The message of MOLDAC Director Per aspera ad astra. Lucius Annaeus Seneca
During 2017, MOLDAC activity was focussed on preparation for Peer-evaluation of MOLDAC by
European Accreditation Cooperation Team (EA), which took place on 15-25 of February, 2017, as
well as on carrying out the necessary actions from findings raised by EA team, in order to obtain the
recognition of National Accreditation Center MOLDAC by European Accreditation Cooperation.
Following this evaluation, which was carried out based on clear evaluation procedures and criteria,
established by European and international organisations for accreditation (EA/ ILAC/ IAF), was
demonstrated MOLDACs conformity with ISO/IEC 17011 requirements, as well as with requirements
of Regulation (CE) 765/2008, of Law no.235/2011 and of applicable EA, ILAC, IAF documents.
Finally, at 5th
of October 2017, during the 38th
meeting on Multilateral Agreement Council of
European Accreditation Cooperation (EA MAC), was decided that National Accreditation Center
MOLDAC becomes a signatory of EA Bilateral Agreement (EA BLA).
Therewith, at 11th
of October 2017, based on European recognition, MOLDAC obtained international
recognition, by signing the ILAC Mutual Recognition Arrangement (ILAC-MRA) with International
Laboratory Accreditation Cooperation (ILAC).
MOLDACs activity for 2017 will remain a historical one, quite difficult, but in the same time fruitful
in events, beneficial both for MOLDACs activity, as well as for the entire quality infrastructure of
Republic of Moldova.

2. Accreditation Council
According to Law no.235/2011, Accreditation Council, which acts in the base of Regulation on
Organization and Function of Accreditation Council, code Reg-05, with permanent and independent
character, formed within National Accreditation Center MODLAC. In the same time, the Council, as a
consultative body, has the role of protecting MOLDACs impartiality, as a third part, by examining and
submitting proposals regarding accreditation policies and rules.
Accreditation Council is composed of 11 members, which assure efficient and balanced participation
of all interested parties, directly or indirectly interested in accreditation activity, being represented by
following interested parties:
1. Regulators, interested in accreditation and conformity assessment development;
2. Accredited Conformity Assessment Bodies;
3. Beneficiaries from conformity assessment activities;
4. Consumers.
Accreditation Council’s decisions are referral. When decisions are taken, all interested parties are
represented equally, by fair vote. All logistics of Accreditation Council’s meeting are ensured by
MOLDAC.
The Accreditation Council’s activity takes place during sessions, which are organized at least twice a
year, or whenever it is necessary. Sessions are convened by MOLDAC, as well as whenever there is a
request from at least three Accreditation Council’s members. In 2017, there were 4 sessions of
Accreditation council, during which were discussed different subjects, including actions resulted from
MOLDACs peer evaluation.

MOLDAC is ensured with access to necessary technical expertise, directly involved in accreditation
activities, through Technical Committees, which has as members representatives from at least
following interested parties:
Regulators,
Representatives from universities and science area,
Accredited CABs,
Beneficiaries from conformity assessment activities (the Chamber of Commerce and Industry,
Associations of Producers, Non-governmental organisations, etc.),
Consumers,
Heads of Accreditation Direction of Laboratories and Accreditation Direction of Inspection and
Certification Bodies.

Within MOLDAC were created following Technical Committees:
- Laboratory Committee – for technical aspects regarding testing, calibration, medical testing,
metrological verification and non-destructive testing laboratories,
- Certification and Inspection committee – for technical aspect regarding certification
(management systems, products, persons, etc.) and inspection.
During 2017 were organized 3 meetings of Laboratory Committee and 1 meeting of Certification and
Inspection Committee. At those meetings were discussed and advised both reference documents for
Conformity Assessment Bodies, and informative documents, assessment criteria for conformity
assessment schemes, etc. Meanwhile, during those meetings, Technical Committee’s Members are
informed regarding decisions of European Cooperation Committees (EA), which meet twice a year
(spring and autumn sessions).

4. MOLDAC Personnel
MOLDACs outstanding achievements in 2017 are due to competent personnel involved in
accreditation process.
During 2017, the number of Lead Assessors, Technical Assessors and Technical Experts has a light
diminution, in comparison with 2016, as it is shown in the table beyond:

One Lead assessor was approved for accreditation of testing laboratories.
Two Assessors were approved for accreditation of Product Certification Bodies.
Three Technical Assessors were approved for following schemes:
- Accreditation of testing laboratories – 2,
- Accreditation of inspection bodies/ non-destructive testing (OI/NDT) – 1.
One Lead Assessor extent his competence for:
- Accreditation of calibration laboratories,
- Accreditation of medical testing laboratories.
In 2017 were contracted 19 Technical Experts, which were involved in accreditation process. Their
role is to provide specific technical expertise regarding accreditation scope under assessment.
Technical Experts were trained before being involved in on-site assessments, according to MOLDACs
internal procedures.
Meanwhile, during 2017 were cancelled Individual Employment Contracts with 31 persons, both
Technical Assessors and Experts, for different reasons.
MOLDAC personnel are formed of:

5. 2017 achievements
5.1. EA Peer evaluation
Over the last few years, National Accreditation Body MOLDAC was evaluated as follows:
- In the period 26-27 of January 2015 took place EA pre-peer evaluation of MOLDAC.
Evaluation was carried out by EAs team (European Cooperation for Accreditation);
- In the period 11-15 of April 2016 took place a simulated evaluation of MOLDAC within the
Twinning Light Project – “Support for National Accreditation Center MOLDAC”, which was
performed by Italian Accreditation Agency ACCREDIA, with the support of European
Commission.
Initially, peer evaluation of MOLDAC was planned for June, 2016. According to EA-2/02 document
requirements, at 25th
of March 2016 MOLDAC sent the necessary set of documents to EA Secretariat.
Later, MOLDAC was informed that the peer evaluation will be held in February, 2017. Analogically,
with three months prior the transferred evaluation, MOLDAC sent the updated set of documents to EA
Secretariat.
In November 2016 MOLDAC was announced regarding EA team members, which were
representatives of following countries:
1. United Kingdom (UKAS) – team leader
2. France (COFRAC) – team member for evaluation of ISO/IC 17021-1
3. Luxembourg (OLAS) – team member for evaluation of ISO/IEC 17025
4. Germany (DAkkS) – team member for evaluation of ISO 15189
5. Slovenia (SNAS) – team member for evaluation of ISO/IEC 17025 and ISO/IEC
17020
6. Belgium (BELAC) – tea member for evaluation of ISO/IEC 17065
In the period 15-25 of February 2017 took place the Peer evaluation of National Accreditation Center
MOLDAC, performed by European Cooperation for Accreditation team.
The aim of this evaluation was determination of MOLDACs compliance with criteria and requirements
for accreditation bodies, established in ISO/IEC 17011 reference standard, in Regulation (CE)
765/2008, and in European and International documents (EA/ IAF/ ILAC).
The evaluation was performed according to EA procedures. Was evaluated MOLDACs Management
System, and were organized 7 witness assessments as follows:
For DA/LAB:
Surveillance with the extension of accreditation scope of Calibration Laboratory within
National Metrology Institute, 16-17 of February, 2017.
Surveillance with the extension of accreditation scope of Testing Laboratory within “Center of
Applied Metrology and Certification”, 21-22 of February, 2017.
Surveillance with the extension of accreditation scope of Testing Laboratory within “National
Center of Alcoholic Beverages Testing”, 21st of February, 2017.
Surveillance with extension of accreditation scope of Medical Laboratory within CM
“MedExpert”, 25th
of February, 2017.

Surveillance of Inspection Body within SRL “Moldovatransgaz”, 21-22 of February, 2017.
For DA/OCI:
Reassessment of Certification Body within SRL “Inmacomproiect”, 21-22 of February, 2017
Assessment of Quality Management Systems Certification Body within SRL “Sim CERT”, 21-
22 of February, 2017.
In the same time, EA team evaluated by records 9 files, as follows:
- Calibration laboratories – 1
- Laboratories for Metrological Verifications – 1
- Testing Laboratories – 3
- Medical Laboratories – 1
- Product Certification Bodies – 2
- Management Systems Certification Bodies – 1.
Results of this evaluation were good, being registered 7 non-conformities, 8 concerns and 7 comments.
To handover the non-conformities, concerns and comments raised by EA evaluation team, were
analysed the root cause, established and implemented corrective actions. MOLDAC draw up an Action
Plan, in which were established 60 corrective actions, which were accepted by EA team. All proposed
actions have been achieved in established terms.
During last few years, MOLDAC has made an enormous effort to maintain a management system
according to ISO/IEC 17011 reference standard, Regulation (CE) 765/2008 and European and
International documents (EA/ ILAC/ IAF) requirements, which was confirmed by peer evaluation.
MOLDAC has demonstrated its competence by regional recognition EA BLA for testing, calibration,
medical testing, inspections, certification of products and certification of management systems
activities; also, by international recognition ILAC-MRA for testing, calibration, medical testing and
inspection activities.
The results of peer evaluation, as well as its EA BLA and ILAC-MRA signatory status, were
communicated to all interested parties, especially to: Accreditation Council members, Technical
Committees members, Regulators, applicants for accreditation, etc.
In order to demonstrate its constant compliance with criteria established in reference standard for
accreditation bodies, as well as for maintenance of EA BLA signatory status, MOLDAC will be
subjected to next EA peer evaluation in February, 2019.
5.2. Accreditation of Conformity Assessment Bodies (CAB)
In accreditation of CABs are used international standards and EA, ILAC and IAF documents,
recognized at European and international levels.
MOLDAC accredited 123 CABs, including:
- Testing Laboratories (ISO/CEI 17025) – 85,
- Calibration Laboratories (ISO/CEI 17025) – 2,

In 2017, after analyzing CABs requests, MOLDAC decided to prepare for extension of its competence
for new sub-scopes of accreditation, namely:
1. Accreditation of testing laboratories according to ISO/IEC 17025, for:
Classical forensic methods: ballistics, traseology, finger-print identification, grafoscopic
examination, technical examination of documents, examination of forensic
informational technologies,
Molecular biology, detection of Genetic Modified Organisms – soy products,
Electro-physical methods for electro-medical devices
Fire behaviour for textiles.
MOLDAC received requests for accreditation from testing laboratories which have within their scope
of accreditation the sub-scopes mentioned above. For forensic activities, accreditation was granted to
Technical-Criminal and Judicial Expertise Center within Police General Inspectorate, Direction of
documents expertise of General Inspectorate of Border Police within Ministry of Internal Affairs. For
next two sub-scopes MOLDAC accredited two laboratories, for the last one – accreditation is in
process.
2. Accreditation of certification bodies according ISO/IEC 17065 for:
Certification of water meters, according to national legislation harmonized with MID
European Directive,
Certification of scales with non-automatic operation, according to national legislation
harmonized with European Directive.
MOLDAC received one request for initial accreditation for these sub-scopes from new Certification
Body created within National Metrological Institute. Request was accepted by MOLDAC, and the
applicant’s file is under analysis.

3. Accreditation of Inspection Bodies according to ISO/IEC 17020 for:
Inspection/ periodical assessment of medical devices.
After Law no.102 of 09.06.2017 regarding medical devices was published, as well as Government
Decision no.966 of 14.11.2017, MOLDAC decided to extend its competence for medical devices.
Hereafter, MOLDAC elaborated a plan regarding its preparation for this scheme, in which were
established terms and responsible for accomplishing of proposed actions.
Extension of MOLDACs new sub-scopes during 2017 is increasing visibly. MOLDAC extent its
activity for 5 new sub-scopes, which demonstrated that Accreditation Body has the ability to identify
resources, needed to meet all request, including the market needs.
From those 5 new sub-scopes extended during 2017, for 3 new sub-scopes MOLDAC already has
grated accreditation for three laboratories, for another one – accreditation is in process for one unit,
and for the last one – applications are expected to be submitted.
5.3. Training courses organized by MOLDAC
In 2017 were organized 12 training courses, which were attended by 265 persons, with 92 persons less
than in 2016.
During 2017 were registered 309 requests for training courses, from which only 265 were
accomplished, which is 85.76%. All requests for 2017 have not been fully satisfied for objective and
reasoned reasons.

Based on the Feedback analysis of the level of satisfaction of the attendees to training courses, the
average level of satisfaction for 2017 is 91.75%.
5.4. Activities to promote accreditation
In 2017, for the purpose of promotion of accreditation, as a tool by which is evaluated competence of
conformity assessment bodies, as well as to elucidate benefits of accreditation for entrepreneurs,
authorities and consumers, were organised conferences, round tables, working groups and committee

meetings, at which were invited representatives of different entities interested in accreditation
activities.
For the purpose of promotion of accreditation, the following events were organised:
The Meeting of Accreditation Council (07.02.2017) – during this meeting, Accreditation
Council’s members were informed regarding the stage of MOLDACs preparation for EA
peer evaluation, as well as regarding the results of Management System’s analysis,
including financial situation and results of risk analysis. Also, during this meeting were
revised draft documents of MOLDACs Management System (MOLDAC Policies, code
PM, and Technical Committees Regulation, code Reg-01);
The Meeting of Certification and Inspection Technical Committee (31.03.2017) – for
examination were proposed draft documents of Informative Document regarding transition
to ISO 9001:2015 standard (code DI-OCsmc-07), regarding the transition to the types of
product certification schemes according to SM SR EN ISO/IEC 17067:2014 (code DI-
OCpr-08), as well as Criteria for Evaluation of Conformity Assessment Schemes (code I-
03);
Meetings of Laboratory Technical Committee (13.04.2017, 28.04.2017, 05.09.2017) – for
examination were presented drafted documents of modified Reference Documents for
Testing and Calibration Laboratories (code DR-LÎ/LE-01), for Laboratories of
Metrological Verifications (code DR-LVM-02), for Medical Testing Laboratories (code
DR-LM-03) and for Inspection Bodies/ Non-destructive Testing (code DR-OI/NDT-08);
The Meeting of Accreditation Council (30.05.2017) – Accreditation Council’s members
were informed regarding results of peer evaluation, and for revision were proposed drafted
MOLDAC documents: MOLDAC Policies (code PM), Regulation on Organization and
Function of Accreditation Council (code Reg-05), General Criteria for Accreditation (code
CA) and Accreditation Rules (code RA);
The conference dedicated to the World Accreditation Day (09.06.2017) – for celebration of
this year theme “Accreditation: Delivering confidence in construction and the built
environment”. To this event were invited more than 60 persons from the constructions
field. As informative materials have been distributed IAF/ILAC brochure, which were
prepared for this event, as well as common Declaration of IAF Chair – Xiao JINHUA and
ILAC – Merih Malmqvist NILSSON.
World Quality Day (09.11.2017) – MOLDAC representatives participated at a meeting
dedicated to this event, with the theme “Celebrating Everyday Leadership”, during which
were presented obtained results in 2017, including signing of Bilateral Agreement with
European Cooperation for Accreditation (EA BLA) and signing of Mutual Recognition
Agreement with International Cooperation for Accreditation of Laboratories (ILAC-
MRA);
The Meeting of Accreditation Council (14.12.2017) – during this meeting of Accreditation
Council, Accreditation Council’s members were informed regarding internal activities of
MOLDAC, including results of peer-evaluation of MODLAC by EA, after which at 5th
of
October 2017 MOLDAC became signatory to EA BLA, and at 11th
of October 2017 –
signatory to ILAC-MRA, based on regional recognition. Also, during Accreditation
Council’s meeting were analysed drafted documents of MOLDAC Management System,
namely: MOLDAC Policies (code PM), Appeals Commission Regulation (code Reg-04),
Regulation on Organization and Function of Accreditation Council (code Reg-05), General
Accreditation Criteria (code CA), and Accreditation Rules (code RA).

5.5. Collaboration at national level
Under the provisions of p.22 of Regulation on organisation and function of Public Institution “National
Accreditation Center form Republic of Moldova” (MOLDAC), approved by Governmental Decision
no.77 of 25th
of January 2013, MOLDAC collaborates with ministries, other authorities of central and
local administration, other organizations and public institutions, aimed to reach the goal of state policy
implementation in the field of accreditation and conformity assessment.
Taking into consideration that accreditation is a tool used by regulators in order to evaluate
competence of conformity assessment bodies in specific areas, regulated by national law, MOLDAC
performs a practical collaboration activity with ministries, which are regulators in specific areas.
Before Government Reform of 26th
of July 2017, MOLDAC signed conventions of collaboration with
6 ministries regarding recognition of accredited Conformity Assessment Bodies.
Also, MOLDAC signed Collaboration Agreements with 6 Administrative Authorities and Public
Institutions as follows:
National Standardization Institute,
National Metrology Institute,
Agency for Consumer Protection,
Chamber of Commerce and Industry,
Professional Employers' Association in Metrology and Product Quality,
Main State Inspectorate for Technical Supervision of Dangerous Industrial Objects.
In MOLDACs opinion, these kinds of collaboration serve as support in consolidation of common
efforts to increase the competitiveness of products, as well as contributes to the effective
implementation in practice of the provisions of national legislation applicable to the field of
accreditation and market surveillance with regard to the marketing of products, as well as the
provisions on conformity assessment and placing of products on the market.
5.6. Collaboration at international level
As Associate Member of European Cooperation for Accreditation (EA), MOLDACs representatives
participated in 12 EA activities (Technical Committees, Multilateral Agreement Council, General
Assembly).
As Associate Member of International Cooperation for Accreditation of Laboratories (ILAC), two
MOLDAC representatives participated at General Assembly, which took place in Vancouver, Canada,
in the period 21-30 of October, 2017.
As a member of Interstate Euro-Asian Council for Standardization, Metrology and Certification
(EASC), MOLDACs representatives participated in 3 activities, one of which took place in Chișinău.
As a member of Interregional Association for Standardization (IRSA), MOLDAC representatives
participated at General Assembly, which was held in Chișinău in the period 19-20 of April, 2017.

MOLDAC is one of the beneficiaries of the international projects mentioned beyond:
1. Support for Quality Infrastructure in DCFTA context in Republic of Moldova – project is
founded by European Commission. Project was launched in 4th
quarter of 2017, for a period
on three years. The main objective of this project for MOLDAC – in maintenance of EA
BLA Signatory status.

2. Promoting regional cooperation of the Eastern Partnership countries in the field of quality
infrastructure (PTB) – project is funded by European Commission through German Ministry
of Economy. Project duration is planned for three years, beneficiary countries of this project
being Moldova, Belarus, Georgia, Azerbaijan, Ukraine and Armenia.
As a result of participation in above mentioned projects, MOLDAC is going to improve essentially its
management system, which will be aligned to new versions of international standards and European
documents. In the same time, MOLDAC will benefit from specific training courses for personnel
involved in accreditation process, which will lead to achievement of the major objective of
maintaining the EA BLA signatory status.

6. Financial results
Financial resources allocated from the state budget were used according to Law no.235/2011 and
according to Action Plan provided in Sectorial Strategy of costs in the field of quality infrastructure
and consumers protection for the period 2016-2018 (Subprogram 68.05 “Development of national
system of accreditation”) for payment of contributions and attendance of EA/ ILAC/ IAF activities, as
well as EASC and IRA activities, IT maintenance, collaboration activities with another NABs, other
activities with the aim of strengthening of MOLDAC capacity.
