You formed the City Council Homelessness and Poverty Committee, How to they to this day not understand a thing and certainly cannot do math and what is good for the homeless and taxpayers.

In 2007 there was the decision Jones v. City of Los Angeles which suspended LAMC 41.18 concerning sitting, lying, or sleeping on the sidewalk until you built 1,250 units. Do the 3,362 for $ 1.7 billion count for this?

On September 22,2015 you declared a moral, humanitarian, and public health crisis with homelessness. You have done nothing.

Recently, I entered into my search engine “Cost of building low income housing in L.A.County,” The answer was $69-89,000 each without property acquisition. How do you not know this with all these highly paid employees, consultants, and devolupers?

There is only one answer “PORK.

I have a bid from Giant Containers, who convert shipping containers to the strongest housing known to man. Even Habitat for Humanity uses them.

The L.A. City Council and BOS JPA built only 3,362 housing units. For the same money, considering $7-10,000 per unit for the pad and utilities hook ups, no property acquisition, I could have build over 22,000 units. You say you need i0,000/year. I am showing you only 20% of the demand.

There is no reason to continue with old trashed buildings being rehabed for $350-600,000 as now when all new is obtainable for $75,000 each, not $505,683.

You brag about $100 million for the homeless only your own documents show 90% of that money to the LAPD not to help the homeless. LAPD punishes, not helps homeless on Section 41.18(d).

You then created RESET with 50 officers, 6 sergeants, and a lieutenant to further terrorize homeless who have no help or hope as you all have shown them you do not care about what we call “THE GHOST PEOPLE.” '

I know of 400 cases in which you and BOS are taking peoples property without compensation. What makes this legal. You are now attempting to do this to Mary Jacobs. This case is now in Federal Court. Name the laws with case law which allow this to happen.

When the U.S. Interagency Council on Homelessness put out their recommendations you and the BOS decided to do just the opposite of the recommendations. Why did you do what is not proper?

The two organizations who seem to be dedicated to homeless LACW and CANGRESS are wasting too much time and money to continue to help homeless after you destroyed the original help such as carts LACW owns and your police and sanitation take with no cause.

Settle this case now and get this over.

Immediately stop all contracts who have no costs as shown in the next hearing. They state giving money out with no financial analysis. No rational person or organization ever does this if properly operated in their and the public interests.
