    advance copies of representations to Direc-

    torate -Reg.I am directed to say that it has been

    observed that there has been a tendency on thepart of several officials at various levels to by-pass the prescribed channels of submission ofrepresentations / petitions or to submit advancecopies of representations to Secretary (Posts)/Director General (Posts)/ Member (Personnel)/DDG (Personnel) / Director (Staff ) requestingfor promotion, pay fixation grant of MACP, trans-fer under Rule 38, posting to a particular station,expunction of adverse remarks , appointment tospecific position, etc. Even in such matters, where

    the Circles, are competent to decide the repre-sentations, the officials are sending representa-tions/ petitions or advance copy of representa-tions to Directorate . Mere perusal and / or pro-cessing of such letter consume significant timeat different levels in the Directorate.2. In this context, it is pointed out that Rule 115of the P&T Manual Vol. II states that any repre-sentation , which is not an appeal should bedesignated as a petiton . According to Rule 118-A. (1) of the said Volume, any petition or copythereof which is sent direct to the Director Gen-eral or to any subordinate authority, instead ofthrough the proper channel, will be filled, no no-tice of any kind being taken of it.3. Further , the CCS (Conduct) Rules, 1964clearly provide that whenever a Government ser-vant wishes to press a claim or seek redressalof a grivance in any matter connected with ser-vice rights or conditions, the representationsshould be forwarded through proper channel.4. In spite of adequate and clear instructionsregarding the manner in which the representa-tions / petitions or copies of representations arebeing submitted directly to higher authorities in

    violation of the said instructions.5. In view of the above , the Circles are requestedto bring the above position to the notice of theiremployees and advise them to refrain from send-ing advance copies of representations/ petitionsor copies of the representations to the authori-

    ties in the Directorate. Any such communica-tion not received through proper channel will befiled without taking notice of it. Administrative

    action may also be taken against officials forviolation of rules/ instructions on the subject.

    **********No. 141-26/2013-SPB-II Dated: 14-05-2013Inter Circle Temporary transfer policy guide-

    lines- Reg.

    I am directed to refer to Directorate'sletter No. 141-151/96-SPB-II dated 28th Octo-ber, 1996 on the subject cited above and to saythay the existing instructions issued by the Di-rectorate in respect of Inter-Circle temporarytransfer have been reviewed. In supersession ofexisting instructions issued by the Directorate,

    the following norms/ guidelines may be followedby the Circles for consideration of requests re-ceived from officials seeking inter-Circle tempo-rary transfer :-a) The Circles should not entertain inter- Circletransfer on temporary basis received from offi-cials in a routine manner. The requests of offi-cials who seek such transfer may consideredby the Circles in the first instance under Rule 38of Postal Volume IV and instructions issued bythe Directorate from time to time. If they are oth-erwise eligible . If the case is not being consid-ered under Rule 38, the reasons therefor may

    be recorded.b) Inter-Circle transfer on temporary basis of of-ficials referred to Directorate will be consideredwhere both the CPMsG of the Circles haveagreed to in really hard and deserving cases af-ter the genuineness of ground for such transferstated by the officials is established to the ut-most statisfaction of CPMG of parent Circle.C) Inter-Circle transfer on temporary basis is re-stricted to only those officials , who have com-pleted probation period , wherever applicable ,and in other cases on completion of two years

    of service in the grade.d) Grant of temporary transfer from one Circle toanother will be considered initially for a period ofsix month only. Extension thereon may be con-sidered by the Circles for further six months.e) In no case , temporary will be allowed to anofficial beyond two years in his/her entire ser-

    vice career.f) Requests of the officials for extension of tem-porary transfer should be forwarded by the Circle

    with due recommendation of both the Circles atleast two months in advance before expiry ofperiod of temporary transfer already granted bythe Directorate.g) Inter-Circle transfer on temporary basis fromone cadre to another cadre will be consideredby the Directorate. Circles should not forwardsuch requests to the Directorate.h) If the officials is promoted during the period oftemporary transfer, such officials should join inthe promoted post within a month, failling, which,he / she will be debarred for promotion for oneyear.

    f) Requests of temporary transfer and extensionthereon already granted to the officials by theDirectorate before issue of this letter will be regu-lated as per these new temporary transfer guide-lines.

    the Circles to fill up the posts in HSG-I in Post Offices and RM$ Offices by convening DepartmentalPromotion Committee (DPC) Meeting for, promoting HSG-ll officials in PO & RMS Offices as per theprovisions of existing Recruitment Rules.2. References have been received from some Circles seeking clarifications as to whether DPC meetingcan be convened for HSG.I posts in $BCO and CO/ RO cadre.3.Earlier, Directorate had never issued any instructions to the Circles that DPC meeting should not beheld for filling up HSG.I posts in SBCO and CO as per the provisions of existing Recruitment Rules ofthese cadres. The onus, therefore, lies on the Circles to hold DPC meetings regularly to fill up the posts

    No. 1/1/2008-IC Dated: 22-05-2013Grant of one increment in pre-revised pay scale - OM dated 19-03-2012 - Clarification regarding .

    The undersigned is directed to invite a reference to this Ministry Office Memorundum of even no.dated 19-03-2012 which provides that those Central Government employees who were due to get theirannual increment between February, to J une during 2006 , may be granted one increment as on 1-1-

    2006 in the pre-revised pay scale as a onetime and thereafter, will get the next increment in the revisedpay structure on 1-7-2006.2. As per this Ministry OM No. F.No. 1/1/2008-IC dated 30 August, 2008 fitment tables have been pre-scribed in Annexure -I thereto specifying the stages of revised pay in the revised pay band with referenceto each stage of pre-revised pay in various pre-revised pay scales. As per the fitment tables the stage ofrevised pay in the pay band has been mentioned at the same stage in respect of two consecutive pre-revised stage of pay in cases of certain pre-revised scale.3. This Ministry has been receiving references as to whether in cases where the fitment table provides forthe same revised stage in case of two onsecutive pre-revised stages in a particular pre-revised scale ofpay the benefit of bunching is admissible after grant of one increment in the pre-revised pay scale byvirtue of this Minsitry OM dated 19-3-2012.4. The matter has been considered and it is clarified that Fitment table contained in the aforesaid OMdated 30-08-2008 is to be strictly followed for fixation of pay in the revised structure without any deviation.5. In cases where the stages of fixation of pay in the revised pay band as per fitment table contained in the

    aforesaid OM dated 30-08-2008 provides for the same revised statge in the pay Band with reference totwo consecutive stages of pre-revised pay in the corresponding pre-revised scales, then in such casesfue to application of this Ministry OM dated 19-03-2012 , there will be no change in the revised pay as on1-1-2006, if the revised stage with reference to the pre-revised pay after accounting for one increment inthe pre-revised scale does not undergo any change as per the Fitment Table. It is also clarified that nofurther bunching will be allowed in such cases and no re-fixation of pay will be admissible in the revisedpay as on 1-1-2006.

    It is good that the Department of Postshas undertaken large programme of computeriza-tion & Modernization , under which hardware's arebeing purchased on large scale & software's arealso being prepared / updated and installed.Sanchay post software of your department hasbeen prepared in house by your experts. However,I notice following irregularities in functioning ofsoftware:-1. Preparing of software was given to one date Net

    corpn. having no experience in this field. No tenderformality was followed . Foftware was prepared forone sub Post offfice, but implemented in thou-sands of HPOs , SOs without permission from MSData Net corpn.2. This was open ended software it do not haveany provision for data security . It do not contan anystored preocedure for data security purpose .Therefore data can be changed locally by operatoron his own.3. Data security is managed by password . There-fore no one has control over data Control over ac-cess to data was therefore left to local operatorwho is free to make any changes in order to com-

    mit frauds. Many operator have done this.4. Opertor's limit is not defined, he is free to with-draw any account at his choice without knowledgeof his supervisor.5. Neither validation of Sanchay Post Software hasbeen doen nor software has been tested, nor itstrial run was carried out by Deptt. before launchingsoftware in order to ensure that it is foolproof soft-ware.6. Mr. A.K. Nagpal, ADO % DA (P) Ahmedabad hadraised serious concerns in the years 1998, 1999& 2000 but those concerns have never addressed.

    As a result of above problems dozens offrauds have taken place in the country. An innocent

    official who has no role played in preparation offaulity Software are being booked by the Deptt. Noaction has been taken aginst those who pre-pared Software.

    It is a time for Hon'ble MOC to pay moreattention in functioning of deptt. to review the situa-tion to remove defects stated above.2.

    TECHNOLOGY ( DR. (SMT.) KILLI KRUPARANI)(a) yes, Madam(b) The details of abolition of posts are placedat Annexure-I. The reasons for abolition of postswere in accordance with Departmentof Person-nel & Training OM No. 2/8/2001-PIC dated 16-5-2001 vide which the Scheme of Optimzation forAnnual Direct Recruitment Plan was launched. Asper this Scheme, the direct recruitment was to belimited to 1/3rd of the direct recruitment vacanciesarising in a year subject to a further ceiling that itdoes not exceed 1% of the total sanctined strengthof the Department. The remaining direct recritmentposts were required to be abolished.

    (c) Manpower requirement and regular recruit-ment is an ongoing process in the Government .Shortage of staff in the Department and in thepost offices in various cadres arised manily dueto promotion, retirement death leave or transfer.(d) Does not arise in view of (c) above(e) Vacancies in the Department are filled up bypromotion or by direct recruitment as per extantprocedure regularly.

    The Department of Posts, on Thursday,submitted an application before the Reserve Bankof India (RBI) for a licence to offer full-fledgedbanking services.

    We have approached the RBI today[Thursday], and hopefully having met all the con-ditions of RBI, an in-principle approval might begiven. If it is given, I think, it will be a revolution-

    ary step because it will bring banking, subjectto Cabinet approval, to the doorstep of the ordi-nary man in this country, Telecom and IT Minis-ter Kapil Sibal told PTI.

    The RBI is in the process of grantingfresh banking licences and has set J uly 1 as thedeadline for applying.

    The Department of Posts has plans tostart 50 bank branches in the first year and scaleit to a total of 150 branched in five years.

    The Department of Posts has startedinter-ministerial consultations for seeking Cabi-net approval on around Rs.1,900 crore fund re-

    quirement to start Post Banks. The total amountincludes Rs.500 crore paid-up capital requiredunder new banking licence guidelines. PTI

    SERVICE FROM JULY 19.The department of post is set to

    launch a revamped parcel service, withquick delivery period, better packaging andsecurity features from J uly 19.

    The new product would be launched

    in 20 cities across India, including Lucknowand Agra in the Uttar Pradesh circle. Witha centralised delivery system in place, theparcel service would cut down parcel de-liveries by at least two days, postal head-quarters UP circle director Vivek Kumar

    Trivandrum (Thiruvananthapuram). The mainfeatures of this service include.(i) First Category: Airport. Customer todeposit the consignment at the postal facilityavailable at the airport premises at LogisticsPost Air Booking Centre, Palam TMO, New Delhi 110037 and the delivery will be effected to thecustomer at the post office facility at the desti-

    nation airport.(ii) Second Category: City to City (onpayment of additional charges). On payment ofCity to City charges, the consignment will bebooked at Logistics Post Air Booking Centre,RMS Bhawan, Delhi - 110006 and the deliverywill be effected at the Logistics Post DeliveryCentres in the Destination city. (Minimum addi-tional charges Rs 50 per consignment @ Rs. 1/- kg).(iii) Third Category: Door to Door (onpayment of additional charges). Pick up fromthe premises or delivery at the permises of theconsignment (Minimum additional charges Rs.100 per consignment @ Rs. 2/- per kg). Chargesshall be as per volumvetric weight rates to befollowed in accordance with IATA standards(6000 cubic cm =1 kg for the purpose).     ation for improving services.In Lucknow, the new parcel services

    would be made available at prominent post of-fices, including General Post office (GPO),Chowk, New Hydrabad, Gomti Nagar, NiralaNagar, Mahanagar, Aliganj, Indira Nagar, SGPGI,IIM, LDA colony, Aminabad, Alambagh andRajajipuram. The facility would be available forboth retail and bulk customers in ordinary and

    express forms.

    Senior officials at the postal department

    said the new system, which was an India Post

    initiative, would scrap at least two processesinvolved in the route of booking to delivery, thatwould help cut down on the delivery time. As ofnow, after the booking at the post offices, theparcel is sent to the Railway Mail Service (RMS)office of the source station, where it is processedand directed to the RMS of the destination sta-tion. Thereafter it is sent to the concerned postoffice and dispatched for delivery.Officials explained that as in the new system,the processing time at the RMS centres couldbe saved it would save at least two days in case

    of distant parcel deliveries.

    PA/SA DIRECT RECRUITMENTRESULT

    It is informed that the circle wise finalresult of PA/SA direct recruitment exam will beannounced during the period from 1st August to30th September 2013. Valuation of exam papersalready over and Hall permit for computer testwill be issued shortly. It is proposed to have onlinecomputer test for the selected candidates. About14 lakhs candidates appeared in the exam forPA for the vacancies around 5100.

    cess to introduce medical facilities to the GraminDak Sevaks on the lines of Rashtriya Swastha

    Bhima Yojana formulated by Ministry of Labourand Employment.

    This scheme is likely to be introduced

    shortly after its active examination by IntegratedFinance Wing and subject to the approval of theMinistry of Finance, Department of Expenditureat the cost of Rs.7.29 crores from Govt. side.

    A Nodal Officer in the Circle of the rankof DPS will hold the responsibility to implementthe scheme.

    In all the Circles, the details of regu-larly engaged GDS completing one year's ser-vice as on 01-05-2013 and the details of theirfamily members (4) (beneficiaries) are to be col-lected in each division & the data has to be keptfor district-wise.

    It is proposed to collect the data fromthe regularly engaged each GDS in Annexure -IV by 15-06-2013. And the required district wisedata as on 01-05-2013 will reach Directorate by30th J une 2013.

    Merger of 19 Postal Dispensaries pres-

    ently functioning in 12 CGHS covered

    cities with CGHS.In pursuance of the decision taken by

    the Government on recommendations of SixthPay Commission, the following 19 (nineteen)Postal Dispensaries presently functioning in 12(twelve) CGHS covered cities i.e., Ahmadabad(3) Bhopal (1), Bhubaneswar (1), Dehradun (1d),Guwahati (2), J aipur (2) Jammu (1) J abalpur (1)Lucknow (3) , Pune (2) Ranchi (1d) and Shilong

    (1) are hereby merged with the Central Govt.Health Scheme (CGHS).2. All serving employees and pensioners of De-partment of Posts (DoP) and Department of

    Telecom (DoT) who are residing / settled in theabove 12 cities and are beneficiaries of the 19Postal Dispensaries shall now be covered un-der CGHS and the Postal Dispensaries shallbe rechristened as CGHS Wellness Centres.CGHS membership to the pensioners will beconfined to those who are residing / settled ilnthese 12 cities only.3. In so far as the existing facilities and man-power in posistion in these 19 Postal Dispen-saries are concerned , the merger shall be ef-fective as per the following terms and conditions:-(A) All serving employees and pensioners ofDepartment of Post (DoP) and Department of

    Telecom (DoT) shall have to abide by the CGHSrules and guidelines to become a member ofthe Scheme. They shall have to pay the requi-site contribution as per the prevailing rates pre-scribed by the Ministry of Health and FamilyWelfare /CGHS. DoP and DoT will take neces-sary action to inform their employees and pen-

    sioners in this regard.(B) All existing facilities and infrastructure likebuildings, furniture and fixtues, exqupments etc.will be taken over by CGHS on as is where isbasis. The Department of post shall handoverthe possession of the Postal Dispensariesaccomodation to the Department of Health and

    Family Welfare / CGHS at a token rent of Rs. 1/- per annum. In the case of rented accommoda-tions, CGHS will pay the rent from the date oftaking over of the dispensaries.(C) All doctors of GDMO sub-cadre of CHS work-ing in the above 19 dispensaries will be taken onroll of CGHS and they shall be placed under theadministrative control of Department of Healthand Family Welfare /CGHS for all purposes.(D) All employees ( technical/ non -technicalstaff) along with the wrok allocated and poststhey are currently holding in these 19 PostalDispensaries shall be taken over by CGHS. Their

    seniority and other condition of service in CGHSshall be governed by the relevant instructionsand guidelines issued by DoPT from time to time.(E) All expenditure relating to these dispensa-ries including medicines, hospitalisation andother reimbursable expenses ( of pensioners),salaries and other allowances to the Postal dis-pensary employees as a result of merger ofthese despensaries shall be borne by CGHS fromits own resources.(F) Local Committee shall be constituted in therespective cities with representatives from bothCGHS and Postal dispensaries to resolve all

    staffing and other local issues arising on accountof the merger in consultation with nodal Minis-tries.4. These orders shall be effective from 1st Au-gust, 2013.5. This issues with the concurrence of Ministryof Finance , Department of Expenditure's videI.D. No. 18(3) /E.V/2008 dated 06-03-2013.
