➔ Who we are/About us

The Alliance of Liberals and Democrats for Europe in the Committee of the Regions is a political group standing for liberal democrat values in Europe. We are committed to ensuring that the European Union develops legislation in as decentralised a manner as possible, communicating with and listening to Europe’s citizens in a systematic way. Our aim is to strengthen the link between citizens and the EU institutions by maintaining the highest standards of accountability, transparency, and efficiency. Ensuring that the views of local and regional authorities are represented in EU legislation goes to the heart of this belief. By upholding the principles of subsidiarity and

proportionality, that is to say that decisions are taken and applied as close to the citizens as possible and at the most appropriate level, the ALDE group wishes to make sure that common policies are implemented more effectively and at greater proximity. We do this by drafting or amending CoR opinions, as well as working to ensure that the Parliament takes on board CoR positions in the final readings before a proposal becomes law, or at earlier stages via contacts with European Commissioners and their teams.

We believe that in order for a society to be free and fair we have to create an environment where everyone is free to pursue their passions, fulfil their potential and make a living for themselves.

★ In free trade and a government that minimises interference in our daily lives and maximises individual and private sector initiatives. We believe in competition, removing obstacles to trade and labour mobility; and in effective regulation of the market.

★ On 4 February 2014, the European Parliament took on board a number of recommendations from the CoR regarding Better Law-making - opinion drawn up by Lord Graham Tope (UK/ALDE). The Parliament accepted that better law-making should be pursued in the spirit of multilevel governance, i.e. through coordinated action by the EU and national institutions together with local and regional authorities. In addition, it emphasised the significance of simplifying the regulatory environment, especially for

local and regional authorities, whose resources for the implementation of legislation are often limited and in many cases diminishing, especially regarding the extensive reporting requirements which are often passed on to the general public and businesses.

★ On 10 September 2013, the European Parliament adopted its resolution on Making the internal energy market work which echoed a number of recommendations made by the CoR rapporteur Piet de Vey Mestdagh (NL/ALDE). The Parliament recognised the need for cooperation in the development of smart grids at European, national and regional level as well as the development of European standards for smart grids. The EP resolution also fully supports measures taken to introduce a level-playing field by creating more decentralised and competitive market models, given their potential to create more opportunities for local energy producers and for new industrial players. Reflecting the shift towards more

localised energy generation, the resolution also calls for large-scale investments to be made in parallel with investments in regional or even local networks.

★ On 22 October 2013, the European Parliament adopted its resolution on Rethinking Education, in which it supported a number of recommendations made by the CoR rapporteur Fiona O’Loughlin (IE/ALDE). To name a few, the resolution calls for making vocational education and training (VET) an integral part of the education system. It also encourages Member States and local and regional authorities, in cooperation with educational institutions, to include elements of entrepreneurship education in the curriculum of basic and higher education as well as vocational training. Whilst acknowledging the importance of developing and implementing entrepreneurship-based education systems across Europe, the resolution also considers it vital to recognise the importance of combining public and private investment in education and training.

➔ Meetings with liberal councillors of Brussels Communes

In 2012 the ALDE group held a pioneering meeting inviting local liberal councillors of Brussels communes to meet ALDE-CoR members. The meeting served as a chance to discuss the current challenges faced by councillors in all districts of Brussels as well as to provide an opportunity for the Brussels communes to benefit directly from the presence of EU institutions in their city. Since then the meeting has become an annual event, bringing together local and regional politicians from all over Europe to share best practices with their counterparts in Brussels.

➔ LeaDeR (Liberal Democrat Regional and Local Politicians) Awards

Since 2010 the ALDE group in the CoR has held annual competitions to recognise the work of outstanding local and regional liberal democrat politicians and by doing so strengthening the ties between communities of Europe. There is a huge amount of excellent work that is being carried out in communities around Europe to involve citizens in the decisions that affect them, to make their lives better, to build bridges and new partnerships. We believe that this work needs to be identified and highlighted. We also know that by sharing knowledge about that work, and by giving each other new ideas, all the citizens of Europe can benefit. Local and regional politicians from ALDE and EDP member parties are eligible candidates for the awards, provided that they don’t currently hold a Committee of the Regions or European Parliament mandate. The nomination procedure starts in June and ends in September. The awards ceremony is held annually in December.

➔ Organisation of the CoR

The Committee of the Regions is a political assembly consisting of holders of a regional or local authority electoral mandate (e.g. mayors, regional presidents and members of municipal councils) and of members who are politically accountable to an elected assembly. It provides institutional representation for all the European Union’s territorial areas: regions, provinces and municipalities. The CoR has 350 members, and an equal number of alternate members. The members of the Committee are appointed by the European Council for a five year period in accordance with the proposals made by each Member State. The number of members from each EU country roughly reflects the size of its population. The members come together according to their political affiliation in five different political groups, ALDE being the third in size and frequently holding the balance of power.

➔ Qui sommes-nous/Que faisons-nous

L’Alliance des libéraux et démocrates pour l’Europe au Comité des régions est un groupe politique qui défend les valeurs de la démocratie libérale en Europe. Nous nous engageons à faire en sorte que l’Union européenne élabore sa législation de manière aussi décentralisée que possible, en communiquant avec les citoyens et en les écoutant de façon plus systématique. Notre but est de renforcer le lien entre les citoyens et les institutions de l’UE, en s’alignant sur des niveaux de responsabilité, transparence et efficacité les plus élevés possible. Faire en sorte que les points de vue des collectivités locales et régionales soient reflétés dans la législation de l’UE est au cœur-même de cette approche. En défendant les principes de subsidiarité et de proportionnalité, selon lesquels les décisions doivent être prises et mises en œuvre au niveau le plus proche des citoyens et le plus approprié possible, le Groupe ADLE souhaite s’assurer que les politiques communes sont mises en œuvre de manière plus efficace et dans une relation de plus grande proximité. ➔ Impact du Groupe ADLE-CdR sur la politique de l’UE (pour plus d’exemples, consulter le site www.alde.eu/cor)

★ Le 4 février 2014, le Parlement européen a retenu certaines des recommandations du CdR formulées dans l’avis sur le thème «Mieux légiférer» élaboré par Lord Graham Tope (UK/ADLE). Le Parlement a admis qu’il fallait poursuivre l’amélioration de la réglementation dans un esprit de gouvernance multiniveaux, c’est-à-dire au moyen d’une action coordonnée de l’UE, des institutions nationales et des collectivités locales et régionales. De plus, il a souligné l’importance de la simplification du cadre réglementaire, en particulier pour les collectivités locales et régionales, dont les ressources disponibles pour la mise en œuvre de la législation sont souvent limitées et en diminution. Cela vaut plus particulièrement pour les nombreuses exigences en matière de notification dont la charge est souvent reportée sur le grand public et les entreprises.

★ Le 10 septembre 2013, le Parlement européen a adopté sa résolution sur le thème «Pour un bon fonctionnement du marché intérieur de l’énergie» qui relayait un certain nombre de recommandations formulées par le rapporteur du CdR, Piet de Vey Mestdagh (NL/ADLE). Le Parlement a reconnu la nécessité d’une coopération dans le développement des réseaux intelligents au niveau européen, national et régional et de l’élaboration de normes européennes pour ces réseaux. La résolution du PE soutient en outre sans réserve les mesures prises pour introduire des conditions égales de concurrence, en créant des modèles de marché plus décentralisés et plus compétitifs, étant donné qu’elles offrent davantage de possibilités aux producteurs locaux d’énergie et aux nouveaux acteurs industriels. La résolution, qui reflète le changement de cap en faveur d’une production d’énergie plus localisée, appelle aussi à la réalisation d’investissements à grande échelle parallèlement aux investissements dans les réseaux régionaux voire locaux.

★ Le 22 octobre 2013, le Parlement européen a adopté sa résolution sur le thème «Repenser l’éducation», dans laquelle il marquait son soutien à un certain nombre de recommandations formulées par la rapporteure du CdR, Fiona O’Loughlin (IE/ADLE). Pour n’en citer que quelques exemples, la résolution appelle à ce que l’enseignement et la formation professionnels (EFP) fassent partie intégrante du système d’éducation. Elle invite aussi les États membres et les pouvoirs locaux et régionaux, en collaboration avec les établissements éducatifs, à inclure des éléments de formation à la création d’entreprise dans les programmes de l’enseignement de base et de l’enseignement supérieur, ainsi que dans ceux de la formation professionnelle. Tout en admettant l’importance du développement et de la mise en œuvre des systèmes d’enseignement axés sur l’entrepreneuriat en Europe, la résolution juge également essentiel de reconnaître qu’il est important d’associer les investissements publics et privés dans l’éducation et la formation.

➔ Nos initiatives

➔ Réunions avec des conseillers communaux libéraux de Bruxelles

En, 2012, le Groupe ADLE a pris l’initiative d’une réunion, la première du genre, rassemblant des conseillers communaux libéraux de Bruxelles et des membres ADLE du CdR. La réunion a fourni l’occasion de discuter des défis actuels auxquels sont confrontés les conseillers dans toutes les communes de Bruxelles et offert la possibilité pour celles-ci de bénéficier directement de la présence des institutions de l’UE dans leur ville. Depuis lors, ces réunions, qui réunissent des responsables politiques locaux et régionaux de toute l’Europe en vue de partager les meilleures pratiques avec leurs homologues bruxellois, se tiennent sur une base annuelle.

➔ LeaDeR (Prix du meilleur leader démocrate libéral au niveau régional et local)

Depuis 2010, le Groupe ADLE au CdR, organise tous les ans un prix dans le but d’apporter une reconnaissance au travail remarquable des responsables politiques libéraux et démocrates au niveau local et régional et ainsi de renforcer les liens entre les communautés locales en Europe. Une quantité énorme d’excellent travail est réalisée au niveau des communautés locales à travers toute l’Europe pour associer les citoyens aux décisions qui les touchent, améliorer leur existence, construire des ponts et de nouveaux partenariats. Nous estimons que ce travail doit être rendu visible et valorisé. Nous savons aussi que l’ensemble des citoyens de l’Europe peut retirer un avantage du partage des connaissances sur ce travail et de l’échange d’idées nouvelles. Les responsables politiques locaux et régionaux appartenant au Groupe ADLE et aux partis membres du PDE sont des candidats éligibles pour ce prix, pour autant qu’ils n’aient pas actuellement de mandat au Comité des régions ou au Parlement européen.

La procédure de nomination démarre en juin et se termine en septembre. La cérémonie de remise des prix se tient chaque année en décembre.

➔ Organisation du CdR

Le Comité des régions est une assemblée politique composée d’élus régionaux ou locaux (maires, présidents de régions et membres de conseils municipaux, par exemple) et de membres politiquement responsables devant une assemblée élue. Il assure la représentation institutionnelle de l’ensemble des territoires, régions, villes et communes de l’Union européenne. Le CdR compte 350 membres, plus autant de suppléants. Les membres du Comité sont nommés par le Conseil européen pour une période de cinq ans, sur proposition de leur État membre. Le nombre de membres pour chaque État membre reflète grosso modo son poids démographique. Les membres se répartissent en fonction de leur affiliation politique au sein de cinq groupes politiques différents, le Groupe ALDE étant le troisième en taille

et jouant souvent un rôle déterminant dans l’équilibre des forces.

➔ Wie zijn wij/Over ons

De Alliantie van Liberalen en Democraten voor Europa binnen het Comité van de Regio’s is een fractie die de liberaal-democratische waarden in Europa verdedigt. Wij willen ervoor zorgen dat de wetgeving van de Europese Unie zo gedecentraliseerd mogelijk tot stand komt, en dat daarbij stelselmatig wordt gecommuniceerd met en geluisterd naar de Europese burgers. Ons doel is de band tussen de burgers en de EU-instellingen te versterken door de hoogste normen op het gebied van verantwoordingsplicht, transparantie en efficiëntie in acht te nemen. Ervoor zorgen dat de standpunten van de lokale en regionale overheden zijn vertegenwoordigd in de EU-wetgeving

staat hierbij centraal. Door vast te houden aan de beginselen van subsidiariteit en evenredigheid, oftewel door te zeggen dat besluiten zo dicht mogelijk bij de burgers en op het meest geschikte niveau moeten worden genomen en toegepast, wil de ALDE-fractie de efficiëntie en de burgernabijheid van het gemeenschappelijk beleid vergroten. Wij doen dit door CvdR-adviezen op te stellen of te amenderen, en door ervoor te ijveren dat de standpunten van het CvdR worden overgenomen door het Europees Parlement tijdens de laatste lezing, voordat een voorstel wet wordt, of in een eerder stadium, tijdens contacten met eurocommissarissen en hun medewerkers.

★ vrijheid, democratie, gelijkheid, de rechtsstaat en eerbiediging van de mensenrechten, waaronder de rechten van personen die tot minderheden behoren. Wij geloven dat om een vrije en eerlijke samenleving tot stand te brengen, een klimaat moet worden geschapen waarin alle

mensen vrij zijn om hun passies te volgen, hun potentieel te ontplooien en in hun eigen levensonderhoud te voorzien;

★ bevordering van de economische, sociale en territoriale samenhang, en de solidariteit tussen de lidstaten;

★ vrijhandel en een regering die zich zo min mogelijk mengt in ons dagelijks leven en die individuele initiatieven en initiatieven van de particuliere sector zo veel mogelijk stimuleert. Wij geloven in mededinging, het wegnemen van belemmeringen voor handel en arbeidsmobiliteit, en een doeltreffende marktregulering;

★ het behoud van het Europees cultureel erfgoed, de taalkundige verscheidenheid en de identiteiten van de Europese volkeren, ter ondersteuning van de ontwikkeling van meervoudige identiteiten;

★ bevordering van maatregelen waarmee regio’s nog beter kunnen bijdragen aan de economische groei in Europa en de totstandkoming van een eerlijk en doeltreffend Europees sociaal model;

★ instandhouding van Europa’s natuurschoon en het milieu voor de generaties die na ons komen;

★ duurzame ontwikkeling en een vredig en stabiel Europa;

★ de uitbreiding van de EU. Wij zijn groot voorstanders van een verdere verdieping en versterking van de Unie op basis van gemeenschappelijke waarden die Europa bijeenhouden;

★ de ontwikkeling van democratisch gelegitimeerde lokale en regionale overheden in de hele wereld, met name in de buurlanden van de EU.

➔ Impact van de ALDE-fractie van het CvdR op het EU-beleid (voor meer voorbeelden, zie www.alde.eu/cor)

★ Op 4 februari 2014 heeft het Europees Parlement verschillende aanbevelingen van het CvdR overgenomen, uit diens advies over Beter wetgeven, van rapporteur Graham Tope (UK/ALDE). Het Parlement ging ermee akkoord dat een betere wetgeving via multilevel governance moet worden nagestreefd, d.w.z. door gecoördineerd optreden van de Unie, de nationale instellingen en de

lokale en regionale overheden. Ook benadrukte het dat het regelgevingskader moet worden vereenvoudigd, met name voor de lokale en regionale overheden, die vaak over weinig en in veel gevallen steeds minder middelen beschikken om wetgeving uit te voeren, vooral als het gaat om de uitgebreide rapportageverplichtingen die dikwijls doorvertaald worden naar burgers en bedrijven.

★ Op 10 september 2013 heeft het Europees Parlement een resolutie goedgekeurd over een effectief werkende interne energiemarkt, waarin vele aanbevelingen van CvdR-rapporteur Piet de Vey Mestdagh (NL/ALDE) zijn terug te vinden. Het Parlement erkent dat er moet worden samengewerkt om Europese, nationale en regionale slimme netwerken tot stand te brengen en voor die netwerken Europese normen uit te werken. Het EP toont zich in zijn resolutie ook een overtuigd voorstander van maatregelen om te zorgen voor gelijke spelregels voor het creëren van meer gedecentraliseerde en concurrentiebestendige marktmodellen, aangezien daarmee meer kansen kunnen

worden geschapen voor lokale energieproducenten en nieuwe spelers in de sector. De resolutie weerspiegelt de trend van een meer lokale energieopwekking, en dringt aan op grootschalige investeringen, naast investeringen in regionale of zelfs lokale netwerken.

★ Op 22 oktober 2013 heeft het Europees Parlement een resolutie goedgekeurd over een andere kijk op onderwijs, waarin het verschillende aanbevelingen van CvdR-rapporteur Fiona O’Loughlin (IE/ALDE) heeft overgenomen. Zo wordt in de resolu tie benadrukt dat beroepsonderwijs en -opleiding een belangrijk en onlosmakelijk deel van het onderwijsstelsel moeten vormen. Ook worden de lidstaten en de plaatselijke en regionale autoriteiten opgeroepen om, in samenwerking met onderwijsinstellingen, de lesprogramma’s van het basis-, beroeps- en hoger onderwijs te verrijken met elementen van onderwijs in ondernemerschap. Hoewel het belang van de Europa-brede ontwikkeling en implementatie van onderwijs in ondernemerschap in de resolutie wordt erkend, wordt er

ook op gehamerd dat het van essentieel belang is dat de juiste combinatie wordt gevonden van publieke en private investeringen in onderwijs en opleiding.

➔ Onze initiatieven

➔ Vergaderingen met liberale gemeenteraadsleden uit Brussel

In 2012 heeft de ALDE-fractie een nieuw soort vergadering gehouden, waarvoor lokale liberale politici van Brusselse gemeenten werden uitgenodigd voor een ontmoeting met ALDE-leden van het CvdR. De vergadering betekende een gelegenheid om te discussiëren over de problemen waarmee de raadsleden van alle Brusselse gemeenten worden geconfronteerd, en een kans voor de Brusselse gemeenten om rechtstreeks te profiteren van de aanwezigheid van EU-instellingen in hun stad. Sindsdien is deze vergadering een jaarlijks evenement geworden waarop

lokale en regionale politici uit heel Europa beste praktijken uitwisselen met hun collega’s van de Brusselse gemeenten.

➔ LeaDeR (Onderscheidingen voor Liberaal-Democratische Regionale en Lokale Politici)

Sinds 2010 organiseert de ALDE-fractie in het CvdR een jaarlijkse wedstrijd als blijk van erkenning voor de inspanningen van voortreffelijke liberale en democratische politici op lokaal en regionaal niveau. Op deze manier willen we de banden tussen de gemeenschappen in Europa verder aanhalen. Er wordt in allerlei gemeenschappen in heel Europa enorm veel uitstekend werk verricht om burgers te betrekken bij besluiten die voor hen van belang zijn, om de kwaliteit van hun bestaan te verbeteren en om bruggen te bouwen en nieuwe partnerschappen te smeden. Dit werk moet volgens ons in kaart worden gebracht en in de schijnwerpers worden gezet. We weten ook dat alle

burgers van Europa er baat bij zullen hebben als we onze kennis over dit werk delen en elkaar nieuwe ideeën aanreiken. Lokale en regionale politici van bij ALDE en EDP aangesloten partijen kunnen worden voorgedragen als kandidaat voor deze onderscheidingen, op voorwaarde dat zij op dat moment geen lid zijn van het Comité van de Regio’s of het Europees Parlement. De nominatieprocedure begint in juni en loopt af in september. De prijsuitreiking vind ieder jaar plaats in december.

➔ Organisatie van het CvdR

Het Comité van de Regio’s is een politieke assemblee, bestaande uit personen die in een regionaal of lokaal lichaam gekozen zijn (zoals burgemeesters, regiovoorzitters en gemeenteraadsleden) of die politiek verantwoording verschuldigd zijn aan een

gekozen vergadering. Het vertegenwoordigt binnen het institutionele bestel van de EU alle regio’s, provincies en gemeenten in de Unie. Het CvdR telt 350 leden en hetzelfde aantal plaatsvervangers. De leden van het Comité worden overeenkomstig de voordrachten van de lidstaten voor een periode van vijf jaar benoemd door de Europese Raad. Het aantal leden per land wordt bepaald door de bevolkingsomvang van dat land. De leden maken aan de hand van hun politieke kleur deel uit van een van de vijf politieke fracties; de ALDE is de derde grootste fractie, en is vaak bepalend voor het machtsevenwicht.
