Smart Specialisation Strategies (S3) help regions trigger the innovation and growth needed to harness globalisation. S3-4AlpClusters tackles the two main issues that hinder S3 implementation: the knowledge gap on how clusters can help identify and develop transformative activities (smart IT services, capacity building, etc.) and the need of a joint cross-regional effort to increase the odds of success. Our S3-Innovation Model provides an interregional cooperation scheme, tools that help detect challenges, select transformative activities, implement them and measure their impact on regional economy. We are currently testing this model in 25 pilot clusters and by 2019 we will set up a training kit for cluster managers and regions.

S3-4AlpClusters work helps reach the EUSALP Action Group 2 (AG2) goal to develop new value chains by linking different, strategic sectors. When the project ends, we will work with EUSALP to let all Alpine regions benefit from our findings. Also, with EUSALP AG2 support, our interregional cooperation scheme ACIE (Alpine Cluster Innovation Express) could be used extensively through the Alpine Space and our S3-Innovation Model could become a benchmark at a larger European level (European Commission / European Parliament) thus contributing to the next period of EU Cohesion Policy.

The EUSALP AG2 identifies key economic sectors and implements macro-regional measures whose goal is to provide a positive framework for the development of SMEs and for the sustainable exploitation of Alpine specific resources. To do so, we develop trans-sector value chains and foster policy harmonisation.

S3 are one of the levers used to foster innovation processes and spark entrepreneurship in various regions across Europe. In a region like ours, where small to mid-sized companies often have a limited degree of innovation and where transnational, cluster-based cooperation is not yet widespread, S3-4AlpClusters work to enhance S3 development and implementation is particularly relevant. Indeed, this project makes important contributions to the AG2 goal to increase inter-clustering activities: the new S3-Innovation Model, its tools and knowledge base can help us boost the economic potential of strategic sectors like bioeconomy, wood, health and tourism; its transnational approach will provide inspiration to decision-makers of other Alpine areas, thus fostering the diffusion of much needed cross-regional cluster-based cooperation.

CESBA Alps is one of the projects developed by the CESBA Network, an association that promotes a sustainably built environment by using common key performance indicators and, at the same time, by setting up systems that account for regional needs and peculiarities.

The EUSALP Action Group 9 (AG9) has chosen the CESBA methodology to foster the harmonisation of sustainability assessment systems, one of the goals of the EUSALP action plan. We have adapted this methodology, first set up for individual buildings, to appraise the sustainability of whole territories.

The cooperation with AG9 is very important for CESBA Alps. On the one hand it validates the CESBA approach, on the other it provides opportunities to disseminate our results to policy-makers as well as to regions and stakeholders outside the CESBA partnership. In this respect, we look forward to the EUSALP annual Conference about Energy Transition in the Alps. Besides being an excellent networking occasion, the conference will give us a chance to promote our territory sustainability rating system, present our guidelines for policy implementation and introduce the CESBA Alps policy paper addressed to European institutions and EUSALP.

Alpine Space

In the Alpine Space, more than 60 building rating systems are currently in use, making sustainability assessments difficult to compare. To make certifications more effective and transparent, the EUSALP action plan encourages the creation of “harmonised, affordable and operational assessment tools to be used by public authorities in policies targeted to promote and boost sustainable and low-carbon buildings in the Alpine region“. CESBA has given an important contribution to the definition of common indicators and to the development of a methodology to compare energy certification schemes.

Cooperation with Alpine Space projects is a cornerstone for EUSALP AG9. At our annual Energy Conference we collect knowledge based on project evidence, we foster the exchange amongst projects and we develop a set of common recommendations that can support the implementation of the EUSALP. The data, examples and guidelines generated by projects co-financed through the Alpine Space programme help policy-makers develop innovative, efficient policies to reach the objectives assigned to the strategy.

AlpInnoCT Alpine Innovation for Combined Transport

AlpInnoCT tackles the challenge of raising combined transport efficiency and productivity while respecting the Alpine environment. It offers joint solutions to strengthen ecological transport and establish more efficient freight transport corridors.

ASTUS Alpine Smart Transport and Urbanism Strategies

ASTUS helps local authorities identify and implement long-term mobility and spatial planning solutions to reduce the CO2 impacts of commuting in the Alps. Data from five regions will be used to develop solutions suited to different territorial types.

BB-CLEAN Strategic tools towards a sustainable use of biomass for low carbon domestic heating

BB-CLEAN works to develop transnational policies for a sustainable use of biomass for domestic heating, minimising the impacts of biomass burning on natural ecosystems, human health and climate change.

CaSCo Carbon Smart Communities

CaSCo strives to decrease the CO2 emissions related to the use of timber products. The project aims at developing and establishing policy guidelines and providing decision-makers with steering tools to promote climate-friendly timber products.

CESBA Alps CESBA Alpine Space – Sustainable territories

Extending energy assessment from individual buildings to whole territories, CESBA Alps develops the first assessment tool at territorial scale. This tool will support the decision-making process, from analysis to policy implementation and monitoring.

GREENCYCLE Introducing circular economy system in the Alpine Space to achieve low-carbon targets

Greencycle promotes cooperation, mutual learning, shared capacity-building and exchange of experiences among Alpine public administrations to foster the implementation of the concept of circular economy and achieve a reduction in carbon emissions.

GRETA Near-surface Geothermal Resources in the Territory of the Alpine Space

GRETA develops a shared knowledge base for the transfer and adoption of near-surface geothermal energy systems in the Alpine area. It will deliver tools to support decision making and encourage appropriate policy-making.

IMEAS Integrated and Multi-level Energy models for the Alpine Space

IMEAS develops a methodology and practical guidelines for the creation and integration of multi-level sustainable energy models in the Alpine Space. The method is participatory and based on the exchange of experiences and know-how among partners.

MELINDA Mobility Ecosystem for Low-carbon and INnovative moDal shift in the Alps

MELINDA fosters multimodality and modal shift in mobility behaviour for a more sustainable mobility in the Alps. By providing an integrated set of mobility and behavioural data, it supports policy-making and service planning.

In the Alps, many communities have adopted sustainable energy and climate action plans or other similar schemes but find it hard to carry them out effectively; PEACE_Alps tackles this issue by developing inter-municipal implementation measures.

SaMBA Sustainable Mobility Behaviours in the Alpine Region

Sustainable mobility behaviours can only be achieved when people perceive public transport as a convenient option. SaMBA sets up reward and pricing policies directly related to the external costs of transport in order to stimulate people to use sustainable mobility options instead of private cars.

SMART ALTITUDE Alpine winter tourism territories demonstrating an integrated framework for a low-carbon, high-impact and resilient future

SMART ALTITUDE helps overcome differences in territorial governance and infrastructure management among winter tourism destinations. The goal is to develop a shared, transnational approach to clean energy policy implementation in mountain areas.

THE4BEES Transnational Holistic Ecosystem 4 Better Energy Efficiency through Social innovation

Energy is consumed by people rather than by buildings, so the first step towards a low-carbon society is a change in people’s behaviour. THE4BEES encourages such change through trainings, co-creation activities and innovative ICT applications.

With EUSALP for greener landscapes around Alpine cities

Metropolitan areas are a part of the EUSALP territory so a joint Alpine policy is needed even for the ecology-related domains, usually associated with rural areas. On one hand, Green Infrastructure is paramount for densely populated areas as it provides clean air, fresh water and quality living environment. On the other hand, the perception of the connectivity and the support for integrated planning of urban and rural areas cannot be achieved without raising people’s awareness in cities. LOS_DAMA! activities perfectly complement AG7 initiatives, by addressing a specific challenge for metropolitan territories and implementing the necessary multilevel governance. Collaboration between AG7 and LOS_DAMA! partners will continue beyond 2019. In 2017, at the first EUSALP conference of environment ministers, we helped launch the LOS_DAMA! Network of Cities and Metropolitan Regions for Green Infrastructure. We provide the network with a permanent cooperation structure and close collaboration with the regional and national levels, whereas cities set up concrete actions. AG7 also works as a catalyst for networking opportunities, which often result in new project ideas.

Alpine Space

LOS_DAMA! strives for enhanced peri-urban landscapes in Alpine metropolitan areas. They are important for recreation, climate adaptation and much more, but challenged by settlement development and growing traffic volume. As Green Infrastructures they have to be strategically planned and developed. Together with EUSALP Action Group 7 (AG7) we are committed to their development in all areas of the Alpine region. Together, we show that the contradiction between urban and rural can be overcome. To continue this endeavour after the project ends, we launched the LOS_DAMA! Network of Cities and Metropolitan Authorities for Green Infrastructure. During the 2017 Green Infrastructure conference of environment ministers of the states and regions initiated by AG7, the founding memorandum was signed by the first cities and metropolitan authorities. Up to now, the network has nine members, with more to come. There are two next steps of cooperation with AG7. First, we are identifying Green Infrastructure initiatives to be developed into transnational projects. Second, we work together to make Green Infrastructure a topic at the EUSALP 2018 forum in Innsbruck.

ALPBIONET2030 enhances transnational cooperation in nature protection and sets up an Alps-wide system for biodiversity conservation. The project will identify areas with high connectivity potential, in which a wildlife strategy will be tested.

AlpES Alpine Ecosystem Services – mapping, maintenance and management

AlpES develops a transnational approach to ecosystem services and provides public authorities, policy-makers and NGOs with information, training and support in order to foster a shared understanding, appreciation and management of environmental issues.

AlpFoodway A cross-disciplinary, transnational and participative approach to Alpine food cultural heritage

AlpFoodway works to save Alpine food cultural heritage and turn it into a driver of sustainable development. To do so, after identifying the heritage worth preserving, it creates and tests intergenerational transmission formats and new marketing tools.

ATLAS Advanced Tools for Low-carbon, high-value development of historic architecture in the Alpine Space

Reaching climate targets and preserving Alpine cultural landscape is a challenge. ATLAS rises up to it by rediscovering, valorising and using historic buildings in a sustainable way, thus paving the way for a greener Alpine society.

CHEERS Cultural HEritagE Risks and Securing activities

Cultural heritage shapes people’s identity and contributes to Alpine economy. CHEERS devises national and transnational tools, governance schemes and intervention guidelines to safeguard it from natural hazards.

GreenRisk4ALPs Development of ecosystem-based risk governance concepts with respect to natural hazards and climate impacts - from ecosystem-based solutions to integrated risk assessment

Although their effectiveness is recognised, forests and ecosystem services have been seldom integrated in risk mitigation strategies. GreenRisk4ALPs (GR4A) develops ecosystem-based concepts to support risk governance.

HyMoCARES HydroMorphological assessment and management at basin scale for the Conservation of Alpine Rivers and related Ecosystem Services

HyMoCARES fosters the conservation of Alpine rivers and related ecosystems by providing innovative basin planning and management tools based on the ecosystem services approach, while ensuring integration of local and basin levels.

Links4Soils Linking Alpine Soil Knowledge for Sustainable Ecosystem Management and Capacity Building

Links4Soils aims at overcoming the main barriers to sustainable soil management in the Alpine region. To achieve this, it brings together stakeholders from cross-cutting sectors and sets up the first Alps-wide soil information system.

RockTheAlps Harmonized ROCKfall natural risk and protection forest mapping in the ALPine Space

RockTheAlps focuses on forests as a protection element against rockfall and fosters their employment in risk management and prevention policies. The project will provide the first Alps-wide harmonised rockfall risk and protection forests map.

SPARE Strategic Planning for Alpine River Ecosystems – Integrating protection and development

SPARE aims at sharing, adapting and capitalising strategic planning and river management experiences across different regions and governance levels, fostering the adoption of a catchment-wide approach and of a transnational perspective.

trAILs Alpine Industrial Landscapes Transformation

The decline of Alpine heavy industry has left behind several “Alpine Industrial Landscapes” (AILs), whose potential is still unexploited. trAILs generates multidisciplinary knowledge about AILs and develops sustainable and transferable transformation strategies.

YOUrALPS Educating Youth for the Alps: (re)connecting Youth and Mountain heritage for an inspiring future in the Alps

In order to stop the decline of Alpine identity and know-how, YOUrALPS develops educational and awareness-raising activities for the youth about the natural and cultural heritage of the Alpine region.

GoApply tackles multi-level and cross-sector climate adaptation challenges by mapping, analysing and comparing relevant governance systems of four Alpine countries. As EUSALP Action Group 8 (AG8) focuses on natural hazard risk management and climate change adaptation, establishing ties with its co-leaders was a natural step for GoApply, which we made at the very start of project development. Some AG8 members even became involved in the development of the outputs of GoApply.

This collaboration lets us fill geographical gaps in terms of participating countries, increases the relevance of our results and enables us to reach out to key target groups from the disaster risk reduction community. We believe that feeding project results into the AG8 activities is a good way of ensuring that they are taken up and worked with by responsible decision-makers. Cooperating with a EUSALP AG requires increased coordination efforts by the project lead partner but, as our experience with AG8 shows, it is more than worth the effort. Cooperation can create true added value and co-benefits for both sides and for shared concerns, especially if it is based on the principle of reciprocity.

Working with EUSALP, a worthwhile effort to better disseminate results

The AG8 works to improve risk management and climate change adaptation in the Alps. We have already conducted comprehensive stocktaking and evaluation of risk governance structures, tools and processes in the EUSALP regions. The GoApply project will provide a similar knowledge base, good practice examples and enhancement options about climate change adaptation. This will help achieve better coordination, governance and increased coherence in tackling the interconnections of these policy fields, as is the case when the foreseeable impacts of climate-driven natural hazards can be reduced by appropriate adaptive policies.

AG8 work plan and GoApply project development took place in close mutual consideration. Entering into collaboration as early as possible proved to be a very wise choice as it allowed us to work in parallel and pool our results. The inputs of GoApply and the jointly produced results will strongly contribute to achieving three AG8 objectives: paving the ground for shared and improved adaptation policies and governance approaches; supporting synergies between risk management and climate change adaptation; and enhancing the contents of the online portal “CAPA – Climate Adaptation Platforms for the Alps”.

AlpGov Implementing Alpine Governance Mechanisms of the European Strategy for the Alpine Region

AlpGov supports EUSALP by establishing harmonised mechanisms for action group organisation, by mapping institutional frameworks, actors and funding schemes and by identifying and promoting actions with high leverage potential.

ASTHAG Alpine Space Transnational Governance of Active and Healthy Ageing

ASTHAG focuses on the need for cooperation in policy-making for the elderly. It establishes a transnational governance board involving quadruple helix players to promote active and healthy ageing in each territory.

GaYA Governance and Youth in the Alps

GaYA fosters the involvement of young people in regional governance and develops new approaches for decision-makers. Building on local experiences, the project will produce a participation toolkit and policy recommendations.

GoApply Multidimensional governance of climate change adaptation in policy making and practice

Adaptation strategies are a highly necessary policy response to climate change in the Alpine area. GoApply tackles the issue by facilitating multi-level and transnational governance.

EUSALP ACTION GROUP ABOUT

The Interreg Alpine Space programme is a European transnational cooperation programme involving seven countries (AT, CH, DE, FR, IT, LI, SI). It co-finances projects to make the region more innovative, develop low carbon solutions, valorise the cultural and natural heritage, and improve transnational governance. In the current programming period, 2014–2020, the programme budget is €139 million.

EUSALP is a EU macro-regional strategy based on a joint initiative of Alpine States and Regions. It sets the strategic framework for cooperation in the Alpine region, supporting the alignment of relevant policy instruments. The EUSALP has an action plan which is implemented by nine dedicated Action Groups. Alpine Space projects actively contribute to the strategy.
