Introduction

INTRODUCTION

Southern Gobi of Altai water basin located at southern part of Mongolia which occupied 11

per cent of the total territories of Mongolia. The water basin has the biggest areas compare with

other 29 water basins but has small surface water resources and open ended flow of the water

basin. From total territory of the water basin located in 37,4% of Umnugobi aimag, 36,9% of

Gobi-Altai aimag, 23,6% of Bayankhongor aimag, and 2,1% of Uvurkhangai aimag territories.

Under ground water resources and basins

UNDER GROUND WATER RESOURCES, BASINS

1. In this water basin get involved Mongolian the biggest strategically mining sites such as

Nariin Sukhait coal mine in Umnugobi, Khotgor coal mine in Bayankhongor, Tayan nuur

iron minery in Gobi-Altai.

2. We are regularly monitoring on the one monitoring borehole, five waterhole for water

usage that created by URSA LLC in Bayanlig soum of Bayankhongor aimag for

improvement of water supply of the soum under New soum project of Mongolian

Government. These boreholes ratified by Water Resource Commettee of Environment and

Green Development Minister at 4th

quarther of this year.

3. We selected ground water monitoring 27 boreholes by survey, 13 boreholes without

survey, as well as 7 new boreholes which will constructed in 2015 for three Gobi water

basin by order Environmental Green Development Minister (EGDM) and MINIS project.

4. We collected water usage monitoring data and report twice a year from water users that

use one hundred metric tons per month and created water users database and updated its

on time.

5. We also created database of ground water resources for the water basin based on survey

results of Mongolian-Russian researchers from 1967 to 2013 by government and local

budget. In below table is shown underground verified water resources (basins).

Water quality

WATER SOURCE OF THE WATER SUPPLY IN THE SOUM CENTERS

The Administration of the Southern Gobi of Altai Water Basin have been conducted control and

monitoring on water source of target soum centers. We made following conclusions from our

monitoring of soum center water sources:

1. In our target soum’s auteroties said that conducted water quality analysis on their usage

water sources but some of the result of the water assessment unfit to original results of the

water point that identified after building the water sources, water quality analysis not

compare to the original analysis results. In there not be conducted general water quality

assessment but we concluded our water quality analysis of the water sources in soum

centers following ways: In Southern Altai- Gobi water basin the Bayankhongor aimag has

soft water, the Taishir, Tseel and Erdene soums of the Gobi-Altai aimag has harder water,

all of soums of the Umnugobi aimag has hard water that has high mineral contents.

Amount of calcium in the drinking water is contained less than the standard volume in

Gobi-Altai and Bayankhongor aimags. The drinking water contains excessive amounts of

silver and iron (from 17 to 142 times high) in Tsogt, Erdene, Tseel and Bugat soums of

Gobi-Altai aimag. In the water contains high level of selenium and arsenate more than

standard volume in above mentioned soums. Mineral contents of the drinking water such

as lead contains 0,09 mg/L in Chandman soum and 0,008mg/L in Erdene soum but

manganese volume is 6,5mg/L in Chandman soum of Gobi-altai aimag and magnesium

concentration in drinking water contains higher than the standard in Sevrei soum of

Umnugobi aimag, Erdene and Chandman soums of Gobi-Altai aimag.

2. In 2014 we installed water purification devices in soum center dirinking water sources in

Sevrei, Noyon, Nomgon, Khurmen, and Bayandalai soum of Umnugobi aimag, Bayanlig,

Bayan-undur, Shinejinst of Bayankhongor aimag and Altai, Chandman, Bugat, Tseel and

Erdene soum of Gobi-Altai aimag. Although, before us were installed water purification

device in 30% of soum center water sources throughout Southern Gobi water basin soums

but these devices not worked now due to from frozen, not correct to the water quality and

not responsible its by anybody. Because, our administrative developed recomandation for

affordable working of these devices and sent to related soum governors.

3. During the our monitoring process had shown hygienic mistakes such as the soum center

drinking water source has not hygienic fence, wasting around of the water source, located

latrine near the water source in Bayandalai, Sevrei, Gurbantes soums of Umnugobi aimag

because, from Administrative office delivered the recommendations to related Soum

Governors for correct these mistakes.

4. According to law of payment for natural resources use, 43rd

resolution of Mongolian

Government about regulation of environmental protection and rebuilt activities we

developed work plan and budget for water of quality improvement in 2015 based on

results of the soum center water quality analyses. These works and related budget

included in Aimag Development program in 2015.

OTHER SOURCES OF WATER SUPPLY

Within our water basin territory four business entities such as Gobi Anar, Gobi discovery

Juulchin Gobi-2 and Gobi Erdene running tour operator in area of Khongoriin gol in

Sevrei soum. These four tour operators are used 4 deep wells for drinking water supply

but one of them not correct to drinking water standard. In some case they transported

drinking water from 5 to 16 kilometer away due to cause of water hardness. We

recommended to Servei soum Governor office and related business entities to regular

monitoring on water quality and sewage device condition and implement appropriate

measurement in these tour operators.

Training, advertisement and local community

WORLD WATER DAY EVENT

We collaboration with local organizations developed one month public campaign for

World water day in Umnugobi aimag and approved the plan by Deputy of the Aimag

Governor. We implemented 17 activities related to raising public awareness on water

value and new ideas on save of water. Some of these activities:

1. Administation of Southern Altai-Gobi basin collaboration with Umnugobi Aimag

Governor House, CRH, Environment and Green Development Minister, other water

basin administrations, local government organizations,major Gobi water users and

local and national CSOs organized water conference involving 978 delegations in

Gobi region especially Umnugobi aimag. This conference was providing engagement

of stakeholders of waters and useful to building common understanding on current

situation of Gobi water resources, government policy about water, legal framework of

water resources and future measurement to implement water usage.

2. Within our water basin delivered 1500 leaflet and 450 brochures for save the water.

We collaborated with Umnugobi aimag Environment Department, Aimag Police

Office and children clubs such as “tsasnii ajir”, “ Gobi bear”, “Shonkhor” and “Gobi

green garden” organized public parade under themes “Water-life source”.

3. We announced hand-drawn competition on theme “Water-Life”. In this contest

involved more than 110 school students. Creatures of competition delayed to public.

4. We informed about results of implementing activities though locat TV Altan Gobi and

Gegeen Naran on time.

AUTUNM MONTH PUBLIC CAMPAIGN FOR PROTECTION OF ENVIRONMENT

In this public campaign we combining with Aimag Environmental protection organization (БОГ,

УЦУОША, ГГСБЦТХЗахиргаатай) implemented five program activities.

We have been working with working group of water safety plan development.

We organized open day of our administrative office to introduce our actities within

Southern Altai-Gobi water basin, proper usage of drinking water, and delivery leaflets

about water to local community. Also, we organized competition on the “who know about

water better than other” involving more than 240 school students.

We gave methodological advice to 28 water delivering points to improve of water

delivering activity to be model one.

We also disseminated TV product of the future trends of Mongolian water supply by local

TV broadcasting.

We conducted monitoring on performance of payment for water usage by business entities

and delivering notes about implement of agreement on time.

WEBSITE

The administration of Southern Gobi-Altai basin opened facebook address and regularly

posted activity information on this facebook as results we have 637 likers.

Also the Administrative office delivery information to public and local community

through www.gobiwater.mn. Furthermore, we use social network and public media to

dissemination information about our daily activities on time.

TRAINING

We conducted training on theme “Legal framework of water sector at local level” in

Khongoriin Gol, Umnugobi aimag. In this training attended more than 80 participants

from Environmental and Green Development Minister, УУДБХОДТ, ТГСГЗ, ОГСГЗ,

environmental specialist, state inspectors of 21 soums from Umnugobi, Gobi-Altai and

Bayankhongor aimags. Main goal of the training was capacity building of local

partnership to implement water and environment protection law at local level. The

training participants have been gained their knowledge on legal framework of water

sector, implementing activities of water basin organization and environmental protection

agency of aimags, .

In order to building human resource capacity of the Administration, all staffs attended

more than 10 capacity building training and worked with Australian volunteer Mr.

Nicholasj Quiqley during three months to improve working English knowledge.

We collaborating with other administrations as Galba-Dolood Gobi, Ongi river, Buun

tsagaan lake,Khubsgul-Egiin gol basins have been conducted online meeting and training

using ITC technologies such as ooVoo, video meeting. Also we use these ICT for daily

communication.

At May 29, 2014, the Administration office conducted meeting with CSO network of

Umnugobi aimaf including 14 NGO representatives from environmental protection and

others.During this following comments to Admin office of Southern Altai-Gobi water

basin such as to establish of the water basin committee as soon, to open advertise of

activity of the administration meeting we introduced our organization to them and

discussed about future collaboration between the Administation office of water basin and

local CSO network. The CSO network suggested to public, to establish general

information database involving all Gobi water basins.

TO INCREACE ENGAGEMENT PARTNER ORGANIZATIONS TO IMPLEMENT WORK

PLAN OF THE WATER BASINS.

The Admin office of Southern Gobi of Altai water basin sent information about the water

basin and received feedback information for creating database to 30 soum and aimag governers

and head of CRH, environmental protection and statistical office of Umnugobi, Uvurkhangai,

Gobi-Altai, Bayankhongor aimags. To creating local database we collaborated with target aimag

soum’s Governer office, CRH, Aimag Environmental, Professional inspection, Statistical, Tax,

Meteriological and National Park Administration.

At March 13, 2014 the Administration office presents about organization structure, roles

and responsible actions to Aimag Citizen’s Representative Hural. We regular informed

about our activities to Mr. Batchuluun who head of Umnugobi aimag CRH and Mrs.

Maydagsuren.

Water usage, control

WATER USAGE, CONTROL

In within of the water basin in 2013 we estamated water usage by sectors in the total

water usage balance occupied 4% of drinking water, 9% of industral use water involved

mining usage, 57% of livestock usage, and 30% of irrigated agriculture.

WATER USAGE IN MINING SECTOR

According to resolution with number А-156 of Environment Green Development Minister

we conducted technical monitoring on water usage or water taxmeter for water usage of

mining. The process of water taxmeter have been established 76% of total water users

because we give recommendation to organization that not installed water taxmeter.

The organizations that use more than 100 metric tons water per month in the following

table had shown total water usage of them and related payment amounts.

Survey

1. The Administration office collaboration with local governmental organization have

been conducted census of water point in 19 soums of Umnugobi, Gobi-Altai and

Bayankhongor aimags.

2. Also the Administration office created general water resources information database

that useful to develop Gobi water resources master plan.
