Purchase of water Tanker CEO explained the Board regarding the necessity for purchase of water tanker. Vice

President requested the Board for purchase of 02 nos. of water tankers for public convenience and avoid hardship which may occur after demolition of existing over head tank. Board considered the request of Vice President and authorised the CEO for purchase of two nos. of water tankers and incur the necessary expenditure in this regard.

GENERAL DISCUSSIONS

1. Vice President and elected members conveyed a vote of thanks to Brig.A K Singh, SM, P.C.B. sir, Shri Dhiraj Sonaje, CEO and Shri Jayesh Patel, EIC for initiating the work of crematorium in public interest.

2. Vice President and elected members requested to installation of at lease 07 street light poles on crematorium road and ground for illumination during night hours to avoid public hardship in public interest. CEO assured to do the work as per site feasibility.

3. Vice President and elected members stated that the licence fees for Cantt. Board community Hall should be decreased for facilitating general public and for boosting up the slow down in booking frequency due to enhanced rates. CEO stated that the item shall be placed for discussion before the Board in ensuing meeting.

4. Mrs.Sirin Banu, EM informed that the tanker filling system outside the pump house is being misused by the nearby residents for washing their vehicles and therefore the outlet of the same should be taken inside the pump house premises to avoid misuse. EIC explained that modification has been proposed for avoiding such misuse by introducing switching system from inside the pump house.
