EPHBA MISSION STATEMENT
Founded in 1979, the Eastern Panhandle Home Builders Association is a non-profit, member-based
organization of builders, contractors, suppliers and other businesses in the residential construction
industry that actively work to promote housing opportunities and quality construction practices in
the Eastern Panhandle of West Virginia.

A MESSAGE FROM EPHBA PRESIDENT— MARY DULYEA
Dear Members,
As your current president, I would like to take this opportunity to thank all of you for
your continued support during these hard times. I’m sure each and every member has been af-
fected from the same thing that has affected our association. We are fortunate to have such
dedicated and supportive members, such as yourself, to stand beside us as the organization of
building struggles to bounce back from this pandemic. We are and have always been a strong
organization that prospers through tough times through the support of each and every member.
I personally hope that everyone stays safe and begins to see prosperity in your business. Al-
ways remember, this struggle is only temporary and we will bounce back from it. Always re-
member to support your local businesses and members, they are the ones that need us the most.
I want you to know, without a doubt, the EPHBA and its Board of Directors has been working
diligently in the background for you as a member and we will continue to do so through these
hard times and beyond. We look forward to when we can all meet again face to face and do
some much needing socializing but until then, stay safe.

EPHBA was honored to present stipends for tools and work-related equipment from the Katy Fidler Scholarship Fund to two local
graduates of James Rumsey Technical Institute. All proceeds from EPHBA’s 50/50 raffles go into this fund and are distributed an-
nually to graduate(s) of local technical schools in the construction-related trades.
This year’s scholarship recipients are Herbert Pinkney from the Electrical Technician program and Adam Busey from the HVAC-R
program. Both students were highly recommended for the stipend by their instructors. The stipends are in the form of a gift card to
Lowe’s (an EPHBA member) and they are provided to be used for tools and other work-related supply needs.
We are extremely thankful of your support to make these stipends possible. We are also proud of the great educational opportuni-
ties available in our community and the accomplishments of the students

ELECTRICAL CODE UPDATE
Electrical Code updating-The 2017 National Electrical Code (NEC) will be effective in West Virginia
with a small exemption for AFCI’s in renovation jobs. We hope to share information for training on
the changes in the new code in the coming weeks.
JEFFERSON COUNTY IMPACT FEES
Jefferson County Impact Fees are being recalculated by the consultant selected by the Jefferson
County Commission, Tishler Bise. We will keep you updated on this process as it progresses.
LANLORD/TENANT ISSUES
Landlord /tenant issues- we are working on an issue dealing with notification practices on wrong-
ful occupation. Interested members can contact EPHBA for details.
LEG CON
NAHB’s Legislative Conference, (Leg Con), will be held on June 22 virtually. These meetings, typi-
cally held on Capitol Hill in Washington, D.C., are a critical part of the Federation's advocacy efforts
to keep housing issues a priority with federal lawmakers. Recaps of the effort will be shared
through nahb.org

Even though COVID-19 has kept us physically separated during the last 3 months, we wanted you to know that your
HBA has been working very hard for you and your business. EPHBA has been active on important issues and advo-
cacy efforts to help you and the home building industry survive these challenging times and, ultimately, prosper.
Here are a few of the critical issues we’ve been working on:
1. Getting the latest updates from the WV Fire Marshal’s Office on new codes (2017 NEC) and changes coming up in
the next year or two on IRC and IECC codes.
Keeping COVID-19 resources for small businesses in your inbox so you can take advantage of program(s) that might
work for you. Links to these resources are also posted on easternwvhomebuilders.org
1. Staying updated on impact fees in Jefferson County as the process to recalculate the fees begins.
2. Continue to work on landlord/tenant issues to help members in the rental housing market.
3. Share resources from the National Association of Home Builders on worksite safety and promote the Safety Stand
Down for protecting workers and jobsites. EPHBA has also shared other resources from NAHB to help members navi-
gate the Coronavirus Pandemic.
4. Most importantly, we’ve made sure national, state and local governments know that CONSTRUCTION IS
ESSENTIAL. This is keeping your businesses working and helping many associates supply products and ser-
vices for new homes.
We want you to know we have been active and continue to work as an advocate for you and the home building indus-
try. We hope to resume some in-person events later this year and to see you at some or all of those!
