The competition will be organized in accordance with the IOF Competition Rules valid from 1 January 2004 , special rules for the 2006 World Cup in orienteering, special rules for European Orienteering Championships.

Classes and participation

Classes

There is one class for women and one class for men. There are no age restrictions.

Participation

- A competitor may represent only one Federation during any one calendar year.

- Competitors who are representing a Federation must have full passport-holding citizenship of the country of that Federation.

- Each participating Federation shall appoint a team manager to act as a contact person between the team and the organizers. It is the team manager’s responsibility to forward all necessary information to the members of the team.

- Competitors participate at their own risk. Insurance against accidents will be the responsibility of their Federation or themselves, according to the national regulations.

Individual Competition

- All competitors represent a Federation. Each Federation may enter up to 6 women and 6 men in each individual competition

- The current European Champion shall be given a wild card to enter the qualification in the next EOC in addition to the ordinary entries from his federation.

Relay Competition

Each Federation may enter up to 2 women’s and 2 men’s teams, each consisting of 3 competitors, in each Relay competition. A Federation may not enter more than 6 men and 6 women in the competition. Incomplete teams and teams with runners from more than one Federation are not allowed. Under no circumstances may persons other than entered competitors participate in the competition.

World Cup

A competitor may not represent more than one Federation in one World Cup series of events.

In each individual competition, the competitors placed number 17 and better in each qualification race heat may run in the A-final; the remaining competitors run in the B-final. Competitors who start, but are not placed, in the qualification race, may start before the qualified runners in the lowest ranked final of their class, but shall appear in the result list as not placed.

If the current European Champion qualifies, the current EOC Champion is non-competitive in the World Cup, so therefore 52 should start in the A-final.

Access to the terrain and embargoed areas

Access to the terrain

Otepää

It is allowed to walk on the streets in the centre of Otepää, visit ski-stadium in Otepää, but all other areas around are embargoed during all EOC period (please look at the map).

Otepää City area (marked on the map) is embargoed from 08.30 on 7th May until 11.00 on 7th of May.

It is not allowed to have previous maps during the sightseeing in Otepää City, to do training sessions i.e. running/races through the city, testing route choices etc.

Tartu

It is allowed to visit Tartu and the park as tourist until 18.00 on 6th of May. Tartu City Park area (marked on the map) is embargoed from 18.00 on 6th May until 18.30 on 7th of May.

It is not allowed to have previous maps during the sightseeing in Tartu City and Park to do training sessions i.e. running/races through the city, testing route choices etc.

We welcome all media representatives as our quests and partners to broadcast the events through the world.

The EOC2006 Media Centre will be located at the Event Centre in Pühajärve SPA Hotel in Pühajärve. You can connect to Internet at the Media Centre. Wireless Internet connection will be available at Media Centre (free of charge). There are public computers for using Internet.

Accreditation

All registered media representatives are kindly requested to check-in for accreditation at the Media Centre upon arrival. A personal EOC206 ID card will be provided at accreditation.

Anti doping

Doping control tests are possible throughout the competitions EOC 2006. The organizers are fully committed to support the endeavors of the anti-doping authorities with the highest priority. We will also keep the participants, through their member federations, informed about the current developments of the applicable anti-doping laws and regulations in Estonia. Please refer also to the IOF Anti-Doping Code – http://www.orienteering.org/publications/adcode01.doc.

NB! Athletes who are notified for doping test must report to the Doping Control Station with any official identity document with photo (ID Card, driving license or a passport) and a copy of the TUE if applicable. All athletes are advised to have these documents with them (or collected by the coach) at the competitions.

Model events

Model Event for Middle Distance

The courses and start/finish area is open in Haanja Ski-Stadium from 10.00 – 12.00 on Saturday, 6 May. There will be controls in the forest according to the corresponding model map.

Model event map can be used as a warm-up map during the Middle Distance Qualification Event, but NOT during the Middle Distance Final Event.

Model Event for Sprint Distance

The courses and start/finish area are open in Otepää centre, at the bus station from 16.00 – 18.00 on Saturday 6 May.

Model Event for Long Distance/Relay The courses and start/finish area are open in Savim ägi (signed from 5-th km of Otepää-Kanepi road) from 10.00 – 12.00 on Wednesday, 10 Ma y. General instructions for the Competition Team Officials’ Meetings

The Team Officials’ Meetings will be held at the Event Centre in Pühajärve SPA Hotel. Only two Team Officials per team and invited quests (IOF officials, organizers) have access to the Meeting. Number bibs (except Sprint Final), SI cards, a list of all control descriptions (legend), start lists, and any further official information will be distributed to the teams from the Event Office. All information

and materials will be available 30 minutes prior to the opening of the Meeting. The official working language is English.

The meeting for the Middle Distance Qualification will be held on 7 May in Tartu because of tight schedule.

Entry forms will be handed out to the teams. The teams must use these or online (http://www.eoc2006.ee/entry) entry forms. Replacement of competitors should also be done using the form handed out to the teams.

Each team will receive:

- a copy of Bulletin 4 for each team member and official

- Maps for the Model Event

- Version 6 SPORTIdent cards for each competitor requiring one (this card will be used by the competitor for all races)

- identification badge (ID-card) for each competitor and team officials

- Entry forms for the Sprint Distance Qualification, Middle Distance Qualification, Long Distance Qualification and Relay Distance

- transportation tickets (who have registered for this service)

- lunch tickets from 6 May and dinner tickets from 5 May if purchased

- tourist map of the South Estonia

- poster

- safety-pins.

Start draws

The start draws for the Sprint Qualification, Middle Distance Qualification, Long Distance Qualification and Relay Event will be made according to the IOF rules under supervision of the IOF Event Advisor.

Race number bibs

The competitors must wear number bib on their chest in all the competitions. In Sprint A-final and Relay Event, the competitors must wear two number bibs, one on their chest and one on their back. They must be attached firmly and not to be folded or cut. The number bibs (except Sprint Final) will be handed out to the team officials before Team Officials’ Meetings.

Handing out of numbers bibs for Sprint Final Event will be in Tartu University Sport Hall together will check-in for the Event.

Punching and Time-keeping system

The punching system in all EOC 2006 competitions will be SPORTident. SI version 6 cards will be supplied to any competitor requiring one. The competitor must use the same SI card for all races.

Competitors are reminded of IOF Rules that It is the competitor’s responsibility to ensure correct punching. If a SPORTident station fails to operate then the competitor must use the back-up pin punch to make a mark in the reserve box provided on the map and report this at the finish.

SPORTident will not be used for official timekeeping, but will be used for split time presentation. Split times recorded by SPORTident will be published as unofficial split times.

In case of need the SPORTident card 6 will be offered by the organizers, the SI Cards will be handed out at the registration in Event Centre.

Running times will be rounded down to whole tenths of a second only in Sprint Final Event. In other events, the running times will be rounded down to whole seconds.

An independent backup timing system will be used throughout the competition.

Electronic transmission of split times from the competition terrain to the finish is provided.

Maps

Maps for the Middle Distance, the Long Distance and the Relay have been prepared according to ISOM2000. The Sprint map has been prepared according to ISSOM 2005. All maps are sealed in plastic bags.

The model maps demonstrate identical paper, colours and printing.

Transport to start

Those who have ordered the official transportation will use the official bus for transfer to the start.

Everyone else will use their own cars for driving to Otepää, Tartu, Haanja and Kääriku.

There will be transportation by buses to the start for Middle Distance Qualification and Final from competition centre in Haanja. It is allowed to take teams’ own transport to pre-start area.

In Long Distance Finals it is obligatory to take organizers’ transportation to pre-start from Otepää Ski-Stadium. Teams have to fix their own transportation to Otepää Ski-Stadium. The time schedule is as follows:

First bus departure from the Otepää Ski-Stadium is 09.40.Time schedule – 09.40. 10.00, 10.20, 10.40, 11.00, 11.20, 11.40, 12.00, 12.20, 12.40, 13.00, 13.20, 13.40, 14.00.

The distance from the bus stop to the pre-start is 700m.

Check-in, Start area and Pre-start

At each competition there is a check-in at the start area. Competitors and team officials must reach the check-in by the specified time and check-in displaying their ID-card and signing in.

Competitors and team officials shall neither enter the out of bounds area nor leave the start area before their start. Team official’s who leaves the pre-start area can not go back to the pre-start area until end of the competition.

At the pre-start, competitors will be called 2-12 minutes before the start time, depending on the competition. Competitors will be handed out the control descriptions at the pre-start. In qualification races, the competitors should check that the number, which is written on the back of the loose control description and on the back of the map, corresponds with their number bib.

There will be indoor facilities or tents for changing clothes, toilets, and refreshments at the pre-start area.

Clothes and bagage left to the pre-start will be taken to the finish area by the organizers.

Starting procedure

During the Sprint Qualification, Middle Distance Qualification and Final, Long Distance Qualification, and Final the start time is signalled by long beep and the start official lifts his hand from the runners shoulder.

In the Sprint Final, the starting gate will be used. The start time is signalled by long beep and the start official lifts his hand from the runners shoulder.

For individual events the map is placed with the bottom faced up on the table.

For the Relay, there will be a mass start. The placing order will be order across the finish line.

Late start

The competitors who will be late for their start due to their own fault will be permitted to start, but they will be timed from their original start time by the start protocol. To the competitors who will be late due to the fault of the organizers will be given a new start time.

If the organizer decides that a runner has enough time to proceed the original start time, he/she can continue with the normal procedure. If it is not possible for a competitor to catch the original start time he/she will be sent one minute before the next competitor on that course (30 sec. for the Sprint). Competitors from the same federation will not be allowed to start consecutively.

Out of bounds areas

All cultivated areas are prohibited. Additional prohibited areas are marked on the map. If the outline of the area is marked with a red line, this line is marked with the tape in the terrain.

Abandoning a race

If a competitor abandons a race, he/she must report to the organizers and hand over the map and read out the SI Card at the finish area.

TV and Media Controls

There are some media controls. Details will be announced at the relevant Team Officials’ Meeting.

Refreshment controls/points

There are refreshment controls (control description) and refreshment points (printed on the map). Pure water will be provided.

There will be coaching zone at Middle Distance Final and Relay Event.

Finish

A competitor shall follow the marked route from the last control to the finish. The finish line is marked on the ground within or immediately behind of the IOF finish arch. The finishing time will be taken by breaking the light-beam above the finish line (approx. 100 cm above the ground). In addition, there will be a back-up camera recording the time and competitor picture.

There is no control to be punched at finish line.

After crossing the finish line a competitor will be guided to a SI-download station where the course details will be checked and split times issued to the competitor.

An independent backup timing system will be used throughout the competition.

Maps will be collected from the competitors.

Selected competitors may then be directed to anti-doping testing officials, to draw their routes onto fresh maps and/or to talk to representatives of the media. Competitors will then be able to leave the finish area. Only finishing competitors and accredited officials will be allowed to enter the finishing area. Maps for each team will be handed out in Event Office after the race.

The results will be placed on results board at the finish area.

Finish area

In the Sprint Qualification there are no showers because all accommodation places are near Otepää.

In the Sprint Final, there will be a bus taking competitors to the showers. It is forbidden to walk or run to the showers at the Tartu University Sport Hall, Ujula 4, Tartu.

In the Middle Distances, the showers will be in the competition area in the Haanja Ski- stadium.

In the Classic Distance and the Relay, the showers will be provided in the Otepää Sport Hall.

We will remind all participants and visitors, that smoking and use of open fire is not allowed in any parking area, competition area and areas due to the risk of fire.

Toilets

Toilets are available at the pre-start area and the finish area for each competition.

Medical services

Medical service is available at the competition centres of all final and qualification races.

Fairness

To ensure the fairness of the competition, all team members are reminded that:

- Telecommunication equipment, including portable pho nes, may not be used at the pre-start area, or on the way to the start;

Previous maps of the competition terrain may not be taken to the start or race arenas.

Any team member disregarding these regulations will be liable for disqualification.

Clothing

There are no regulations about clothing. NB! It is recommended to cover arms and legs to avoid tick bites.

NB! In the Sprint Event Final (Tartu – Toomemäe) th e orienteering shoes with the metal studs or spikes are not permitted due to the requirements of the environmental prote ction.

Runners breaking this regulation will not be allowe d to start.

Complaints and protests

Initially, it is suggested that any issue should be discussed with the Event Officials. If after such discussion, a formal complaint or protest needs to be raised, then it must be submitted on the writing on the IOF Form available from the EOC Centre, no later than 15 minutes after the publication of the official results.

Weather and Climate

In May the daytime temperature typically varies between 10 and 25 degrees Celsius. Occasional rain should be expected. National teams are recommended to bring their own team tents.

Currency exchange

The currency can be exchanged in Hansapank office in Otepää. The office opening hours are – Monday 9.00-19.00, Tuesday -Friday 9.00-17.00. There is also ATM in the Otepää Department Centre.

We accept the payment of Euros (EUR).

Credit cards are not accepted for registration fee for EOC and the public event on site. Only cash money is accepted.

IOF delegates and Guests

EOC information desk for IOF representatives and EOC quests is located at the Event Centre in Pühajärve SPA hotel in the EOC secretariat.

You are kindly requested to check-in for accreditation at the Event Centre. An ID card will be provided at accreditation.

Other notices

Organizers will take photos and record videos in the competition areas, the opening ceremony and the prize-giving ceremony during the EOC week.

Insurance is a responsibility of the participants. Anyone injured during the EOC hereby agrees that the organizers will not be held responsible for any injuries.

Sprint Distance Qualification and Final

7 May 2006, Sunday

The Sprint Qualification will be held on the Otepää City, Linnamägi, Tehvandi and Otepää Ski-Stadium.

Terrain

The Sprint Event qualification courses will mainly be in park-like terrain with scattered buildings, and provide very good running. Some part of the course is passing forest park with hilly terrain.

There is an “Adventure Park” on the courses area. Attractions are not mapped, but cables that can be dangerous for runners are marked with red tape.

Map

The map is six coloured orienteering map, issued April 2006, scale 1:4000, contour interval 2,5m, distance between magnetic north lines is 150m. The size of the map is H384mm and W291mm. The size of the separate control descriptions for the qualification is 108x48mm.

After the Qualification race the competition terrain is open for teams until 12.00. Maps are available at the information desk at arena from 10.30

Transport to the Qualification

The start area is near the Otepää Sport Hall, and the finish area is in the Otepää Ski-stadium. Teams are allowed to park their cars in Mäe street. Organized bus will stop 2 minutes walk away from check-in area.

The check-in area is situated in Mäe street, near to the Otepää Sport Hall. Check-in will be closed at 9.00.

Clothes left to the start will be taken to the finish area by the organizers.

The Sprint Final will be held in Tartu city (Toomemägi).

Terrain

Tartu - Toomemägi . The Sprint Event final courses will mainly be in park-like terrain being at the same time hilly. There are many buildings. Streets and park roads will provide very good running. Some arrangements will be made by oragnizers to limit the transportation, however the competitors must be careful running in streets as the emergency and residents transportation is still permitted.

Map

The map is six coloured orienteering map, issued April 2006, scale 1:4000, contour interval 2,5m, distance between magnetic north lines is 150m. The size of the map is H346mm and W212mm. The size of the separate control descriptions is 120x48mm.

Transport to the Final

Travelling time from the Event Centre in Pühajärve to the Tartu is 50-60 minutes depending on the traffic conditions. In parking the cars in the streets, the traffic regulations should be followed. Parking in Tartu is free on Sundays.The check-in area and pre-start area are situated in Sport Hall of the Tartu University (Ujula 4). The competitors of the A-finals must be there before 15.15.

The competitors of the B-finals must be there before 17.30.

There is a free compulsory bus service from finish area to the Sport Hall of the Tartu University for competitors who want to take showers. It’s not allowed to go back by foot. Jogging down is possible at banks of the river at SE direction (towards bus-station).

Clothes from the pre-start area will be taken to the bus close to the finish area. The bus can be used for changing clothes.

The start and finish areas are in the Tartu City Hall Square.

The Prize-giving ceremony will be held at the finish area around 18.00.

The Team Official’s meeting will be held in Tartu at 18.30 in address Ülikooli 7.

There will be EOC sings guiding to the meeting room at the Foundation for Science and Liberal Arts – Domus Dorpatensis.

Furthermore there are bushy areas with reduced runnability. Visibility varies from good to poor.

Terrain

The terrain is fairly hilly with height differences of up to 40 metres. The typical hill has a height difference of 10 to 20 metres. Part of the terrain is rather rich in contour details.

Vegetation is generally varied and influenced by intense forestry, but similar to middle distance vegetation.

Map

The map is six coloured orienteering map, issued April 2006, scale 1:15 000, contour interval 5m, distance between magnetic north lines is 500m. The size of the map is H285mm and W229mm. The size of the separate control descriptions for the qualification is 120x48mm.

Transport to the Qualification

Travelling time from the Event Centre in Pühajärve to the Kääriku is 10-20 minutes. It’s allowed to use own transport to the start. The start area is 2km from Kääriku Sport Centre. It’s allowed to leave a car at finish area and go to start by foot.

The terrain is moderately to very hilly with height differences in the range of 30-50 metres. Contour details vary from very detailed to few details. A considerable number of small lakes and marches are found throughout the terrain.

The forest is characterised by a rather dense network of forest roads, tracks and small paths. The eastern part of the forest is mainly deciduous forest with minimal logging and areas of self-sown forest. In this part the runnability is good in general.

The central and western parts of the forest are characterised by mixed forest vegetation (coniferous and deciduous) and slower runnability due to undergrowth and in some area wind fallen logs.

Visibility in the forest varies considerably. In logged areas and marshes the undergrowth is dense. Some areas of the forest are allocated to grazing cattle, runnability in these open areas is good. There are minor areas of heather hills.

The map is six coloured orienteering map, issued April 2006, scale 1:15 000, contour interval 5m, distance between magnetic north lines is 500m. The size of the map is H357mm and W335mm . The size of the separate control descriptions (legend) for the final is 216x48mm.

Transport to the Final

Travelling time from the Event Centre in Pühajärve to the Otepää Ski-Stadium is 5-10 minutes. It’s NOT allowed to go to the pre-start area with own transport. It allowed to use own transport only to the Competition Centre. From the Competition Centre to the pre-start area there will be the compulsory, official transport for the competitors and Team officials’.

The time schedule for buses will be as follows:

from the Stadium – 9.40, 10.00, 10.20, 10.40, 11.00, 11.20, 11.40, 12.00, 12.20, 12.40, 13.00, 13.20, 13.40, 14.00.

The Finish area is in the Otepää Ski-stadium.

Start area

There is a special area for teams at the arena. 17 team cabins will be provided for the runners, toilets and first aid are available.

The mass start will take place in the start area. The competitor will clear the SI Card before entering the start area. The first leg runners will enter the start area 5 minutes before the start. No other team members can enter the start area. Maps will be on the ground before the start in order of the number bibs, the competitors stand behind their maps. The maps cannot be touched before the start signal. The distance from the start to the starting point is 350 m.

Changeover

There is no pre-warning for the 2nd and 3rd leg before the finish. However, arriving runners can be seen from the last control. No other team members except for the departing runners can enter the changeover area. The changeover between arriving and departing runners shall take place by touch in the designated area. The route from the changeover to the map wall is marked. The distance is about 100 m.

The maps for the departing runners are displayed on the map board according to competitors’ number bibs which are clearly marked. The departing runners are responsible for taking the correct map.

A mass start for the non-started competitors takes place at the start area at 13.30. The closure of the finish is 15.00

Map exchange on the course

Both classes will exchange map on the course of every leg. There is a marked route from the spectator control to the map exchange. The maps for runners are displayed on the map board according to competitors’ number bibs, which are clearly marked.

Finish

In the Relay the first and second legs will punch after the finish line (2-4m), for the third leg light-beam at the finish line will be used. All relay competitors have to download their SI-Cards after changeover or finish.
