Dear ; Captain, Principal, Ship Owner , Shipping Agency & Participant We are Deep Sea Pilots State-owned Enterprises of the Indonesian Government (PT Pelabuhan Indonesia I /Indonesia Port Corporation I ) that provide the best services pilotage in the waters of the Strait of Malacca - Singapore , we are present on concern high on safety, comfort and protection of maritime environment which is always initiated by the world of the Global Shipping Industry, segment ship services which we did more than 30 years . Decision - MSC IMO Assembly 69th Session ' 1998 ( Annex VII ). 3. ART.43 UNCLOS (1982). 4. IMO Resolution No. A.927 ( 22 ) on 29 November 2001 on Guidelines for the designation of special areas under MARPOL 73/78 and Guidelines for the identification and designation of Particularly Sensitive Sea Areas. 5. Join statement with program continuity member TTEG of Three Parties Expert Group ( Indonesia , Malaysia and Singapore ). 6. Sovereignty of the Republic of Indonesia in Indonesian waters includes territorial sea, archipelagic waters and internal waters and air space over the territorial sea, archipelagic waters and inland waters as well as the seabed and the subsoil thereof, including the natural resources contained therein. Since the 2008 launch of DSP SOMS we have served approximately 13,000 vessel movements ( all types VLCC & DDV ) service DSP in SOMS vessel performed successfully without any significant obstacles, satisfaction is a priority service us with all the elements needed by service users, since the ship we on board moves from east bound or west bound (North One Fathom bank - Horsburgh Lh), we directly coordinated with the security (Navy Republic of Indonesia), Standby assists tug on places critical, quick response unit to alert of the possibility of collision, grounding or an oil spill, robbery, hijacking attacks and some times on summer is poor visibility resulting from the smog. Now we have routinely serve pilotage across SOMS that the Tangguh LNG Project in operated by British Petroleum Indonesia. Gladly we are open and willing to cooperate with all parties of the businesses along the waters of the Straits of Malacca Singapore. Each year we received the Award of the Ministry of Transportation Republic of Indonesia on the best in the pilotage service, which is also evidenced by zero waiting time for the pilot and zero accidents and very comparable to improvements in performance as Customer Focus, Integrity, Professionalism & Team Work. TECHNICAL REVIEW NAVIGATION ON SOMS

Pilotage Area :1. One Fathom Bank (OFB) up to Horsburgh Lh

2. Length of Pilotage Area ± 260 nm

3. Pilotage travel time ± 26 hours

4. Of at least 2 Persons Pilot on board.

Critical Areas Along the TSS :1. Around OFB, minimum lane width 1.4 nm, depth -23.3 m

2. Northern of Medang Island, minimum lane width 3.7 nm, depth -25 m

3. North of Tg . Balai Karimun island, minimum lane width 2.9 nm, depth -28.1 m

4. Around Strait Phillip , minimum lane width 1.6 nm, depth -23 m

5. Around Buffalo Rock (Kr . Banteng), minimum lane width 5.3 nm, depth -23 m

6. Around Batu Berhenti, minimum lane width 800 m , depth -23 m

There is Crossing area along the TSS that demands alertness

and vigilance of the Pilot for ships entering – out from :1. Port of Singapore

2. Port Dickson

3. Port Klang

4. Malaka

5. Karimun Island (STS)

6. Nipa STS

7. North of Nongsa Island – Batam

The ship actions will be pilotage :1. Ships must report pilotage request at least 24 hours before service, and arriving on

Pilot Boarding Point on day light at least 17.00 LT

2. 1 or 2 hours before the ship entered the TSS , pilot must have boarded the ship.

3. Speed of VLCC and DDV in SOMS no more than 12 knots, the pilot must take

into account the speed of the tide in the critical areas.

4. In the implementation of pilotage , allowed to hamper shipping traffic along the

TSS . and may not cause potential distress

The straits narrow pathway and shallow areas poses, we are fully care to avoid a potential all fail

navigation (collision, grounding or oil spill to occur), including addition piracy or hijack and the

most happening in area on the Straits of Malacca The service are :

1. Pilotage Service for the ship passing the Straits of Malacca and Singapore (east bound) POB at

Northern Part of Berhala Island 03o 54’ 35’’ N / 099o 32’ 77’’E (before of One Fathom Bank) and

the Pilot disembarking point are :

a. Karimun STS Transfer area. or return way

b. Nipa Transit Anchorage Area (NTAA). or return way

c. Nongsa / Batam island.

d. Horsburgh Lh (01o 35’ 00’’ N / 104o 35’00’’ E). or return way

e. Port of Kuala Tanjung, Port of Dumai and Sungai Pakning (Bengkalis Strait). or return way

2.Pilotage Service for the ship passing the Straits of Malacca and Singapore (west bound) POB at

Horsburgh Lh (01o 35’ 00’’ N / 104o 35’ 00’’ E) to Northern Part of Berhala Island 03o 54’ 35’’ N /

099o 32’ 77’’E (before of One Fathom Bank), Karimun STS Transfer area, STS Nipa (NTAA),

Durian Strait, Batam Port, Kuala Tanjung, Port of Belawan, Port of Lhokseumawe, Port of Dumai

Parts that we provide free of charge as a form of our concern are :

1. Requesting Security Guard (Navy, Army & Marine Police) to escort on board vessel during

pilotage.

2. Security surveillance by ships/boat patrol of Navy, Marine Police & Coast Guard during pilotage

3. Utilization of assist tugs escort on critical areas.

4. Oil Spill Equipment (SOPEP).

5. Quick Response Units

Our commitment to sign a Letter of Indemnity for pilotage on board which is covering

fines or any claim arising from any action :

1. Negligence or carelessness during pilotage.

2. Pilot accident (embarkation/disembarkation).

3. Pilot carried to the port of destination therefore can not disembark due to bad weather , etc

We managed 23 location of Compulsory and Voluntary Pilotage & STS Area (along the Sumatra waters until

the Riau islands, including STS Karimun and STS Nipa) Delegated by Ministry of Transportations Republic

Indonesia

32 persons of Deep Sea Pilot for SOMS with at least 5 Years experiences as Master On Board Vessel

(Tanker, LPG Tanker, Bulk Carrier, Container, AHTS & General Cargo) before join as Marine Pilot.

Comply with STCW 2010 : Basic Training, Survival Craft & Rescue Boats Other Than Fast Rescue Boats Training,

Advanced Fire Fighting Training, GMDSS Training Medical First Aid Training, Medical Care Training , Ship Security OfficersTraining , Crowd Management Training, Training in Passenger Safety, Cargo Safety, and Hull Integrity, Training ElectronicChart Display System (ECDIS), Training Bridge Resource Management, Advanced Training for Oil tanker cargo operations ,Advanced Training for Chemical tanker cargo operations, Advanced Training for Liquefied Gas Tanker cargo operations,
