Innavik Hydroelectric Project

Public Hearings of the Kativik Environmental Quality Commission (KEQC)

March 11 and 12, 2019, Inukjuak

COMPLEMENTARY INFORMATION

• JOBS

GENERAL

In the context of the partnership agreements signed between Pituvik Landholding Corporation and Innergex Renewable Energy, a clause was agreed upon that aims to maximize employment and business opportunities for Inuit Beneficiaries.

This clause reads as follows:

ARTICLE 17 ECONOMIC BENEFITS TO MEMBERS OF THE INUIT 17.1 Contracting Opportunities. The Partnership and each of the Partners agree that the consultants, contractors, sub-contractors and advisors to be contracted for or in connection with the Project or any works within the Project Site, shall be selected by the Manager, on a competitive basis, from qualified Persons, with a preference given to Inuit Beneficiaries in general, and more specifically to Inuit Beneficiaries affiliated to the community of Inukjuak.

In other words, Pituvik-Innergex considers that the best approach to adopt is to hire as many Inuit workers as possible, as opposed to establishing a specific target percentage.

This approach has the advantage of allowing any Inukjuak-based Inuit Beneficiary who is qualified or who obtains the necessary qualifications to work on the project.

CONSTRUCTION

As for the construction contract to be signed with the contractor, CRT Construction, a clause similar to the one presented above will be included.

In terms of the labour force, any individual interested in working and who has the required qualifications for a given position will be hired in the following order of priority:

• Inuit Beneficiary from Inukjuak • Inuit Beneficiary from Nunavik • Individual from anywhere else in Quebec

CRT Construction has already developed a plan to maximize the hiring of Inuit workers for the Innavik project and is already in contact with the main organizations working in this sector.

This plan details the positions to be filled throughout the 4-year construction phase.

We encourage the commissioners of the KEQC to familiarize themselves with Appendix 2 of the document Meeting minutes Coordination meeting for employment.

OPERATIONS

During the operation phase scheduled to begin in late 2022, two direct local jobs will be created for the operational activities of the Innavik facility.

In this regard, Pituvik-Innergex plans to target well in advance the Inukjuak-based Inuit Beneficiaries who are potentially interested and who have the basic qualifications to fill these positions.

Complementary training needs will be identified and measures will be implemented to fill any qualification gaps, as the case may be.

Furthermore, Pituvik-Innergex intends to offer potential candidates internship opportunities at one of Innergex’s hydroelectric facilities currently operating in the South so that they may gain a better understanding of the work of an operator.

SPACE HEATING SYSTEM CONVERSION PROGRAM

Between 2020 and 2022, conversion to dual-energy space heating systems will be carried out at approximately 465 residential units under the management of the Kativik Municipal Housing Bureau (KMHB).

Additionally, in the years following commissioning of the Innavik facility, the same 465 housing units will switch to 100% electric water heating systems.

Subsequently, maintenance work will be carried out on these heating systems on a yearly basis.

A working committee on the conversion program will be established in Spring 2019. The said committee will be made up of Pituvik-Innergex, Hydro-Québec Distribution, Société d’habitation du Québec, the Kativik Municipal Housing Bureau and Transition énergétique Québec.

The roles and responsibilities of each party will be discussed and agreed upon. In any case, KMHB will most certainly play a key role in the planning, implementation and follow-up of the conversion program.

In this regard, Pituvik-Innergex will offer KMHB to implement measures that also aim to maximize the hiring of Inuit workers, similar to what will be done for construction of the Innavik hydroelectric plant.

OTHER OPPORTUNITIES

In addition to the aforementioned employment opportunities, a number of other jobs will be created in relation to and thanks to the Innavik Hydroelectric Project, e.g.:

• Raising the Hydro-Québec distribution network from 4 to 25 kV. • Construction of Hydro-Québec’s new backup thermal power plant. • Construction of the new substation. • Construction and operation of new projects such as a vegetable greenhouse. • Additional conversion of heating systems in the private residential sector and

possibly in the institutional and commercial sectors. • Maintenance of the access road to the Innavik facility. • Etc.

• MERCURY MONITORING

It is planned to implement a monitoring program to track any potential changes in mercury levels found in fish tissue. This program will be implemented prior to the start of construction (in order to establish the baseline situation) and will extend over a period of 15 years after plant commissioning (in order to document project impacts). Analysis results will be communicated to the Inukjuak community.

Discussions have been held with representatives of the Nunavik Regional Board of Health and Social Services (Department of Public Health) and the latter would like to see the Nunavik Nutrition and Health Committee (NNHC) validate the content of information to be shared with the community since it is the NNHC that makes recommendations to the population regarding maximum consumption limits of traditional foods containing mercury.

• ECONOMIC DEVELOPMENT

Pituvik plans to reinvest the revenues generated by Innavik hydroelectric project. Consultations will be held within the community to determine the specifics. However, there is a plan to invest in three main predetermined areas:

1. Social programs and/or economy Come up with programs or support local organizations who provide community programs dealing with community issues. Example: the Unaaq Men's Association, a not-for-profit organization that provides workshops and training for young men and connects them with elders to provide life skills through traditional

knowledge. In this aspect it will provide financial support to local projects with similar social initiatives. 2. Economic development projects Come up with a program to stimulate the local economy, job creation and small business growth. 3. Education Support capacity-building initiatives, skills enhancement.

• Exchanges and Discussions

Partnership

The mayor questions the fact that the partnership with Innergex is 50-50. It should be noted that we are meeting with the new mayor for the first time. Could Pituvik’s participation have been higher?

Eric Atagotaaluk presents the history of the project and explains that Pituvik has neither the experience nor the financial resources to develop this project. This is why Pituvik teamed up with Innergex. In 40 years, Pituvik will have the option to take complete control of the project. Hydro-Québec is not a partner in the project; rather, it purchases the electricity generated by the project.

Roles

Kativik Regional Government (KRG) is present at the request of the Northern Village of Inukjuak (NVI) and is providing technical support and expertise. However, Aubrey Desroches points out that KRG’s primary role is to make recommendations when requested to do so by NVI.

In answers provided to questions raised by MELCC, the Developer replied that Makivik Corporation would be involved in developing the Emergency Action Plan and the Water Quality Monitoring Plan. Aubrey Desroches asks why, as these issues are not within Makivik’s jurisdiction. Jeanne Gaudreault replies that Makivik might be entrusted with the task of analyzing water samples through the Nunavik Research Centre in Kuujjuak.

Evolution of Water Quality

Aubrey Desroches explains the water quality control procedure:

The frequency of flights is insufficient to allow weekly samples to be sent to an accredited lab in southern Quebec within the required 48-hour time limit. Weekly tests are thus carried out by Timothy Naluktuk directly at the water plant.

To ensure the reliability of samples and tests conducted at the treatment plant, validations are performed according to an annual schedule.

Once a month, samples are sent to the hospital in Kuujjuak. Timothy Naluktuk’s analyses are sometimes verified using control samples and parallel control tests (relics and double analyses). Water is pumped round the clock (24/7). When NVI’s reservoirs are full, excess water is returned to the river (untreated). Water reserves are maintained in the event of a fire (fire reserve). Shaomik Inukpuk can provide at a later time information on the reservoir capacity of NVI’s water plant as well as on the fire reserve. Aubrey should be included in cc in the exchanges.

Emergency Action Plan

Aubrey Desroches states: “It is critical that an Emergency Action Plan be implemented that clearly identifies the what, when, how and who in the event of an incident. This plan should take into consideration incidents – even those considered to be unlikely – by having a Plan A, a Plan B and even a Plan C to respond to any eventuality. Proposed measures should take into account the potential duration of the disturbance, the availability of trucks and drivers, and the amount of water required to supply the village during this period. It is also possible to implement the Emergency Action Plan by running simulations.”

Temporary Water Intake

It is mentioned that an alternative, temporary water intake is being considered as an option in the event there is a degradation in the quality of NVI’s drinking water. Aubrey Desroches mentions that water cannot be drawn from a given source (e.g. a lake) unless a characterization is performed. Such characterization requires at least 4 samplings a year, namely in spring, summer, fall and winter. This is because in a lake, water quality shows seasonal variation. Compared to a lake, water quality in a river is superior due to the water residence time (renewal).

In the event that the temporary water intake were to be moved farther up the Inukjuak River, KRG would not require water quality characterization. KRG would assume that the water quality is at least as good as it is downstream, i.e. at the location of the current water intake.

It is recommended to carry out water quality characterization of Lake Tasiq Tullipaaq as soon as possible (within the next few weeks). KRG (Aubrey Desroches) could assist with sampling and analysis (after validation and authorization by NVI).

The mayor wishes for a permanent water intake to be installed, ideally upstream of the project. The Northern Village does not have the resources to develop or install a new permanent water intake. It is the community’s desire that this work be carried out by the Developer. CRT and the Developer reply that it is unlikely that the permanent water intake will be relocated. Doing so would represent significant costs and the feasibility of installing over 15 km of conduits to channel water from upstream (Lake Qattaakkuluup Tasinga) to the village is debatable, especially since the risk of water contamination during the construction and operation phases is low.

The location selected for a temporary water intake must be accepted by both the Developer and NVI.

Social Acceptability

Paul Parsons: “You had 83% support in 2010. What about now? Does the population still support the project? Eric replies that since the survey, there have been no indications to suggest that the population is opposed to the project. An Open House event was held in June 2017 and Pituvik is keeping the population informed on how the project is evolving.”

Sediment

The mayor explains that currently, the Inukjuak River carries very fine sand to the mouth of the river, which settles and accumulates on the banks or forms shoals.

Alain Labonté indicates that it would be feasible to install a “silt curtain” around the water intake to prevent sediment from accumulating around the said water intake. The mayor appears to be interested in this possibility.

The Follow-up and Cooperation Committee will be established to discuss problems during construction and keep everyone informed. During construction, there will be critical periods when there is a greater risk of putting sediment into suspension (shoreline work, blasting, impoundment). The population and elected officials will be notified through the Follow-up and Cooperation Committee.

Hydrocarbons

Alain Labonté explains that water contamination due to hydrocarbons is highly unlikely. Excavators will use vegetable-based oil (“Green Oil” brand). Refuelling will be carried out away from aquatic areas (at least 30 m). Overflow basins will be installed underneath the fuel tanks. During the construction phase, any spillages will involve small quantities.

Workers’ Camp

Waste from CRT’s workers’ camp will be managed in different manners. Anything recoverable and recyclable will be sorted and shipped back South by boat. Some waste will be incinerated directly at the camp site. It should not be planned to use the municipal site, as it is already full.

CRT will require drinking water for its work camp: approximately 10,000 litres per day (according to Alain Labonté, roughly 200 litres/person/day).

Borrow Pits

KRG questions CRT on the borrow pits and material needs. Alain Labonté answers that a portion of the material available in Inukjuak will first be used for road upgrades. The borrow pits indicated on the project map will essentially be used for concrete making.

Bridge

The bridge will have a capacity of 75 tonnes; it will be installed in 2020.

TEMPORARY WATER DISTRIBUTION IN EVENT OF RIVER CONTAMINATION: PUMPING IN THE RIVER COULD BE SUSPENDED AND THE WELL COULD BE FILLED BY TRUCKING WATER TO THE PUMPING STATION. THE REST OF THE TRANSPORT, TREATMENT AND DISTRIBUTION NETWORK WOULD NOT BE AFFECTED.

There are two treatments in the facility: UV lamp and chlorine. Water is chlorinated a second time when filling the distribution trucks.

As just discussed, here are some details on the storage capacity at the Inukjuak water plant:

3 x tanks 20 000 Imp. Gal. (90.9 m3) each = total cap. 272.8 m3

Here are some consumption data from 2016 (last pop. census):

This match Timothy observation that one tank doesn’t supply the community for one regular day. If everyone is advised, as in a case of emergency, they might be able to use one tank per day (91 m3). We need to validate what is the fire reserve for Inukjuak with public security.

Please have the fire reserve minimum requirement. It will be necessary to evaluate the minimum required time to start to do delivery the raw water to the pumping station.

The exact location/access (Lake Tasiq Tullipaaq) will need to be confirmed at summer time but I think we could use the following coordinates to start the exercise. 2. Confirmation for the minimum of water supply per day is 100 m³. Let’s start with 150 m3. The fire reserve might have an important impact on the water

reserve management.

3. Emergency fire water reserve minimum requirement. It will be necessary to evaluate the minimum required time to start to do delivery of the raw water from the point to pumping station. I will contact Craig Lingard [email protected] shortly to clarify this.

More questions might come later during the plan redaction.

• Exchanges and Discussions

Dave McMullen (KI) enquires about the targeted ratio for hiring local labour. Alain Labonté mentions that experience in similar projects indicates a ratio of 10%.

KI wishes for the Innavik project to be an opportunity for the local workforce to gain experience and that such experience not be restricted to supporting roles where there are few opportunities to learn (e.g. signalman). All the more so since local labour is overall less costly than labour from the South. Inukjuak-based workers will live in their own homes and not in the workers’ camp.

One of the first steps is for CRT to identify project needs and the skills that are being sought. This way, KI can adapt its training programs to train the workers that will be needed over the next twelve months. KRG and KI will inform their workers of the upcoming project and available opportunities. This will allow them to notify workers and assess their level of interest. Many workers come from mines located in the province’s Nord-du-Québec region. Given the proximity, some of them might be interested in the project over the next several years.

CRT is open to accommodating workers from other Northern Villages (NV) throughout Nunavik. As has been said since the beginning, when assessing candidates with equal skill sets, priority will be given to workers from Inukjuak and other Nunavik villages. The latter will live in the camp together with other workers from outside Inukjuak. Andy Moorhouse (Pituvik) clarifies the Developer’s intentions:

1. Hire workers from Inukjuak;

2. Hire Inuit workers from other communities;

3. Hire workers from elsewhere in Quebec.

CRT specifies that there are key positions that will be filled by CRT employees. This is part of the CRT experience.

It will be possible to accommodate the schedules of Inukjuak-based workers so that they can also perform other activities. The formula remains to be determined. A 10/4-type rotation could potentially be popular, even if it does not seem to be widely practised in Nunavik. Other workers (from the South or from other communities) will live in the camp and will likely have a 21/7-type schedule.

CRT plans to provide training in order to educate workers on the customs and traditions of Inuit communities, especially those of Inukjuak (lifestyle, cultural exchange). This training will aim to facilitate the integration of workers from different backgrounds. With its Sanajiit program, KRG already offers this type of training. CRT could use this as a basis for its own program.

CRT is open to training some workers by pairing them up with a teacher or mentor. For example, truck drivers will undergo a trial period of a certain duration. The teacher will assess the worker’s ability to drive alone. Evidently, this does not apply to transporting components such as turbines, in which case experienced drivers will be required.

CRT requests that a local representative be identified, notably to accompany CRT at interviews. This would enhance the transparency of the worker selection process and improve communication between local workers. Rather than contacting each worker individually, it is preferable to go through each community’s Local Employment Centre, which knows how to get in touch with its workers.

There exists a Class 3 “Territorial” driving licence, which requires the same training as for the provincial licence with the exception of highway driving, as there are no highways in Nunavik.

The Sanajiit program is managed by KRG in order to train Inuit construction workers, apprentices and journeymen. It comprises 3 main components:

2. Worker registry

3. Employment

Pascal Anctil (KRG) indicates that he receives reports from the Quebec Construction Commission (CCQ) regarding registered Inuit workers. He therefore has lists of workers from each of the communities, as well as their experience (number of hours) and area of specialization. Some of them remain apprentices despite the fact that they accumulate many hours of experience, as they never pass the tests to become a “journeyman”, notably due to the language barrier.

KRG’s involvement in the recruitment of Inuit workers registered with the CCQ consists of verifying their origin (community), language skills and training. There are currently 80 CCQ-registered workers that have worked in the past 3 years and that are in western communities (Hudson Coast), including 21 from Inukjuak (19 of whom are carpenters or joiners).

There will also be other Inuit workers not registered with CCQ who will be available and interested. CCQ may recognize the experience of non-registered workers, e.g. workers at the municipal level. There is an issue to convince CCQ to adapt training to Inuit workers and in accordance with CRT’s needs, as this is outside the scope of the training fund. Sylvain Roy (CRT) initiated discussions to this effect with CCQ.

Training for non-Inuit workers could possibly be provided by KI.

Reminder of next steps:

o Identify needs and skills (Appendix 2 of document transmitted to KRG and KI on February 21, 2019; response pending from the aforementioned organizations regarding the availability of Inuit labour and recommendations for orientation of workers from the South).

o Develop suitable training programs as a function of CRT’s needs and schedule longer trainings to begin as soon as possible so that workers are ready in time;

o Identify potential workers and promote the project to gauge their interest and allow them to anticipate opportunities.

Note: KI invites CRT to attend the Nunavimmiut Futures Fair, which takes place in various communities throughout Nunavik. This event will be held in Inukjuak on March 18 and 19, 2019.

Nunavimmi Pigiursavik Centre

In the afternoon, all attendees went to the Nunavimmi Pigiursavik Vocational and Technical Training Centre for a visit of the premises with the school’s principal, Stéphane Bastien. The only one of its kind in Nunavik, this centre hosts young trainees from communities throughout the region. Generally, enrolment consists of 10% from Inukjuak and 90% from other communities. Currently, it is 50-50. Training is notably offered for the following trades:

o Carpentry/joinery

o Electricity

o Plumbing and heating

o Cooking

o Operation of construction machinery (with simulators)

o Mechanical

o Clerical

Headpond will be small (1.2 km2) and shallow (minimal flooding).

River will continue to flow downstream like it does now.

Water quality (drinking and aquatic animals).

Fish and fish habitat.

Caribou and other wildlife.

Cultural heritage - Archaeology (survey 2009 by Avataq Inst.).

A peregrine falcon survey was conducted in August 2017.

A plant survey and a wetland survey was conducted in August 2016.

No threatened or vulnerable plant species or plant species likely to be so designated

(TVPSL) were identified.

COMMITEE

A Commitee will be put in place to communicate and exchange on all aspects of the construction and impacts of the project;

Members of diverse groups of the community of Inujuak will siton the Commitee along with representatives of the developperand contractor;

The Commitee will ensure that there is a constant flow of communication between the community and the promotor and that any problem that arise from the project will be dealt withefficiently.

Participation in the conversion programs (electrical and dual energy);

An innovative project never before seen in the history of Nunavik in

terms of reducing dependence to fossil fuels;

Development of a local, clean and renewable energy system

developed and controlled by the Inuit community of Inukjuak;

Fits with Inukjuak’s energy policy and other government policies

(renewable energy, reduction of our dependency on fossil fuels,

electrification, Inuit entrepreneurship and governance, public health,

development of skills, job creation, etc.);

Gives the opportunity to the Inuit of Inukjuak to reach a historic

agreement with the Government of Québec.
