Direction des affaires culturelles – océan indien

Sous l'autorité du préfet de région, la direction des affaires culturelles-océanIndien est l'un des services déconcentrés de l’État agissant dans le champculturel.

Forte d'une équipe de trente-cinq personnes, la DAC-OI décline en région lesgrandes orientations de la politique du ministère de la Culture et de laCommunication, en étroite collaboration avec le ministère des Outre-mer etles autres services de l'État. Elle soutient la nouvelle direction des affairesculturelles de Mayotte. Elle a aussi pour ambition de favoriser la création et laconnaissance patrimoniale des territoires administrés par le préfet des TAAF.

la DaC-oi répond à quatre ambitions

Faire de la culture un moteur de l'aménagement du territoire, en facilitantl'égalité d'accès à la culture pour tous.

Favoriser l'éducation et l'enseignement supérieur artistique et culturel, pourune plus grande réappropriation des patrimoines dans leur pluralité de sens etpour mieux répondre à la quête d'une identité plurielle.

renforcer la coopération régionale en direction des îles de la Commission del'océan indien (Comores, Madagascar, Maurice, Seychelles) et des pays descontinents voisins (Afrique du Sud, Mozambique, Tanzanie, Australie, Inde..).

Faire de la culture un vecteur de croissance économique, en soutenant laproduction culturelle sous toutes ses formes et en renforçant l'attractivité desterritoires par une plus haute valeur ajoutée culturelle.

Trois ans après les premiers entretiens dupatrimoine de l'océan Indien consacrés à la villeet à l'urbanisme dans cette zone, les Deuxièmesentretiens du patrimoine portent cette fois sur les questions du paysage, du jardin dans les sociétés indiano-océaniques.Aux trois organisateurs « historiques », direction des affaires culturelles-océan Indien,Région Réunion, antenne réunionnaise del'école nationale supérieure d'architecture deMontpellier, se sont joints, cette année, le rectorat de l'académie de La Réunion, l'institut national du patrimoine (Paris), le centrenational de formation du personnel territorial.

Comme en 2011, ce colloque mêle auxuniversitaires spécialistes de ces thématiques,venus de nombreux pays de la zone etd'Europe, des acteurs relevant desadministrations gouvernementales et descollectivités territoriales. Ce mélange tout à faitoriginal fait la spécificité des entretiens quientendent en 2014 parvenir à trois objectifs.

Le premier est scientifique : près de vingt ans après la rencontre organisée à ce sujet à La Réunion, il nous paraissaitessentiel de faire un point sur l'état dupatrimoine végétal dans des îles et des pays qui sont loin d'avoir réalisé leur transitiondémographique. Dans des espaces contraints, la nature, le paysage sont plus qu'ailleurssoumis à des agressions et des transformationssouvent irréversibles. En amont des Entretiens,une campagne de reconnaissance aérienneréalisée par le service régional de l'inventairepermettra de photographier cet état à La Réunion.

Le deuxième est plus touristique, donc économique : comment mettre en valeurles jardins et les paysages, de quels outilsdispose-t-on pour identifier, protéger, faciliterl'itinérance des populations et des touristes en quête de cette nature endémique ou autre ? À terme, si les Entretiens pouvaient aboutir à une signalétique adaptée sur une future routedes jardins à La Réunion, nous aurions atteintun objectif stratégique pour l'attractivité duterritoire.

Enfin, si dans le cadre de l'associationinternationale des jardins botaniques, nous pouvions activer un réseau des jardins de la zone indiano-océanique, nous serionsravis car nous aurions ainsi échappé à l'un dessyndromes iliens, à savoir le repli sur une naturecertes exceptionnelle mais coupée des « Autres ».

Three years after the first Indian Ocean HeritageConference (Entretiens du Patrimoine de l'OcéanIndien), devoted to towns and urban planning inthe region, the second conference will focus onissues of landscape and gardens in IndianOcean societies. As well as the three "legacy"organisers, the Department for Indian OceanCultural Affairs, the Réunion regional council andthe Réunion branch of the Ecole NationaleSupérieure d'Architecture de Montpellier, thisyear's event will also involve the rector's office atthe Académie de La Réunion, the InstitutNational du Patrimoine (Paris) and the CentreNational de Formation du Personnel Territorial.

As in 2011, the conference unites academicsspecialising in these subjects from manycountries in the region and in Europe withmembers of national governments and localauthorities. This original combination is thehallmark of the conference, which aims toachieve three objectives in 2014.

The first is scientific: nearly twenty years afterthe event organised on this subject in Réunion,we feel it is essential to review the state of plantlife in these islands and countries, which are stilla long way from completing their demographictransition. Where space is limited, nature andlandscape are more subject to assault and tooften irreversible transformations. Before theconference, an aerial reconnaissance campaigncarried out by the regional inventory departmentwill photograph the condition of plant life inRéunion.

The second aim has more to do with tourism,and thus economics: how can we make the mostof gardens and landscapes, and what tools dowe have for identifying and protecting nature,endemic or otherwise, and facilitating access forlocal populations and tourists? Ultimately, if theconference can achieve suitable signage for afuture Réunion garden route, we will havesucceeded in a strategic goal for the region'sattractiveness.

Finally, we would be delighted if we couldactivate a network of botanic gardens in theIndian Ocean zone within the InternationalAssociation of Botanic Gardens, because thiswould mean escaping the island syndrome offalling back on exceptional natural heritage butbeing cut off from "others".
